If the camera is pointing up at the sky from the side of a building, and panning to follow the suspected plane - it is very possible that the object coming in to view is an aerial or antenna attached to the building - protruding above the camera. It looks reflective - as a metal antenna would be - and it's possible due to lack of light, that it might only be brightly visible with the night vision.
I think the more interesting aspect of the video is perhaps the fast object that appears to have been ejected from the plane - although that is possibly a coincidentally positioned shooting star.

This looks to me like a reflection on the front window of a car - the blue tint along the top of the photo suggests that the photo is taken from inside a car and that is the tint to reduce sun-glare. It's possible that the 'object' in the top left of the picture may be something on the dashboard of the car - the white dots in the center of the photo may possibly be dirt or moisture on the window.
Even if the 'oddities' are not so mundane as they appear (to me) to be - I found it peculiar that the first impressions of the people pointing them out, seem so far-fetched.
