Apparently they had a whole conference built around this theme headlined by Newt Gingrich and Mike Huckabee. Evidently the threat comes with a 90% mortality rate. The alternet.org article scrutinizes the unlikelihood of a rogue nation pulling off such a stunt and credits an ulterior motive of missile defense advocacy driving the agenda.

How closely would an upper-atmosphere comet explosion emulate such an EMP attack?

Although it's difficult to ponder, I can imagine a world mostly destroyed by the effects of comets with the remaining people running around thinking they were just all bombed with EMPs. Then another cycle in the history of humanity begins without any real understanding of how the disaster came to be and people will quickly fall into complacency again.

There might be some truth to an EMP threat, but the question is, will this be used to cover the tracks of the true cosmic threats? In the shock of such an explosion, will people have the soberness to examine the details rationally? My guess is probably not. They will accept the line that it was an EMP attack from Iran or Russia or North Korea or whatever region TPTB decide to annihilate next.
