There has never been a vote or consultation of any kind to give entry to the dollar here. 
On the contrary, they injected the country with inflation and the Venezuelan opposition came out shouting 
"dollarization to combat inflation, this country needs dollars" and like a virus, it was the thinking adopted by the ignorant population. For some reason there began to be more dollars on the street, when there is supposed to be an exchange control, in all types of shops, small medium and large, rich and those who sit on a street corner to sell vegetables, changed their prices in dollars and there was no support from the government to curb that price out of control, nor has there been today yet.
They tried some things, but who was in front and who was in front of the television cameras announced that from a certain day, you could start using the dollar, but not only the dollar, also Chinese and Russian currency. Who were these "geniuses"? this pair of thieves who were scamming the country for more than 10 years:
	
	
Why were they in the most important positions in the country's economy? because the government does not follow up on anything and in order not to stain its "zero corruption" garments, it prefers to remain silent.
This is not new, and it was a strategy to put the dollar very carefully so that society will begin to have false expectations of economic improvement. It is absolutely worse today.
Only the green paper is working its magic. As long as people have dollars, the price of things won't matter and the government knows it, that's a time bomb that it can't disarm anymore, just increase the detonation time by "legally" maintaining the central bank's dollar rate a few less dollars.

It is not to diminish the actions of the government, but if there is something that is unique as a reference for people how well or how bad the economy of their country is, it is when they go to buy food and each time they have to deprive themselves of buying eggs today, meat tomorrow, tomato the day after, and so on.
Have you seen this contradictory video of Maduro? Years of revolution demonizing the dollar and here it says that dollarization is a blessing. It says here that dollarization 
"is an escape valve, thank God it exists!".
And that's why we are in this situation where not even the "experts" in analysis know the root reason of all this silly problem and waste their time trying to put the round and fat situation of Venezuela in their square conclusions talking about oil economy or just comparing social works of "before the revolution and after the revolution" or just pointing out as guilty "the blockade".
Obviously, there is a big difference "before and after" Chavez, the one who does not want to see him and the one who cannot see him, is already something else. Access to such basic information can be found and is easy to understand. But this revolution has also changed and not 100% positivity and that's what they don't want to face.
For me there is no worse damage than what has been done internally. Bad decisions, lack of knowledge, lack of decision in front of their corrupt friends and we are simply exposed now.
That's why my best reference is Argentina, here people are not going to want a left to return ever again, no matter how bad, that's the best reflection.
Because depending on a bag to be able to complete the monthly meal is exhausting! so basic, without ideologies or colors. That's why the Latino wants to be more Yankee. Without much understanding or intelligence about economics or politics. People want to have access to their stuff. When Chávez started talking about Coca Cola brands as something to combat, the thought was simple, "I like coca cola, I don't care if I get cancer, I like it, period,
 I don't want anyone to change my tastes".
I know I'm leaving a lot of things out, but the left in their "vision of freedom" unconsciously imposes a way of living on their "good intentions" and look at all the hell that is unleashed for touching those things. How can there be no chaos that can be exploited for something so simple? Example of recent social media blocking.
And to that wear and tear is that the dollar has generated a great dependence in society. To touch the dollar today is to touch people's pockets and the government has no other option but to keep stretching the fuse of that bomb as far as it can.
The dollar today here is just another wallet where $1 serves put a lot of Bs bills, the price is still a vulgarity. Poor of those who can not get enough dollars but the most interesting thing is that the crime rate has not shot up and that says a lot. Well, personal fact, many of the antisocial people who live in my area, have been put to work with dignity.
It is very interesting what happens inside the country while from outside they only see "left, right, dollar, dictatorship and freedom".
