It seems you are asking for the other image Vulcan uploaded. If that's true, then Brown is the name of the writer. The funny thing is when you read it all at once as forming part of the title, which reads 'Brown Kids are Weird'. At least that's how I got it, but if I'm wrong it's still funny.

It's a funny way to explain why Noah only took animals on his ark. Like answering the question: Why not humans? Because he lost faith in them. That's how I read it.
This popular joke goes along the same lines:
