Lt. Gen. Valery Asapov died after sustaining a "fatal injury" in the "sudden Daesh mortar shelling," the ministry said.

Character is as or even more important.”

So far this year, the US Army has fired at least two senior US Army officers after finding them guilty. As an additional punishment, the Army demoted one of the generals by taking away three of his stars while the other one lost two.

While the Army told AP that nine general officers had been “relieved of duty” in the National Guard and Army Reserves since 2012, the fact that the recent two cases were not included in the tally proves that the Pentagon’s data underestimate the real numbers.

The number of sexual assault reports in the US military hit a record high last year, the Pentagon says. The report also revealed that the Army covers up some of the cases by quietly retiring the general or moving them to a different post, sometimes without even mentioning the misconduct in their files.

According to Army Chief of Staff General Mark Milley , the US military has also struggled with combat stress disorders, suicide and other problems but officials have often focused on enlisted troops or lower-ranking officers and ignored senior ranks.

“We recognized senior executive leaders, with varying amounts of stress, lacked a holistic program that focuses on comprehensive health,” Milley said.

One of the cases that brought a lot of attention to the high stress levels among the top ranks was the suicide of Major General John Rossi, who hung himself last year shortly before being promoted to lieutenant general and taking control of US Space and Missile Defense Command.

A convoy consisting of US armored vehicles carrying unidentified troops and Kurdish forces' vehicles was ambushed by ISIL on the al-Khirafi Highway in Hasaka province.

Russian military road service specialists have built a bridge across the Euphrates river a few kilometers from Deir ez-Zor in northeastern Syria to transport military hardware and personnel to the eastern bank, Vladimir Burovtsev, the chief of the road service at the Russian Defense Ministry, said Tuesday.

"We used unmanned aerial vehicles. During the installation work, explosive substances and grenades were falling on us from above. Nevertheless, we had no losses — no wounded, no victims. Everything was done on time," Burovtsev told reporters.

Russia is very concerned with the appearance of US' Russian New Generation Warfare Handbook and believes that the fact that the United States considers the opportunity of clashes between US and Russian troop is rather alarming, Nikolay Lakhonin, the spokesman of the Russian embassy in the United States, said.

The 68-page document was prepared by the US Army in December 2016 and issue earlier in September. The paper described the authors’ vision of the Russian military strategy, strengths and weaknesses of the Russian army as well as combat characteristics of Russian vehicles.

"We paid attention to the media coverage of Pentagon's handbook on 'Russian new generation warfare,' including so-called 'hybrid operation'… We are concerned with the fact that the document of the US Department of Defense, which is designed for internal use, includes serious assumptions of military clashes between US and Russian armed forces. The concrete methods of training military personnel for [military] actions against Russian Armed Forces are proposed [in the document]. Such evidence of training US servicemen for direct military conflict with Russia is very alarming, especially considering the current difficult security situation in Europe," Lakhonin said.

The spokesman stressed that the two countries needed "pragmatic cooperation" on key security issues, not "the circulation of scary stories." He noted that the contents of the handbook contradicted the constructive nature of meetings between Russian Foreign Minister Sergey Lavrov and US Secretary of State Rex Tillerson.

The authors of the handbook, published by the website publicintelligence.com earlier in September, said that it will be mainly centered on the so-called "Russian threat."

The 68-page publication contains photographs and data on Russian equipment that could be used to conduct an asymmetric warfare and that could be involved in "Russian operations in Ukraine and Crimea," according to the National Interest's Michael Peck.

The Russian newspaper Izvestia, in turn, reported that "the handbook in fact repeats all the common clichés of American propaganda, specifically focusing on the 'hybrid war' that the Russian army is allegedly waging."

The US military's interest was piqued by the 2014 military operation in Crimea, in which a number of "small special-operations troops" from Russia ostensibly took part.

Peck, for his part, said that the handbook concludes that the Russian strategy is based on achieving regime change by uniting with local forces rather than on Russian troops achieving a conventional military victory.

He quoted the handbook's authors as claiming that Russia allegedly used "the US approach, covering the battlefield with manned and unmanned sensor systems to detect enemy forces, which can then be destroyed by airpower and artillery."

The authors also mentioned several "weaknesses" of the Russian Armed Forces which the US military could benefit from, according to Peck.

These ostensibly include lack of motivation among conscripted servicemen, weak logistics and the allegation that "air and artillery support tends to be rigid and reliant on volume rather than precision."

In addition, the authors urged US forces to drill countering Russian electronic warfare systems, which they said "jam GPS and radios."

A military conflict erupted in eastern Ukraine's Donbass region after Kiev launched a special operation in the region, following local residents' refusal to recognize the new coup-installed government.

Residents of the Donetsk and Lugansk regions held independence referendums and proclaimed the People's Republics of Donetsk and Lugansk.

In February 2015, the warring parties to the conflict signed the Minsk peace agreements, brokered by the Normandy Four states (Russia, France, Germany and Ukraine), in order to reach a ceasefire.

The truce, however, has been repeatedly breached, with Kiev forces and Donbas militia accusing each other of violating it.

The US and Kiev have repeatedly blamed Russia for being involved in the Ukraine conflict, with Moscow rejecting the allegations.

Syrian Foreign Minister Walid Mouallem said the Syrian authorities obtained information, based on eyewitness accounts, that US helicopters are evacuating the fleeing terrorists and are transporting them elsewhere.

In an interview with Al Mayadeen channel, Mouallem said that Washington’s forces pick up the terrorists and then transport them to various battlefields.

The Syrian Foreign Minister noted that what is happening in the Kurdistan region of Iraq and northern Syria right now comes as a result of the Turkish support for terrorists, stressing that once Turkey realized it failed to achieve its objectives in Syria and could no longer get a hold of the situation, the Kurdish issue emerged.

In this context, Moallem pointed out that he informed the Iraqi Foreign Minister Ibrahim Al Jaafari that Syria recognizes a unified Iraq and that any step towards its partition are being slowly rejected by Damascus.

He then expressed his deep regret over the death of Russian General Valery Asapov, stressing that the legitimate Russian presence must be distinguished from the illegal American presence which he described as aggression against Syria's sovereignty.

The Syrian minister noted that ISIS terrorists received information about the exact location of the Russian general, and what eventually allowed them to target his position in Deir Ez Zour.

He accused the US Air Force of killing thousands of civilians in the rural areas of Raqqah and Deir Ez Zour, done under the false pretext of bombing ISIS. “The United States has no interest in eradicating terrorism”, he said.

He expressed his belief that Syria began writing the last chapter of its crisis, first and foremost thanks to the victories of its army and the aligned forces, while also noting that there is a sudden shift in positions of some states that formerly used to support the terrorists.

In a related context, Mouallem pointed out that the Syrian government in Damascus guarantees the safety to all Syrian citizens who want to return to Syria, though it cannot force anyone to return.

On the meeting with his Lebanese counterpart Gebran Bassil, Mouallem said the meeting was sincere and based on the close cultural and geographical ties between the countries. “I was happy to meet with our brother Gebran Bassil”, he said.

Regarding the Lebanese political groups that supported the terrorists, Mouallem said that those responsible for the crimes against the Syrian civilians will eventually hold themselves accountable.

On the issue of Israel’s bombardment of Syrian Army positions in Hama, he said IDF did not enter the Syrian airspace, but decided to fire while it was in the Lebanese territory.

Mouallem described the role of the Russian Federation as highly crucial in maintaining international stability and the rule of the international law and equal rights of the states, noting that his country's experience with the Soviet Union proved that the Union was sincere and reliable as it never tried to impose its interests though the use of force or pressure, adding that Russian Federation provides the best options to solve the Syrian crisis.

He said that the subject of the Syrian Kurds is an internal Syrian issue, adding that the Syrian government will deal with the issue through dialogue.

He then accused Washington of always abandoning its allies for its own interests, stressing that the US bases in Syria are temporary, the best example of that being the fact what happened at the base in Al Tanf.

On the newly proposed de-escalation zone in Idleb province, Mouallem said this will be a test for Turkey to show whether it changed its policy towards Syria.

On rebuilding Syria, Mouallem said Damascus will not tolerate participation of those who were involved in crimes against the Syrian population.

“The Syrians and their partners, as well as the countries that did not conspire against Syria, will contribute to its reconstruction”, he said.

Moscow has evidence that terrorists used sarin in Syria’s Khan Sheikhoun in April, Director of the Russian Foreign Ministry’s Non-Proliferation and Weapons Control Department, Mikhail Ulyanov stated at a news conference on Tuesday.

"We are keeping a close watch on the situation. There is a huge amount of evidence implicating the terrorists, who set off a sarin bomb ‘on the ground’ for provocative purposes, knowing the blame would be pinned on Damascus," he specified.

Experts refuse to visit the scene of the alleged April 4 chemical attack in Syria’s Khan Sheikhoun although the security situation allowed this, he went on.

The diplomat said "this arouses indignation" that neither investigators from the Organization for the Prohibition of Chemical Weapons (OPCW) Fact-Finding Mission nor experts from the OPCW-UN Joint Investigative Mechanism have visited Khan Sheikhoun and the Shayrat airbase.

"They are refusing to do this," Ulyanov stressed. "But according to our data, the security situation permits access to this area," he added.

"A report of the OPCW-UN Joint Investigative Mechanism on Khan Sheikhoun and Shairat (air base) will come on October 26. We will study this report, will assess its quality and how serious the investigation was or whether this was once again far-removed from reality. Then we will be able to draw conclusions, as the mandate expires in mid-November, and we will determine whether there is any sense in extending it," the diplomat explained.

"If this is a sham as it has been the case up until now, there won’t be much motivation for extending the mandate," Ulyanov stressed. "If the investigation proves to be efficient, this is a different story. So, at the moment it is premature to pass judgement," he added.

Experts from the Organization for the Prohibition of Chemical Weapons (OPCW) claimed that chemical agents were used, among other things, in the city of Khan Sheikhoun on April 4. According to OPCW experts, sarin or another similar nerve agent was sprayed in the city on that day.

"Five field commanders were eliminated" in a Russian airstrike on the terrorist-held Syrian province of Idlib, Konashenkov said, adding that along with the commanders, 32 more militants had been killed. A nearby ammunition and explosives depot as well as six SUVs with large-caliber weapons were also eliminated.

Konashenkov stressed that a precise missile airstrike was waged only after data of warlords' meeting form various channels was collected.

"Special measures to find and destroy all the militants involved in the attack on Russian servicemen in Syria are continuing," he said.

Moreover, Konashenkov highlighted that the fact of the death of the leadership and junior officers of Jabhat al-Nusra from the airstrike had been confirmed through several independent channels.

Three servicemen were wounded in the attack. According to the Russian military, a total of 187 terrorist targets were hit by airstrikes and artillery fire and about 850 terrorists were destroyed.

The attack was carried out against Hay'at Tahrir al-Sham (HTS), an umbrella terrorist group spearheaded this year by the former Al-Nusra Front which now controls Syria's Idlib governorate. While some countries such as the United States have flagged HTS as a terrorist group, Russian officials continue to refer to the Salafist jihadist terrorist organization by its old Al-Nusra moniker. Al-Nusra was the official Syrian branch of al-Qaeda until 2016, when it ostensibly split from the world's most well-known terrorist network.

The elimination of chemical materials was conducted under the Chemical Weapons Convention (CWC), an arms control treaty that prohibits the production, stockpiling, and use of chemical weapons. The treaty, which came into force in 1997, has been signed by 192 states as of April 2016.

Russia joined the CWC in 1997 and was initially expected to destroy its chemical weapons stockpiles by December 31, 2018.

A soldier in Russia's Amur Region on Friday opened fire at his fellow servicemen during the routine training, the ministry also stated.

As a result, an officer and two servicemen were fatally wounded, and two more servicemen were taken to a medical facility where they are receiving all necessary medical assistance," the ministry said in a statement.

According to the statement, the suspect, carrying weapons, ran away from the territory of the training ground.

All probable causes of the incident are being considered, including a nervous breakdown of the serviceman, the ministry added.

Russian Defense Minister Sergei Shoigu has already sent a commission to the region to investigate the issue, according to the Russian Defense Ministry.

"Under instructions from the Russian Defense Minister, a commission headed by the chief of the Land Forces' General Staff was sent to the scene," the military department said.

The press service of the head of the municipal entity of Belogorsk said that the serviceman that opened fire was Hasan Abdulahadov born in the Republic of Dagestan.

"Hasan Omarovich Abdulahadov was born in Kizlyarsky District of Dagestan on June 17, 1994… The police are searching for a man in military uniform carrying a machine gun, he has three ammunition magazines. He was enrolled in the military unit by an order of September 21, 2017. Corporal, has secondary vocational education," the press service said.

The Military Prosecutor's Office of the Eastern Military District has opened an investigation into the incident. The Russian Investigative Committee instituted criminal proceedings against Abdulahadov under article 105 of the Russian Criminal Code (murder).

The Kurdish-led Syrian Democratic Forces (SDF), whose positions were to the north of Deir ez-Zor are acting to the benefit of the United States, the Syrian official added.

"It is not a secret. Even in the struggle against IS [Daesh], for example in [the city of] Raqqa it was nothing more than a theatrical performance. IS was leaving territories and the SDF established control over them and the roles have now changed. This situation has taken place because they are all the allies of the United States and the so-called coalition," the governor said.

The official recalled that the US-led coalition had attacked positions of the Syrian army several times such as the 2016 attack targeting positions at the Sarda hills that had been followed by a large-scale attack by the terrorists.

The US-led international coalition has been conducting airstrikes, as well as using ground-based and rocket-propelled artillery fire against Daesh in Syria and Iraq since 2014. Its activities in Syria are not authorized by the government of President Bashar Assad and the UN Security Council.

Western humanitarian organizations failed to provide sufficient relief to the formerly besieged Syrian city of Deir ez-Zor, ignoring the humanitarian crisis in the city, the governor of the Deir ez-Zor province also told Sputnik.

"As for Western rights protection groups, unfortunately, their contribution [to aid deliveries] was extremely insignificant. We noticed that, despite the intense blockade of Deir ez-Zor, which trapped women and children in, international organizations did not show their concern in this regard and ignored it," Muhammed Ibrahim Samra said.

The governor added that the Western organizations were more concerned over the reports about terrorists getting into encirclement across Syria than the problems of women and children blocked in Deir ez-Zor, which was populated by some 80,000 people during the blockade.

On September 5, Syrian government troops supported by the Russian Aerospace Forces lifted the years-long blockade of Deir ez-Zor maintained by Daesh. Syrian forces' operation on fully liberating the city from the militants is ongoing.

During the blockade, the city was cut off from allied forces, which were unable to break through the terrorist forces on the ground to deliver humanitarian aid to those in need in Deir ez-Zor. Thus, the only way to supply aid to the city under siege was by air. Helicopters of the Syrian army delivered food to Deir ez-Zor several times a day, and the Russian Aerospace Forces airdropped food and other necessities to the city from planes using parachute systems. Following the Russian humanitarian operation, the United Nations also launched food airdrops over the besieged city.

According to the governor, water supply networks in the area have been also significantly damaged, however, the issue of water supply, including drinking water supply, is expected to be solved in the coming weeks.

"The terrorist group have destroyed power stations and substations during the siege, including the Tayyim power plant [southwest of Deir ez-Zor], which was completely destroyed, and dozens of billions of Syrian pounds [dozens of millions of US dollars] are needed to restore the destroyed facilities. The networks are damaged in all areas… But we have started the restoration of electricity supply and the energy minister is in charge of this issue. The minister is engaged in the issue of installation of a mobile station in Deir ez-Zor, and this is an excellent decision," Mohammed Ibrahim Samra said.

Jihadists blew up one of the biggest water pumping stations in the Ayash area while leaving Deir ez-Zor, the governor added.

The governor of Syria's Deir ez-Zor province has also expressed gratitude in an interview with Sputnik to the Syrian and Russian authorities for their efforts in the liberation of the city from jihadists and humanitarian aid deliveries.

"First of all, through your agency, we would like to send words of gratitude to the Russian people and the leadership of the country, President Vladimir Putin, and also thank the heroes of the Russian army. The Russian authorities since the very beginning of the conflict and to this day has never backtracked from Syria… Contrary to the actions of the other side, who sent mercenaries to the Syrian land, finance terrorists and want to divide Syria," Mohammed Ibrahim Samra said.

The governor added that the Russian Aerospace Forces had played a crucial role in providing access for the land forces to break the blockade around Deir ez-Zor city.

"Foodstuffs and humanitarian aid through the Syrian Red Crescent were sent 24 hours after the decree of Syrian President Bashar Assad. Dozens of convoys with foodstuffs arrived. A trading company belonging to the Ministry of the Interior, also sent several convoys of vegetables and fruit, as well as with essential supplies," Samra said.


Russian Deputy Foreign Minister Oleg Syromolotov, responsible for counter-terrorism coordination stated that despite steps taken by the UN, Daesh and other terror groups keep receiving weapons, ammunition, military equipment, political cover, 'using counter-terror issues to achieve cynical political and geopolitical objectives'.

Daesh (banned in numerous countries, including Russia) and other terrorist groups appear to continue receiving funding, equipment and other kinds of support from outside sources, despite all measures taken by the United Nations, Russian Deputy Foreign Minister Oleg Syromolotov said.

Undoubtedly, the crucial challenge that the international community is currently facing is to put an end to ISIL and other terrorist organizations, recognized by the UN, including Nusra Front [banned in Russia, rebranded and eventually merged with other groups]… Unfortunately, in spite of the steps taken by the UN, we can still see that ISIL [Daesh] and, perhaps ever more so, other terrorist groups mentioned, receive funding, equipment and other kinds of material support from outside," the deputy foreign minister said in an interview with RIA Novosti.

According to Syromolotov, terrorists keep receiving weapons, ammunition, military equipment, "not to mention regular political cover for the terrorists and extremists, using counter-terror issues to achieve cynical political and geopolitical objectives."

"How else could IS [Daesh] militants resist regular armed forces of several states for so many years?" the deputy minister said.

Daesh has been able to establish control over large territories in Syria and Iraq, but has lost many of its gains over the last year. It has also claimed responsibility for numerous terrorist attacks across the world.

Russian Deputy Foreign Minister Oleg Syromolotov went on to say that the western smear campaign regarding the actions of the Russian Aerospace Forces in Syria plays into the hands of terrorists and promotes the radicalization of public sentiment.

According to the minister, "an awful smear campaign for the actions of the Russian Aerospace Forces in Syria, to the point of justifying terrorists’ actions ‘against Russians’" has been unfolded in the western information sphere.

"We continue thinking that such cynical manipulations of foreign countries played and play into the hands of terrorists, promoting the radicalization of public sentiment, directly and dangerously inciting terrorist attacks," he said in a statement as quoted by the ministry.

On Wednesday, Reuters reported, citing opposition rescue workers, that Russian and Syrian planes killed at least 150 civilians and injured dozens in in an over a week-long campaign in Idlib, which was then refuted by Russian Defense Ministry spokesman Maj. Gen. Igor Konashenkov. Konashenkov indicated that Russian planes do not conduct air strikes in Syrian residential areas, calling such reports "manipulation for amateurs."

Western media have disseminated reports on Russia's alleged involvement in civilian casualties in Syria on numerous occasions, without providing any evidence. Moscow calls such accusations groundless, adding that the air strikes are conducted only against terrorists after a thorough target verification based on the reliable military information. So far, the allegations that the Russian Aerospace Forces carry out strikes against civilian targets have never been confirmed.

On September 20 the Russian General Staff reported about the attack against Syrian government troops carried out by al-Nusra Front terrorists who used artillery, tanks and infantry fighting vehicles in the Idlib de-escalation zone.

More interestingly, the militants' offensive was "initiated by US secret services to stop the successful advance of the government troops to the east of Deir ez-Zor," according to the report.

On September 24, the Russian Ministry of Defense released satellite images showing that American Special Ops and the US-backed Syrian Democratic Forces (SDF) were smoothly advancing along the left shore of the Euphrates towards Deir ez-Zor through Daesh formations facing no resistance from the terrorists.


The Syrian and Jordanian Armed Forces have given a last ultimatum to the terrorists to retreat from Nassib border-crossing in Dara'a province fast, a Syrian media outlet reported on Friday, adding that Damascus and Amman are insisting on the immediate reopening of the border-crossing.

The Arabic-language al-Watan daily quoted Khalid al-Khatb, one of the well-informed sources in talks with the terrorists in Dara'a as saying that Amman has announced to the terrorist commanders, deployed in Jordan, that the Nassib border-crossing will be reopened soon whether they agree or not.

The daily added that the Syrian Army has also underlined its own conditions for the reopening of the border-crossing.

Al-Khatib told al-Watan that the Syrian Army has dispatched a large number of forces and a large volume of military equipment to the Southern city of Dara'a, adding that if the terrorists do not comply with the army's conditions, the border-crossing will be reopened by military force.

In the meantime, militant-affiliated news websites quoted the sources as saying that the Syrian government has given an ultimatum to the terrorists in the region, warning that the pro-government forces will start military operations to reopen the border-crossing if the terrorists refuse to accept their terms.

Al-Watan revealed on Thursday that Washington ordered the terrorist groups in Dara'a not to deliver the control of Nassib passageway to the Syrian army.

It reported that the terrorists' meeting, within the framework of Dara'a local council, with the Jordanian officials on reopening Nassib passageway and delivering its control to the Syrian army ended without any agreement with the militants.

It quoted observers as saying that the terrorists had earlier agreed to deliver the control of the passageway to the Syrian government but the Americans prevented them after facing the army's rapid advances in several fronts and increased tensions between Washington and Moscow.

The military operation launched by Russian Aerospace Forces on September 30, 2015, became a sort of life buoy for the Syrian government forces, which gave them a second wind in the fight against terrorism, Turkish military expert Dr. Celalettin Yavuz, a former foreign policy and security advisor to the head of the Nationalist Movement Party (MHP), told Sputnik.

In the course of the Russia's two-year aerial campaign in Syria about 87.4 percent of Syrian territory has been liberated with 2,237 residential areas joining the cease-fire regime. The Russian Air Force conducted 30,000 combat sorties in Syria destroying 96,000 terrorist targets.

On the eve of Russia's antiterrorist operation, Syrian government forces were literally pressed to the coastal line between Latakia and Damascus, while the Assad government controlled only Damascus," Yavuz recalled speaking to Sputnik Turkey. "At that time the threat of the Syrian state being divided into four parts was looming, with just the territories of Damascus and the coastal zone remaining under the control of the government."

However, due to the operation kicked off by the Russia Aerospace Forces and Navy the situation has changed dramatically, the expert pointed out.

After Russia entered Syria, the Syrian Arab Army (SAA) began gradually strengthening its positions and making progress on the ground.

"Russia's military assistance to Syria, the arrival of qualified military advisers and specialists, as well as military aid to the Syrian government from Iran played an important role in this process," Yavuz noted, and added: "These have lifted the Syrian government forces' spirits."

Commenting on the threat of Syria's dismemberment posed by the Kurdish independence movement in Syria and Iraq, the expert surmised that Syrian President Bashar al-Assad wouldn't allow the formation of a new sovereign entity on the territory of the country.

The territorial integrity of Syria is a fundamental factor," he said, highlighting that Russia played a very important and decisive role in protecting the unity and sovereignty of the country.

The expert also emphasized Russia's diplomatic efforts aimed at a peaceful resolution of the conflict. According to Yavuz, the Astana format, kicked off in December 2016 in Kazakhstan's capital by Russia, Turkey and Iran, brought together warring parties to the negotiating table and emerged as one of the major platforms for talks on the settlement of the conflict.

"In contrast to constantly 'skidding' Geneva talks, the Astana [peace] process has turned into an important instrument for the restoration of the Syrian state, which will follow the [upcoming] ultimate victory over Daesh [ISIS/ISIL]," he said.

The expert also emphasized that due to the effective interaction between Russia, Turkey and Iran, the Astana negotiations resulted in the creation of four de-escalation zones in Syria: in the south along the border with Jordan, in Eastern Ghouta and to the north of Homs, and in Idlib.

The memorandum on the establishment of four de-escalation zones in war-torn Syria was signed during the fourth Syrian settlement talks in Kazakhstan's capital of Astana in May, with Russia, Iran and Turkey acting as the guarantors of the cease-fire.

On September 15, the guarantor states of the Syrian cease-fire regime finally agreed on the creation of a safe zone in Idlib — an issue that had long been hanging in the balance due to the fact that the region remains under the control of jihadists.

The Astana statement read that the guarantor states "emphasize again that the creation of the de-escalation areas and security zones is a temporary measure the duration of which will initially be six months and will be automatically extended on the basis of consensus of the Guarantors."

Commenting on the Astana format efforts to create de-escalation zones in Syria, Russian President Vladimir Putin called it the "mutual success" that paves the way to the end of the civil war in the country.

"I believe these agreements are our mutual and extremely important success," Putin stressed during his recent official visit to Ankara.

After retaking Palmyra and Aleppo from terrorists, the Russian Aerospace Forces assisted the SAA in the liberation of Deir ez-Zor. On September 5 the Syrian government forces managed to break the three-year-long siege and started expelling terrorists out of the region. Meanwhile, the restoration of peace and order in the Idlib province remains high on the SAA agenda.

An armed soldier who shot dead an officer on Friday before fleeing a routine exercise at a firing range in Russia’s eastern Amur region has been killed in a shootout, the Russian military said Saturday.

"As a result of a search operation, a counter-terror division from the Eastern Military District garrison found and stopped an armed serviceman who had fled a training ground in the Amur region," the Military District’s press office said.

The soldier put up resistance that was assessed as a direct threat to the lives of counter-terror officers, prompting them to open fire on him. "The serviceman offered armed resistance and was lethally wounded," the statement read.

A special commission has been sent to the scene by the Russian Defense Ministry to investigate.

The man, identified by the ministry as 23-year-old Dagestan native Hasan Abdulahadov, fired an assault rifle at a group of military personnel during a night-time shooting practice in the city of Belogorsk. Two soldiers were also killed and two others injured. The fugitive fled with the rifle and four ammunition magazines.

The Military Prosecutor's Office of the Eastern Military District has opened a probe into the incident. The Defense Ministry said it was looking at all possible causes, including a nervous breakdown.

Residents of Crimea Anna Sukhonosova and Dmitry Dolgopolov, suspected of spying for Ukraine, were arrested Friday following a ruling by the Moscow District Military Court, the Federal Security Service (FSB) said.

The FSB operatives detained Suhonosova and Dolgopolov, who collected and passed on to the Ukrainian security services secret information on the activities of the units of Russia's Black Sea Fleet, earlier in the day.

"The suspects were taken to the Moscow District Military Court, which ruled that a measure of restraint should be imposed on them in the form of arrest…The investigation is underway," the statement said.

Dolgopolov is a serviceman, his unit is stationed on the Crimean peninsula. The suspects are facing up to 20 years in prison under the article "High Treason" of the Russian Criminal Code.

She also underscored the all-embracing humanitarian assistance Russia has been giving the Syrian people, including mobile hospitals, food and water supplies, etc., while the US and its allies “have done nothing of the sort.”

“This, for me, is the main difference between what Russia and the West are doing in Syria. The Russian operation has been conducted with strong cooperation with the Syrian government and its allies, and with huge respect for civilian life, while the US-led coalition has deployed indiscriminate bombardments showing no regard for civilian life in Syria,” Beeley continued.

She also mentioned the ramping up of Cold War rhetoric by the US and other Western governments reflecting their frustration with the geopolitical shift achieved by Russia as an honest broker in international affairs.

When asked how the US and other countries interact with Russia in solving the Syrian crisis, Vanessa Beeley said that all these countries should be fostering a political resolution of the conflict between Syrians themselves and without any foreign meddling.

“I think that without Russian media we would have another Kosovo in Syria because Russian media has maintained a high degree of honesty and objectivity that has enabled the Western public to realize that there is really an illegal war of intervention going on in Syria,” she observed.

Elaborating further, she noted that the West should keep the door open for a peaceful resolution to the conflict, which is exactly what Russia and its allies are trying to achieve in Syria by moving the peace process forward.

Saturday marks two years since the start of Russia’s military operation in Syria. The campaign was launched in 2016 to support the fight of the

Syrian government forces against Daesh. Since then, the Syrian Army, backed by the Russian Aerospace Forces, has managed to liberate large parts of the country from the terrorists. According to the Russian Defense Ministry’s latest estimates, the Russian Aerospace Forces have destroyed almost 100,000 Daesh targets since the start of the operation.

Earlier this month, the joint forces broke the three-year-old terrorist siege of the city of Deir ez-Zor. Moreover, Russia, Turkey and Iran have managed to finally agree on the four de-escalation zones in Syria during talks in Astana.

About three-quarters of the world’s dictatorships currently receive military assistance from the United States. This is a strange record for a nation that consistently justifies its sweeping foreign interventions as aimed at “promoting democracy” and “thwarting evil dictatorships.”

In the Cold War it was “He may be a son of a bitch, but he’s our son of a bitch.” Current analysis shows the U.S. militarily assisting dictators the world over, calling it “promoting democracy,” and disingenuously wondering why it’s all going so badly.

For much of its history, the United States government has explained or defended its intervention in the affairs of other nations by framing such behavior as necessary to “promote democracy” abroad and to thwart the advance of “evil dictators.” While the use of those phrases has hardly dwindled over the years, establishment figures have been forced to admit in recent years that the U.S.’ democracy promotion efforts haven’t gone quite as planned.

For instance, last year, Foreign Policy published an article headlined “Why is America So Bad at Promoting Democracy in Other Countries?” There, Harvard professor Stephen M. Walt noted that most of the U.S.’ democracy promotion efforts abroad end in failure, with nearly a quarter of the world’s democracies having been degraded in the past 30 years. Though Walt blames the U.S.’ muddled history of military interventions for failing to spread democracy, a new analysis suggests that the reason for this troubling trend is not that democracy wasn’t promoted the “right” way, but rather that democracy was never meant to be promoted at all.

By the numbers: U.S. backs three of every four dictators - Rich Whitney, an attorney and writer, sought to compare Freedom House’s rating system of political rights for 2015 to the U.S. government’s provision of military assistance – military training, military aid and weapons sales – to foreign nations that same year. Whitney’s stated goal was to determine whether the U.S. government actually opposes dictatorships and champions democracy at a global level, as is often claimed. His independent analysis found that the U.S. has actually manifested the opposite of its stated intention, by providing military assistance to 36 of the world’s 49 dictatorships. In other words, more than 73% of the world’s dictatorships currently receive military assistance from the United States.

For his analysis, Whitney used a commonly accepted definition of dictatorship: “a system of government in which one person or a small group possesses absolute state power, thereby directing all national policies and major acts — leaving the people powerless to alter those decisions or replace those in power by any method short of revolution or coup.” He chose Freedom House’s Freedom in the World annual reports, citing it as the best source for a comprehensive list of dictatorships and “free” societies. Whitney, however, noted that the ostensibly independent organization has a “decidedly pro-US-ruling-class bias.”

Freedom House’s bias makes the results of Whitney’s analysis even more damning. The organization is funded by a combination of Western government and nongovernmental-organization sources, including the George Soros-funded Open Society Foundations. Thus, its categorization of nations as dictatorships or as free societies is largely analogous to how the U.S. State Department classifies such nations — meaning that U.S. monetary support of such dictatorships is a knowing and willful repudiation of democracy promotion abroad.

Furthermore, many of the nations labeled as dictatorships by Freedom House are rivals of the United States, and thus tended to be labeled dictatorships even though they are not. For example, both Iran and Syria were labeled dictatorships even though Iran held democratic elections earlier this year and Syrian president Bashar al-Assad was re-elected in 2014 with 88.7% of the vote. Russia, the eternal rival of the United States, is also considered a dictatorship according to Freedom House despite the fact that elections regularly occur there. If these three nations were removed from list, the U.S. would then support upwards of 78% of the world’s dictatorships.

In addition, other decidedly undemocratic nations that receive large amounts of U.S. military aid were not included as dictatorships in the Freedom House report and thus in Whitney’s analysis. For instance, Israel receives over $10 million in U.S. military aid every day despite the fact that all Palestinians living within its borders are disenfranchised and subject to either concentration-camp conditions or imposed military rule.

Circumstances change but justification remains the same - Though this analysis of the government’s own data and data from a pro-Western think tank has revealed the U.S.’ far-reaching support for dictatorships around the world, such a revelation is unlikely to change anything about the U.S.’ long-standing modus operandi. For of course U.S. support for dictators is nothing new: many Cold War-era dictators, particularly in Latin America and Asia, were installed and backed with full U.S. government support despite their despotism, in order to allow the U.S. to “contain” communism and Soviet influence.

Ultimately, “democracy promotion” was never the true intent, but instead the disguise to mask the imperial conquest of nations that refused to acquiesce to U.S. government demands. For that reason, the notable military interventions of recent decades — particularly Afghanistan, Iraq and Libya — were sold to the U.S. public as being born out of the need to “restore” democracy and wrest control from “evil dictators.” That narrative continues to be used to justify pushes for regime change abroad, even though the U.S.’ self-image as the world’s greatest democracy hangs in tatters.

The first U.S. military base in Israel has been officially inaugurated. It’s located within the confines of the Aerial Defense Division in the south of the country.

“The base is here to stay. It involved a significant allocation of resources, in the understanding, that this was right and necessary and part of the United States’ assets in Israel,” said the commander of the division, Zvi Haimovich, speaking to Haaretz.

While commenting that the base is a reflection the close military ties shared between the two nations, Haimovich refused to disclose what type of activities the U.S. soldiers will undertake.

On Tuesday, U.S. President Donald Trump referred to Iran as a “rogue state” and repeated his threat to pull out of the international nuclear deal with Tehran during his speech at the 72nd United Nations General Assembly.

The move, according to Yedioth Ahronoth newspaper, will certainly send a message to Iran and other Muslim-majority nations in the region that the United States deems hostile towards its policies.

The new base adds to the U.S. garrison of the world, which accounts for some 800 military bases on soil other than its own. "The ISIL and Al-Nusra Front Terrorist groups have sustained their most serious losses for the last several months; due to the effective operations of the Russian forces, they have been seriously weakened,” the ministry's statement said.

The ministry said that over 11 days Russian aircraft destroyed 67 militant outposts, 51 armories, 27 tanks, 21 rocket launchers and nearly 200 specialized vehicles belonging to the Islamist groups.

The ministry said that the air strikes helped repel counter-offensives by militants in the provinces of Idlib and Deir Ezzur. A region on the Iraqi border, Deir Ezzur has seen some of the heaviest fighting anywhere in Syria over the past few months.

"With help from the Russian Air Force, the Syrian army is currently completing the encirclement and destruction of a large Islamic State force, numbering about 1,500 fighters, which invaded from Iraq, in the eastern part of Deir Ezzur,” said the ministry.

September 30 marked the second anniversary of the Russian army’s involvement in the Syrian conflict, at the behest of the government of Syrian President Bashar Assad. Moscow recently said that government forces have retaken control of 87 percent of the country's territory.

The Syrian army's special forces destroyed main command center of the Al-Nusra Front in Jobar region in Damascus countryside, killing at least 100 terrorists, Arabic-language media outlets reported.

In a relevant development on Saturday, the Syrian Air Force and military helicopters staged heavy assaults on terrorists' defense lines and strongholds in Eastern Ghouta and in the Southwestern territories of Damascus province near the border with Lebanon.

The fighter jets bombed terrorists' positions in Jobar and Ein Terma regions in Eastern Damascus, inflicting heavy casualties on the gunmen.

In the meantime, the choppers targeted the positions of Al-Nusra Front in the town of Beit Jinn, South-West of Damascus province, killing and wounding a number of terrorists.

Militant-affiliated news websites reported last week that the Syrian Army forwarded a long convoy of armored vehicles and tanks along with a large number of fresh soldiers to the last bastion of the terrorists in the Western part of Damascus province.

The websites reported that the army sent 21 tanks, 16 BMP armored vehicles and tens of military vehicles along with a large number of forces to areas surrounding the militant-held town of Beit Jinn in Western Damascus.

Beit Jinn has been considered as the last stronghold of the terrorists in the Western part of Damascus province after their comrades in Darayya endorsed a peace agreement with the army last year.

The discovery of the network of tunnels came after the Syrian army captured the fortified area near Deir Ezzur that was struck by Russian cruise missiles, which Moscow says killed over 200 terrorists.

As the Syrian troops were clearing out the area, they discovered a massive network of underground tunnels used by terrorists to stock weapons, ammunition and as living quarters.

Troves of weapons, explosives and damaged armored vehicles were found on the site where the terrorists had holed up.

Large caches of weapons, as well as considerable food and medicine supplies left by the fleeing terrorists, indicate that they were preparing for a long-term defense of their positions, the Russian Defense Ministry said in a statement on Wednesday.

During the raid, the Syrian forces found evidence that the militants holing up in the area had come from Russia and former Soviet republics, the ministry said, adding that the data confirms its own previous intelligence that drew on various sources.

Over 200 militants were killed after Russian Kalibr cruise missiles hit the area on September 5, dealing a heavy blow to the terrorists' military capability and destroying 12 armored vehicles, including four tanks, six artillery and mortar firing positions, a command post and a communication center, as well as three ammo depots, the ministry said.

In addition to this, a car repair shop, used by the terrorists to mount anti-aircraft weapons, fit heavy machine guns onto vehicles and plant bombs, was also obliterated.

Fleeing the stronghold in apparent disarray, the terrorists abandoned four armed pick-up trucks, a large amount of small arms, munitions, over 100 improvised explosives devices, suicide belts, mines and land mines, the ministry said.

In a relevant development on Saturday, the Syrian Army troops warded off ISIL's attacks on their defense lines on the Eastern bank of the Euphrates River in Deir Ezzur's countryside and inflicted tens of casualties on the terrorists.

The army soldiers started battle with ISIL and repelled the terrorists' offensives on the pro-government forces' positions in Marat and Mazloum region on the Eastern bank of the Euphrates River and on the Cardiology Hospital on the Western bank of the river.

Field sources reported that the army has started to expand the range of its advances against ISIL in Deir Ezzur's outskirts after arrival of fresh forces and military equipment in the region and repelling terrorists' attacks on the Eastern bank of the Euphrates River.

Earlier reports said that the army soldiers clashed fiercely with ISIL in al-Thardah region and fended off terrorists' attack on their positions along the road to al-Mayadeen in Southeastern Deir Ezzur.

Tens of ISIL terrorists were killed, three bomb-laden vehicles and a large number of arms and military equipment were destroyed and an armored vehicle of the militants was also seized by the army in the clashes.

A representative of a Syrian Deir ez-Zor hospital said that terrorists shelled residential areas of the city with mortars injuring 10 people.

Western media sources reported last week that Russia was about to establish a new military base in Deir Ezzur that would be the Russian forces' largest base in the war-hit country after Humeimim airbase in Lattakia.

The Arabic-language al-Ahd news website quoted western media sources as reporting that Russia was to set up a new large military base in Deir Ezzur due to its reginal and international strategic importance.

Al-Ahd added that the long distance between the Russia-run Humeimim airbase and Eastern or Central Syria and the superior capabilities and features of Deir Ezzur airbase were two other reasons for Moscow's decision.

In the meantime, proximity of Deir Ezzur to the US bases in Iraq and Syria's main oilfields, on which Russia was keen to invest, were mentioned among other reasons, al-Ahd pointed out.

"It was established that the cell’s members planned to carry out some high-profile terror attacks in the form of blasts in some crowded public areas and transport infrastructure facilities," the FSB noted. All of the sleeper cell’s members have been detained. "Two powerful ready-to-use improvised explosive devices have been found and seized from their apartments," the Public Relations Center said. In addition to that, FSB officers confiscated items used for manufacturing explosive devices, two PM pistols, two RGD-5 grenades and communications equipment.

According to the FSB, the cell was run by foreign emissaries included Russian citizens from the North Caucasus who are proponents of the unification of all Muslims with a belief in establishing the ISIL's rule, the Public Relations Center said.

US, Kurds Fail to Collude with ISIL to Seize Control over Strategic Region in Eastern Syria

The Arabic-language al-Watan daily quoted Sheikh Mohammad Amlah al-Daham, the leader of al-Akidat tribe, as saying that the US and Kurdish forces entered talks with the ISIL to let them capture the town of al-Basireh following the Syrian Army troops' advances towards the town of al-Mayadeen in Southeastern Deir Ezzur.

He told al-Watan that the Kurdish forces demanded the ISIL to retreat from al-Basireh region and join the Syrian Democratic Forces (SDF) in Hasaka province.

Al-Daham further told the paper that a large number of ISIL terrorists deployed in al-Basireh accepted the Kurd's offer and joined the SDF, but, a number of them refused and stayed in the region to continue battle, pushing the initial agreement into failure.

Reports said earlier this month that almost 500 ISIL joined the Kurdish forces in the town of al-Shaddadi in Southern Hasaka.

Al-Daham said that the SDF in cooperation with Washington were to take control over Syria's oil and other resources, adding, "We, Syrian tribe-men, do not believe in the SDF and the US as they just want to hoist SDF's flag in the country."


Ezzat Hawari, a senior commander of Tahrir al-Sham Hayat (the Levant Liberation Board or the Al-Nusra Front), was gunned down by unknown assailants in the Central part of the militant-held Idlib city, militant-affiliated websites reported on Wednesday.

According to the DBS report, the Dutch Defense Ministry had allowed the pursuit of strategic goals to take precedence over safety and medical standards.

Hennis’ resignation came only days before the country’s caretaker government is due to be replaced by a new coalition, led by Prime Minister Mark Rutte.

Hennis further announced that the chief of the Netherlands’ armed forces, General Tom Middendorp, would also submit his resignation over the DSB findings.

The Dutch military, which initially supplied Apache helicopter squadrons to the Mali peacekeeping mission, is now winding down its contribution to the force, with troop numbers expected to fall to nearly 300 this year.

The Malian army, the UN peacekeepers, and humanitarian groups in the African country are frequently targeted by local militants, who have regrouped since a French-led military operation in 2013 to drive them out of the West African country’s northern towns.

Russia also rejected the US demand to make the Euphrates River a dividing line between Syrian government troops and US-backed forces in Eastern Syria.

At the same time, Russia managed to maintain open channels of communication with all sides, from Iran, Saudi Arabia and the Palestinian radical Islamist group Hamas to Israel, said Ayham Kamel, director for the Middle East and North Africa at the Eurasia Group.

Russia adheres to the tacit consent that allows Israel to launch air strikes against Hezbollah in Syria, said Andrei Kortunov, general director of the Russian Council for International Affairs.

It mediated with Egypt to put an end to the ten-year Palestinian split between Fatah in the West Bank and Hamas in Gaza. Putin invited rival Libyan groups to Moscow, after a number of peaceful efforts of other countries did not lead to much.
