Germany/China, between Christmas and New Year: Charité (clinic in Berlin) starts developing test for Corona virus and sends prototype to China. "Unnamed colleagues" in China confirm that it works. WHO then publishes the test on its website. Demand for the test is high - even in Southeast Asia.

I noticed how silent russia has been even though it seems pretty similar things are happening there. So I searched again if Putin or someone made a statement by now. Did so throughout the crisis. Pretty much nothing. As it happens, Putin just did so now:

Transcript:
Colleagues, I would like to address you, members of the Russian Government, our colleagues in the regions –

00:10

we are now working with them very closely, practically on a daily basis. I would like to address all citizens of this country.

00:18

We are watching how the situation with the spread of the coronavirus infection is unfolding.

00:26

Most countries have already seen some consequences of this disease both in healthcare and in the economy.

00:37

In some countries, like our friends, the People's Republic of China (PRC) or the Republic of Korea, the situation is changing for the better.

00:47

This is perfectly obvious. We can only rejoice in this together with our friends.

00:53

But a difficult, sometimes even challenging situation is developing in other states, including European countries.

01:04

The number of new cases is growing rapidly almost every day.

01:08

These countries are taking emergency measures, including quarantines, border closure,

01:17

restrictions on large public events, cancellation of air flights and travel by other types of transport.

01:22

Education institutions adapt their teaching practices to a special regime or close. Obviously, these measures are justified and contingent on the situation.

01:33

Of course, we wish all our colleagues success in this effort, in countering this infection.

01:42

Naturally, this external threat could not bypass Russia, especially since the bigger part of this large country is located in the east,

01:55

in the Far East and beyond the Urals, while a considerable part of the population lives in the European part.

02:01

We have contact with states from different parts of the world.

02:07

Today, considering our intensive business, humanitarian and simply human contact with foreign countries, the situation in this sense is becoming more complicated.

02:16

But, as you know, viruses have never observed state borders. Today, the situation is different because of the frequent travel in the world.

02:30

However, thanks to the prompt measures taken proactively both at the regional and federal levels, already in the first weeks of the epidemic,

02:40

we managed to contain the massive – I would like to underscore – massive penetration and spread of the infection in Russia.

02:49

Now, despite the potentially high level of risk – I need to say this, and I will return to this again – despite the high level of risk, the situation is generally under control.

03:04

Medical institutions, border and other services are in high alert mode.

03:11

Federal and regional authorities monitor the situation hourly, making the necessary decisions.

03:18

As the Prime Minister just said, a coronavirus response coordination council has been set up under the Government of Russia

03:25

with a corresponding working group at the State Council.

03:30

I ask you to continue to be highly mobilized, to act in a coordinated and coherent manner and, most importantly, to try to work ahead of the curve.

03:40

It is extremely important to keep people informed; it is an extremely important thing – direct, comprehensive and reliable information.

03:51

We just visited the information centre, just set up here in Moscow. I think other regions need to do the same, and the Moscow centre needs to build up its capacity.

04:03

Russians should have all the necessary information: what kind of threat we are facing,

04:09

what measures are being taken by the state, and what each of them should do to protect themselves and their families.

04:18

It is fundamentally important to rule out the reasons behind the emergence of harmful and empty rumours or, worse, malicious speculation on this topic.

04:30

But the only thing that can offset and counter this is reliable, timely, and complete information.

04:39

At the same time, we need to take into account all aspects and risks of the possible spread of the infection, I just said that.

04:46

First of all, we need medical institutions to be ready to provide timely assistance both at home and in hospitals, as Ms Golikova just said.

04:56

This is what is being done and will continue to be done in the near term.

05:06

We need to take preventive and quarantine measures. We must stock up on medications, equipment and technical devices.

05:25

We must also think about stocking up on personal protective equipment and antiseptics.

05:33

And of course, medical facilities must have enough capacity to meet the challenge.

05:41

As for test systems for prompt diagnostics of the coronavirus and a vaccine to prevent it, our leading laboratories are working hard on this.

05:51

Russia has all the necessary competences in this area and solid science for achieving these objectives in the near future.

06:00

Previous experience shows that our specialists are able to resolve such major tasks.

06:08

Proper attention is being paid to test systems. Now the main goal is to drastically increase their production.

06:15

This task is being tackled by the VECTOR state research centre and the Institute of Epidemiology at Rospotrebnadzor,

06:22

as well as specialists from the Healthcare Ministry and the Federal Medical-Biological Agency (FMBA) institutions.

06:28

We are also using international cooperation as a resource.

06:31

The Russian Direct Investment Fund will finance joint developments with our Japanese partners

06:36

with a view to launching the production of express tests already in April. Eventually, this will be the world’s first portable express test.

06:46

As for the vaccine, I repeat, this work is also underway. Rospotrebnadzor specialists are engaged in this.

06:53

They have been joined by specialists from the FMBA’s St Petersburg Research Institute of Vaccines and Serums.

07:00

Today, I would like to express special gratitude to the physicians, nurses, staff of infectious and other hospitals, polyclinics, out-patient clinics and the Emergency Medical Service.

07:13

Yes and veterans. We were lucky to meet a group of veterans earlier today.

07:19

Their work in this area is in high demand.

07:23

Of course, it is necessary to ensure their safety and provide all of them

07:28

with protective equipment for working with risk groups, but this work is important and necessary.

07:38

These people are performing their professional duty with honour as has happened repeatedly in the history of domestic medicine.

07:49

They are risking their health to help others.

07:53

I ask the Government, the Healthcare Ministry and the regions to develop additional support measures for doctors and medical staff.

08:01

We have already said that this work, this support must be divided into two parts.

08:10

First, to increase the salary fund for Rospotrebnadzor employees who are working on identifying the infection.

08:19

Second, to increase the salary fund in the regions. I mean to increase the corresponding salaries of the primary healthcare workers, such as local therapists,

08:36

general practitioners, pulmonologists, infectious disease doctors, anaesthesiologists-reanimatologists, and nurses.

08:47

Let us not forget about the junior medical staff: people who are also in the risk zone: paramedics and obstetricians at rural paramedic centres.

09:00

These are the people who work directly with those who need our help and support.

09:09

Of course, I am speaking about increasing payments to them for working in emergency conditions, for the intensity of their work.

09:23

This mechanism must be transparent and fair, and I am asking the Government to make decisions

09:29

on additional payments and develop the procedure as soon as possible.

09:35

I am also asking to ensure that the Executive Order I have just signed – Mr Mishustin knows that – is implemented.

09:47

It allows online sales of non-prescription medicines. We discussed this yesterday, too.

09:58

However – and the Executive Order includes this, and I ask the Government to note this – it is necessary to submit the necessary proposals to amend the regulatory framework,

10:08

the law increasing the responsibility for counterfeit medicines, so that nobody would think

10:13

about taking advantage of the situation and selling products that cannot cure.

10:23

Online sales of medicines is a very important and sensitive issue, first of all for people and families in quarantine.

10:39

In this context, I ask the Government and our telecommunications companies to use all their resources

10:46

in order to fulfil the instructions I gave in my Address to the Federal Assembly as soon as possible:

10:54

to provide free access from personal computers to socially important Russian websites in order to buy medicines,

11:04

study online, get public services and even watch Russian films and children’s shows among other things.

11:13

It is essential for people who stay at home with their families.

11:17

Furthermore, the epidemic has already had a profound effect on the global economy.

11:22

Mr Belousov has just spoken about the measures that are being taken or are planned by the Government of the Russian Federation.

11:30

I ask you to develop smooth cooperation between the Government, the Bank of Russia and the regions of the Russian Federation.

11:37

In the last few days we have been actively engaged in fine-tuning of new cooperation mechanisms. They should run like clockwork.

11:46

Now we need to take precise steps to maintain economic stability and sustainability of Russian companies and industries.

11:54

This primarily applies to transport, logistics and secure supplies of food products and basic necessities.

12:03

Of course, it is important to monitor the performance of key, major companies that are the backbone of our economy and many of the regions in Russia.

12:13

But – Mr Belousov just spoke about this – we know that millions of people work in small and medium-sized companies,

12:21

at small plants and we must not allow this important sector to sustain damage due to this roller coaster ride and force majeure.

12:30

Needless to say, I will do everything I can to support the measures you mapped out on helping the economic sector.

12:37

It is necessary to relieve entrepreneurs – I also agree with this – of excessive inspections as much as possible.

12:43

They should receive help in resolving their tax and debt problems. Any penalties should be issued with consideration for the current situation.

12:51

This was mentioned as well, and I consider it timely and the right approach.

12:55

The social sphere requires special attention. I am referring to universities, schools, kindergartens and nurseries,

13:03

as well as institution that take care of people with disabilities and elderly people.

13:09

I would like to emphasise that the health and security of people must be given absolute priority.

13:15

If it is necessary, or will eventually become necessary, to announce unscheduled vacations or temporarily close children’s institutions, children must not be left alone,

13:27

so, in addition to organising distance tuition, it is necessary to be in constant contact with their parents.

13:34

I would like to ask the staff at these institutions to take all this into account so we can deal with what is,

13:40

let’s be straight, a difficult situation calmly and with minimal loss.

13:46

We must deal with this situation in a sustained and orderly manner. Everyone is interested in this, including company owners.

13:57

It is necessary to compile special, flexible or remote work schedules for parents with children of school or preschool age, wherever possible.

14:09

I will repeat: all our decisions must be justified, clear-cut and understandable to people.

14:15

They must correspond to the potential risks and be carried out as and when necessary. We must be proactive,

14:23

look at how the situation is developing, prepare the relevant measures and take them as and when necessary. In effect, it turned out that way.

14:36

Let me emphasise that these steps are mandatory for all levels of government and all organisations regardless of the form of ownership or departmental subordination.

14:46

It is necessary to ensure the toughest possible control. I would also like our citizens to treat these steps with understanding.

14:56

Our solidarity, concentration, responsibility, discipline and willingness to support each other are simply irreplaceable.

15:07

These qualities have allowed us to overcome many difficulties, like in a good and big family.

15:15

Obviously, we must get our act together at all levels.

15:23

We must deal with these goals through concerted effort and display special care for elderly people,

15:28

elderly parents and for children in order to protect them as much as possible.

15:35

Explanatory information is of vital importance, as I have already said. I hope the media and volunteer associations will help with this.

15:46

People must be clear on how to act, where to ask for support, and what precautions to take

15:54

to protect themselves, their families, relatives, neighbours and co-workers from the potential threat.

16:05

And let me repeat: the state and society – all of us must now act conscientiously and be well-organised and responsible.

16:15

We must understand the situation and take care of each other. This is the bottom line under the circumstances.

Corona timeline

CHINA November, 2002: After its experience with the SARS outbreak in Guangdong Province in 2002, China implemented a rapid response protocol for infectious diseases. The protocol empowered the Health Ministry to assemble professional and managerial help from across the country, established an emergency response coordinating team, prepared funding and authorization for supplies, equipment and emergency health care facilities, anticipating that existing hospitals would be overwhelmed.

USA September 2008: Though the first cases of H1N1 swine flu were reported in California and Texas in late March, 2009, subsequent genetic analysis suggests that it began six months before it was first detected, in September, 2008, at the start of the ‘flu season. The CDC admits, below, that earlier Covid-19 cases went undetected, too

TEN YEAR GAP

USA May, 2018
: The President Fires the entire US Pandemic Response Team and does not replace it.

USA April, 2019: An outbreak of severe vaping-associated lung illness is exclusively confined to the United States, despite the fact that the majority of vapers live outside the US.

USA July 3, 2019: The CDC halts research at Fort Detrick, citing “national security reasons” for not releasing information about its decision.

USA Jul 14, 2019: Chinese researcher escorted from infectious disease lab amid RCMP investigation. Public Health Agency of Canada describes it as a possible ‘policy breach,’ no risk to Canadian public. The first Chinese to discover or warn about the Covid-19 outbreak?

USA August, 2019: First Vaping Death Reported by Health Officials “Amid the lack of information, investigators scrambled to find shared links to the respiratory problems. Officials said earlier this week that many patients, most of whom were adolescents or young adults, had described difficulty breathing, chest pain, vomiting and fatigue,” the precise symptoms of Covid-19 infection.

USA/CHINA October 27, 2019 At a peak of international tension and the ‘flu season in the northern hemisphere, on the eve of China’s biggest travel season, 300 American military servicemen visit Wuhan for the International Military Games.

USA December, 2019. A Chinese medical researcher is arrested in Boston trying to take biological samples back to China. Zheng Zaosong, of Beth Israel Deaconess Medical Center, confessed to taking material from a lab in Boston. FBI Special Agent Kara Spice found 21 wrapped vials containing a “brown liquid” that appeared to be “biological material” (samples of post-mortem lung tissue look like ‘brown liquid’). Zheng’s roommate, also a researcher, told FBI agents that two labmates of Zheng had succeeded in getting specimens to China. China, presumably, now went on high alert.

USA/CHINA December 2019: Chinese researchers in the USA informed China’s Health Ministry of a novel Coronavirus outbreak there, triggering a readiness alert nationwide. The WHO describes what happened next, “In the face of a previously unknown virus, China has rolled out perhaps the most ambitious, agile, and aggressive disease containment effort in history…China’s bold approach to contain the rapid spread of this new respiratory pathogen has changed the course of a rapidly escalating and deadly epidemic.”

CHINA Dec 26, 2019: Jixian Zhang detects four anomalous pneumonia infections in Wuhan and reports them to the provincial CDC the next day. The provincial authorities immediately inform the national CDC which prepares to implement the pandemic response protocols.

GERMANY December 25-December 31, 2019: Charité (clinic in Berlin) starts developing test for the new Corona virus after first informal information reaches them. Later sends prototype to China, "unnamed colleagues" in China confirm that it works. WHO then publishes the test on its website as the first test. China develops own test, but demand is high elsewhere - even in Southeast Asia.

CHINA December 30, 2019: China’s national CDC notifies the WHO

CHINA December 31, 2019: WHO reports Zhang’s discovery to the world.

MALAYSIA January 5, 2020: Malaysia’s Assistant to the Prime Minister, Matthias Chang, speculates that the US is waging biological warfare on China.

USA Jan 6, 2020 Infectious disease expert Amesh A. Adalja, M.D., senior scholar at the Johns Hopkins Center for Health Security, agrees, “We are on track to have a season like the 2017-2018 season,” when 80,000 Americans died of flu complications.

CHINA January 7, 2020: China identifies the virus as 2019-nCov and confirms it five days later. President Xi tells officials that the country is on a ‘war footing’

CHINA January 13, 2020: China makes the first 2019-nCov test kits available.

CHINA January 25, 2020
: Construction begins on a 1,000 bed intensive care hospital in Wuhan.

CHINA January 26, 2020: China extends Spring Festival holiday to contain the outbreak.

USA January 28, 2020: Harvard Chemistry Professor Arrested, Handcuffed, And Accused Of Lying About Ties To China. Charles Lieber, Chair of Harvard’s Department of Chemical Biology, led a Chinese research group focusing on the use of nanotechnology to identify viruses.

CHINA February 5, 2020: First patients moved into new 1,000 bed intensive care hospital.

CHINA February 23, 2020. Chinese scientists found genomic evidence that the seafood market in Wuhan was not the source of the novel coronavirus. Their genetic data suggests the virus was introduced from elsewhere and had already circulated widely among humans in Wuhan before December 2019, probably beginning in mid- to late November.

CHINA February 27, 2020: On Taiwan TV a prominent virologist explained flow charts suggesting that the coronavirus originated in the US.

CHINA March 4, 2020: February rail freight loadings rise 4.5% YOY.

CHINA March 5, 2020: Shipments to foreign JIT customers upgraded: government subsidizes upgrades from sea to rail delivery and from rail to air delivery.

USA March 6, 2020: Question: How did the virus come to the United States? Answer:The first known patients in the U.S. contracted the virus while traveling in other countries or after exposure to someone who had been to China or one of the other affected areas. But now, a few cases here cannot be traced to these risk factors. This is concerning because it suggests the illness may be spreading across communities for which the source of infection is unknown, which we call community spread/transmission. Dr. Emily Landon, spokesperson, U Chicago School of Medicine.

USA March 9, 2020: HHS staffers often weren’t informed about coronavirus developments because they didn’t have adequate clearance. He said he was told that the matters were classified “because it had to do with China.”

USA March 11, 2020: White House classifies coronavirus deliberations. The meetings at HHS were held in a secure area called a “Sensitive Compartmentalized Information Facility,” or SCIF, usually reserved for intelligence and military operations. HHS has SCIFs because theoretically it would play a major role in biowarfare or chemical attacks.

CHINA March 10, 2020: Government organizes and subsidizes bus, rail and air transport for two hundred million migrant workers to return to urban jobs.

USA March 12, 2020: CDC director Robert Redfield admits to a House Oversight Committee that some Americans who were diagnosed as dying from influenza tested positive for Covid-19 posthumously.

USA Mar 13, 2020: Chinese FM’s Lijian Zhao demands US authorities reveal what they’re hiding about the origins of Covid-19. “When did patient zero begin in the US? How many people are infected? What are the names of the hospitals? It might be the US army who brought the epidemic to Wuhan. Be transparent! Make your data public! The US owes us an explanation!”

CHINA March 16, 2020: Ninety percent of businesses expected to resume full operations. All Apple stores open.

***

Postscript: Researchers have greatly advanced their understanding of viral evolution since H1N1 a decade ago and finding patient zero is now more science than art. Recently, a team of Chinese researchers claimed to demonstrate that Covid-19 was born in September, 2019. The British researchers who had discovered the earlier H1N1 date are not convinced.

I just read a comment from a forum member saying on FB that they have the impression of having jumped into a different dimension. It surely feels that way. I've met several people today who are quite different from who they were less than a week ago. From confident thinking individuals, they turned into scared and obedient rabbits. They don't even look at you in the eyes, as if you would contaminate them by stare or something stupid going on in what remains of their minds. Fear is the mind killer indeed.

I can't say that I have been noticed the same here in Kyiv, Ukraine.
There are some individuals maybe who act sort of like that. But the greatest panicking engine is the media.

We have like 14 peoples injured and 2 deaths because of coronavirus.

However, as it became clear today, 33-years old woman died not from a coronavirus.
source: Женщина в Черновцах умерла не от коронавируса, - медики
It is in Russian, you can use google translate.

The subway stops working from yesterday. Government said that there would be a public transport that goes the same route as the metro directions. No more than 10 peoples aloud on the public transport and they wouldn't let you in if you are without a mask. At the same point of time we have a lack of masks where to buy. Schools, universities, kindergartens, malls, etc. are closed till the 3d of April.
Approx. like 3 times less people outside. But I don’t see panic yet.
I hear people make jocks about coronavirus. Maybe it is a Slavic thing/reaction or media haven’t done its job yet, I don’t know. It is mine observation.

The "beaming" issue has given me some food for thought recently, and now, after doing the little timeline above (I hope others will add to it if something relevant is found), it is really making me go "hmmmmm...."

You see, I started having panic attacks in early November and I had about three really bad ones and then started learning how to feel it coming and take preventive measures and head it off at the pass. Ark also became ill in November with a crazy virus, was very sick in Dec and again in January. All is under control right now, but we have both noticed "agitating" effects, usually at night around 11 PM. Not every night.

So, I started wondering if this was some kind of beaming going on? Because, really, neither of us are panic types by any stretch of the imagination. But it seems to me that if something of this sort is going on, it must be some humdinger of a wave!
I had a business/risk management situation hit me like a ton of bricks a few years ago that triggered in me a sense of dread that I had never felt before. The issue more or less resolved, not without pain, but back to business pretty much the same as before. The difference is that the dread that was never there before is now available for a lot more triggers than just the initial trigger. I recognize it right away and sort of lean into it - hello, dread, what now? - so it isn't debilitating like it was at it's inception. But it's there when before it wasn't.

It's maybe similar to panic attacks. Maybe the panic opens a channel somehow?

In Spain, country sold to big-pharma, the King just did a discourse of 5 minutes to the population. His discourse was a discourse genre Churchill, just put Coronavirus instead of Germans and it was very similar. A discours of patriotism, giving courage and also giving a sense of our sacrifice. Our prison is the only way to fight this virus. But we are the best, we are strong, we will defeat this monster that kills our friends, our seniors, our dear grand-parents... and is a danger to humanity. Spain is great! Our doctors are the heroes of this terrible and unique situation. They are the fighters that with courage are in front of the coronavirus putting their lives in danger for us. Spain will survive! Spain will be an example of solidarity for everyone! Everything after that will be as before (ja ja), the economy will start again, our lives will return as before, our villages will be again with people on the streets, stores will open again, everything will be as before my dear dear friends. etc etc etc.

The King talked and the rats listened to the King, our master. How much money is doing selling us to this experiment? I would be curious.

Another thing comes to mind. Sometime last fall I seemed to notice that the quality of light from the Sun was off some days. It was more like fluorescent lighting and incandescent. I don't recall ever getting that sensation before then.

Same here. I had a shock today when I meet a man on the street, out with his dog. Usually he is very talkative and gentle. While our dogs saluted themselves I said to him how lucky we were to have a dog that gives us the possibility to go outside while this situation. I saw in his visage terror. He did not answer to me and fled like a rabbit. Wow. He will be one of the first to go for a vaccine, surely! But maybe he is just terrified, maybe he is just very scared. A man like that, so strong and who worked in boats, visited many African countries and had an adventurous life... so scared. What strange things we see these days!

I noticed how silent russia has been even though it seems pretty similar things are happening there. So I searched again if Putin or someone made a statement by now. Did so throughout the crisis. Pretty much nothing. As it happens, Putin just did so now:
Это вчерашнее заседание. Сегодня Путин в Севастополе и тоже сказал пару слов по этому поводу.

This is yesterday 's meeting. Today, Putin is in Sevastopol and also said a few words about this.

Putin made a number of important statements on coronavirus (VIDEO)
18.03.2020 - 19: 12
Russian President Vladimir Putin at a meeting with representatives of the public in Crimea and Sevastopol urged not to believe fakes and throw-ins about coronavirus in the country, some of which are created to sow panic and distrust of the authorities.

Official information about the disease is objective, the head of state said.

"As for information, the information is objective. You don't need to believe any throw-ins, as you said, or any fakes there. Someone does it unconsciously, and someone consciously, in order to sow distrust of what the authorities are doing at the regional, Federal, municipal level, to cause some kind of panic, " he said.

The President also noted that the Ministry of health keeps the situation under control.

At the same time, Putin stressed that there should be no laxity in the fight against coronavirus, and Russian "maybe" is unacceptable.

Well France and I have been experiencing occasionally since January 2020 "agitating effects" in the middle of the nights for no reason where it is very difficult to go back to sleep.
Chanting mantra works for me. Could be any mantra, but the meaning of the mantra is important, not just mechanical otherwise you might as well count sheep. Mantra needs to be mind-entraining in order to take focus away from the anxiety. Also probably needs to be empowered by some connection to a legitimate spiritual lineage. Doesn't have to be sankrit or anything else, just using 'mantra' as a term of art here.

BREAKING:
Coronavirus: Gov. Mike DeWine closes BMV offices, salons, spas; National Guard may help hospitals

Gov. Mike DeWine announced he will close salons, spas, tattoo parlors and nearly all Ohio Bureau of Motor Vehicles offices in response to the coronavirus.

Salons, spas and tattoo parlors will close at the end of business Wednesday. DeWine is also asking businesses to check the temperatures of people who still have to report to their workplace.

DeWine will also shutter 180 offices Ohio BMV offices at the close of business today. Five offices will remain open and some services will remain available online, the governor said.

“The virus is here,” DeWine said. “It lives among us and we must be at war with it.”
Sooo - I'm going to have to cut my own hair! Hubby's stylist called and will not be working until this crisis is over - very strongly advised by policeman son not to continue! With salons ordered closed, no alternative!

NATURE CAN HEAL HERSELF IF WE GIVE HER A CHANCE!"
Don't worry about Gaia. She's doing fine. Just scratching and itch and sending us fleas into chaos.

This is just anecdotal, but I knew a lot of people who got chest colds in November and just could not shake off the persistent cough/lung issues.

On a separate note, over the last 4-5 days I have had multiple daily instances of deja vu. Very weird feeling.
