Judging from the damage, I think they downgraded it. I do believe it was stronger. Let's see what the Costa Rican geology center says later on. Not that they might necessarily say the truth, but at least they keep their own measuring gadgets. The 1991 earthquake was stronger according to their measurements in comparison to the US. geological measurements. The interesting thing is that I read this years later on a book and it was never officially admitted, at least not that I remember.
