American worker for de-mining group dies in Iraq
Sept. 3, 2019 - MOSUL, Iraq - An American working for an international de-mining group died during an operation to clear mines and unexploded ordnance near the northern city of Mosul on Tuesday, police and security officials said.

Police and security sources said he was part of a team working for the Swiss Foundation for Mine Action (FSD). The team was clearing mines left from the war with Islamic States militants in a village near Qayyara, some 60 km (38 miles) south of Mosul.

A initial report for the incident said the worker was trying to defuse “unexploded ordnance body which suddenly went off and killed the him immediately”.

Two security sources and one police official confirmed the worker was an American citizen. They declined to release his name or other details.

Iraq declared victory over Islamic State, which once held large swathes of the country, in December 2017. The United Nations said in February it could take many years to clear Mosul of hazards such as improvised explosive devices left by retreating Islamic State fighters.


Iraq suspends US-funded broadcaster Al Hurra over graft investigation
Sept. 2, 2019 - BAGHDAD - Iraq has suspended the license of a U.S.-government funded broadcaster after it ran an investigation alleging corruption within the country’s religious institutions.

The country’s media regulator on Monday shut down the local offices of Al Hurra television - a regional network funded by the U.S. Agency for Global Media - for three months, accusing the network of bias and defamation in their report.

“The program failed to uphold the principles of media professionalism,” a statement from the Communications and Media Commission (CMC) said, accusing the reporters of using anonymous sources to defame and to cause moral injury.

The investigative report, which aired on Saturday, alleged corruption within the Sunni and Shi’ite Muslim endowments - state bodies that administer religious sites and real estate - including foundations linked to Iraq’s top Shi’ite cleric Grand Ayatollah Ali al-Sistani. It also said the bodies have ties to armed groups.

The Sunni endowment denied the allegations in the report and said they would take legal steps against the channel. The Shi’ite endowment could not immediately be reached for comment.

In addition to the three-month suspension, Al Hurra was ordered to stop all activities until “they correct their position” and to issue a formal apology, the CMC decision said.

The report was condemned by influential political figures, who questioned its veracity.

Al Hurra stood by their report in a statement, calling it “fair, balanced and professional.” “During the extensive preparations of the report over time, individuals and institutions were given the right of reply, which they declined. We still offer those same institutions the opportunity to reply.”

Iraq is currently ranked near the bottom of Reporters Without Borders’ (RSF) media freedom index. It owes its current ranking of 156 out of 180 countries to routine attacks, arbitrary detentions and intimidation of journalists by militias and pro-government groups, according to RSF.

“Iraq still has no law on access to state-held information,” RSF says on its website. “Investigative reporting on corruption or embezzlement exposes journalists to serious threats.”

Neither the U.S. Department of State nor the U.S. Embassy in Baghdad oversees the content of Al Hurra’s programming, Embassy Spokesperson Pedro Martin said.

“Alhurra’s mission is to deliver accurate and objective information on the region, American policies and Americana,” he said. “The Government of Iraq has the right to question Al Hurra on any reporting that is perceived to be false or unprofessional and has the right to respond with their position.”

Friday September 6, 2019 - Three former private security guards for the former security firm Blackwater were given new sentences on Thursday by a federal court for convictions in the 2007 massacre of 14 unarmed Iraqi civilians at a traffic stop, a case that outraged Iraqis, the New York Times reported, Reuters reports.

The ex-guards, Dustin Heard, Evan Liberty and Paul Slough, were convicted in 2014 of multiple counts of manslaughter for their roles in the massacre and sentenced to 30 years in prison.

But in 2017, a federal appeals court ordered that the three Blackwater guards to be resentenced, saying their 30-year terms were too long.

The federal district court for the District of Columbia resentenced the men on Thursday, ordering Slough to serve 15 years, Liberty to serve 14 years and Heard to serve 12 years, the Times reported on Thursday

The former guards, along with a fourth security contractor, Nicholas Slatten, who was given a second-trial separately, all maintained their innocence.

Slatten was convicted of first-degree murder in December 2018 in the case, where prosecutors argued he fired first. Last month he was sentenced to life in prison.

Neither lawyers for the defendants nor prosecutors were immediately available for comment early on Friday.

The shooting stood out for its brutality even in the city in the grips of a bitter sectarian war, and sparked debate over the role of private security contractors working for the U.S. government in war zones.

The guards were traveling in a heavily armed, four-truck Blackwater Worldwide convoy and had been trying to clear a path for U.S. diplomats after a nearby car bomb.

At Nisur Square, they opened fire on Iraqps, including women and children, with machine guns and grenade launchers.

The U.S. Justice Department has long pursued accountability for the Nisur Square shooting. Blackwater, which was founded by a former Navy SEAL, was later sold and now operates as Virginia-based Academi.

Friday September 6, 2019 - Iraq’s Popular Mobilization Forces (PMF) has ordered the formation of an air force to protect the country against Israeli drone attacks.

“Based on Diwani Order No. (79) of 2014… the powers vested in us and the interest of the public attributed us to form the Air Force Directorate,” read a document signed by the PMF’s Deputy Chairman Abu Mahdi Al-Muhandis.

Regional tensions have soared in the past few weeks as a result of Israel’s repeated strikes on what it claims to be Iranian positions in Iraq, Lebanon and Syria.

Late last month, the PMF – an umbrella organisation of Shia paramilitary groups – blamed Israel for an attack on its base near the Syria-Iraq border. In a statement, the PFM said that unmanned aircraft had carried out two air strikes, one of which struck the headquarters of a local paramilitary brigade, while the other struck a convoy of cars leaving the building.

This came just days after US officials confirmed that Israel was behind several air strikes across Iraq, which saw three PMF bases and an Iraqi federal police compound targeted. Though the US initially denied any knowledge of or involvement in the strikes, a senior military intelligence official claimed the strikes were conducted from within Iraq, suggesting the US had allowed Israel to launch the attacks from its bases in the country.

Friday September 6, 2019 - Iraqi Defence Minister Najah Al-Shammari issued an order on Thursday to refer several officers and commanders to military courts on corruption charges.

The ministry said in a brief statement that “Defence Minister, Najah Al-Shammari, ordered the transfer of some high-ranking and commanders to the competent military courts on charges related to corruption".

The Ministry of Defence did not name the officers or specified their ranks.

The Prime Minister and Commander in Chief of the Armed Forces, Adil Abdul Mahdi, had earlier requested to suspend studying the names of the officers of the Ministry of Defence due to be promoted, because of suspicions of corruption related to some affiliates of the military establishment.

For years, corruption has wasted Iraq’s resources, which are already plagued by declining revenues due to falling oil prices and increased spending, as a result of the high costs of the war against Daesh.

Last year, the Iraqi Commission of Integrity, an organization tasked with prosecuting corrupt people, uncovered the issuance of more than 2,000 warrants for corruption charges in the country in 2017.

The Commission unveiled that arrest warrants were issued against 290 government officials, including ministers.

Iraq is among the world’s most corrupt countries, according to Transparency International’s Corruption Perceptions Index (CPI) over the past years.

Friday September 6, 2019 - Iraq announced today that it handed 42,000 books over to Kuwait, which were seized by the Iraqi regime during the occupation of Kuwait in 1990.

Undersecretary for Legal Affairs and Multilateral Relations in the Iraqi Foreign Ministry, Hazem Al-Yousifi, told reporters on the sidelines of the handover ceremony, that the books belonged to the Kuwait National Library and the Kuwait University. He stressed that the Iraqi authorities are working to close the file of Kuwaitis’ property in Iraq before the end of this year.

Al-Yousifi added that Iraq is working to solve the issue of missing Kuwaitis. He said that the Iraqi authorities “are achieving success” through the use of satellite imagery and sophisticated drilling equipment. The enquiry found a mass grave in the desert of Samawah, which contained the remains of 46 people. 32 Kuwaiti citizens were identified. Al-Yousifi confirmed that the Iraqi government is serious in its quest to close all issues caused by the former regime, while stressing the depth of bilateral relations between the two countries.

The Kuwait News Agency quoted Advisor Abdulaziz Al-Jarallah, Kuwaiti Deputy Assistant Foreign Minister, saying that the Foreign Ministry received about 800 boxes containing 42,000 books owned by the National Library of Kuwait and the Kuwait University from the Iraqi side.

He also appreciated the UN sponsorship of the handover of the books from the Iraqi side to Kuwait, per the latest UN Security Council resolution 2107/2013, part of which deals with the transfer of all Kuwaiti property stolen during the invasion.

Tens of military trucks carrying military equipment were dispatched by the US to Ain al-Assad military base in al-Anbar Province in Western Iraq from Jordan, Iraqi sources said.

The Arabic-language al-Ma’aloumeh news website quoted a military source in the command center of Hashd al-Sha’abi (Iraq’s Popular Mobilization) forces as saying that a US military convoy comprising 108 trucks carrying military vehicles and equipment entered Ein al-Assad Air Base of Western Iraq from the neighboring Jordan via Erbil border crossing.

The source underlined that the US military convoy was accompanied by a security company called "Peacock Kingdom" and backed by the US Air Force.

It pointed to the dispatch of military equipment to Ein al-Assad Base by the security companies, and said that the US soldiers are also dispatched to Ein al-Assad military air base on US Army airplanes.

In a relevant development last week, a senior member of Iraq’s al-Nujaba Movement underlined that the US special forces have increased their movements in Western Iraq, and relocated large groups of the ISIL terrorists.

Secretary-General of Iraq's popular Al-Nujaba Movement Akram al-Kaabi warned of Washington and its allies' plots against his country, saying that the American forces have deactivated Iraq's missile defense shield.

"The Americans have deactivated and weakened Iraq's air defense system," Kaabi said on Wednesday.
He described the US as weaker than the past, but meantime said that the Americans are after weakening Iraq in collaboration with Israel, the UAE and Saudi Arabia.

"The Zionist regime tries to humiliate the Arab states, but it is not strong itself and is weaker than the spider's den," al-Kaabi said.

His remarks came after Iraq’s Hashd al-Shaabi (Iraq’s Popular Mobilization) forces in a statement announced last month that Israeli drones backed by the US aircraft pounded their positions near the border with Syria.

The Hashd al-Sha’abi in a statement reported that two Israeli drones struck its military positions in Akashat-Alqaem Road in al-Anbar province 15 kilometers from the border with Syria.

The statement noted that the attack has taken place with the aerial support of the US and monitoring of a huge surveillance balloon near the site of the attack, and said that the attack took place with the start of the Phase 4 of Eradeh al-Nasr (the Will of Victory) military operation jointly conducted by the Iraqi Army, Police Force and Hashd al-Sha’abi against the ISIL remnants in the Western part of the country.

It noted that a Hashd al-Sha’abi member was killed and another was wounded in the Israeli drone attacks.

The US-led coalition has conducted several airstrikes against ISIS hideouts and positions as Iraqi ground troops continue its offensive against the terrorist group in Saladin Governorate.

The aerial bombardment comes as part of Operation Black Soil; a joint military operation between the Iraqi anti-terrorism forces and US-led coalition, which aims at eradicating ISIS militants from small villages in Saladin Governorate located north of the Iraqi capital of Baghdad.

Four Iraqis, including a civilian, have been killed recently in sporadic attacks launched by ISIS terror group across the country.

In December 2017, the Iraqi authorities announced defeat of the so-called Islamic State in Iraq and Syria (ISIS, ISIL, IS).

Ever since, the hardline group carried out scores of lone-wolf attacks that killed and injured dozens of Iraqi, and caused substantial material damage.

Footage released by a local media outlet shows the intensity of aerial bombardment conducted by the US fighter jets and strategic bombers.

In a related context, The Iraqi Hashd, Popular Mobilization Forces (PMF), said it is now forming its own ‘Air Force’ in order to respond to hostile air strikes.

The group’s deputy chief, Abu Mahdi al-Muhandes, said he had ordered to establish the air force directorate for the Hashd; naming Salah Mahdi Hantoush as its caretaker.

Iraq is committed to curbing its oil output in compliance with the OPEC+ agreement, but persistent divisions with the regional Kurdish administration over exports are making this difficult.

While Iraq and the autonomous Kurdish region are cooperating on exports of oil produced at Kurdish fields, “we still have issues,” Oil Minister Thamir Ghadhban told delegates at the World Energy Congress in Abu Dhabi on Tuesday.

Iraq, including the self-ruling Kurdish region, has about 5 million barrels a day of oil output capacity. Last month, its production increased by about 30,000 barrels a day to 4.78 million barrels a day, according to a Bloomberg survey. Ghadhban said on Monday that Iraq increased output over the summer to meet seasonal demand for power.

Crude production across the entire Organization of Petroleum Exporting Countries group rose by 200,000 barrels a day in August. It was the first increase since the cartel and its allies started a new round of output cutbacks at the start of 2019. Iraq is OPEC’s second-biggest producer.

The Iraqi central government in Baghdad is “relaxing” development of major oil fields, including West Qurna 2, Rumaila and Zubair, to help meet its pledged OPEC+ output cuts, Ghadhban said. He added that Iraq will cut production from fields that the government runs and not from those where foreign companies are working. He has also ordered a decrease in the country’s oil exports.

Current talks on the sharing of oil revenue between Baghdad and the Kurdistan Regional Government will succeed where previous attempts failed “because people have got wiser,” Ghadhban said.
Kurdistan pumped and exported crude on its own without cooperating with Baghdad “and what they ended up with was a hefty debt,” he said.

The country is in no rush to develop oil and gas fields that are located near its international borders, Ghadhban said earlier in an interview on the sidelines of the congress. Iraq selected companies to develop the fields in a licensing round last year, but the contracts weren’t ratified by Iraq authorities when a new administration took over and remain in limbo.

“We are still committed to developing the border fields, but we will do it at the right time,” he said in the interview. “We have enough capacity right now.”

Iraq also plans to diversify its oil-export routes, including building a pipeline from Basra to Aqaba to Jordan. The country also aims to replace a war-damaged crude pipeline running from its northern fields to Turkey.

The US Air Force has dropped 40 tonnes of laser-guided explosives on to an island in northern Iraq it says is “infested” with members of Isis.

Colonel Myles B Caggins, the official spokesman of the coalition to defeat the jihadist militant group, posted a video showing the mission on Twitter.

Vast explosions that created huge mushroom clouds are shown in the clip, while Iraqi counter-terrorism troops watch on.

The coalition said F15 and F35 warplanes took part in the bombing on Qanus Island in the Tigris River, north of Iraq’s capital, Baghdad.

Major General Eric T Hill, from the Special Operations Joint Task Force, said: “We’re denying Daesh [Isis] the ability to hide on Qanus Island.

“We’re setting the conditions for our partner forces to continue bringing stability to the region.”

The bombs were dropped to “disrupt Daesh the ability to hide in the thick vegetation”.

Isis was defeated in Iraq in 2017 but sleeper cells have continued to carry out deadly bombings in the country.

Major General Hill added: “The pressure that we’re keeping on them keeps Daesh decentralised. We do see some unraveling of their communications.”

US-led coalition hits ISIS 'infested' island in Iraq with 80,000 pounds of munitions

The U.S.-led coalition conducted airstrikes against an Islamic State "infested" island in Iraq on Tuesday in order to deny what had become a safe haven for the terror group, according to Operation Inherent Resolve.

U.S. F-15 and F-35 aircraft dropped 80,000 pounds of munitions on Qanus Island, located in the Salah ad Din Province, north of Baghdad, to disrupt ISIS fighters' "ability to hide in the thick vegetation," the coalition said in a statement.

ERBIL — An unidentified aircraft on Sunday attacked another military base belonging to Iran-backed militias of Hashd al-Shaabi in Iraq’s western province of Anbar, near the Syrian border, officials confirmed.
