Sorry, your posts on this topic are kind of cryptic and contradictory. First you said that the electric universe aspect is a "special case that can be a factor when objects are close, but not so much at galactic distances".
Now you are saying that the electric universe aspect is "always a factor, as it drives the cold plasma cosmic wind that appears to govern everything".
Electromagnetic forces could be holding galaxies together, making the theorized "dark matter" unnecessary. And electromagnetism can definitely play a huge role at close distances, for example much of the Martian surface (including Olympus Mons and Valles Marineris) seem to have been shaped by gigantic plasma discharge processes.
