ICE agent fatally shoots protester in Minneapolis: Self-defense or police brutality?

There are agents provocateurs in play, but in whose 'favor'?

I guess it's intended as 'standard operating procedure' for 'crowd control', but it's easy to imagine it being used to provoke crowds further and extend/worsen the situation, rather than calm it down.

This might be related, according to this press conference by local enforcements, there is group of agents (ICE and other) that arrived a couple of weeks ago and has been acting unconstitutionally. Not all agents, just a small group.
