What many people may not realize is that the voters who voted for Social Security were persuaded to do so as they were promised that Social Security numbers would NEVER be used for identification purposes. Many of these voters are no longer alive. Just another lie to toss on the massive heap.

Is there any data you know of to show that this is the case?

It's not proof of any kind, or data really, but I recall my mother talking about that when I was really little. She said that we all had numbers issued by the government, but that the government made it clear that they were not to be used for identification. I know it sounds silly, but I remember her talking about it. It was supposed to be a 'private number that connected you to the social security program only'. Ahhh - yes, gullible as always. I even remember thinking that it was odd that I had to use my SS# in college as id for test results, because my mother had told me it was not for identification! LOL - little did I know how naive my mother and I were.

This is something I recall learning from a history teacher in highschool. Over the years, I've watched Social Security numbers being used more and more frequently for identification. In the 1960s (when I was issued mine) one was more selective about giving out that number and rarely was it demanded. Today, one has little choice.

When the Act was being deliberated under F.D.Roosevelt administration there was a lot of opposition to it as it involved taxes. It was also pointed out during that time that it could be abused by the "government" and had the potential to be used as a means of identification. This idea was not popular with the voters either.

So the short answer is I'll have to research it to provide data for you.
