The US Army has agreed to pay over $44 million to the German gunmaker Heckler & Koch, to purchase a compact semi-auto sniper weapon, according to an award notice issued April 1.

The contract lists the maximum price as $44.5 million and provides the Army with the option to order up to 3,643 rifles. The Army seeks to replace the M110 with a gun that does not physically resemble a classic sniper rifle, according to an Army Times report.

The German company's US subsidiary won the sale over seven other bids, enabling it to supplement the Army's 7.62 mm M110 Semi-Automatic Sniper System guns with the new gas-operated 7.62mm Heckler & Koch G28, Designated Marksman Rifle. The gun, weighing 12.8 pounds, has a maximum length of 42.6 inches, is 13.4 inches in height, and has a barrel length of 16.6 inches.

Heckler & Koch provided no price data for military-grade firearm sales. However, the G28 Designated Marksman Rifle is based on the MR380, a civilian variant of the Heckler & Koch model 417 rifle. The MR380 price tag in the US market ranges from $3,000 to $4,000.

Currently, only 30 of the new sniper kits have been purchased.

Updated figures from the Congressional Research Service indicate the cost of three ships in the Zumwalt class has grown 3.7 percent, or $450 million, from the previous fiscal year. That lifts the total for the three ships to $12.74 billion.

The first-in-class Zumwalt that's under construction at Bath Iron Works has successfully completed builder trials, and it will undergo acceptance trials later this month before delivery to the Navy, said Matt Wickenheiser, a spokesman for the company. It's due to be commissioned in October.

It will be followed by two more of the stealthy destroyers that feature an angular shape to reduce radar signature.

The Navy didn't appear to be overly alarmed by the revised cost estimates for the 600-foot ships. The projected cost is about 1 percent above the acquisition program baseline established in 2011, said Capt. Thurraya Kent, a Navy spokeswoman.

Survivors said the outdoor market, next to a shantytown inhabited largely by people who fled there from other battle zones, was obliterated by double strikes that came about 10 minutes apart, with mangled bodies thrown hundreds of yards away.

Human Rights Watch said its investigators traveled to the town in Yemen's northwestern Hajja province, controlled by the Shiite rebels known as Houthis. There, the group said it found fragments of a 900-kilogram (2,000-pound) MK-84 bomb and a kind of satellite-guidance hardware known as a JDAM, which together are known as a GBU-31 bomb.

The group said the bomb, as well as its guidance equipment, was supplied by the U.S. Their finding matched an earlier report by British television channel ITV, which said its journalists found remnants of what likely was another MK-84 bomb and a different kind of satellite guiding system supplied by the United States.

The Defense Ministry said the plane disappeared Wednesday afternoon about an hour after takeoff from Kanoya base for what was supposed to be a three-hour flight. The search was suspended for the night after more than 300 troops joined the effort without success.

The ministry said the U-125 search-and-rescue jet lost contact while it was flying about 6 miles north of the Air Self-Defense Force's Kanoya base.

The twin-engine jet, belonging to the Iruma base near Tokyo, was inspecting aircraft navigation facilities in the southern region. The pilot is a major in his 40s.



An army helicopter crashed Wednesday into a lake in northern Albania, killing two pilots and injuring the other crew member on board, officials said.

An army helicopter crashed Wednesday into a lake in northern Albania, killing two pilots and injuring the other crew member on board, officials said.

Local mayor Tonin Marinaj said the helicopter crashed into Shkodra Lake near the village of Grizhe some 108 kilometers (67 miles) north of the capital, Tirana.

Albania's defense ministry said the EC145 helicopter with three crew members on board was on a training mission. Health Minister Ilir Beqja said the surviving crew member was hospitalized with a broken arm.

An official in the Shkodra region, Paulin Radovani, said divers recovered the bodies of the two slain crew members from the wreckage.

Albanian media said residents reported hearing an explosion before the helicopter crashed into the water.

The army chief of staff, Major Gen. Jeronim Bazo, called for public patience as investigators collected evidence of what caused the crash. He said the helicopter entered service only in November and was deployed primarily for search-and-rescue missions. He said the two dead pilots had "reasonable experience and were trained domestically and abroad."



KANO, Nigeria – Nigeria's military has opened a camp to rehabilitate Boko Haram fighters who have surrendered and are repentant, according to a statement Wednesday that urged other fighters to abandon the Islamic insurgency that has claimed 20,000 lives in six years.

The military also said it has rescued 11,595 civilian hostages in attacks on Boko Haram camps and villages in the northeast of the West African nation since Feb. 26.

The rehabilitation camp will provide vocational training to help former fighters contribute meaningfully to economic growth, Defense Ministry spokesman Brig. Gen. Rabe Abubakar said in a statement. He gave few details and did not say how many fighters have surrendered. Previous statements said dozens of Boko Haram members have given themselves up this year and that many appeared emaciated and begged for food. That would indicate that the military is succeeding in cutting supply routes of the insurgency that has spread to neighboring countries.

Abubakar's statement appealed for other fighters to surrender and warned "the final onslaught against the remnant group of the terrorists would continue unabated and would not relent until the power of evil forces in the northeast is completely neutralized."

US has announced that starting next February it will maintain a permanent deployment of a full combat brigade in Eastern Europe to counter an “aggressive Russia“.

A US armored brigade corresponds to about 4,500 men, along with 250 tanks, infantry fighting vehicles and self-propelled artillery, as well as 1,700 cars and trucks.

The unit will be spread out between Bulgaria, Romania, Poland and the Baltic states.

Obviously the Russians are not happy about this. The US foray into Estonia and Latvia in particular means a heavier rival military presence in close proximity to Russian cities since any time since 1944. (Obviously there were more troops arrayed against the Soviets during the Cold War, but these were sitting on the Elbe in central Germany, rather than 200 kilometres from Saint Petersburg.)

At the same time the Russians have not offered a high-pitched reaction to the move that NATO's Philip Breedlove was perhaps hoping for. Deutsche Well has the reason:

Moscow's lack of anger at these US plans has a simple explanation, said Alexander Golz, an expert on the Russian military. "The deployment of the armored brigade was already decided at the NATO Summit in Wales in 2014. Russia has already responded."

Moscow already announced it would set up new divisions in the west of the country. Lately there have been conflicting statements about their number. Defense Minister Sergei Shoigu said a few days ago, Russia planned to station two new divisions permanently in Russia's Western Military District.

"NATO is expanding its military potential in Europe, including in the immediate vicinity of the Russian border," he said. Russia was concerned, he said - and forced to react. But earlier, the defense minister had spoken about three new divisions in Russia's west. One of these divisions would be created from a brigade in the Smolensk region on the border with Belarus.

In addition, the Russian defense ministry announced in early February that it was reactivating the 1st Tank Guards Army, dissolved in 1998, in the west of the country. The new army is being formed from existing divisions and brigades that are to be reorganized and strengthened.

While the recent announcement sheds more detail on NATO's planned and ongoing buildup in Eastern Europe and also revises it to an extent the Russians have understood that NATO was coming ever since mid 2014. They have already moved to meet it. And boy are they some moves.

Political analyst Gleb Kuznetsov noted that Putin was very interested in discussing internal life of the country, "He was discussing daily life in Russia with interest, stressing out that one should not make any sudden movements at this point."

Russia’s "splendid little war" in Syria may have experienced some glitches like the downing of a Russian bomber by Turkey, but the fact is that it took only six months to show that even a military operation of a small scope can change the balance of power in a separate region.

The Russian engagement in Syria has proved that an operation in the Middle East could be successful, an article in The Wall Street Journal read.

The author analyzed the course of the Russian aerial campaign in Syria and made a list of "lessons" which the next American leader could take from Vladimir Putin’s strategy.

First of all, a leader should always take someone’s side during a conflict. "A prince is also respected when he is either a true friend or a downright enemy, that to say, when, without any reservation, he declares himself in favor of one party against the other; which course will always be more advantageous than standing neutral," Niccolo Machiavelli wrote in his famous book.

In Syria, the Russian president supported Bashar Assad, the legitimate leader of Syria.

This approach, according to the author, is way better than Barack Obama’s method of taking the side of "history" and criticizing everyone on earth. It is also much more effective than George W. Bush’s approach of unleashing a war for an idea, including democracy.

Second, any actions should be carried out indirectly. The point is that a country does not have to engage in combat on its own. At the same time, the leader should be ready to support the proxy in order to make the strategy successful.

During the wars in the Balkans the US used the Croatian Army as a proxy to weaken Serbia’s influence in Bosnia, the article read. In Afghanistan, Washington had a proxy in the Northern Alliance, which explains why the Taliban was defeated so swiftly. However, in Iraq the use of the Kurdish Peshmerga as a proxy was insufficient, and the US had to sort out the mess on its own.

If the US leader is not sure that his proxies may perfectly represent American values, perhaps it is best not to launch interventions at all, the article read.

The third lesson would be setting realistic goals. Initially, Barack Obama warned that the Russian operation in Syria would risk repeating the Afghan scenario. But President Putin clearly realized that his country could not afford a lengthy military campaign.

Instead, he understood that a short-term and dynamic aerial operation would be enough to turn the course of the Syrian war and start the negotiations.

Another lesson is to keep in mind the Earl Butz rule. It was named after the former US secretary of agriculture, who commented on a papal edict regarding contraception: "You no play-a da game, you no make-a da rules."

One of the goals of the Russian intervention in Syria was achieving diplomatic success. As a result, US State Secretary John Kerry played a minor role in the Syrian peace talks.

Finally, the leader should have options for further actions. Russia has pulled out the bulk of its forces from Syria. But Russian forces are still deployed to an upgraded naval facility in Tartus along with an air base. Vladimir Putin made it clear that Russia would be able to return to Syria at any moment.

The US could have achieved the same in Iraq or Libya, by maintaining a military presence sufficient enough to suppress insurgents and maintain a balance between sectarian groups, the author noted.

What could Washington do in Syria? According to the article, the best strategy would include abandoning the idea of Syria as a unitary state, support for a Kurdish autonomy and Russia-backed Alawite state in Latakia, and, finally, defeating Sunni jihadist groups.

Such an approach would not resolve the entire Syrian problem. "The point of intervention is not to solve everything. And as Vladimir [Putin] has reminded the world again, trying to solve everything solves nothing," the article concluded.

Researchers have found out that Russia's new middle class will not become the core of any opposition against president Putin.
To the contrary, the active part of Russian society is losing its faith in Western models and wants to go its own Russian way.

Russia's new middle class is performing much better in the economic crisis than expected. As a sociological study from of the Academy of Sciences has shown, they continue to suffer from falling income levels, job losses, and cuts to welfare benefits. However, people have either tightened their belts, are living from their savings, or have sought multiple jobs. The middle class isn't shrinking.

In cooperation with the SPD-affiliated "Friedrich-Ebert-Stiftung", the Institute of Sociology of the Russian Academy of Sciences has been conducting research on reforms and their effects on the middle class in Russia since 2003. According to the German Press Agency, the researcher Natalia Tichonowa was quoted during the presentation of the study in Moscow as saying, "the middle class understands that these are temporary difficulties." Therefore no protest has formed against the leadership of President Vladimir Putin. However, there is the danger of social decline for the economic midterm, once the savings are used up.

Since the conflict with the West started in 2014, after sanctions and counter-sanctions, the number of those who want Russia to follow a style of development patterned after the West has decreased. Within one year, and up until the year 2015, there was a 5-point reduction within a measurement of 27 percent.

Now 73 percent of the middle class supports Russia going its 'own way', as pursued by the Kremlin. It still holds at about 44 percent, said the researcher Mikhail Gorshkov. Neither in Tsarist nor Soviet times had there been a middle class made up of self-employed and qualified workers in Russia. This group rose during the oil boom in Putin's first term in the years beginning in 2000. Experts had already expected that this new middle class would some day demand more political representation and demand to forge their own way.

On this overcast Thursday morning in Brussels, the Capital of Europe, rays of bright sunshine are breaking through from the East as the latest results of vote counting in neighboring Netherlands suggest that yesterday’s referendum on the EU’s Association Agreement with Ukraine passed the 30% quorum requirement of all eligible voters, while those who cast their ballots came out nearly two to one against the Ukraine deal.

If validated when the official results are released on 12 April, this marks a resounding defeat for the Brussels-led conspiracy to pursue Russia-bashing policies of sanctions and information war without consulting public opinion at home. To change metaphors and speak in terms of Dutch folklore, it is the crack in the dam many of us have been waiting for, the opportunity for common sense to prevail over the illogic, hubris and plain pig-headedness of those who control the EU institutions in Brussels, and afar from Berlin and Washington.

While the referendum was formally just “advisory,” both the public statements of parliamentarians and the acknowledgements of the Dutch government ahead of the voting indicated that it will force a new vote in parliament on ratification and likely send Prime Minister Rutte to Brussels hat in hand, requesting a renegotiation of the Association Agreement. As such it may bring the EU foreign policy machinery to a shuddering halt and open the illogic of all the Union’s policies towards its eastern borderlands these past several years to public scrutiny and, hopefully, to revision.

However, whether this was the decisive moment when the EU is brought to its senses or just the first of a series of knock-out blows directed at the political correctness and group think that has been driving policy ever since the coup d’etat in Ukraine on 22 February 2014, its importance cannot be overstated.

We have been hearing for more than a year that the Russia-bashing policies, the sanctions in particular, were opposed by a growing minority of EU member states. Among the dissenters named at one point or another have been Italy, Hungary, Slovakia. Then came Bavaria, within Germany, whose minister-president Seehofer just months ago flaunted the policies of Chancellor Merkel and paid court to Vladimir Putin in Moscow. Just yesterday the president of Austria did the same. And yet, despite all the fine words to reporters about how the sanctions violate the basic economic interests of their countries and of Europe as a whole, none of these statesmen broke ranks when the sanctions repeatedly came up for renewal. The significance of yesterday’s event in The Netherlands was that this time the people spoke, not their elected or appointed officials. This was a consultation to remember.

In effect, the referendum played out at two levels. At the domestic level, it was a power struggle between the mainstream centrist parties in The Netherlands who stand for ‘go with the flow’ on EU decisions and decision-making, versus the Euroskeptic extremes on the left and especially on the right (Geerd Wilders and his Freedom Party) who want to put a stick in the EU machinery and halt the slow-motion, seemingly unstoppable move towards greater union, indeed towards federalism that have gained momentum ever since the onset of the financial crisis in 2008. In that sense it foreshadows the campaign fight of the parliamentary elections that will take place in The Netherlands in 2017.

At the same time, the referendum had a geopolitical dimension going way beyond the spoils of office, as a proxy battle between pro-US, pro-NATO versus pro-Moscow ideas within The Netherlands.

In both dimensions, the particulars of the EU’s Association Agreement with Ukraine that runs several hundred pages long were not the real issue on the ballot. All of which begs the question of what exactly Prime Minister Rutte will eventually be asking the EU Commission to renegotiate.

The signs are multiplying that the EU consensus on foreign policy driven by Angela Merkel is nearing collapse. Within Germany itself, her detractors are becoming ever bolder. Earlier this week the German papers were carrying on their front pages news of former Chancellor Helmut Kohl’s invitation to Hungarian prime minister Viktor Orban to visit him at his home next week. This is seen as a direct rebuke to Merkel and her policy of open-arms to refugees from Syria and the Middle East, a policy which Orban led a number of new Member States in opposing.

The next big test for the European Union, and the next opportunity to deal a severe blow to its complacent leadership in Brussels will be the Brexit referendum in the U.K. at the end of June.



The Panama Papers, stripped to the bone, may reveal themselves, as I have argued, essentially as an infowar operation initiated by the NSA – which would conveniently target mostly Global South “enemies” (as in the BRICS nations) and selected, disposable, Western pawns.

In its current stage, the Panama Papers have morphed into a weaponized psyops posing as an 'activist leak', straight from the Hybrid War playbook.

The relentless, expert mainstream media exposure has been at pains to portray the massive leak as "responsible journalism", yet without addressing eyebrow-raising questions on how the leak really came about; how 2.6 terabytes of data, including 5 million emails, have been selective edited; how it was obtained without encription; how there was not a single leak while the whole hoard was being sorted out by 400 or so reporters for over a year; and how the information is being selectively released.

"Responsible journalism" gatekeepers are spinning this came from a digital musketeer; a whistleblower. Not necessarily. The leak has already sparked a credibility war between WikiLeaks and the new mainstream leakers, the heavily compromised, Washington-based, US foundations-funded ICIJ.

The NSA thesis is sustained by the fact the NSA specializes in breaking into virtually any database and/or archive anywhere, stealing "secrets" and then selectively destroying/blackmailing/protecting assets and "enemies" according to US government interests. Add to it that Ramon Fonseca, founding partner of Mossack Fonseca, is stressing, "We rule out an inside job. This is not a leak. This is a hack."

Countering "strategic threats" The Panama Papers function as much as a precision strike as a "message" for an array of players to toe the line — or else; after all, the leak/hack unveils a web of connections to several dozen companies, individuals and politicians across the Global South who are kind of superstars — or aspiring superstars — in US sanctions blacklists.

The obsessive mainstream media focus on the enemies and/or "strategic threats" to Exceptionalistan also raise eyebrows; here's how the Beijing leadership is expertly dissecting it.

Excerpts from transcript of the III Truth and Justice regional and local media forum

President of Russia Vladimir Putin: Good afternoon, friends and colleagues. It is a great pleasure to be here once again with you.

This forum is a unique event that brings together representatives of local and regional media outlets from all around the country. It is symbolic that you are meeting in St Petersburg. Why do I say this? Because Leningrad-St Petersburg used to be called the city of three revolutions. I hope that your efforts will not bring about a fourth revolution, but rather the contrary.

Through your active, honest and open work, you will help us to achieve a natural, correct and fair balance of interests in our society, and at the same time, you will do all you can to ensure that officials at all levels and ordinary people respect our laws on government bodies and public administration, and that the law enforcement agencies remain neutral and perform their professional duties with honour.

I know that you have presented awards to 300 of your colleagues for their journalistic work. I know that each of the reports and articles distinguished, and the many others that did not receive awards, represent the concrete results of your efforts to improve people’s lives in the housing sector, medical care, organisation of procurement contracts and tenders and other areas.

I looked through the information documents before coming here, and I see that this is all specific and much-needed work that is important for our country and our people.

It is very important that you are working with the Russian Popular Front because this cooperation will certainly raise the effectiveness of both the Russian Popular Front’s efforts and the work of journalists, as the Russian Popular Front has possibilities for contact with the federal authorities and the President, and you have direct contact with people at the grassroots level.

In this respect, let me say that your work and the role and function you perform entail tremendous responsibility and involve a big burden. It is one thing to sit at the summit and survey everything from on high, after all, and quite another thing to work directly with the people, get a feel for what is going on, and most important of all, take responsibility for your words and actions.

Let me say again, you have a wonderful and honourable job, but also a difficult and highly responsible one. Let us discuss the things on your minds now. You have been working for three days now and I imagine that many different issues have been raised at the various discussions. I would like to hear your proposals regarding your work and the various areas of our life and our economy. As in the previous years, I will do everything I can to respond to your proposals as best I can.

Let us begin.

Alikber Abdulgamidov: Good afternoon Mr President. I am Alik Abdulgamidov, a journalist and member of the regional headquarters in Dagestan.

Nearly 17 years ago, in the Botlikh district, when federal troops and local militia forces eliminated the terrorist groups that had invaded Dagestan, you promised me an interview and said that it would take place after the next big success, a victory over terrorists. I think the time has come now. I am referring to the events in Syria – the successful operations of Russian forces there.

First of all, I would like to ask a question about international politics. There has been a turnaround in Syria thanks to the Russian Aerospace Forces’ effective operations. The situation has changed and Russia’s active support has helped to liberate hundreds of settlements, and most importantly, it has liberated the symbolic city of Palmyra, a cultural jewel and world cultural treasure.

The Syrian people are thanking you personally, and Russia, for this help. However, these events have gone largely ignored by foreign media outlets. In your view, why are ‘our Western partners’ as you refer to them, ignoring Russia’s latest success in the fight against international terrorism?

Vladimir Putin: It is still too early to talk about a fundamental turnaround in Syria, but it is clear that we have carried out our mission with success. Our mission was above all to bolster Syria’s statehood and support the legitimate government.

Incidentally, if you followed the events, this is precisely what I spoke about back at the General Assembly session that marked the UN’s 70th anniversary. I said that if we want to stop the flow of refugees into Europe, for example, if we want people to want and be able to live in their home country and not flee abroad, we need to restore statehood where it had been lost. I was referring above all to Libya. We need to support and strengthen statehood in the countries where it still exists, and here, I am referring to Syria.

In this respect, our Armed Forces, and not just our Aerospace Forces, and I will say this again, have certainly been up to the task. Syria’s statehood has been strengthened. The government bodies and armed forces there are stronger now. Note that after the bulk of our forces withdrew, Syria’s government forces continued their active offensive and, with our support, are liberating more and more towns. Incidentally, no one disputes that this current action really is directed only against terrorist organisations such as ISIS. This is something that we, our American partners, and the Europeans all recognise. Everyone recognises it.

Why is this being passed over in silence? This is for logical reasons. First, they spoke of the need to isolate Russia following the events in Crimea, for example; then it became clear that this would not be possible, and with the start of the operations in Syria, it became absolutely clear that this kind of destructive action against our country is simply not possible. However, they would rather keep silent about this if possible and avoid talking about it if they can.

At the same time, our active efforts in combatting international terrorism have gone some way to improve our relations with the leading powers in this important for us all area of cooperation in fighting international terrorism. We have set up an information exchange centre with the United States, we also hold regular consultations, and I want to emphasise that we have established effective measures to monitor the ceasefire. This work continues.

The most important thing now is to organise efforts to find a political settlement, and here too, we continue regular consultations. Therefore, no matter how much someone might wish to do so, it is not possible to lessen the importance of our efforts in the fight against terrorism, and it is not possible to pass over these events in silence. This is simply not possible. The desire does exist. Everyone has their job to do. Your job is to bring information to public light, and their job is to lessen the significance of events or pass them over in silence, and not give their viewers, listeners and readers the full picture. This is an exercise in futility, as lawyers would say. Life goes on and we are not worried about this. It is the result that counts.

Margarita Morozova: Good afternoon Mr President, colleagues. I am a journalist and an expert of the Public Monitoring Centre for Environmental and Forest Protection Issues. This centre was set up a year ago at your initiative.

Over this year, the centre has done a lot of work, and we have two achievements we can be proud of. First are the two draft laws that we prepared. The first is now close to completion and we are preparing to submit it to the State Duma for consideration. It was broadly discussed at the Baikal Environmental Forum that we held in Irkutsk at the start of this year. The draft law concerns tightening control over logging and toughening liability for improperly carried out forest regeneration.

Today, I would like to talk about the ‘green shield’, the plans to create a ‘green shield’ of forests in Moscow Region, 70 kilometres from Moscow. This will make it possible to prevent unlawful forest destruction, reduce the amount of construction, and protect water conservation zones. Moscow Region is currently one of the most problematic regions in terms of noncompliance with environmental rules and regulations. An appropriate law was drafted and submitted to the State Duma, but it has been there for a long time now and has not even passed the first reading. We have the impression that lobbyists are at work here.

I would like to ask for your help. Why do I get this impression? We received a negative evaluation from the State-Legal Directorate and the Russian Federation Government. Given the importance of this draft law and the importance of the environment, we ask you to look into this situation. People not only in Moscow and Moscow Region are expecting this draft law, but in other regions as well. It was discussed at the Baikal forum too, and it was very important for our people, and especially for the big cities.

In addition, with 2017 coming up, the Year of the Environment, we sincerely hope that the next elections will bring into the State Duma people who will lobby above all the interests of our people and our nature, rather than businesses and industry. Thank you.

Vladimir Putin: Business and industry are, naturally, closely linked to the people in the positive sense of the word, as both industry and business create the foundation of our economic well-being and provide conditions for the development of the social sphere, our defence capability, and so on, and create jobs. However, you are absolutely correct in that all Russian people without exception have a vested interest in the preservation of the environment and forests, one of our principal assets. In this respect, your activity, I am certain, evokes and will continue to evoke a response and support in the hearts of all Russian citizens.

A large number of people work in the timber industry (it is also very important for our economy). It is an important part, an important component of our economy. This is also related to jobs and wages. However, without any doubt, the state should regulate this kind of activity and prevent abuses at any cost.

I move about the country a great deal in cars, airplanes, and helicopters and indeed I often see a picture that catches one's eye and arouses serious concern. What is this picture? Vast empty spaces around large population centres, above all, cities with a population of over 1 million people. It is easier and cheaper to procure timber there. However, this does not always correspond to the interests of the entire country, the entire state, of all our people, and is often in conflict with people’s interests.

We know there are a lot of problems in the [Russian] Far East. I can see with my own eyes that these problems are proliferating in Karelia, the Leningrad Region, the Moscow Region, the Novgorod Region and other regions in the European part of the country. If this goes on, there will be absolutely no forests left around large cities. This issue requires additional, special attention from the public (thanks to the Russian Popular Front, you have become involved in this) and the legislative and executive bodies of power. I promise that we will revisit this problem without fail. I will see where this law is and why it is stuck, kept on the back burner.

Konstantin Tkachenko: Good afternoon Mr President. My name is Konstantin Tkachenko. I have a news blog called Kremlin_Russian. It has more than half-a-million followers and we provide daily coverage of news that has to do with you.

We have all heard about the news leak, the so-called ‘Panama Papers’, which mention the musician Roldugin, your friend. A large number of my followers have bombarded me with questions on this affair. I would like to take this opportunity to reply to my followers, and to ask for your comments on this matter. Thank you.

Vladimir Putin: What can I say and where should I start? Your colleague from Dagestan already started with Syria. However, in fact, we should have started not with Syria, but with the early 1990s. I will try to keep things brief.

When this country was in great difficulties and lay in ruins, the situation actually quite suited everyone. It suited them to send us potatoes and other humanitarian aid and to dictate to us what they thought best for Russia, using our country in their own interests. There were also sober-minded and decent people in Europe and the United States who warned against treating Russia this way and spoke of the need to respect Russia’s interests. They said, “Russia is still getting to its feet and it would be better if we follow a balanced policy of respect for its interests”. However, the ruling circles in the main countries did not heed these words. If you recall, everything started with Yugoslavia, when the Western press rained blows on First President of Russia Boris Yeltsin when he said very frankly that Russia opposes airstrikes against Belgrade and military operations against Yugoslavia.

It continued from there. Problems arose in Ukraine and a coup took place. Crimea’s residents expressed their desire for reunification with Russia. I do not have time to go into all the details of our position on the events in southeast Ukraine, and this is not the moment for this. There are other, minor developments too, our decision not to extradite Mr Snowden, for example. Some of our partners see all of these things as irritants in our relations. They are used to holding a monopoly on the international stage and do not want have to make way for anyone else.

The recent events in Syria showed Russia’s ability to deal with problems not only near our borders but also far from them. However, this is not the most important thing for them. Not even the fact that despite all our problems today, our economy has become more independent, self-reliant and self-sufficient, although we are still dependent on oil and gas, and so on, but nevertheless, our economy today is almost double what it was in the early 2000s. We have almost doubled the volume of our economy. The capabilities of our armed forces have increased immeasurably, as is evidenced by the Syria case.

However, what worries our opponents the most is not even this, but the unity and cohesion of the Russian nation, of the multiethnic Russian people. In this connection, attempts are made to weaken us from within, make us more acquiescent and make us toe their line. What is the easiest way of doing this? It is to spread distrust for the ruling authorities and the bodies of power within society and to set people against each other. This was brilliantly used during the tragic years of World War I, when the country was simply brought to the point of disintegration. Today, this an exercise in futility.

All of you here are specialists, journalists, right? You know what an information product is. Now, there has been this offshore holding controversy. Your humble servant is not there; there is nothing to talk about. However, the assignment is still there and they have to work. What did they do? They manufactured an information product. They found some of my friends and acquaintances – I will talk about them shortly – and they fiddled around and knocked something together. I saw these pictures. There are many, many people in the background – it is impossible to understand who they are, and there is a close-up photo of your humble servant in the foreground. Now, this is being promoted.

There is this friend of the Russian president, and they say he has done something, probably something corruption-related. In fact, there is no corruption involved at all. Besides, we now know from WikiLeaks that officials and state agencies in the United States are behind all this. Some senior US officials have directly apologised for the way they sometimes publicly insult us, but not because they feel ashamed, I believe, but because they are smarter than those responsible for these actions. The problem is that when officials from say the State Department or the US administration make insolent statements of this sort, they mark themselves as parties concerned. This is not good for them in terms of achieving their ultimate goal, but it is good for us, because it shows us who is behind all this.

Now, concerning Sergei Roldugin, he is not simply a musician, but holds the title of National Artist of Russia and is an outstanding musician, one of the best in the country, I think. He was a jury member of the International Tchaikovsky Competition. He started his career here in Leningrad, in St Petersburg, working under Mravinsky. He worked with Gergiev for a long time and was rector of St Petersburg Conservatory. He is a very creative person. You might have noticed that many creative people in Russia, every other one, perhaps, have a go at business, and as far as I know, Sergei Roldugin also did. What kind of business did he get into? He is a minority shareholder in one of our companies and makes some money out of it, but not billions of dollars of course. That is nonsense. The reality is nothing of the sort. He makes a bit of money out of it. The interesting thing is that I am proud of people like Sergei Roldugin, proud to count him among my friends, and proud of him in general.

He has spent nearly all of the money he has earned buying musical instruments abroad and bringing them back to Russia. These are expensive instruments. We always welcome it when someone does something of this sort, but he goes even further. I know that for several months now he has been busy transferring these musical instruments to state institutions’ ownership. For many years now, he has been quietly organising concerts and promoting Russian culture abroad, and essentially paying for this out of his own pocket. The more such people we have, the better. I am proud to have friends like him.

Ilya Lochkanov: Good afternoon, Mr President. My name is Ilya Lochkanov and I am from Belgorod. What interests me is the following question. A nuclear security summit recently took place in Washington, and many countries attended, but Russia did not – neither you, nor any Russian representative. Were you invited to take part? Why did things happen this way? My second question is more personal: Could you describe the Russia of your dreams? Thank you.

Vladimir Putin: Let us start with the more important question, the second one. Russia should be an independent, strong, effective, modern and future-focused country. It should be a country in which it is comfortable, agreeable and prestigious to live.

As for your other question, whether I was invited or not, yes, I was invited, and my colleague invited me personally. Frankly speaking, I was not opposed to the idea of taking part, but our experts in the nuclear field and the Foreign Ministry did not recommend it for the following reasons.

First, as it became clear, this was an event ‘amongst ourselves’, a primarily American event. Normally, events of this sort and level take place on a consensus basis, with the possibility of taking part in drafting the final resolutions. In this case, however, it was all divided into five groups, I believe, and they proposed that we take part in only one. This meant that our representatives could make their contribution to the final decisions only in one area. In other words, we would not have been able to take part in drafting any overall documents that might have been adopted. However, a big nuclear power like Russia cannot take part in an event such as this and not have the possibility to influence the drafting of the final resolutions. We said so directly and frankly to our partners some time ago now.

The other circumstance is that back in the early 2000s, the Americans and we agreed on destroying weapons-grade plutonium. This agreement covered surplus weapons-grade plutonium produced at US enterprises and at ours. This is the highly enriched fissile material that is used to make nuclear weapons. Each side had 34 tonnes. We signed this agreement and settled on the procedures for the material’s destruction, agreed that this would be done on an industrial basis, which required the construction of special facilities. Russia fulfilled its obligations in this regard and built these facilities, but our American partners did not.

Moreover, only recently, they announced that they plan to dispose of their accumulated highly enriched nuclear fuel by using a method other than what we agreed on when we signed the corresponding agreement, but by diluting and storing it in certain containers. This means that they preserve what is known as the breakout potential, in other words it can be retrieved, reprocessed and converted into weapons-grade plutonium again. This is not what we agreed on. Now we will have to think about what to do about this and how to respond to this. By all indications, this will also be an irritant, which will provoke a corresponding reaction and a search for new offshores. However, our partners should understand that jokes aside, all their efforts to promote information products aimed against Russia are one thing, but serious issues, especially with regard to nuclear arms, are quite a different matter and one should be able to meet one’s obligations.

Now, they said at one time that they will shut down Guantanamo. So what, have they? No. There are still people walking around in shackles there. It is just like the Middle Ages. And all the so-called human rights organisations have swallowed their tongues; everyone keeps mum. All right, this is related to the humanitarian aspect; it concerns several dozen people. This is also very bad. It is difficult to imagine that this is possible in today’s world: people are in custody without charge or trial. This is simply inconceivable. Can you imagine something like this happening in this country? It is simply incredible. All right, this concerns several dozen people. Now, this one, however, is a global issue, a nuclear security issue.

There are also other things that we believe our partners have failed to resolve and implement. So if we (as we can establish a constructive dialogue in certain other areas, say, in fighting terrorism in Syria) manage to carry on this work, extremely important not only for the United States and Russia but as well as, without any exaggeration, for the entire world, we will, of course, not only be ready for this work; we are ready for it now; we want to continue it and we will see it through to the end, but on an equal basis.

Vladimir Putin: (answering a question about Crimea’s agro-industrial sector) I agree that we need to develop local production. You have listed a number of companies that all belong to the agro-industrial sector. We simply need to pay more attention to how we plan to spend the very significant funds earmarked for Crimea’s development. This comes to hundreds of billions of rubles. True, this money is earmarked primarily for infrastructure development, but this is not the only area, and there are also funds for supporting the real sector of the economy, including, and not in last place, the agriculture.

To be fair, we should note that many businesses got a second wind in Crimea, especially shipbuilding and some other sectors. Agriculture has probably not ended up in the easiest situation for a number of reasons. The limited electricity supply was one reason. Incidentally, the third section of the energy bridge will begin operation in a few days’ time. Soon afterwards, in May, I think, the fourth section will be launched. In this respect, we really are doing everything we can to replace the energy that used to come from Ukraine. Later, as you know and I have said, additional capacity will be built in 2017–2018 to exceed current demand. This will create opportunities for developing the real sector of the economy, including agriculture.

However, we can already start reflecting on how to make best use of the money and resources the federal government is allocating to Crimea to develop the real sector, including agriculture. The important thing is that businesses should be competitive in comparison with big Russian companies.

However, Crimea should have its own production capacity for covering local demand, Crimea’s own needs. Perhaps it could be an additional draw for the region if people know, when they come from elsewhere in Russia to holiday in Crimea, that the region has high-quality local products. We will certainly look into this. I will talk with the Agriculture Minister and with Deputy Prime Minister Dmitry Kozak, who are responsible for these matters. Thank you for drawing my attention to this issue.

Maria Bozunova: Good afternoon. This is such an emotional moment – to see the President for the first time. Dreams come true. I came from a very small town, from the Urals, Sverdlovsk Region. I am a newspaper editor. We did not have a single cinema for 20 years and had to go to a large regional centre a hundred kilometres away. This is no longer the case and we can go to the cinema in our own town. 2016 is truly the Year of Russian Cinema and there are plenty of films and TV series. The broadcast schedule is packed with all these products.

I have a question for you but not as a top official, but just as a man, even though not quite a regular one. What films does the Russian President watch? What films could he recommend for the younger generation? Do you often manage to see films, something new?

Vladimir Putin: I do not often go to the cinema, I must admit. However, you spoke about an issue that is very important and not in the context of my preferences but in terms of film distribution. We lost obvious advantages in national film distribution, which we had in Soviet times. Cinemas practically ceased to exist in scarcely populated areas. This is very sad. All of us, primarily the Government and the regional authorities, should do a lot to restore this network. The existing network is private for the most part and their owners certainly prefer to purchase foreign produce for less and sell it for more. This is a bad situation and we must redress it by all means.

Several years ago, Fyodor Bondarchuk tried to carry out a number of projects. Although he is an artistic figure himself and his main job is to make films, he tried to do business as well and to help people promote national films in small towns. He complained and cursed all the time because it was very difficult to overcome certain barriers, including administrative ones.

Nevertheless, this task exists and we must resolve it and move ahead. Speaking about our film industry and the promotion of our films on the domestic market, we lag behind some European countries. We are worse off than Poland, not to mention France although it is also yielding positions to US producers. However, we must think about this and move forward by all means. I am urging you and all of your colleagues to pay more attention to this and promote domestic films.

As for my personal preferences, I like good films. We have very many patriotic movies devoted to our heroes of the Great Patriotic War. I am referring to old Soviet films. Classics are very well represented. Take Bondarchuk, but the Senior one, who shot “War and Peace.” This is a masterpiece. I am pleased to note that foreign filmmakers are turning to our classics. I believe the British version of “War and Peace” was released quite recently – several months ago. I saw it as well and I liked it. I believe they managed to grasp the Russian soul, the epoch and the depth of Tolstoy’s thoughts. The directors and actors did a very good, interesting job.

If, in the framework of the state procurement system, foreign and Russian goods are available on the market, the contracting authority should buy Russian goods even if their price is 15 percent higher. This is real support. The only question is that if we ban all imports, we will bring about a situation where the quality and price of our goods will not be up to international standards, and this will affect the consumer.

In the final count, this will hurt our economic development, but, of course, preferences should be provided at a certain stage. They are already in place. Our state-controlled companies, our large so-called infrastructure monopolies – you’ve named them – have already been directed to follow this approach. What’s more, they have already been told this and we will continue to promote and consolidate this trend, but very carefully, so as not to disturb the balance between the interests of manufacturers and the interests of consumers.

Question: I simply dreamed about asking this question. Yesterday, at the Russian Popular Front platform, we were discussing information warfare. However, at some stage, it was suggested that we do not have a national idea in the country. A guest from Germany was there – here he is, and he was surprised to hear that. Speaking to the press in St. Petersburg, known as ‘the City of Three Revolutions’ in Russia, President Vladimir Putin asked reporters to work honestly and openly so that their efforts do not result in yet another revolution.

“It is symbolic that we gather here in St. Petersburg again. Why? [Because] St. Petersburg, or Leningrad, has been named the City of Three Revolutions. I hope that the result of your efforts will be not a fourth revolution but, on the contrary, you will work honestly and openly and contribute to the natural, correct and just balance of interests in our society,” Putin said on Thursday, addressing the participants of the mass media forum organized by the All-Russian Popular Front movement.

"Free press can be an enemy only for crooks, criminals and those who steal from the state budget. For the authorities as such, for those who serve their people such situation is impossible,” Putin stated.

About 450 reporters from across the country are taking part in the event.

The All-Russian Popular Front is a broad movement registered in 2011. It unites moderate conservatives who support Putin and his policies, but for whatever reason do not want to join the parliamentary majority United Russia party, which has a very similar agenda. United Russia, however, does not see the front as competition and at the latest elections it offered quarter of its parliamentary seats to the movement’s members.

Israeli demolitions of Palestinian structures in West Bank have tripled – UN report

The United Nations has once again condemned Israel for its demolitions of the Palestinian structures in the West Bank, which have increased alarmingly over the last three months, according to new figures.

The average number of demolitions a month has soared by more than 200 percent to 165 since January, the UN’s Office for the Coordination of Humanitarian Affairs (OCHA) said, according to Reuters. February saw the unprecedented number of 265 demolished buildings.

Israel is issuing an increasing number of demolition orders for Palestinian buildings, arguing that their construction was illegal. At the same time it is practically impossible for a Palestinian to obtain a construction permit in the West Bank, which is occupied by the Israeli military.

Some 2,020 Palestinians filed a request for building permits in West Bank areas between 2010 and 2014, but only 33 of them were approved, according to Israeli Civil Administration data. Structures such as a fence or a tent also need official approval.

It is a very marked and worrying increase,” Catherine Cook of the OCHA said, adding that the situation in the West Bank hasn’t been this critical since 2009, when the UN started monitoring the damage and began collecting data.

The hardest hit are Bedouin and Palestinian farming communities who are at risk of forcible transfer, which is a clear violation of international law,” Cook noted.

The buildings that are being demolished include houses, Bedouin tents, livestock pens, outhouses, schools and even EU humanitarian structures. Last month, for example, a school sponsored by the French government was brought down, causing outrage in the EU.

The “large-scale” demolition of Palestinian homes has been slammed by the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).

I am appalled. Looking in the eyes of a young Bedouin boy in a red shirt standing amongst the crumpled ruins of his demolished home, how can anyone justify this?” Lance Bartholomeusz, UNRWA director, said in a statement.

This year over 700 Palestinians living in the West Bank have been displaced, which is close to the total number of displaced last year, it also says.

As the UN has said repeatedly, these demolitions must stop,” the statement concludes.

On the other hand, Israel’s actions were defended by the coordinator of the Israeli government's activities in the West Bank, Major General Yoav Mordechai, who was summoned to the Israeli parliament on Wednesday.

I want to state unequivocally that enforcement is more severe towards the Palestinians,” Mordechai told them. Moreover, much of the enforcement with regard to the Palestinians takes place on private Palestinian land, Mordechai said, amid concerns that he is bringing down Palestinian construction while focusing on illegal Israeli buildings.

To demolish the homes of Palestinians who are protected under the Geneva Conventions and to build [Israeli] settlements is a clear violation of international humanitarian law,” said Sarit Michaeli, spokeswoman for B’Tselem, an Israeli human rights group.

The United Nations has called on the European Union to ratchet up the pressure on Israel over the regime’s continued land confiscations and demolitions of structures in the occupied West Bank.

“We have entered a new and fairly disturbing phase in terms of the confrontation between international humanitarian law and the Israeli occupation of the West Bank,” UN envoy for Palestinian territories Robert Piper said on Friday.

He called on EU officials in Brussels to respond to ever-increasing destruction of properties by Israel in the occupied enclave.

Israel has carried out more than 540 demolitions and confiscations in the occupied West Bank so far this year, exceeding the total for the year 2015.

“The pace of demolitions has exceeded any previous records and we are only in the fourth month of the year. We are very worried about what the rest of the year holds,” Piper said, adding that more than 200,000 euros worth of EU investments and 140 aid projects in the West Bank have been destroyed by Israel.

He said the demolitions and confiscations have deprived some 2,000 Palestinians of their livelihoods while around 600 people have also lost their homes.

Israeli settlers have been illegally settled across the west Bank since the enclave was occupied after the 1967 Middle East war.

The regime in Tel Aviv says the demolitions are carried out on structures that are illegal and built on areas defined by the regime as restricted or needing a permit.

Piper challenged the claims, saying Palestinians living in the area have never been given a chance to obtain building permits.

The UN official called on the EU to step up pressure on Israel by issuing more public statements on the matter, saying the body could also deploy diplomats to the affected sites.

“We also need to talk about forms of seeking financial compensation or restitution by the occupying power,” Piper said, adding, “The EU needs to reflect on its strategy and how it's going to respond ... This can't be left unaddressed. It's a provocation.”

In an interview conducted with Lebanon’s Al-Mayadeen TV, Syria’s Grand Mufti Ahmad Hassoun publicly accused the “Syrian rebels” of working with Israel. Hassoun, a major religious leader in Syria, claimed the “rebels” had repeatedly offered peace deals on the condition that Assad make concessions to Israel.

Ever since the Western-backed destabilization campaign began in 2011, Hassoun said, the Syrian government had repeatedly received unofficial offers from “rebel” groups suggesting that they would end their operations against Syria if the government would agree to various deals with Israel.

The “deals” proposed by the “rebel” groups included the expulsion of all the Palestinian resistance from Syria as well as the ending of all association with Hezbollah.

Hassoun also added that “al-Sham” (Syria) was once “a vast territory extending from the Sinai desert to Hejaz desert and was not divided into a small state,” but that France and Britain carved up for political purposes and that the same powers continue to try and divide it to this day.

Hassoun pointed out that “40,000 Muslims from Europe are fighting in Syria” and said that none of those fighters are pushing for the liberation of Palestine. He also pointed the finger at “several” Muslim countries who are fighting in Syria and Yemen, highlighting the fact that they are not fighting for Palestine. It is fairly clear that Hassoun was suggesting that these unnamed Muslim countries were also in league with Israel.

That ISIS fighters, “rebel” groups,” GCC and NATO forces are working with Israel for the purpose of destroying Syria is not really in question. Israel has long been providing healthcare to injured terrorists, patching them up and sending them back to the Syrian battlefield.[1] Israel has also been exposed for providing weaponry and other related supplies to terrorists fighting in Syria.

Israel has also repeatedly attacked Syrian military sites, bases, equipment, and personnel in support of Western-backed terrorists on the ground on a number of occasions.

In June, 2015, Israeli Defense Minister Moshe Ya’alon even admitted that Israel was providing aid to terrorists in Syria.

During special measures, the FSB identified and detained five radical Islamists, including a member of that Islamist group who planned to commit a terrorist act in the region, the FSB press office said.

"Ammunition, explosives and other chemical components, striking elements of home-made explosives and literature of religious and extremist nature have been found at the place of their residence," the FSB press office said.

The FSB’s investigative department has instituted criminal proceedings on the signs of crimes stipulated by part 3, article 30 and part 2, article 208 (an attempt on organizing an illegal armed group) and part 1, article 205.1 of the Russian Criminal Code (assistance to terrorist activity), the FSB’s press office said.

He added that most of the Latakia region in western Syria had been freed from terrorists, as well as major parts of the Hama and Homs regions and the city of Palmyra.

According to Konashenkov, many settlements are not only being liberated, but also agree to reconcile with the authorities thanks to the Russian reconciliation center's efforts.

"There are nearly 60 such settlements as of today, and another 20 are in active talks with representatives of the Russian center," he said.

A spokesman for Syrian Kurds told Sputnik on Thursday that some cases of gas poisoning had been registered among the civilian population and Kurdish militia following a Wednesday militant attack on Aleppo.

The Jaysh al-Islam group took responsibility for the shelling the same day, stating that "forbidden" weapons had been deployed, while failing to specify whether chemical agents were used.

On Tuesday, the Islamic State (ISIL or Daesh) militant group, which is outlawed in Russia, reportedly used mustard gas in an attack against a Syrian army airbase in the province of Deir ez-Zor.

France has criticized a decision by Israel to resume the controversial construction of a separation wall south of the occupied West Bank, saying the move could seriously hamper the social and economic development in the area.

The French Foreign Ministry said in a statement on Saturday that renewed construction of the Apartheid Wall in Cremisan Valley will affect lives of the Christians in the town of Beit Jala near Bethlehem.

“France is concerned by the Israeli authorities’ resumption of construction of the separation wall in the historical Cremisan Valley, which will affect several dozen Palestinian families in Beit Jala,” the statement said, adding, “This wall is a new obstacle to economic and social development in the town of Bethlehem.”

The statement also reminded the regime in Tel Aviv that building the Apartheid Wall was declared illegal by the International Court of Justice in 2004. The ministry called on Israel to reverse its decision to resume the construction work at the site.

Local Christians in Beit Jala say Israel’s plans for renewed construction of the wall are meant to cleanse the area from the residents. Frequent clashes have broken out between the residents and Israeli forces over the past months with people urging an immediate stop to the operation in Cremisan.

The European Union has also expressed concern about the continued activity of the Israelis at the site. An EU delegation visited the area in 2015 and heard numerous complaints from the locals.

Israel resumed the constructions in August 2015, with reports suggesting that it is designed for the illegal annexation of the illegal Har Gilo settlement south of the occupied Quds (Jerusalem) so that it is connected to the illegal Gilo settlement. Israeli settlers have been illegally settled across the West Bank since the enclave was occupied in 1967.

On Friday, at least two field commanders of the Free Syrian Army (FSA) were killed in intense infighting between the rival terrorist groups in the Northern part of Aleppo province near the border with Turkey.

Yaser Osman, a notorious commander of Liwa al-Hamzah group affiliated to the FSA and known as Abu Sheikh, was killed in clashes with the ISIL terrorists in al-Rai.

The clashes ended in the FSA's control over the town.

In the meantime, one of the commanders of Sultan Murad terrorist group affiliated to the FSA was killed in another fighting with the ISIL near al-Rai.



The United States via its Central Intelligence Service is still delivering thousands of tons of additional weapons to al-Qaeda and others in Syria.

The British military information service Janes found the transport solicitation for the shipment on the US government website FedBizOps.gov, Moon of Alabama news and analysis website reported.

The FBO has released two solicitations in recent months looking for shipping companies to transport explosive material from Eastern Europe to the Jordanian port of Aqaba on behalf of the US Navy's Military Sealift Command.

Released on 3 November 2015, the first solicitation sought a contractor to ship 81 containers of cargo that included explosive material from Constanta in Bulgaria to Aqaba.

The cargo listed in the document included AK-47 rifles, PKM general-purpose machine guns, DShK heavy machine guns, RPG-7 rocket launchers, and 9K111M Faktoria anti-tank guided weapon (ATGW) systems. The Faktoria is an improved version of the 9K111 Fagot ATGW, the primary difference being that its missile has a tandem warhead for defeating explosive reactive armour (ERA) fitted to some tanks.

One ship with nearly one thousand tons of weapons and ammo left Constanta in Romania on December 5. The weapons are from Bulgaria, Croatia and Romania. It sailed to Agalar in Turkey which has a military pier and then to Aqaba in Jordan. Another ship with more than two-thousand tons of weapons and ammo left in late March, followed the same route and was last recorded on its way to Aqaba on April 4.

We already knew that the "rebels" in Syria received plenty of weapons during the official ceasefire. We also know that these "rebels" regularly deliver half of their weapon hauls from Turkey and Jordan to al-Qaeda in Syria (aka Jabhat al-Nusra):

Hard-core Islamists in the Nusra Front have long outgunned the more secular, nationalist, Western-supported rebels. According to FSA officers, Nusra routinely harvests up to half the weapons supplied by the Friends of Syria, a collection of countries opposed to Assad.

US and Turkey supported "rebels" took part in the recent attack on Tal al-Eis against Syrian government forces which was launched with three suicide bombs by al-Qaeda in Syria. This was an indisputable breaking of the ceasefire agreement between Russia and the US It is very likely that some of the weapons and ammunition the US delivered in December were used in this attack.

Millions of rifle, machine-gun and mortar shots, thousands of new light and heavy weapons and hundreds of new anti-tank missiles were delivered by the US. Neither Turkey nor Jordan use such weapons of Soviet providence. These weapons are going to Syria where, as has been reported for years by several independent sources, half of them go directly to al-Qaeda.

The International Mine Countermeasures Exercise (IMCMEX) aims to protect international trade routes against possible threats posed by terrorist groups like Daesh and al-Qaeda, according to US officials.

The exercise was organized by US Naval Forces Central Command and began Monday in Bahrain, home to the US 5th Fleet.

The IMCMEX, which ends on April 26, focuses on operations such as mine countermeasures, infrastructure protection, and maritime security operations to protect civilian shipping.

In addition to this exercise, the United States launched another drill Monday in waters near the South China Sea, areas of which are the subject of a territorial dispute among regional states including China.

The 12-day annual drills, dubbed Balikatan (Shoulder-to-Shoulder), began with the participation of some 5,000 US troops, 4,000 Filipino soldiers, and 80 Australian forces.

The United States has recently increased its military presence in the Middle East as well as in the Asia-Pacific region.



US Secretary of State John Kerry has arrived in Hiroshima, Japan in what is the first-ever visit to the atomic-bombed city by a US secretary of state.

Kerry arrived at a US military base on Sunday and his visit is seen as a way to prepare for a potential trip to Hiroshima by President Barack Obama, as the first US president to visit the city, when he travels to Japan for a G-7 leaders summit in late May.

Kerry along with some other foreign ministers will visit Peace Memorial Park as well as a museum dedicated to the destruction of the city by an American atomic bomb on August 6, 1945.

About 140,000 people were killed in the bombing which was followed by another US atomic bombing on the port city of Nagasaki, killing about 70,000 people on August 9.

Russian President Vladimir Putin expressed condolences to Indian President Pranab Mukherjee and Prime Minister Narendra Modi over the temple blaze that killed more than 100 people, the Kremlin press service said in a statement Sunday.

Earlier in the day, a fire broke out at the shrine during celebrations ahead of the Malayalam New Year on April 14. Over 300 were wounded in the blast in the firework stockpile, which destroyed the building.

"The Russian head of state expressed condolences and support to the families and friends of killed people, wished a speedy recovery to the injured," the statement said.


The death toll from the fire at India's Paravur Puttingal Devi temple in the southwestern Indian state of Kerala has climbed to over 100, local media said Sunday.

Nato and Russia are to meet to discuss the Ukraine crisis, which has severely strained relations since Moscow’s annexation of Crimea in 2014.

The Nato-Russia Council will convene in the next two weeks to discuss the peace process in eastern Ukraine, as well as the situation in Afghanistan.

But Nato Secretary-General Jens Stoltenberg warned that it was not a “return to business as usual”.

Nato has moved to bolster its forces in its east European member states.

The forthcoming meeting, Mr Stoltenberg said, was “the continuation of our political dialogue as agreed by Nato heads of state and government”.

“At the same time, there will be no return to business as usual until Russia again respects international law,” he added.

The Nato-Russia Council was established in 2002. Meetings at ambassadorial level have not taken place since June 2014, although there has been other political dialogue.

Armoured brigades

Nato announced last month that an extra armoured brigade would be deployed in eastern Europe, meaning a total of three will be there on a continuous basis.

Gen Philip Breedlove, the senior US commander in Europe, talked of “reassuring… Nato allies and partners in the wake of an aggressive Russia in eastern Europe and elsewhere”.

Russia is widely accused of covertly backing the rebels who now control much of eastern Ukraine after a bloody armed conflict with the government in Kiev.

Late last year, Russian President Vladimir Putin described Nato’s expansion as a threat to his country.

A national security paper was updated to say that Nato’s recent build-up of military potential around Russia’s borders constituted “violations of norms of international law”.

Tension between Nato and Russia, which both possess huge nuclear arsenals dating back to the Cold War, has clouded international relations since the annexation of Crimea from Ukraine following the peninsula’s disputed referendum on self-determination.



A U.S. Navy officer accused of spying for an unidentified foreign power was secretly arrested last summer in an espionage investigation that is ongoing, authorities said Saturday.

The heavily redacted charge sheets say the unidentified officer gave secret information “relating to the national defense to representatives of a foreign government.” But the four-page document does not say exactly what information was provided, or for how long a period it was provided, how the information was transmitted or which nation it was provided to.

The multiple charges of espionage and attempted espionage, made public only on Friday, suggest the accused officer was under surveillance by Navy counterespionage agents for an extended period of time. The officer was arrested “about eight months ago,” according to a U.S. official who asked for anonymity in exchange for discussing some details of the case.

The name of the officer, a lieutenant commander who was assigned to a sensitive maritime patrol and reconnaissance group, is being withheld from the public “out of respect for the ongoing investigation” and the privacy rights of the accused, said the official.

The official did not rule out the possibility of further arrests in the case, which is being jointly pursued by both the FBI and Naval Criminal Investigative Service, or NCIS. The officer is being held in the Naval Consolidated Brig in Chesapeake, Va.

The officer’s unit “provides airborne anti-submarine warfare, anti-surface warfare and maritime intelligence, surveillance and reconnaissance operations from planes such as the P-8A Poseidon, P-3C Orion and unmanned MQ-4C Triton,” according to the Norfolk Virginian-Pilot newspaper. The command of the Maritime Patrol and Reconnaissance Force is headquartered at Hampton Roads Naval Support Activity in Norfolk, “although it’s not clear whether he was stationed there,” the paper said. The unit has wings at Jacksonville Naval Air Station in Florida, Whidbey Island Naval Air Station in Washington state and Marine Corps Base Hawaii.

The Navy’s charge sheet said the officer is accused of three counts of attempted espionage, three counts of making false official statements and five counts of communicating defense information “to a person not entitled to receive said information.” It also said the officer provided a false address when he was on leave “rather than the actual foreign destination,” and failed to report contacts with foreign nationals.

The Navy also accused the officer, “a married man,” of procuring prostitutes ”on divers occasions” and having sex with “a woman not his wife,” a violation of the Uniform Code of Military Justice, or UCMJ.

The dates of the alleged espionage, the identity of the foreign spy service—if any—and the foreign nationals involved will not likely be disclosed until and if the Navy prefers court martial charges against the accused.

Adm. Philip S. Davidson, commander of Fleet Forces Command, will weigh the results of an Article 32 investigation, the military’s version of a grand jury, to determine whether a court martial is warranted.

The accused officer could face the death penalty if found guilty of the most serious espionage charges.

Under the UCMJ, a service member is eligible for the death penalty for espionage if found “guilty of an offense that directly concerns nuclear weaponry, military spacecraft or satellites, early warning systems, or other means of defense or retaliation against large scale attack, war plans, communications intelligence or cryptographic information, or any other major weapons system or major element of defense strategy."

The most expensive warship ever built, the $12.9 billion aircraft carrier USS Gerald R. Ford (CVN 78), is expected to join the U.S. Navy's fleet in September, a Navy official says.

Sean J. Stackley, the Navy's assistant secretary for acquisitions, gave the timetable for the 100,000-ton, 1,100-foot-long supercarrier in testimony prepared for the Senate Armed Services Committee on Wednesday.

As of March, the Ford, on which construction began in 2009, was 97% complete, Stackley said. He said the carrier is expected to begin sea trials in July and be delivered to the Navy by Newport News Shipbuilding two months later.

The ship is named after the 38th president, who died in 2006. He served aboard the USS Monterey during World War II and was discharged from the Navy as a lieutenant commander.

Stackley said the next carrier in the Ford class, the USS John F. Kennedy (CVN 79), is scheduled to be launched in 2020. That ship was 18% percent complete as of March, he said.

The third Ford-class carrier, the USS Enterprise (CVN 80), is set to begin construction in 2018, Stackley said.

The timetable for the Navy's biggest warships came as Stackley gave lawmakers the Navy's budget request for the next five years. The service wants to spend $81.3 billion over that period to build 38 warships, he said.

The USS Fort Worth, the third Littoral Combat Ship deployed by the U.S. Navy, suffered “extensive damage” during the botched maintenance procedure in January that’s left the crippled vessel sidelined in Singapore ever since, according to the service’s top weapons buyer.

A Navy team has been examining the vessel built by Lockheed Martin Corp. since the January 12 incident, when gears that propel the ship were damaged, Assistant Navy Secretary Sean Stackley said in Washington. An investigation is continuing into the failure that’s thought to have been caused by crew error rather than a design flaw.

“What they are finding is that the damage is pretty extensive,” with debris scattered through the primary propulsion system, Stackley told reporters after a congressional hearing on Wednesday, in the service’s most extensive comments on the issue. “We’re weighing the choice between repairing it in theater or repairing it at home.”

While the Navy said last week that the damage to the Fort Worth led it to relieve the vessel’s commander of his post, Defense Secretary Ash Carter and Navy leaders haven’t mentioned the setback publicly or been asked about it. Instead, they have praised the program’s importance. The Fort Worth was on a 16-month deployment to Asia as proof of the Navy’s “rebalance” to the Pacific.

The Fort Worth’s damage was to combining gears that let the ship run on a mix of diesel and gas turbine engines.

Initial indications were that the damage “appears to be caused by a failure to follow established procedures during maintenance,” according to a Jan. 21 Navy memo. “During startup of the main propulsion diesel engines, lube oil was not supplied to the ship’s combining gears.”

Now, Navy personnel must open up the damaged section and flush out its lubrication system “over a long period of time,” Stackley said. “It’s not going to be a quick flush.”

After that, the service must determine “how extensive is the damage -- therefore how extensive is the repair?” Stackley, said.

The Navy also needs to determine whether to repair the vessel in Singapore or in a U.S. port after coming home on its two undamaged gas turbine engines, Stackley said.



The Obama administration and a four-star admiral have denied that the White House issued a “gag order” on senior U.S. military officials discussing the disputed South China Sea, a politically charged region that is dogging the administration in its last months in office.

The denials came after the independent Navy Times reported Wednesday that national security adviser Susan Rice decided to “muzzle” Adm. Harry Harris, the chief of U.S. Pacific Command, and other senior military officials as the Obama administration prepared to host a nuclear summit in Washington last week that included China’s president, Xi Jinping. Rice’s request was designed to give President Obama room to maneuver politically as he met with the Chinese president, the newspaper reported, citing anonymous officials.

But Peter Cook, the Pentagon press secretary, said that Defense Secretary Ashton B. Carter and Harris have “been able to provide frank and informed counsel to the president and the National Security Council on a host of issues related to the Asia-Pacific area of responsibility.”

“We are confident that counsel has been considered and valued,” Cook said. The Defense Department “fully supports the current maritime strategy in the Pacific and is working to execute that strategy to the best of their ability. We continue to coordinate our communications within the framework of the interagency process in a way that advances that strategy.”

Cook added: “To be clear, there never has been a ‘gag order,’ as described by anonymous officials in the article.”

Harris said in a statement released to The Washington Post that “any assertion that there is a disconnect between U.S. Pacific Command and the White House is simply not true.” He declined to discuss what he has recommended, saying his private counsel to President Obama and Carter during classified deliberations “wouldn’t be worth much if it weren’t private.



Poor oversight of government contractors in Afghanistan paved the way for insurgents to plant roadside bombs under highways and embankments that ultimately killed and wounded U.S. troops, according to a congressional watchdog tasked with rooting out fraud, waste, and abuse in American taxpayer-funded projects to rebuild the war-torn country.

Improvised explosive devices (IEDs), also known as roadside bombs, are the number-one killer of U.S. forces in Afghanistan.

Culvert Denial Systems are designed to block access to roadway culverts by Taliban members and other insurgents, who can use the culverts to plant IEDs or other explosives.

The U.S. Department of Defense (DOD) has funded numerous contracts for the placement of denial systems across Afghanistan.

In October 2012, the office of the Special Inspector General for Afghanistan Reconstruction (SIGAR), a watchdog agency appointed by Congress, informed DOD:

A large number of culvert denial systems might have been falsely reported by Afghan contractors as complete when, in fact, the denial systems were not installed or were installed in a defective manner, rendering them ineffective and susceptible to compromise by insurgents seeking to emplace IEDs.

SIGAR, in July 2013, reported that it is investigating “whether this apparent failure to perform may have been a factor in the death or injury of several U.S. soldiers.”

John Sopko, the special inspector general, delivered a speech at Brown University on Wednesday, in which he provided what appeared to be an update to SIGAR’s investigation, confirming that the Afghan contractors’ negligence resulted in the death and injury of U.S. service members.

“Poor oversight can cost lives. In one particular case, U.S. contracting officer representatives did not properly oversee the installation of Culvert Denial Systems,” he said. “Culvert Denial Systems are barriers made of rebar at either end of culverts under a highway and are designed to prevent human entry, while still allowing water to flow through the culvert itself.”

“Insurgents use culverts under the highways to plant improvised explosive devices (IED’s) intended to kill coalition forces and Afghan civilians,” he continued. “In this case, the contractor submitted fraudulent invoices stating the Culvert Denial Systems had been installed, but, as a result of the systems not being installed, American soldiers were killed and wounded by IEDs placed in these culverts.”

Sopko did not specifically say how many U.S. troops were killed and injured due to poor oversight and the contractors’ negligence. It is also uncertain when the casualties occurred. SIGAR did not immediately respond to requests for comment.

At least 2,229 members of the U.S. military have been killed and another 20,093 wounded in Afghanistan since the war started in October 2001, according to Pentagon figures. The majority of casualties are IED-related.

On Friday, SpaceX — more formally known as Space Exploration Technologies Corporation of Hawthorne, Calif. — launched a mission taking cargo for NASA to the International Space Station. While the capsule carrying 7,000 pounds of experiments, supplies and equipment continued to orbit, the booster stage of the Falcon 9 rocket turned around and headed back toward a floating platform off the coast of Florida.

SpaceX had attempted this maneuver four times before. Each time the booster stage reached the platform only to tip over and explode.

This time, the booster settled down on the boat, named “Of Course I Still Love You,” and remained upright, to loud cheers at SpaceX’s California headquarters and chants of “U.S.A.! U.S.A.!”

Elon Musk, the founder of SpaceX, has said reusability of rockets is crucial to reducing the cost of sending payloads to space. Both SpaceX and Blue Origin, another rocket start-up from another Internet entrepreneur, Jeffrey P. Bezos of Amazon, have made successful strides in landing rocket stages in the past half year.

This is the second time SpaceX has successfully landed a booster stage. In December, it was able to fly the booster all the way back to land and set it down in one piece at Cape Canaveral.

Friday’s main mission of sending cargo to the space station was also a success, lifting off from Cape Canaveral Air Force Station.

The Dragon capsule will arrive at the space station on Sunday. The cargo includes an inflatable module, with soft instead of metal walls, which is to test technology that could be used for future deep-space missions.
