The one point I question is the "Saddam Hussein" trap analogy. Iraq was a threat (and mortal enemy) of the Zionist state. Turkey is not -- in my opinion. Hence the deep underlying motives here may be somewhat different.

As a shaky ceasefire agreement is set to take hold in Syria on February 27, the threat of a NATO-backed Turkish, Saudi, Qatari, and UAE military invasion of Syria remains looming in the background.

By now, the Saudis and the Emirates have been revealed for the paper tigers that they are by virtue of their disastrous military campaign in Yemen. While the Saudi/UAE forces have managed to return the Hadi government to semi-power in parts of Yemen, a battle against ragtag rebels wearing sandals and carrying light arms has nevertheless decimated much of the Saudi-led coalition forces.

Thus, any threat to invade Syria (without the full backing of the U.S., NATO, or Turkey) is not likely to strike terror in the hearts of the Syrian military.

A number of Saudi generals have also recognized the feebleness of Saudi military power, however, and have, in a top secret document, warned the Saudi government of involving itself militarily in Syria. The generals also warned of “dangerous consequences” such as “national instability” in the event of Saudi involvement.

Many questions surround the appearance of this document in the press such as whether it was leaked by a source in the government or military or whether it was intentionally leaked by military staff in hopes that a “controlled leak” would be more effective in deterring the Royal monarchs from launching an invasion.

Regardless, it would be wise of the Saudis to heed their generals’ warning.

The Minister of Defense (MoD) is reporting today that President Putin was forced to call king Salman bin Abdulaziz Al Saud earlier today after this leader of the Kingdom of Saudi Arabia (KSA) refused to talk to his nations supposed main ally, President Barack Obama of the United States.

The Russian-US agreement on Syria, this report explains, was completed two days ago and calls for a ceasefire to begin in Syria at 00:00 (Damascus time) on 27 February 2016, but does not include airstrikes conducted by Syrian, Russian and the US-led coalition against Islamic State (ISIS/ISIL/Daesh) and al-Nusra Front terrorist forces that will continue.

The anger existing between President Obama and king Salman, this report continues, revolves around Saudi Arabia’s moves to collapse the United States oil production economy, which in 2015 had cost the jobs of nearly 300,000 Americans (and more expected in 2016) and just this week the Saudis telling the US that not only would they not stop flooding the world with cheap oil, they issued a warning to their US counterparts “to cut costs or go bust”.

To how foolishly, and dangerous, the Obama regime is being by even contemplating their “Plan B”, this report says, Foreign Minister Lavrov warned them about by grimly stating: “We want to say frankly that these voices are a call for war rather than for peace.”

Kremlin spokesman Dmitry Peskov further rebuked the Obama regimes “Plan B” escapade by stating that Russia would have nothing to do with it—and though not exactly stated, reinforcing Minister Lavrov’s contention that those against this agreement were headed for war—and most certainly includes US ally Turkey, who while Russia is taking “concrete steps” to implement a ceasefire, is continuing its shelling of Syria.

The internal power struggle in Saudi Arabia has increased over the past several months with several high-profile individuals furious about the Kingdom’s military involvement in Yemen and a potential ground operation in Syria, French political analyst Alain Rodier wrote for Atlantico.

The Saudi Kingdom isn't doing very well — in addition to low oil prices that are ruining the nation's economy, its ongoing military operation in Yemen against Houthi rebels is largely unsuccessful with Saudis beginning to lose their soldiers and planes.

At the same time, Riyadh seems to be planning a military operation in Syria together with Turkey, Rodier said. On February 13, the Saudi government sent 30 bombers to a military base in Turkey. Meanwhile, Turkish forces have already begun shelling Kurds in Northern Syria.

If the Saudis do decide to get involved in a ground operation in Syria, they'd have to use their special forces, as Riyadh is already using its heavy infantry in Yemen and near the Iraqi border.

In this case Saudi forces would come face-to-face with the members of the Iranian Revolutionary Guards operating in Syria. If Saudi and Iranian forces would openly clash in Syria, nobody can predict what might happen next in the Middle East, Rodier explained.

"The bullying of Mohammad bin Salman [the deputy crown prince of Saudi Arabia and the Saudi minister of defense] are beginning to irritate many other members of Saudi royal family," Rodier said, as cited by Atlantico.

Some in the Saudi government believe that Mohammad bin Salman's reckless actions might bring the Kingdom to chaos.

If something happens to King Salman bin Abdulaziz [he is said to be struggling with his poor health], there will be many princes ready to claim the throne.

In particular, Mutaib bin Abdullah bin Abdulaziz, the current minister of the Saudi National Guard, which doesn't take orders from the Ministry of Defense, might be willing to "calm down" Prince Salman's ambitions.

According to Rodier, the chief of the National Guard could make an alliance with Prince Muhammad bin Nayef, First Deputy Prime Minister and the Minister of Interior, and together organize a coup, easily subduing the regular Saudi Armed Forces, if they decide to oppose the coup.

Yes, I agree that the SOTT article has a high probability of describing the "modus operandi" of the US/Israel. Israel is so quiet as all this turmoil increases.

If the Cs are correct in their clue about 4D STS influence within Mossad then it may be more a Zionist Israel calling the shots behind the scenes than the US.

Absolutely AMAZNG, Goyacobol!!! Looks like we're "in sync"? For the last hour or so, I have been reviewing back articles on the Global Research website, for they seem to have a good grip on the geopolitics of the Middle East and tend to include Historical background Polices in Governmental intricacies. I'm reviewing an November 07, 2015 article - an update of the April, 29, 2014 - in which you just Posted SOTT's link .... amazing!

Personally, I would like to suggest - that SOTT Newsletter republish the article. For the information, considered in it's context of the State of Israel's ambitions to "segment" the whole Middle East, into little mini-states to better control them "within their Israel-realm" of expansionism..... speaks "volumes" and may give the background needed to laymen - in understanding Syrian President al Assad's ultimate reason to "stand firm ground" (Kerry's assertion - Assad must go) in keeping Syria sovereign and whole ... and the ultimate sacrifices Russia/Putin and it's Military have undertaken, in combination with Syrian Military and Ally Forces to subdue the blood shed.

It adds more weight - for the need of "a ceasefire" and Diplomatic intervention. Assad has publicly announced his agreement and commitment for a ceasefire and the Syrian Army and Ambassador are backing him. Russia is in ceasefire negotiations with militant groups operating in Syria, including the Coordination Center for reconciliation between the conflicting parties in Syria. Add to it, Putin had to intervene in a dispute between the Saudi King and Obama, so I guess, you could add "Baby sitting services" to the list. At least, the Saudi Generals have some brains.

Will Syrian Raqqa be the new German Torgau? Not if the MSM has anything to say about it.

The historical linkage of American and Soviet troops on the Elbe River in the German city of Torgau on April 25, 1945 when the two armies successfully cut the Nazi army in two and brought an end to WWII is a perfect symbol of what can be achieved if the two countries work together.

This week can mark the start of a similar effort by the two nations to destroy the most brutal common enemy of our day - this time in Syria.

According to the State Department,

"The United States of America and the Russian Federation, as co-chairs of the International Syria Support Group (ISSG) and seeking to achieve a peaceful settlement of the Syrian crisis with full respect for the fundamental role of the United Nations, are fully determined to provide their strongest support to end the Syrian conflict and establish conditions for a successful Syrian-led political transition process, facilitated by the UN."

Putin responded in kind, saying that

"I am sure that the joint actions agreed upon with the American side will be enough to radically reverse the crisis situation in Syria. We are finally seeing a real chance to bring an end to the long-standing bloodshed and violence....Against this background, Russian-American agreements on the cessation of hostilities in Syria, and their joint implementation in coordination with all nations participating in the International Syria Support Group, can become an example of responsible actions the global community takes against the threat of terrorism, which are based on international law and UN principles."

Finally, it sounds like the two sides are talking real business instead of exchanging insults, name calling and threats.

This is what the American and Russian people have been expecting from their leaders but let us not get too excited in order not to be highly disappointed , as we had been too often in the past with the Obama-Clinton “reset” and other empty rhetoric.

There are many powerful forces who are not interested in US - Russia military and security cooperation. Only last week Secretary of Defense Ash Carter placed Russia at the top of the list of U.S. security threats. His statement was matched by Prime Minister Dmitry Medvedev when he described the present international environment as a full-blown “Cold War.”

The media is also playing a very negative role in escalating tensions. Former ‘New York Times’ correspondent Stephen Kinzer, who is now a senior fellow at the Watson Institute for International Studies at Brown University, writes in ‘The Boston Globe’ that

"Coverage of the Syrian war will be remembered as one of the most shameful episodes in the history of the American press which is reporting the opposite of what is actually happening."

The same day as the aforementioned joint US – Russia agreement on Syria was confirmed ‘The New York Times’ already predicted its failure and blamed this on Putin, of course.

And according to ‘The Wall Street Journal,’ Obama’s top military and intelligence advisers are pushing for ways to increase pressure on Moscow, including expanding covert military assistance for some rebels now taking a pounding from Russian airstrikes.

Even Kerry, when facing skeptical lawmakers of the Senate Foreign Relations Committee, referred several times to a “Plan B” alternative to diplomacy and said “this could get a lot uglier” for Russia if the agreed-upon process fails.

However, even those who do not want to support the US - Russia rapprochement cannot deny that the only way to stop the bloodshed in Syria and eventually eliminate ISIS is for US and Russia to work together.

It is time to listen to people like former Reagan's speech writer Congressman Dana Rohrabacher (R-CA) when he says that

"We must cast aside such absurd, costly, unachievable and un-American ambitions that would have us policing and garrisoning the planet, intervening in every conflict. We must favor a policy that cultivates mutually beneficial relations with nations of like culture and values, negotiating smartly in the national interest- all, of course, while maintaining a defensive military posture second to none. America was conceived as a strong and healthy Republic, not a vitality-draining empire."



McCain looks to shake up global military structure

Sen. John McCain, R-Ariz., provided more detail Thursday on what changes he hoped to make to the military's organizational structure this year, including examining if the current geographical combatant commands are still needed.

McCain gave some examples of what he would be looking at, including whether three services need a medical corps or whether that can be consolidated.

He also questioned the need for both a U.S. Northern Command and a U.S. Southern Command, divided along an arbitrary line.

"Why should there be an arbitrary line at the Mexico/Guatemala border?" McCain told reporters at a Defense Writers Group breakfast in Washington.

He also questioned why the headquarters of U.S. Africa Command is located in Stuttgart, Germany.

"Is that what we had in mind when we formed an AFRICOM?" he asked.

Combatant commands are regional military structures that direct troops from all services. For example, U.S. Central Command overseas joint military operations in the Middle East.

The reforms are part of a broader effort to make updates to Goldwater Nichols, the 30-year-old law that governs how the top of the military works. Both McCain and his counterpart in the House, Rep. Mac Thornberry, R-Texas, have committed to making changes to both the military's structure and its sluggish acquisition system this year.

Defense Secretary Ash Carter also said when he rolled out the fiscal 2017 defense budget that the Pentagon is willing to work with Congress to make changes.

McCain said acquisition reform will be a priority for him in fiscal 2017 as well as he asks for at least a $17 billion increase in defense spending to reach the amount the administration expected to spend in last year's estimate. The senator said it's difficult to ask for more money when the Pentagon's acquisition projects regularly experience cost over runs in the billions of dollars.

"It's hard for me to ask for $17 billion more when we build an aircraft carrier that costs $2 billion more than it was supposed to," he said.

Less than two years ago, news of Russia test-firing an ICBM just as the east Ukraine civil war was heating up, was sufficient to send the stock market into a brief tailspin. Since then, the launches of nuclear-tipped intercontinental ballistic missiles has become an almost daily occurrence, with the market hardly batting an eyelid.

In fact, it happened just last night at 11:01pm PST at Vandenberg Air Force Base in California, where - for the second time this week - the US test-fired its second intercontinental ballistic missile in the past seven days, seeking to demonstrate its nuclear arms capacity at a time of rising strategic tensions with Russia, North Korea, China and the middle east.

The unarmed Minuteman III missile roared out of a silo at Vandenberg Air Force Base in California late at night, raced across the sky at speeds of up to 15,000 mph (24,000 kph) and landed a half hour later in a target area 4,200 miles (6,500 km) away near Kwajalein Atoll in the Marshall Islands of the South Pacific.

The entire launch was caught on the following video, which was released by Vandenberg just 4 days after the previous ICBM launch.

What was more disturbing than the actual launch, however, was the rhetoric behind it: instead of passing it off as another routine test, and letting US "adversaries" make up their own mind about what is going on, Deputy Defense Secretary Robert Work, who witnessed the launch, said the U.S. tests, conducted at least 15 times since January 2011, send a message to strategic rivals like Russia, China and North Korea that Washington has an effective nuclear arsenal. "That’s exactly why we do this," Work told reporters before the launch.

Of course, the #1 unspoken rule when launching ICBMs is to never explicitly say why you are doing it. By breaking said rule, it marks a much greater escalation in international diplomacy than merely test firing the nuclear-capable ballistic missile.

That, however, was not an issue and Work piled on, with the following stunner

"We and the Russians and the Chinese routinely do test shots to prove that the operational missiles that we have are reliable. And that is a signal ... that we are prepared to use nuclear weapons in defense of our country if necessary."

The UN World Food Program (WFP) aids for the restricted Syrian civilians in Deir Ezzor city have landed mostly in ISIS controlled territories, a source in the city’s administration said Thursday.

Earlier on Thursday, the United Nations said that the WFP had dropped 21 tons of aid into the city on Wednesday.

“Planes dropped the humanitarian help sent by the United Nations into the territory controlled by Daesh. Just two containers ended up in the areas where the Syrian army [is located],” the source told RIA Novosti.

The contents of the containers that landed on the government-controlled territory has been badly damaged due to a parachute system failure, the source added.

According to earlier reports, the WFP has issued a statement admitting difficulties with the operation, adding that necessary adjustments are being carried out.

Some 200,000 people living under the ISIS-imposed siege in Deir Ezzor are experiencing severe water shortages and a total lack of electricity, according to the United Nations.

Russia has also been providing humanitarian aid to the Syrian people, including through joint efforts with the Syrian government, particularly in Deir Ezzor, reported by Sputnik.

The UN Security Council has unanimously adopted a resolution endorsing the Russia-US agreement on the cessation of hostilities in war-torn Syria starting Saturday.

UNITED NATIONS (Sputnik) — The 15-member Council held a vote following a report on the situation in Syria by UN Special Envoy for Syria Staffan de Mistura.

The resolution urges all parties to commit to the cessation of hostilities, which is set to begin at midnight Damascus time on February 27 (22:00 GMT February 26), and reiterates a call to allow humanitarian aid access to all blockaded areas in Syria.

On Monday, the United States and Russia, the co-chairs of the International Syria Support Group (ISSG), announced a plan for a ceasefire between the government forces and armed opposition groups in Syria. The deal excludes the Islamic State (Daesh) and al-Nusra Front terrorist groups.

The Syrian government has confirmed its readiness to halt its military actions in accordance with the Russia-US agreement. Some opposition forces have been skeptical about the ceasefire, but in general have agreed to adhere to it.

According to Russian Defense Ministry spokesman Maj. Gen. Igor Konashenkov, the conflicting Syrian sides that are ready to abide by the ceasefire have contacted the Russian coordination center for reconciliation in Syria’s Latakia province over 10 times during the first day it has been in operation.

Russia and the United States can bomb any Syrian militant groups that have expressed their unwillingness to observe the ceasefire, Russian Deputy Foreign Minister Mikhail Bogdanov noted. Washington, in its turn, said it was discussing a so-called Plan B to be implemented in the event that the Syrian ceasefire agreement is violated. Moscow has ruled out any Plan B for Syria.

HASAKAH, Syria (Feb. 25, 2016) — The General Command for the Syrian Democratic Forces (SDF) have carefully studied the February 22 deal between the United States of America and Russia to enforce a ceasefire in Syria.

We found the proposal a positive step towards a peaceful political solution for the Syrian crisis. Meanwhile we have informed the USA about our stand regarding the truce. If implemented, our forces will act upon the ceasefire agreement. In case of being attacked, however, the Syrian Democratic Forces will use the right of self-defense.

We also declare that our coalition will stand by resolution 2254 adopted by the Security Council on December 18, 2015. For this project to get ahead we will join our efforts in order to realize a political way out, and to establish a united and democratic Syria a place for peace.

Dozens of Russian generals at a military base near the eastern Syrian city of Latakia were killed Sunday afternoon in a deadly car bomb attack committed by two opposition factions, Ahrar al-Sham and Bayan movement, Syrian opposition groups reported on Wednesday.

According to the media office of Ahrar al-Sham, the two factions, in coordination with local jihadists who were located at the Russian military base, decided to bomb the car after they observed a gathering of senior Russian generals at the military base.

Ahrar al-Sham claims that dozens of Russian generals were killed and injured in the explosion. According to the movement, the announcement of the terror attack was delayed until Wednesday to ensure that the jihadists who committed the attack returned safely to opposition territories.

The military base that was hit by the car bomb is considered one of the most important military centers of the Russian forces on the Syrian coast, located some 15 kilometers from Latakia.

The belated announcement of the car bombing came shortly before the Syrian truce was scheduled to start on Saturday. Russia and the US have already announced that the ceasefire will not apply to ISIS and al-Nusra Front, but in light of this terror attack, Russia might demand the exclusion of Ahrar al-Sham as well.

There may be a kernel of truth, but dozens of generals in one blast? Sounds like wishful thinking, and not everyone knows how many stars and stripes on the uniform amount to what. My instinct says whatever they got they deserve, but reason says hopefully Russia has reached its goals, and the Sunni axis will realize that on that theater of war, they've been outfoxed by the Russian bear, if you allow mixed metaphors... By the way, how long can Israel keep blasting Hezbollah in Syria as well as in Lebanon before the said bear stops pretending to look the other way is worth asking.

This is a 100% MOSSAD operation. Israel helping it's ISIS mercenaries to try and take over Syria and get rid of Assad... and their "plan b" is to try and break up Syria.

I agree. The story itself doesn't make any sense. I found this mention of the story by The Moscow Times, but no comment from the Kremlin so far from what I can tell. I think that it could be a message from the Israeli 'deep state', as you said. Perhaps a, 'this is what could happen if you don't go along with our plans for a ceasefire' type of thing considering the story was released?

The announcement came three days before a Russian- and U.S.-brokered cease-fire is scheduled to begin between the forces of Syrian President Bashar Assad and his political opponents.

Or perhaps it's an attempt to shape perception, where the Russians are meant to look weak by saying that they've had dozens of generals killed just when they agree to a ceasefire?

Luc, your "bolded script above" was my first impression - some type of coded message? The bulk of the message seems to center on
"Russian generals killed" and something feels "off" with the last sentence, " Russia might demand the exclusion of Ahrar al-Sham as well."

It's my understanding or maybe I stand to be corrected, "Ahrar al-Sham" carries the same status as al-Nusra Front and ISIS and are not involved in the list of the members observing the ceasefire? In that context, why would Israel make a point to name Ahrar al-Sham?
Is it Mossad's way of pointing at a "group" that might be stalking Russian Generals activities - for a "hit"?

Reuters BEIRUT - Guns mostly fell silent in Syria and Russian air raids stopped on Saturday, the first day of a cessation of hostilities that the United Nations has described as the best hope for peace in five years of civil war.

Under the U.S.-Russian accord accepted by President Bashar al-Assad's government and many of his foes, fighting should cease so aid can reach civilians and talks can open to end a war that has killed more than 250,000 people and made 11 million homeless.

Russia, which says it intends to continue strikes against areas held by Islamist fighters that are not covered by the truce, said it would suspend all flights over Syria for the first day to ensure no wrong targets were hit by mistake.

The truce seemed largely to be holding, though rebels reported what they described as occasional government violations, and one commander warned that unchecked, the breaches could lead to the agreement's collapse.

Jaish al-Nasr, a group affiliated to the Free Syrian Army (FSA) which has backed the truce, said government forces had fired mortars, rockets and machine guns in Hama province and that warplanes had been constantly present in the sky.

"Compared to the previous days it is nothing, but we consider that they broke the truce," Mohamed Rasheed, head of the group's media office, told Reuters.

Another FSA-affiliated group, Alwiyat Seif al Sham, said two of its fighters had been killed and four more wounded when government tanks shelled them in rural areas west of Damascus.

A Syrian military source denied the army was violating the truce agreement. State media described rocket attacks near Damascus and several deadly attacks by Islamic State. But overall the level of violence was far reduced.

"Let's pray that this works because frankly this is the best opportunity we can imagine the Syrian people has had for the last five years in order to see something better and hopefully something related to peace," U.N. Syria envoy Staffan de Mistura said at a midnight news conference in Geneva.

"I think that the feeling that we have today is that the situation is very different but of course every day has to be monitored," he said.

The agreement is the first of its kind to be attempted in four years and, if it holds, would be the most successful truce of the war so far.

De Mistura said he intends to restart peace talks on March 7, provided the halt in fighting largely holds.

But there are weak spots in a fragile deal which has not been directly signed by the Syrian warring parties and is less binding than a formal ceasefire.

Importantly, it does not cover powerful jihadist groups such as Islamic State and the Nusra Front, al Qaeda's branch in Syria. Islamic State claimed responsibility for a suicide car bomb in Hama province. Nusra has called for redoubled attacks.

Moscow and Damascus say they will continue to fight them, and other rebels say they fear this stance may be used to justify attacks against them too.

The truce is the culmination of new diplomatic efforts that reflect a battlefield dramatically changed since Russia joined the war in September with air strikes to prop up Assad. Moscow's intervention effectively destroyed the hope his enemies have maintained for five years -- encouraged by Arab and Western states -- to topple him by force.

REPORTS OF VIOLENCE

Like several other rebel figures contacted by Reuters, Fares Bayoush, head of the Fursan al-Haqq rebel group which fights under the FSA banner, said front lines were far quieter. But he added that violations were taking place and if continued could lead to the "collapse of the agreement".

In early reports of violence, a Syrian rebel group in the northwest said three of its fighters had been killed while repelling an attack from government ground forces a few hours after the plan came into effect.

Syria's state media said at least six people were killed and several wounded in two suicide bomb attacks east of Hama city, including the car bomb claimed by Islamic State. Three children were killed and 12 wounded in an unspecified Islamic State attack in Joura neighoburhood in Deir al-Zor province.

Fadi Ahmad, spokesman for the FSA First Coastal Division in Latakia province said government helicopters had dropped eight "barrel bombs" on the area in the early afternoon. Assad's opponents have long accused the government of using such bombs -- oil drums packed with explosives -- to cause indiscriminate damage in rebel-held areas, which Damascus denies.

The Syrian Observatory for Human Rights, a monitoring group, said government forces dropped five barrel bombs on the village on Najiya in Idlib province. The village is controlled by several groups including Nusra Front.

Nusra Front fighters pulled out of residential areas in several towns they run in Idlib province on Saturday to avoid being blamed by local people for civilian casualties if the areas are bombed by Russia, residents and rebel sources said.

The Syrian Kurdish YPG militia said Islamic State fighters had attacked Tel Abyad, a town near the Turkish border, prompting air strikes by the U.S.-led coalition to try to drive them back.

Russia's Defence Ministry said it would suspend air strikes in a "green zone" -- defined as those parts of Syria held by groups that have accepted the cessation of hostilities -- and make no flights at all on Saturday.

Given the entry into force of the U.N. Security Council resolution that supports the Russian-American agreements on a ceasefire, and to avoid any possible mistakes when carrying out strikes, Russian military planes, including long-range aviation, are not carrying out any flights over Syrian territory on Feb. 27," the ministry said.

Sergei Rudskoi, a lieutenant-general in the Russian air force, told a news briefing that Moscow had sent the United States a list of 6,111 fighters who had agreed to the ceasefire deal and 74 populated areas which should not be bombed.

"THERE IS CALM"

A rebel fighter said government forces briefly fired artillery at a village in Aleppo province, which he said was under the control of the Levant Front, another FSA group. But he said the frontline was quieter than before.

"There is calm. Yesterday at this time there were fierce battles. It is certainly strange, but the people are almost certain that the regime will breach the truce on the grounds of hitting Nusra. There is the sound of helicopters from the early morning," he told Reuters earlier on Saturday.

Fighting raged across much of western Syria right up until the cessation came into effect but there was calm in many parts of the country shortly after midnight, the Observatory said.

"In Damascus and its countryside ... for the first time in years, calm prevails," Observatory director Rami Abdulrahman said. "In Latakia, calm, and at the Hmeimim air base there is no plane activity," he said, referring to the Latakia base where Russia's warplanes operate.

After years in which any action by the United Nations Security Council was blocked by Moscow, Russia's intervention has opened a path for multilateral diplomacy while undermining the long-standing Western demand that Assad leave power.

The Security Council unanimously demanded late on Friday that all parties to the conflict comply with terms of the plan.

U.N.-backed peace talks, the first in two years and the first to include delegations from Damascus and the rebels, collapsed earlier this month before they began, with the rebels saying they could not negotiate while they were being bombed.

The government, backed by Russian air strikes, has dramatically advanced in recent weeks, moving close to encircling Aleppo, Syria's biggest city before the war, and threatening to seal the Turkish border that has served as the main lifeline for rebel-held areas.

The area around the Central Moscow tube stations looks like Aleppo after an air raid. Ruins, destroyed buildings, bulldozers gathering the shambles. No, Moscow was not hit by terrorists: this is a planned demolition of hundreds of small and not-too-small shacks erected (in defiance of planning law) in the vicinity of tube stations in the notorious Nineties, when the Law was vague and easily bought for ready money. The biggest of them, the Pyramid on top of Pushkinskaya Station, went down this week. The municipal workers promptly removed the vestiges of the collapsed constructions, while the erstwhile owners stared in disbelief.

They were surprised by the city hall offensive against illegally built shantytowns; some of them kept trading till the last moment. They received a warning and a demolition order a few months ago, but they did not believe the city would actually apply the order. They were sure the last moment it will be rescinded. It was not. Hundreds of buildings went down in one night.

This was a shocking reminder that Russian authorities can act, after so much ostensibly empty talk. The Russians take their time to saddle up, but they ride exceedingly fast, said the German Chancellor Bismarck quoting a Russian proverb (he served at the Russian court and knew a thing or two about Russians). So many rulers and rebels did not believe the Russian warnings, lulled by their long saddling up, and they usually lived to regret it.

The Muscovites were pleased by the demolitions: the uncouth structures looked ugly and were on the way for people rushing to and from the underground trains. What’s worse, they reminded everyone of Yeltsin’s lawless time, when the shacks were erected. Denuded of these vestiges stations built by the best architects of Stalin’s era in classical style looked so much better now!

Not many people gave a thought to an additional, non-advertised reason for the prompt removal. Moscow tube stations doubled as air raid shelters in wartime. The illegally built shacks would interfere with this purpose. After their demolition, hundreds of tube stations were readied to receive civilian population in case of an attack.

In the same time, the Russian army and Air Force carried out sudden manoeuvres in the south of the country. The TV news covered the army moves with relish. Though Russia still hopes peace will prevail, its leaders do not take chances. There is a risk of general conflagration started by the Syria proxy war.

Cessation of hostilities

The Russians accepted the US proposal to cease fire in Syria (or rather to end hostilities). They had made a similar proposal a few weeks ago, so this is in line with their thinking. Russians have made huge successes in Syria; they achieved an astonishing and unexpected victory with very few losses.

It was a reputational victory it was as well as a military one. Russia entered the Syrian war at a low point internationally. The EU and the US waged severe trade, finance and diplomatic war (“sanctions”) against the Bear; it was isolated from the West and the South. The ruble was crumbling, society was grim and dissatisfied with Putin’s prudent decision to keep away from Ukrainian turmoil (apart from very limited support of the Russian separatists) instead of forcefully interfering, as Russia had been anyway condemned as the aggressor.

Entry into the Syrian war has been met with disbelief and doubts. Will the Russian army succeed so far away from home? Will the Russian planes fly, will the tanks roll, or, devastated by post-Soviet negligence, will they collapse? Domestic and overseas Cassandras prophesied “quagmire”, “Vietnam”, “Afghanistan” for them, and plenty of coffins for their soldiers. But instead, there were roses all the way. The military performed splendidly. The planes, missiles and tanks proved their worth. The Bashar Assad regime was saved, the rebels are on the run. For the Russians, the end of hostilities would allow them to consolidate their victory.

In every war, as a ceasefire is negotiated, there are voices for “war till complete victory”. I remember myself, as a young Israeli soldier in 1973 war, when Kissinger brought the ceasefire, military observers were upset we weren’t allowed to destroy the entrapped Third Egyptian Army on the East Bank of Suez Canal. Who knew how many of us would die if such an attack were to take place?

The Syrian war is not an exception. The Syrian army stands at the door of resounding victory, bellicose military experts say; the rebels are surrounded at Aleppo, their lifeline to Turkey has been cut, now is the time to eliminate the threat and cleanse Syria from the jihadists. However, elimination of enemy pockets can be a very expensive operation in terms of human lives, especially as we speak of a fanatical and well-entrenched enemy. Terrible suicide bombings in Damascus and Homs proved the rebels are as murderous as their predecessors the Assassins. Only Genghis Khan’s Mongols could (and did) destroy such an enemy. Anyway, Russians preferred to negotiate and create a coalition government including some moderate rebels, thus enlarging the base for Assad.

The last few days before the cessation of hostilities will allow Assad’s army to gain some ground in Aleppo area and to switch to the Southern front. I’d expect them to take Palmyra in the course of next few days (consider it a tip).

However, the ceasefire turned out to be an elusive goal, at this stage. The rebels hesitantly agreed to “cessation of hostilities” but with so many preconditions that it just made no sense. The government forces were not keen to stop the fighting as well, while the wind of success filled their sails. The Russians have no intention of stopping operations against the “terrorists”; the US agreed with them, but who are the ‘terrorists’ and who are the “moderates” has to be hammered out in the negotiations. The UN SC declared Daesh (ISIS) and al Nusra (the Syrian offshoot of al Qaeda, the Nusra Front) “terrorists”, so far, so good, but it is not so simple as it seems. There are hundreds of small organisations affiliated with them, from Abdullah Azzam Brigades to Jamaat Abu Banat (this last one “operates on the outskirts of Syrian cities Aleppo and Idlib, extorting funds from and carrying out kidnappings and public executions of local Syrians” says the UN terrorist list). Should they be protected under ceasefire terms?

The “moderate” (or Saudi-endorsed) rebels say yes. They want to include the Nusra affiliates in the ceasefire arrangements, for without al Nusra, they would be lost. This is not acceptable for the Syrian government and for its Russian allies. Reluctantly, the Americans attempted to include al Nusra in the scheme, at least in Aleppo. We shall see soon how this puzzle will be resolved, if at all.

The Moscow clearance of access to tube stations had more to do with a danger of war with Turkey. Turkey entered the war, albeit in a limited way, by shelling Syrian Kurds. The Russians braced themselves for an armed confrontation with Turkey, but only as a response in case of a full-scale Turkish invasion. This military preparedness (which included airlift of heavy weapons to the Russian air base in Armenia) and NATO statement (saying they will not fight if Turkey were to initiate belligerency) helped to undermine the Turkish resolve. The Russians went to the UN SC asking to censure the Turks; so they did, but in a statement, not by a resolution, as the Russians wanted. Still, this statement cooled off Turkish minds, and it seems their desire to invade and to take a stand at Aleppo evaporated. The Saudi troops did not materialise yet, as I expected (see my previous report).

So, the Syrian war is far from over, but there is a good chance that by March 1st some ceasefire arrangements will take place on the ground. If the rebels grasp the chance and enter serious negotiations for a coalition government, peace is possible. If they come to Geneva armed with the old mantra “Assad must go”, this opportunity will be wasted. Even if (and it’s extremely unlikely) Russia would agree to sacrifice Assad for the sake of peace, it has no means to deliver. Assad is a strong man and a powerful leader. Russians can’t possibly depose him. So Assad is a given, like it or not. In my view, he is a good leader for this time.

There are two notable changes on the scene: one, more realistic view of Syrian conflict had made its way into American mainstream media. Publication of two pieces by Stephen Kinzer in the Boston Globe called On Syria: Thank you, Russia! and The Media are misleading the Public on Syria was a revolutionary event of first magnitude. For the first time ever, the mainstream American reader learned that “For three years, violent militants have run Aleppo. Their rule began with a wave of repression. They posted notices warning residents: “Don’t send your children to school. If you do, we will get the backpack and you will get the coffin.” Then they destroyed factories, hoping that unemployed workers would have no recourse other than to become fighters. They trucked looted machinery to Turkey and sold it.” Kinzer came to a powerful conclusion: “We would have been more secure as a nation, and might have contributed to a more stable world, if we had followed Russia’s foreign policy lead in the past”, namely, in Afghanistan, Iraq and Syria. Indeed the world would look different. Perhaps we may connect these publications to a new American mood that manifested itself in primaries’ vote for Trump and Sanders.

The second notable change is the clear position of Israel against a ceasefire in Syria, against Assad and for Daesh and the Nusra. For long time this position had been obscured by Israeli observers and politicians. Israel has been pleased with Arabs killing each other.
Now, as the end of war is seen on the horizon, Israel spoke up. Amos Harel, a leading Israeli military observer with high-grade access, made it clear: “the war in Syria has largely served Israel’s interests. The ongoing fighting has worn down the Syrian army to a shadow of its former capabilities. And Hezbollah, Israel’s main adversary in the north, is losing dozens of fighters every month in battle. Israel has been quietly wishing success to both sides and would not have been against the bloodletting continuing for a few more years without a clear victor” Now, after successful Russian intervention, Israel states openly that “an Assad victory would be bad for Israel” and it calls upon the West “to send real military aid to the less extreme Sunni rebels”.

Thus, the will of Israel, and of Israel Lobby in the US, directly contradicts the will of people as it was lucidly expressed by Stephen Kinzer. You can follow the lead of your Israeli Lobby, or you can have peace and security, but you can’t have both, it is that simple.

A friendly field commander of an armed anti-Assad opposition organisation near Aleppo faxed me a copy of a document he signed with the Russian army representative regarding the ceasefire. He added that he thinks now is the right time, or well after right time to bring peace to Syria. Fight to complete victory will be the fight till the last Syrian, he said. Better Syria with Assad than no Syria and no Assad. They are worried about American plan B to dismember Syria, like they dismembered Vietnam, Korea, Germany and now Iraq. This adds some urgency to the peace plan.

Here is the document (attached), saying

Request to enter the ceasefire regime

I, the commander of such-and-such armed unit located in such-and-such area (see map attached) am ready to join the process of settling the armed conflict in Syrian Arab Republic. I guarantee that my unit will cease fire on March 1 and will not shell or shoot the government troops. I shall allow monitors and observers to enter our disposition. I shall allow humanitarian aid to be delivered to civilians at the area of my disposition.

Syrian Arab Army will cease attacking my unit from March 1st. As long as ceasefire regime lasts, the Russian Air Force and Syrian Air Force will not bomb my unit. Government bodies will not interfere with delivery of humanitarian aid to my disposition. My representatives will take part in work of the Joint Committee for monitoring ceasefire.

In case of disagreements I shall convey the problem to the Joint Committee.

As we can learn from the document, the consignees recognise the Syrian government. Provided in April there will be parliamentary elections in Syria, there is a fair chance of success.
