When it reaches the lower portions of the atmosphere, water vapour condenses on the dust and eventually precipitates out as rain. This is the source of the monsoons and other 'seasonal storms'
In the current state of play where the Earth is coming under increased cosmic interaction from bolides, then it is understandable that there will be a corresponding increase in storm and lightning activity.
