I'm assuming the "all seeing eye" is photo-shopped and not some elaborate pyrotechnics or laser show, right?

Perhaps in 4D it might provide some better meaning, however in 3D its like some type of front end combine mower, mowing the grass, and NATO is not opposed to mowing.
