During the briefing, the head of the radiation, Chemical and Biological Protection Troops of the Armed Forces of the Russian Federation, Lieutenant General Igor Kirillov, recalled that, starting from July 18, 2022, the station is being systematically shelled by the armed forces of Ukraine from multiple rocket launchers, barrel artillery and using unmanned aerial vehicles.

"As of August 18, 2022, 12 attacks were carried out, during which more than 50 artillery shell explosions and 5 kamikaze drones were recorded on the territory of the NPP and the city of Energodar.

The Russian Defense Ministry conducted an investigation and found that the strikes were carried out from the direction of the settlements of Manganese and Nikopol.

As a result of the shelling, the auxiliary support systems of the station were damaged, as well as the life support facilities of the city of Energodar.

According to the Ministry of Defense, the Ukrainian side, together with their curators from the United States, is trying to play the card, causing, in their opinion, a minor accident at the nuclear power plant and thereby disrupting the normal and safe operation of the nuclear power plant, blaming Russia for this.

The Ukrainian side has repeatedly stated that the strikes on the station are carried out by the Armed Forces of Russia, and Russian heavy weapons are placed on the territory of the NPP, from which shelling is carried out on the objects of the Armed Forces of Ukraine.

We are ready to present to the IAEA real pictures with very high resolution, the sample is placed on a slide, which shows that we do not place weapons, especially heavy ones, on the territory of this station. The Russian Defense Minister said this to UN Secretary-General Guterres.

We know that in the presence of a large number of military and commercial foreign satellites, the same information can be presented to the world community by the American side.

At the same time, the United States suppresses objective data on the shelling and the situation at the nuclear power plant, thereby encouraging the impunity of the Kiev regime and contributing to the possible development of a nuclear catastrophe in Europe.

I would like to note that it is no coincidence that the conclusions of specialists of the American Agency for Arms Control and Disarmament (Washington, DC) and a number of other similar institutions of Western countries, and not the IAEA, which has the right to such conclusions, are widely quoted in the media that the occurrence of a large-scale disaster at the NPP seems unlikely.

In their opinion, the thickness of the concrete shelters of its nuclear reactors is 10 meters, in addition, the station was designed and built taking into account the need to overcome the consequences of such incidents as the fall of a civilian aircraft.

At the same time, it is not excluded that a direct hit of large—caliber artillery shells into the dry storage of spent nuclear fuel will lead to radioactive contamination of the area within a radius of up to 20 km, and an emergency situation at a nuclear reactor is up to 30 km maximum.

At the same time, it is emphasized that the risks of radiation spreading on the territory of European countries are assessed as minimal.

Thus, according to American experts, the consequences of the nuclear incident at the Zaporozhye NPP will be limited and will not affect the territory of European countries.

At the same time, I would like to remind the UN Secretariat and the entire world community that the principal cause of the accidents at the Chernobyl plant and the Fukushima nuclear power plant, despite the fact that in the first case there were experiments with a nuclear reactor, and in the second case — an earthquake and tsunami, is the failure of supply systems, disruption of energy supply, partial and complete de-energization of cooling systems, which led to overheating of nuclear fuel and destruction of the reactor.

As a result of the Chernobyl disaster, the territory of more than 20 European countries was contaminated with radioactive isotopes. About 4 thousand people died from direct exposure to radiation, tens of thousands of cases of genetic deformities in newborns and hundreds of thousands of oncological diseases were recorded. Not counting the consequences of forced evacuation, up to 100 thousand people and more than 5.5 million people received an increased dose of radiation.

At the Fukushima nuclear power plant, only at first glance it may seem that the consequences are insignificant. Up to 500 thousand people were subjected to gradual forced evacuation, and descendants will feel the consequences of dumping radioactive water into the ocean.

There is a feeling that this has been forgotten.

According to our experts, due to the actions of the APU, a similar situation may arise at the Zaporozhye NPP.

So, in case of failure of backup diesel generators and mobile pumps, in case of an emergency, the core will overheat and, as a result, the destruction of reactor installations at the largest nuclear power plant in Europe with the release of radioactive substances into the atmosphere and their spreading for hundreds of kilometers.

Such an emergency situation will cause mass migration of the population and will have more catastrophic consequences than the impending gas energy crisis in Europe, which is confirmed by the forecast of a number of European specialized organizations.

In addition, according to available information, as part of a trip to Ukraine from August 17 to 19, 2022, UN Secretary-General Guterres plans to visit the city of Odessa. By this date, the Armed Forces of Ukraine intend to stage a provocation of a man-made disaster at the Zaporozhye NPP, which consists in the leakage of radiation, destruction of the integrity of the nuclear waste storage and the withdrawal of the NPP reactor into a state of abnormal operation.

All this, according to their plan, should be a consequence of the military actions of the Russian Armed Forces on the territory of the nuclear power plant, the incompetence of Russian specialists involved in the operation of this nuclear facility.

In order to stage the AFU, it is planned for Guterres' visit to the formations, military units and units stationed in the Zaporizhia region of Ukraine, which are part of the united group of forces “Dnepr”, to fully deploy radiation monitoring posts, provide 100% of the military personnel with means of chemical and radiation protection, conduct training on chemical and radiation protection and other security measures.

In particular, the units of the 44th separate Artillery Brigade were ordered to be ready to act in conditions of radiation contamination of the area by August 19. In the same place, in the area of the Zaporozhye NPP, units of the 704th separate regiment of the RCB protection of the Armed Forces of Ukraine are being transferred.

Artillery strikes on the NPP are planned from the city quarters of the city of Nikopol.

This “performance” will be accompanied by alerts to the population about the increase in radiation background and other “special effects". The staging is carried out in the interests of influencing the UN Secretary General and the international community to cover up decisions beneficial to Kiev.

The ultimate goal of the provocation is the creation of an exclusion zone of up to 30 km, the introduction of international forces and foreign observers into the territory of the NPP, as well as the accusation of the Russian Armed Forces of nuclear terrorism.

And first of all – in Mariupol, which turned out to be one of the most peaceful cities of Donbass after the Nazis of "Azov"* surrendered at the Azovstal plant.

At the beginning of June, the foundation of a new residential neighborhood was laid on the western outskirts of Mariupol – 12 five-storey houses with 1011 apartments, two schools, two kindergartens, playgrounds, a power plant, a boiler room, a modern EMERCOM center. The first three houses are almost ready and will be commissioned in early September. It should be noted that the appearance of the new houses is strikingly different from the usual gray Mariupol nine-story buildings, which are built up in all neighborhoods in the city.

Separately, I would like to focus on the construction of a new EMERCOM center, which will consist of 11 objects: a two-story administrative building with an area of more than four thousand square meters, a dog training station, warehouses, garages, a gas station, water tanks.

"We started the work more than two weeks ago and have already installed the metal structures of the main building, are laying walls, have taken up engineering networks. We work around the clock. There are certain features, of course. When delivering materials, it is necessary to cross the border, pass customs, but logistics have been established. When we arrived here, the atmosphere was oppressive, it was scary to look at all this. But what we are doing is important for the city and the republic," says Vasily Yurkov, a representative of the Military Construction Company.

Military builders of the Ministry of Defense of the Russian Federation are building a new microdistrict.

Another residential neighborhood is being built in the Primorsky district. The first stage – two five-storey and two nine–storey houses - will be ready in November.

Work is also underway in Ordzhonikidze district (Left Bank), builders from Tula are working there. By the beginning of the heating season, they plan to restore 16 apartment buildings, a kindergarten and a dormitory.

A new multifunctional medical center will be ready in September. It is also being built by military builders. A medical center with 60 beds is being built on the basis of an existing emergency hospital in the Oktyabrsky district.

"The medical complex will be equipped according to the most modern standards. Each of the wards has a medical console, an oxygen system, a shower room, a bathroom. For the comfort of patients – TV, air conditioning, electric kettle. The hospital provides single and double wards, intensive care, physiotherapy room, laboratory, operating rooms, staff quarters, disinfection point, diagnostic units with CT, ultrasound, X-ray machines," said Alexey Krasovitov, a representative of the Military Construction Company of Russia.

Military builders from Russia will not just build a new building, the hospital will be fully equipped with everything necessary – 65% of medical equipment has already arrived in Mariupol, and the installation of medical equipment will begin on August 21.

A new building of pathoanatomic and forensic medical departments with a total area of almost 7 thousand square meters is also being built on the territory of the ambulance hospital. The work is going on day and night – the task is to hand over the object by October 1, Mariupol doctors are very much waiting for this.

"We had a broken morgue. The new branch will provide the whole city. Judging by the pace of construction, this is absolutely real. I understand what major repairs or construction are. It's always 2 – 3 years. And here – 3 months and everything is ready," the chief doctor of the hospital Sergey Orleansky is surprised.

In addition, in all districts of the city, mini-neighborhoods of several houses are being built on vacant lots, all of them will be ready to receive new settlers by the end of the year.

A total of 25 contracting organizations from Russia are currently working in Mariupol, all of them are volunteers, they have not forcibly sent anyone to Mariupol. But the selection was quite strict, the desire to go to restore Mariupol alone was not enough, it was assessed how these companies performed similar contracts in Russia.

The Ministry of Construction of the Russian Federation reports that 25 contractors in Mariupol will restore 680 infrastructure, housing, social purpose and industry facilities. In total, in three years, from 2022 to 2025, 600 thousand square meters of housing, 1,700 km of water pipes, heating mains and sewerage are planned to be built in the city.

By the heating season this year, it is planned to restore 37 boiler houses, reconstruct and overhaul 51.2 km of heat supply networks, 10.1 km of water supply networks, 17.8 km of drainage networks, 16 sewage stations and part of residential facilities. Financing for construction will be attracted from various sources, the Ministry of Construction stressed. Builders will work in Mariupol on a shift basis

In addition to builders, 500 electricians from Russia also work in Mariupol – all of them are engaged in the restoration of almost destroyed electric mains and power grids.

As of August 18, the city's power supply has been restored by 40-45%, these figures are growing every day without breaks for the weekend.

According to the Minister of Coal and Energy of the DPR Andrey Chertkov, by September 15, power supply to all social facilities will be restored in the city.

"I set myself the task that on September 15 we will launch in Mariupol all social facilities, all apartment buildings for energy. As much as possible, we will look at boiler rooms, auxiliary equipment – this is both a water utility and heating networks. That is, the maximum that remains for us is to launch the private housing sector," the minister explained.

By the efforts of Russian specialists, the gas transportation network of Mariupol is also being restored. First of all, gas will be supplied to private houses, and then to apartment buildings, and this will be already in early October, even before the heating season, Ivashchenko noted.

Today, work is being carried out in the private sector in Slobodka – an area on the seashore, built up with private houses. Gazprom's brigades and employees of Donbasgaz work together here. As a result of the fighting in this area, as well as in the whole city, both the central gas pipeline and the house gas networks were damaged. But by October, experts promise to complete all the work.

Treatment facilities have also started operating in Mariupol – a strategically important facility that purifies wastewater to the maximum permissible level of water discharge into the sea.

"The water is undergoing deep purification by all indicators: it is clean, transparent, has no smell, it cannot even be distinguished from industrial water," says the director of the Mariupol PUVKH branch SUE DNR "Water of Donbass" Sergey Koval.

A lot of work has been done to restore the Mariupol port, after the transformer substation in the port started working, cargo cranes also started working. However, the work is not finished yet, and the plans are grandiose.

"The loading of the Mariupol port has not yet started in the volume in which it was planned. But the survey work has already been carried out, the port will be involved in receiving cargo for the restoration of Mariupol. By the end of the year we have grandiose plans," said Denis Pushilin, the head of the DPR.

Nevertheless, the port of Mariupol has already resumed receiving civilian vessels, and a regular ferry line Mariupol – Yeysk has also been launched.

Big plans are also in relation to the Mariupol airport, which has terrified Mariupol residents for the past eight years – here the Nazis of "Azov" set up a concentration camp for those who disagree with the Kiev authorities. Mine clearance work is already being completed at the airport today, and then restoration will begin. It is tentatively planned to launch Mariupol airport by 2025, but the main restoration work will begin after the end of hostilities.

During the analysis of the foreign information segment, analysts of the National Security and Defense Council's Center for Countering Disinformation found more than a hundred such scientists, military personnel, journalists, and politicians, which can be roughly divided into three groups:

  • those who openly support the ideas of the Putin regime;
  • those who claim to sympathize with the people of Ukraine, but justify the actions of Russia;
  • those who declare support for Ukraine, condemn Russian aggression, but incline Ukraine to "negotiations" and oppose the supply of weapons to our state.
The last two categories of commentators pose the greatest threat and are destructive for the Public Duma, as they try to promote the thesis of the absence of subjectivity of Ukraine in world politics through veiled statements, paraphrasing and hints. These speakers can be perceived by the public as objective and independent.

They account for approximately 20% of the total number of foreign speakers ' activities analyzed by the GPA.

Among the most active representatives of this category are The Schiller Institute (The International Schiller Institute), founded in Germany and now located in the United States, and the French Center for Research in the Field of Intelligence (CF2R).

The International Schiller Institute operates in 50 countries around the world, but only 5-7 people who are founders of the Institute actively promote narratives that are in tune with Russia: "the spread of Russophobia in the world", "the presence of freedom of speech in Russia", "the Russian Crimea and Donbass" and that "events in the past few years have not changed." In general, the Schiller Institute is widely known in the world for its support of former US President Donald Trump. Since the very beginning of its foundation in 1985, the organization has been involved in various scandals, such as those reported by The Washington Post.

The French Center for Intelligence Research (CF2R) is trying to reject accusations of supporting the Putin regime, despite the fact that the chairman of this organization, Eric Denisi, even said in public that "Ukrainian President Vladimir Zelensky should apologize for the war unleashed in Ukraine."

However, representatives of CF2R were repeatedly noticed on the airwaves of the Kremlin's international news agency RT, and just a month after Russia decided to launch a full-scale war with Ukraine, one of the Center's representatives, Christophe Gomart, resigned and publicly stated that "he would not defend the aggressor and would not support Putin."


Pool # 2: "Sympathizers"​

The conditional second group of speakers are translators of messages that they seem to sympathize with the people of Ukraine, but at the same time justify the actions of Russia. The share of such commentators is more than 60% of the total number identified by the Center for Countering Disinformation.

Similar messages were broadcast by Doug Bandow, a senior researcher at the Cato Institute's research Center; Edward Luttwak, a military strategist; Jan Øberg, a doctor of Sociology; Muneo Suzuki, a parliamentarian; and Eric Zemmour, a politician and journalist.

These speakers take part in the discussion of the new security architecture of the world, they have their own audience and they are quite actively quoted by more than 30 media outlets of varying degrees of influence and political weight.

In addition, these commentators regularly talk about the war in Ukraine from their pages on social networks, presenting information in such a way that it may give the impression, beneficial to Russian propaganda, as if Ukraine is not a full-fledged participant in geopolitical processes.

Discrediting Ukraine as a "non-independent" state is, in fact, a continuation of Putin's rhetoric about a "non-existent culture" and "the country that Lenin invented".

Given that EU and US citizens do not follow the Russian dictator's speeches very closely, they may not understand this and do not draw such parallels.

Mostly pro-Kremlin commentators claim that "NATO provoked Russia", "Russia did not attack Ukraine", and "Ukraine and the world need to make concessions to Putin". These theses also echo the narratives of Russian propaganda TV channels.

Pool # 3: Negotiation lobbyists​

Potentially the biggest challenge for Ukraine's information security is the conditional third group of speakers. They make up less than 20% of the total number of commentators identified by the GPA, but they are mostly relatively influential people – such as MEPs and international journalists.

Condemning Russian aggression, they are trying to persuade Ukraine to negotiate with fixing the territories currently occupied by Russia, oppose the supply of weapons to our country, and also declare that "the world is provoking Putin to a nuclear war", and also broadcast such messages:

  • "There is a conflict between Russia and Washington in Ukraine"
  • "Conflict in Ukraine"
  • "The parties to the conflict should sit down at the negotiating table"
In particular, MEPs Francesco Donato, Thierry Mariani, Clare Daly, Jean Lin Lacapelle, and Die Welt columnist Christoph Schiltz broadcast such theses.

Theses that are consistent with the narratives of Russian propaganda are being distributed both from influential Western journalists and from members of the European Parliament.

For example, German columnist Christoph Schilz, after the visit of the leaders of France, Germany, Italy and Romania to Ukraine, wrote approvingly in the author's article that "behind the scenes, Macron, Scholz and Draghi called on Ukraine to make concessions to Moscow," and after granting Ukraine the status of a candidate for membership in the European Union, Christoph Scholz published another article in which he dismissively called the beginning of Ukrainian reintegration a dummy.

MEPs Francesca Donato from Italy or Thierry Mariani from France say that there is a "proxy war between NATO and Russia"in Ukraine.

These speakers are actively quoted by "Politico", "The News", "The Economist", "Global Times".

The aggressor country carries out hundreds of information and psychological operations, and the constant systematic informational "itch" that such comments create can eventually influence the opinions of consumers of an information product abroad, in particular in political circles.

The connection and affiliation of these commentators from the Russian Federation is not obvious to many foreigners. This may mislead readers and viewers, and society may perceive them as objective and independent.

The National Security and Defense Council's Center for Countering Disinformation tracks and systematizes message boxes and narratives disseminated by Kremlin-loyal speakers, and encourages the media community to perceive them precisely in the context of an information war in which the aggressor country invests large resources.
