Ukrainian special services teach terrorists from Mali to use explosive drones — Le Monde

Terrorists belonging to the alliance of Malian armed separatist groups CSP-DPA traveled to Ukraine for training. This is reported by the French edition of Le Monde, citing a Malian military source.

"According to the sources, the cooperation is not limited to the exchange of intelligence. The special services of Ukraine trained the Malian rebels to handle small homemade drones equipped with explosives," the newspaper wrote.

According to a Malian military source, CSP-DPA members traveled to Ukraine to undergo training there, the article says.

On July 31, Senegalese newspaper Senenews reported that the authorities of Mali and Mauritania are investigating the training of local terrorists by Ukrainian instructors.

Prior to that, it was reported that in Mali, aircraft attacked the town of Tinhawatin occupied by Tuareg militants. The strike was carried out in response to an attack by militants on fighters of the Wagner PMCs and members of the Armed Forces of Mali.

Ukraine has been planning an attack on the Wagner group in Mali since 2023 — Times

The Times newspaper, citing allegedly leaked documents from the US National Security Agency, claims that the head of the GUR of Ukraine, Kirill Budanov*, planned to organize an attack on the fighters of the Wagner group in Mali since 2023.

At the end of July, the Wagner group stated that from July 22 to 27 it fought fierce battles with militants in Mali near the town of Tinzautin and suffered losses among fighters, including the commander of an assault detachment.

Before that, Senegalese publication Senenews wrote, citing sources, that the authorities of Mali and Mauritania were investigating the training of terrorists by Ukrainian instructors on Mauritanian territory. The official representative of the Russian Foreign Ministry, Maria Zakharova, said that the fact of Kiev's cooperation with terrorists in the Sahel is not surprising, since Ukraine itself has repeatedly resorted to terrorist methods, Moscow is actively attracting the attention of the world community to such actions of the Kiev regime.

Ukraine was opening Embassies across Africa not has a means to develop diplomatic ties with those nations but as a way to coordinate the arming and training of rebel groups in Africa. Ukraine inaugurated embassies on the African Continent in the countries of Ivory Coast, Democratic Republic of Congo, Not sure if Ukraine has opened embassies in Ghana, Mozambique, Botswana and Rwanda by now. One wonders how this can be— considering the manner in which nationals from the African continent were denied access to exit Ukraine when the war first broke out and encouraged to go to the front lines instead.

It's a light and continuous rain really similar to an European autumnal rain, the soil is well damped now. It remains me a lot of what I had known in France at the same time of the year, however such a rain in December in Dakar never occured the last century. As North hemisphere is cooling down, it might be the first sign of a shift towards more temperate climate near the tropical region. I don't know if anybody notice changes like that in others parts of the continent.

Yes, things are changing in the valence community in Spain. We had the catastrophe recently in Valence with many dead unfortunately. It rains more often and the dry condition of the land is not as much accentuated as before. Ie: The plants don't need to be watered at the moment because of moisture in air in morning which is new to me after 20+ years living in Spain.
 

24 banks risk collapse, 7,000 Kenyans could lose jobs if proposed new law passes


At least 24 banks risk a total shut down that will affect nearly 7,000 employees if the proposed increment of core capital from Ksh.1 billion to Ksh.10 billion in three years time is done. This came up during a session where the Kenya Bankers Association (KBA) made submissions on the proposed business laws before the National Assembly’s Finance Committee.
The bankers warned against introducing additional taxes on financial transactions, stating that the effect will reflect on interest rates charged through loans.
I'm reading this could lead to the closure of smaller banks in the country, which would mean larger ones would effectively cut competition.

United Nations, January 26 – RIA Novosti. The Rwandan armed forces have launched an "unprecedented offensive" into eastern DRC, which is a violation of sovereignty and a "declaration of war," DR Congo's Foreign Minister Theresa Wagner said.
After the failure of mediation efforts under the auspices of Angola, the M23 rebel movement has resumed its offensive in recent weeks, and intense fighting is underway in the vicinity of the city of Goma– the administrative center of North Kivu province with a population of about one million people.

"As I speak to you, an unprecedented offensive is being carried out in front of the eyes of the whole world. Additional Rwandan units... They have entered our territory, and this is a violation of our sovereignty. This is aggression, this is a declaration of war," she said during a meeting of the UN Security Council.
In July 2022, after the activation of the militants of the M23 movement in the eastern part of the DRC, a summit was held in Angola. The DRC accused Rwanda of supporting the rebels, while the Rwandan side denied any connection with the group. Both countries accused each other of shelling the border areas. At the summit, DRC President Felix Chisekedi and his Rwandan counterpart Paul Kagame agreed to de-escalate relations between the two countries. According to a statement from the office of the Congolese President, the roadmap provided for an immediate cessation of hostilities and the immediate and unconditional withdrawal of M23 fighters from positions in the DRC. However, the M23 rebels have stated that they do not consider themselves obligated to comply with the roadmap.

African Union reject Face-to-Face meeting with Zelensky

Volodymyr Zelensky continues to seek support from the African Union. A move he has continuously pursued since the Ukraine conflict begun. However he continues to be met with neutrality by the African States. It appears Zelensky had wished to attend an African Union meeting in person but was advised by the AU that a video conference would suffice. Not sure where Zelensky would even find the time to attend in person when- its clear his ousting is being orchestrated. In 2022 only 4 of 55 African leaders attended the Zelensky video call. It must be noted in the past Mykhailo Podolyak (presidential adviser of Ukraine had rather unsavoury things to say in 2023 of the African Nations’ and their leaders capacity to mediate in the Ukraine-Russia conflict.



Mykhailo Podolyak, said in an interview that Ramaphosa and his delegation of African leaders, had no business being in their country to negotiate a peace settlement between the two countries. He said African leaders had neither the capability nor the power to get involved in matters they knew nothing about, adding that this was beyond their understanding.

"The African delegation had no goal of settling the conflict or finding a solution. Obviously, this is not their task. It is not at their level or competency. They just want to be on the misinformation agenda and resolve their own issues, like the increasing resources they receive from Russia, including food supplies," he said.

Many South Africans have slammed Podolyak’s comments as yet another imperialistic and racial onslaught on the continent. His comments come on the back of what President Cyril Ramaphosa (South Africa) head of presidential security, Wally Rhoode describing as “sabotage and racism” meted out to the South African team of advisers, security detail which included journalists who were prevented from leaving Polish capital of Warsaw on Thursday.

Rhoode told journalists on Thursday that the Polish government was placing Ramaphosa’s life at risk, adding that this was the first time he had encountered such a situation while having a diplomatic passport. Rhoode said the Polish police had said their South African counterparts did not have permits for entry to the country.

…The Economic Freedom Fighters called for the South African government downgrade the Poland embassy following the… incident. The party blamed the events on the non-aligned stance adopted by President Cyril Ramaphosa in the Russia-Ukraine war.

Below are some news from the English language Club of Mozambique that might give an idea of what unrest in some countries of Europe might look like if enough people lost their fear of acting.

On October 9, 2024, there were general elections in Mozambique, the ruling party, FRELIMO (Frente de Libertação de Moçambique) was credited with 65 %, PODEMOS (Partido Otimista pelo Desenvolvimento de Moçambique) with 24 % and RENAMO (Resistência Nacional Moçambicana) close to 7 %. However the results were contested:
The ruling FRELIMO party, which has increasingly become marked with growing concerns of authoritarianism and impunity amid the controversies surrounding the 2023 local elections and the 2019 general election,[4] was declared the winner of the election, with its leader, Daniel Chapo, proclaimed as president-elect. This was disputed by Venâncio Mondlane, with his party PODEMOS claiming Mondlane had received 53% of the vote using data from their poll observers. The result was also questioned by the Episcopal Conference of Mozambique and the European Union, while deadly protests broke out over the election results, with at least 250 deaths, mostly demonstrators being killed by police and army forces.[5][6]

Mozambican police said on Thursday that shots fired in the vicinity of Venâncio Mondlane’s motorcade on Wednesday were intended to disperse the crowd and prevent it from heading to the venue in Maputo where the political agreement signing ceremony was taking place.

“There was no attack against Venâncio Mondlane. At the same time, a state event was taking place at the Joaquim Chissano Conference Centre. (…) We realised that the intention was precisely to drag this crowd to the conference centre. (…) It was necessary to disperse the crowd using conventional means, such as tear gas,” police spokesperson Leonel Muchina told Lusa.

The incident took place at around 1:00 p.m. in the Hulene neighbourhood, along Julius Nyerere Avenue, as Venâncio Mondlane’s motorcade was heading towards Praça dos Combatentes from Praça da Juventude in Magoanine neighbourhood.

“We were surprised when a heavily armed police group started shooting directly at the vehicle carrying Venâncio Mondlane. They used tear gas, some explosives, live bullets, and we had to flee because the situation was not pleasant,” Abdul Nariz, from the former presidential candidate’s communications team, told Lusa on Wednesday.

A member of Mondlane’s entourage was among those injured during the incident, which, according to the authorities, also left at least eight other people injured. “The people were not injured by bullets. They ended up injured because of the panic and the location,” spokesperson Muchina added. “Many people tripped and injured themselves on obstacles. We do not have data on people who were injured by bullets, but if there are any, it will be the subject of an investigation.”

Muchina also said that the group of Mondlane supporters was “blocking traffic” on an important road in Maputo. A non-governmental organization that monitors electoral processes in Mozambique, Plataforma Decide, reported that at least 16 people, including two children, were shot, among the supporters who accompanied Mondlane on the march.

In protest against the shooting at the caravan, people blocked Julius Nyerere, one of the main avenues leading to several neighbourhoods in the suburbs of Maputo – this on a day when the “political commitment” to end the post-election crisis was being signed by the head of state, Daniel Chapo, and the main opposition parties.

Mozambican police positioned themselves on all the main roads and avenues leading to the Joaquim Chissano Conference Centre, where a political agreement between the President of Mozambique and party groups was signed as part of ongoing dialogue.

Mozambique has been experiencing a climate of intense social unrest since last October, with demonstrations and strikes called by Mondlane, who rejects the election results of October 9 and the victory of Daniel Chapo.

Protests, now on a smaller scale, have been taking place in different parts of the country and, in addition to contesting the results, the people complain about the rising cost of living and other social problems.

Since October, at least 353 people have died, including around two dozen minors, according to the ‘Decide’ platform. The Mozambican government has confirmed at least 80 deaths, in addition to the destruction of 1,677 commercial establishments, 177 schools and 23 health units during the demonstrations.

A prominent Mozambican NGO, the Centre for Democracy and Development (CDD), has accused the head of the Maputo department of penitentiary operations, Roque Xavier, of facilitating the illegal release of inmates to murder political figures.

According to the CDD report, Xavier is responsible for releasing Julião Munguambe and Edson Cassiano Sílica from the Top Security prison in order to murder the lawyer Elvino Dias and the election agent Paulo Guambe.

Dias was the lawyer and legal advisor of the presidential candidate Venâncio Mondlane, backed by the Optimistic Party for the Development of Mozambique (Podemos), in the general elections held on 9 October. Dias and Paulo Guambe, a Podemos election agent, were shot dead in central Maputo on 19 October.

“The CDD on Wednesday filed a complaint with the Attorney General’s Office (PGR) against the head of the Penitentiary Operations Department (DOP) of the Top Security Prison and two inmates for evidence of their involvement in the murder of Elvino Dias and Paulo Guambe”, reads the report.

The CDD claims that the double homicide occurred during the same timeframe that the DOP head authorized the irregular release of the inmates and ordered the destruction of records related to their movements.

“Preliminary information suggests that inmates Julião Ruben Munguambe and Edson Cassiano Lacerda Sílica, both with a history of involvement in serious crimes, were released and armed to execute these murders”, says the organization.

Edson Sílica, was previously a member of the police death squad
responsible for the murder of social activist and human rights defender Anastácio Matavel on 7 October 2019, shortly before the general elections of that years.

We know of the existence of this police death squad because the murder of Matavel went wrong, and the culprits were discovered.

The death squad that gunned Matavel down consisted of five people, all of them members of the police force. They might never have been identified if the murder had gone to plan. But their escape vehicle was involved in a serious traffic accident as they tried to speed out of the southern city of Xai-Xai. Two of the assassins (Nobrega Chauque and Martins Wiliamo) died in the crash, two (Edson Silica and Euclidio Mapulasse) survived and were arrested, and the fifth (Agapito Matavele) is a fugitive believed to be living in South Africa.

The members of the death squad were sentenced to prison terms of between three and 24 years.

The CDD notes that in the assassinations of Dias and Guambe. “The victims were shot 25 times at close range in what appears to be a planned and extremely violent execution. This connection between the irregular actions of the DOP Head and these heinous crimes highlights severe issues within the management of Mozambique’s penitentiary system and raises questions about possible complicity in actions that undermine the rule of law”, reads the report.

The CDD has called for an urgent and independent investigation to establish the responsibilities of Roque Xavier and of Silica and Mungumbe.

“They must be held responsible for the murders of Elvino Dias and Paulo Guambe”, demanded the CDD. “We demand disciplinary and criminal accountability for DOP Head Roque Xavier”.

There could hardly be a more serious accusation against a senior prison officer than that of releasing a convicted murderer in order to commit another political assassination.

More than five hundred kilometres of roads in Maputo province have been damaged by tires being burned on them during demonstrations associated with the 9 October elections last year.

According to the Maputo delegate of the National Roads Administration (ANE), Dado Novelo, the damage caused to the asphalt by burning tires gradually becomes a pothole that grows larger over time and due to rain.

“What is happening is that the transporters themselves are building the barricades and are not letting us do the work, claiming that the road itself is in poor condition. So, what I would ask is that they let us work in a way that we could minimize this issue of transitability and the road itself, for example, on this Matola Gare/Machava Socimol stretch,” Novelo said.

“The other contribution, which would not only be for transporters but for all road users, because we have unfortunately been witnessing the burning of tires, and this is a critical situation because we are talking about a paved road and if we are going to burn tires on top of this paved road, this is a potential hole. After it was burned, and it rains, we ourselves will complain about the holes that appear in the roads.”
