So, could the current starting flowing raise the static charge of the moon much higher and the weakening of the planet electromagnetic shield cause a discharge from the moon to the earth. This could be another source for the phenomena of electro machining.

I don't think it would be enough for arcing, unless something more powerful (other than the solar wind) powers up the electric current.
