Back in autumn, the Bank of Russia introduced such requirements for collateral that now production workers will not be able to take out loans even at a low rate. It turns out that enterprises are not only unable to attract new working capital, but will also return the old ones in the form of loan debts. This will lead to a decrease in production volumes, which, in turn, will lead to an increase in production costs, prices and inflation, which means a further increase in the Central Bank rate.

"The issue of the ruble is not provided by the huge resources of our country, but by the amount of currency that we receive through resource trading," Vladimir Boglaev said. The moderator is sure that this indicates that the Bank of Russia is not independent.

Anatoly Wasserman, a member of the State Duma Committee on Education, contradicted Vladimir Boglaev's speech, noting that production requires not only working capital, but also a variety of resources paid for by these funds, including production equipment and personnel, which are not completely interchangeable.

Fearing that inflationary processes will lead to an exponential increase in prices, the Central Bank conducts its policy, Wasserman suggested. And if this is the case, then the Central Bank, of course, is pretty "overdoing it", but the extreme from which they are fleeing is also unlikely to be liked by anyone.

The expert called optimal emission at the same rate as the volume of products produced in the country is growing. In this situation, prices should not change at all.

"From my point of view, the nationalization of the Central Bank should be considered not as a replacement of the management system, but as an agreement between the Central Bank's issue and real production statistics," Anatoly Wasserman said.

Continuing the topic of production development, the speaker noted that access to equipment is important for this. Today, for obvious reasons, the number of import channels has decreased. The possibility of obtaining the necessary technological solutions is now connected not only with financial opportunities, but also with the political situation.

Sergey Glazyev reminded that key documents on the Central Bank's monetary policy are reviewed and approved by the National Financial Council, which includes two representatives from all branches of government, including four representatives from the Federal Assembly.

The approach to the organization of the Central Bank's work and policy is based on archaic dogmas: starting with the Fischer identity and ending with the Phillips curve. "They believe, based on the Phillips curve, according to which the lower the unemployment rate, the higher the inflation, that the economy is overheated. But all this has nothing to do with modern reality, where the main factor of economic growth is scientific and technological progress, " said Sergey Glazyev.

According to the speaker, the Central Bank's understanding of money circulation is at the level of the 19th century. The elementary axioms of the market equilibrium doctrine do not take into account scientific and technological progress and the uncertainty of economic development.

Sergey Glazyev said that the Russian economy is currently underutilized. In this case, a reduction in the amount of money causes an increase in inflation. The speaker also suggested looking at the policy of inflation targeting, in which the Central Bank declares that the main goal of its policy is to reduce inflation. The entire policy of the Central Bank is contained in several postulates:

3. All the tools of monetary policy are reduced to manipulating the key rate.

According to Glazyev, this is a very primitive approach, which is derived from the IMF's analytical report of the Great Depression. In fact, the Central Bank had every opportunity to fix the ruble exchange rate, which is very important for fighting inflation. Leaving for free swimming had disastrous consequences. The Central Bank, by letting the ruble exchange rate float freely, killed the stability of our currency — today it is one of the worst in the world in terms of volatility and instability.
