Naturally occurring tritium is extremely rare on Earth. The atmosphere has only trace amounts, formed by the interaction of its gases with cosmic rays. It can be produced artificially by irradiation of lithium metal or lithium-bearing ceramic pebbles in a nuclear reactor and is a low-abundance byproduct in normal operations of nuclear reactors.

After reading I This paragraph contributed by Bluegazer, I have thought about a nuclear waste storage stored in secret mines in the area.

A military ambience behind this and the creation of a nice smokescreen.

The mafia-style murder of the priest is consistent with something like this.

Just an idea that occurred to me when I read that tritium is a nuclear byproduct.
