"Troops" has been around for a while...it was released in 1998. Kevin Rubio, who conceived "Troops" went on to work in the industry as a professional. There are some quality works made by amateur filmmakers out there. The Star Wars saga garners a lot of these projects, with some better than others. Most of these fan films feature the Empire because an all volunteer organization called the 501st Legion has lots of costumed stormtroopers on call. Lucasfilm is extremely generous with its copyright in regards to this sort of venture, so long as the project is non-profit and made available for free to Star Wars fans.
I'm currently working on a Star Wars fan film production, along with with some former Lucasfilm employees, (they're more like gypsies as the industry is usually an on and off again job for audio and visual professionals) Star Wars actors, (Yup, some of the Original Trilogy actors offered their services for free) and talented amateurs. The script uses some concepts from the C's. Not sure if we'll be finished before the Wave arrives...the future is open.
