The image plays on the notion of that the people in Germany dare less to speak up, at the same time seeing the country falling off the wagon, encroaching the level of a "banana republic", given how the politicians and Government rapidly send the country into the abyss at all fronts. Or at least heavily try to.
Sweden is in my opinion like a little brother to Germany, doing pretty much the same, albeit with somewhat local differences in the way "we"/they do it up here) - which to be honest feels less intimidating compared to Germany, where things have gone to extremes.
Yet, I still consider the resistance in Germany generally to be stronger and more mature, compared to Sweden, where are almost no resistance is visible, and no discussions to be heard. (Which doesn't mean it doesn't exist, though) Everything up here looks and feels more "sweet" and "cosy" despite deep problems.
