From what I got in very broad understanding, there is not by law any way to investigate -with the drone at hand- the origin, purpose, characteristics, etc because there is no way no grab it, shut it down etc due to lack of laws in this matter, the hearing was also about the possible danger that presents of this UAS/UAVs in border security and drug cartels.
I understand the frustration of the legislators because, as it is mentioned, years go by and there are no laws that may help them in the matter and, it is not that drones were invented yesterday.
