I have not heard ANYTHING about this ANYWHERE. I found it accidentally while google searching "fluoride" + "LADWP"

In August of 2004, quietly and without fanfare, an article was published on the Los Angeles Independent Media website revealing a plan by the U.S. government to depopulate the country via the water system. The article alleged that the water system had been reconfigured country-wide so as to function as a finely honed targeting system, which, when deployed, would selectively target individual homes with undrinkable, or “death” water. The article alleged that this had been accomplished by the construction of a complex system of double lines and mixing capabilities on the main lines. In this manner, certain, pre-selected homes would receive the ordinary water while the targeted homes would receive the mixture. It is the contention of this reporter that the mixture will kill those imbibing the water.

Nearly three years have passed since the publication of “Public Extermination Project.” (_http://la.indymedia.org/news/2004/08/115676.php) New information has surfaced supporting these claims. In addition, this reporter has determined some errors in the initial report, which mandate correcting.

A careful reading of Section 817 of the Patriot Act, “The Expansion of the Biological Weapons Statute,” reveals this to be the umbrella statute which is authorizing this project. While the wording of this statute is somewhat opaque, a diligent scrutiny of the language reveals its true intent.

Firstly, this statute is legalizing “delivery systems” and “toxins” under certain circumstances. “Delivery systems” is weapons terminology. “Toxins” are poisons. The statute details when these delivery systems and toxins will and will not be legal.

Poisons, as we all know, are meant to terminate, not enhance, life. There is no mention in 817 of these poisons being utilized as any sort of legally sanctioned punishment for a crime, such as lethal injection. Rather, the statute states that these SHALL be legal when used for purposes determined as “peaceful, protective, prophylactic or bona fide research.”

Setting aside the research clause, we are essentially seeing the legalizing of “peaceful, protective, prophylactic…..” poisoning.

We have thus essentially bypassed any necessity for due process and have authorized the use of poisons to kill.

"Public Extermination Project"

Following 911, there began intensive and concentrated infrastructure work that has lethal capabilities and intent. In an extremely non-forthcoming governmental atmosphere, I have been able to document a small portion of this work, which was ongoing in Los Angeles County in the spring of 2004.

Through the use of t-valves, the government can regulate, on an individualized, residence by residence basis, the introduction of another substance into the water lines. As fluoride goes in at the plant, we are not dealing with the capability to add fluoride. It is quite a bit more nefarious than that.

In the first interview in May, 2004, with Engineer Mike Downs and Head Engineer Julie Spacht, Department of Water and Power, downtown Los Angeles office, the two engineers issued a blanket denial that t-valves were used in any capacity by DWP. Spacht stated that she had never heard of t-valves, and asked, somewhat disingenuously, whether I could draw one so that she could see what they looked like.

Several days later, I happened upon surface work by DWP contractor Spiniello Co. The work involving t-valves is generally done under the street; however, the surface work on La Brea Avenue between Washington and Venice Blvds. revealed a t-valve in front of every house.

When I informed Downs that I had the valves on film, it seemed to jog his memory. When I asked him to state in writing the DWP policy on t-valves, he submitted a fax (Exhibit A) stating that t-valves were never used in mainline construction (note the capitalization and bold type used for emphasis).

Photograph 1 is a t-valve on mainline construction on Washington Blvd. and Harcourt, under the authority of DWP.

According to Spiniello workers, every single t-valve is being replaced by ones that respond to computer commands. The Spiniello foreman at this job site revealed that the main computer is in a centralized location.

Here in Finland in the beginning of december last year(2007) There was an 'accident' in Nokia (yes it is a placename)were sewage got into the freshwater system. Several people were killed by the following bacterial diseases

The reason: A valve linking(!) the two systems was turned in the wrong position(wrong position??!!It shouldn't even have been there for fucks sake!)

Now rumor has it that the valve was put there to get better 'emission'-rates for the sewage(by leaking fresh water into the sewage), of course I cannot confirm this but it seems to be the most plausible explanation. Mediacoverage is low, people sueing the city are remarkably few and insurance firms are reluctant to pay( offering 250€/pers.)
 
This accident might be weather related since last autumn here was quite wet and by december there should be snow, therefore putting less strain on the sewage system, but now there was a backflow(less pressure in the freshwater system than in the sewage) because of the raining. By the way how's the weather in Canada, Namaste?
 
I wouldn't at all be surprised if this were official policy. We are facing a population crisis and resources are limited...

Well we have beaten our all time record of 458 cm of snow. So far we have received more than 460 cm of snow.

here they declared(in the news) that southern and some of the middle parts of F haven't had a winter this year, so now its' official... how do they figure that, 'haven't had a winter'?...

I was most interested to see exactly how the patriot akt authorized this and I finally understand how that could be. However, it seems impractical to install a complete parallel system alongside the existing waterlines esp. if it is only going to be used once per house. Even if it was used many times, if she is suggesting that they already have dug or are going to dig down to every individual water line ...in the country, it is still impractical. Or did I miss something like it is limited to certain areas? Thanks for the audio clips. I just got them...I will take a listen now.

I have to admit though, the current PTB do not seem to refrain from impractical projects... if they want it ...they take it

Just one more reason to get out of cities and become self-sufficient with your own water supply, food production and power generation. Why make things easy for TPTB?
 
Just my view here, and I could be way off.

They’ve been putting flouride in the water system since I was a kid in the 60’s, there’s no telling how long they were doing it up to that point. Recently we see efforts to produce what they call “nursury water”, which is nothing more than either distilled or osmotic water, with flouride added. Seems they just couldn’t rest thinking that the wee ones weren’t getting enough.

Perhaps we should consider how much addiction we have in this country, particularly to pharmaceuticals. There is also a large percentage of our populace, (in the USA), on antidepressants, which probably has something to do with our brains not working properly due to the flouride intake, and other junk in the water that we’ve ALREADY been drinking for most of our lifetimes. And since anti-depressants are now found to be present in the ground water, it’s not a far jump to assume that it’s in most of our systems by now, if not in all of us.

What would happen if all of a sudden the guvnment decided to ban certain pharmaceuticals with some new discovery? What do we think that would do to many people who depend on them to keep an even keel? And about those who illegally use, and are addicted to, legal drugs like oxycontin and hydrocodone? I suspect all hell would break loose. (Wasn't Klebold on some sort of anti depressant? -Columbine-)

In short, I don’t think they would have to go to the trouble or expense to install certain valves or extra pipes. The thing that does the real damage is already IN the water and has been for literally generations. All “they” would have to do is ban SSRI’s and MAOI inhibitors, certain pain killers. Of course, Big Pharma would just sell us something else and make more money at it, but in the mean time, people will be freaking out.
 
It's interesting--- I just took a CNA class (for nurse assistanants) and they were gung- ho about Fluoride! I quote from the instructor "There is not a single ill effect from fluoride" I didn't want to be like, "yeah, well what about being mentally retarded from fluoride" but I did mention fluorosis,

So this could easily explain that huge jump in children with autism--- 1 in 150 now--- used to be 1 in 10,000---- fluoride!

So what's the point--- OK--- if you're severely enought mentally retarded, something's got to be done with you. Medicaid funds, as of now, are trickled your way so you can sit in your group home and watch TV all day and not cause any problems. With 1 in 150 individuals potentially needing this type of service, that sure funnels a lot of money their way. Which keeps the rest of us working our butts off, there isn't any free childcare in the states like parts of the EU has--- and people can barely afford childcare--- stressing the family, stressing the kids, and so,

Maybe if they make us all mentally retarded, then they have an excuse for not evolving the rest of society. Keep the starving starving.

Hmmm... I detect a certain "twist" in your thinking. You are concerned that you are "working your butt off" to support some poor disabled person or some other unfortunate when, in fact, most of your money is going for armaments and into the pockets of the uber-rich elites.

If the wealthy elites had to pay taxes - and they hardly do - then the burden of the poor unfortunates would fall where it ought to fall.

So, if you want to feel hostile toward anyone, save it for the rich rip-off artists and spare the helpless.
 
Well they're cutting funds on the developmentally disabled now, too----- I was not trying to pick on the DD-- but there are a lot of budgetary funds going towards medicaid (actually I thought the number was higher---) but this is what Wiki says:

Yeah, my misinformation mind thought that medicaid was like 50% of the federal budget spent domestically--- if I find that number again, I will post it. Do I mind? Not really, but it can be prevented, and that's what is annoying.

I am glad that people with DD's (developmental disabilities) have a program that can help them live their lives out of desperation. Anyone else who has a low enough income to qualify for Medicaid, go for the healthcare. I am not resentful of that in any way.

referring to the sit down and shut up mentality that institutions in america have--- as long as your quiet and raise your hand when you want to go to the bathroom, there won't be any problems. And that, to me, is not a quality way of life, and the instututionalization of america's misfits is a sad thing, but that is what happens now, and will happen more in the future with more people with autism being born. And the PTB are compounding this, and will continue to do so. The educators have little guidence for other options, and are told what to do.


Anyways, the point is, they're "medicating" the public with fluoride that lowers intelligence and that is going to be a burdon on society also, in more ways than one.

Anyways, you're totally right Laura- I do likely have a "twist" in my thinking (my father used to call me Twist)--- interesting that you bring that up, in quotes, no less. (my father passed away a few years ago, and even threads of his possible existence, even through coincidence, are exciting for me)

Sorry if my communication gets a little jumbled, I should probably proofread my edits more to ensure the essence of what I am trying to convey comes across right.

But, I do not mind paying taxes to help people in need, and yes, the elites should have to contribute to this mess they're making as well.

There's a lot more to say, about how money in the federal budget is being mismanaged, but that is probably for another topic, and how nobody wants to be institutionalized, and how the systems in place are dehumanizing and degrading and not very creative, but that would make for a long post.

I hope I didn't offend anyone, so sorry about my carelessness and lack of edit.
