Incidentally, it is quite common for police officers to fire several shots, even at point-blank range, because they might miss a shot (more likely if they shoot at the head and not the torso) and because often a shot could hit a non-vital area, causing the individual to continue moving or performing some activity.
The father of the officer who fired the shots said his son fired because his partner still had his arm in his car. If this is true, and he perceived it as a threat, could it partly explain why he didn't move to the right as protocol dictates, and instead decided to move forward slightly once the car aligned with him when the woman made the clear escape maneuver to force him to stop? Moving further to the right would have placed his partner more dangerously in a line of fire?
