If he is so serious about the UFO case files that's been passed on over to the next presidents, there is no way to know whether he is telling the truth or not.
Medvedev only made a statement. He didn't make an official declaration which is a totally different thing. This is a formal interview, he can say whatever he wants. He didn't not offend anybody, he doesn't have to back his words (being labeled Top Secret), he even said he'd talk about this for the first and last time, so we should not expect any further comments from him on the subject.

Pretty sure that's an example of Russian humor. But the Russians can correct me if I'm wrong. ;)
