'Deployed' means that they are based in the U.S. not that they are out patrolling streets, tasering people, etc. They won't start doing that until it is deemed necessary.

That is what law enforcement authorities (local, state, regional) are for, but as Naomi points out, the President does not have control over them. That's why it is so alarming to her and others, because the law is in place so that the federal government cannot use the military for law enforcement.

That's true but they already crossed that line with Katrina - and, I could be mistaken, but I think that the Patriot Act also includes a section that negates the Posse Comitatus Act - and then there's the fact that the NeoCons don't follow the law anyway, and have stacked presidential powers and the courts are controlled and....
