Role of Crypto/Cybercurrencies in the PTB's loss of control?

Law in my country allows me to post excerpts only in native language of article.

I just checked and am pretty sure that there is no law in Poland that does not allow posting translated excerpts of articles. It is the same fair use and attribution policy like in most countries.
