The mysterious chopper that flew over the Russian Embassy in Washington with its searchlight on last week appeared to be a law enforcement helicopter on a mission, a source from the Federal Office of Civil Aviation told Sputnik.

“It was a law enforcement helicopter, operating with the knowledge of the Air traffic control services. It was flying over that area by order: they were either looking for someone or responded to a call,” the source said.

Last week, the Washington police offered a potential explanation, saying that one of its helicopters was dispatched to an area north of the Russian Embassy in response to a possible gun robbery, The Washington Post reported.

I would imagine, the fact that the helicopter used a search light near the premises and grounds of the Russian Embassy, a simple explanation was given to settle any rumors or curiosity on the matter?

From the contents of the reports, Air Traffic Control Services were in full knowledge of the law enforcement helicopter, performing an aerial security check.

The Russian Embassy in Washington, owned and operated by the Russian Government is located in "a No-Fly Zone" and special permission has to be granted by the Russian's to do a fly-by.

The Russian Embassy, like many prominent buildings are outfitted with elaborate multi-layered security systems, inside the premises and the outer grounds or perimeter that surrounds the property. Along with camera's, there's sensors and invisible fencing monitoring the area.

One or more sensors might have jumped off line and the camera's were unable to focus in on the breech (due to night time) and the Russian Embassy requested a security check, on a specific area, so a flood light was used.

Do you mean an explanation was given by the Russian or the US authorities?

Apologies for not making it more clear, but both Russian embassy and Sputnik are being sarcastic, as no permission by the Russians was given to the flyby.

My assumption, based on two reports, including the one above, is that the Washington police offered a potential explanation (in response to a possible gun robbery)? No other details were given.

I'm aware that the Russian Embassy in Washington is located in a restrictive No Fly Zone. That, in itself, carries specific guidelines and security measures. The Russian Embassy "should have been contacted" that a helicopter would be in the area and "permission granted or denied" for a fly-by. The same No Fly Zone restrictions apply to the White House.

Could you imagine - a Russian helicopter approaching the air space near or above the White House - without attaining permission before hand? Military jets would be scrammed and the helicopter would have ended in a puff of smoke. Unfortunately, Washington seems to be running on "double standards" where proper protocols and International Laws only apply under certain conditions.

I blame Presidente' O-bam-bam, for setting the stage for non-compliance in International Law and adhering to mandated protocols. The stupid stunt he pulled just before leaving Office basically went against the Mandates of International Law and the Vienna Convention. The Russian Government have filed the needed documents in International Court, which effectively puts the Russian's in the position of dealing with red tape, time and expense - just to get their own property back.

While the American's are playing "Space Cadet" over a Russian Embassy, the Russian's are playing another game - more discreet and undetected ....

Speaking to Russian military TV chennel Zvezda, commander Sergey Starshinov stated "this mission has been accomplished; the submarines showed up in the set location in the ocean and returned to base," RIA Novosti reported.

Regarding whether the Shchuka-B submarine had managed to evade radar detection, Starshinov confirmed "Yes. This is our objective. to come and go undetected."

The official noted that the vessel cruised closed to an unspecified US military base. The episode during which the interview aired focused on the Akula-class Shchuka-B submarine was broadcasted this week, however it is unknown when and where the mission took place.

Nevertheless, the Russian vessel maintained professionalism and did not violate any maritime borders, only remaining in neutral waters, according to the Russian Navy commander.

In late January, the US Navy deployed the USS George HW Bush aircraft carrier near the coast of Virginia after a Russian spy vessel had come within about 27 miles of US mainland.
 
Seems like it could have just been a routine search in the area of a reported gun robbery. Areas around and tops of buildings would likely be hit with the search light, although note that when a helicopter is actively searching with a searchlight like this, they will by necessity illuminate lots of buildings that they are not actively looking at. Nothing to see here in that respect probably.
