The last day of his "seismic window" by the way is tomorrow 3/26. The major risk areas are the Pacific Northwest and southern California in his view.

Oroville, Califfornia -- Butte County has declared a local emergency after saturated soil caused the ground to literally slide out from under two of the county's roads.

Oro Quincy Highway and Bardees Bar Road have been closed since Tuesday when public works crews discovered sections of the road had developed cracks and started to drop.

Once the declaration is approved by state and federal officials the county will be eligible to receive funding for the repairs which could total more than half a million dollars.

Nobody has been stranded by the closure of the roads.

There has been many observation's, and stories of pets, and animals sensing an impending quake. Dogs with their keen scene of hearing and being able to pick up ultra sonic waves. They have been noticed acting up, or becoming agitated before a temblor. There continues to have been a tremendous number of beaching's reported of fish, dolphins, and whales, in past, and of recent earthquake events. Now if Fido could talk, or is a bark as good?

Animal behavior reports are often ambiguous and not consistently observed. In folklore, some animals have been identified as being more able to predict earthquakes than others, especially dogs, cats, chickens, horses, toads and other smaller animals.

Erratic Behavior in Dogs

Researchers around the world continue to pursue the idea, however. In September 2003 a medical doctor in Japan made headlines with a study that indicated erratic behavior in dogs, such as excessive barking or biting, could be used to forecast quakes.

There have also been examples where authorities have forecast successfully a major earthquake, based in part on the observation of the strange antics of animals. For example, in 1975 Chinese officials ordered the evacuation of Haicheng, a city with one million people, just days before a 7.3-magnitude quake. Only a small portion of the population was hurt or killed. If the city had not been evacuated, it is estimated that the number of fatalities and injuries could have exceeded 150,000.

Just yesterday we had a 3.4 in the San Francisco Bay Area: http://earthquake.usgs.gov/earthquakes/recenteqsww/Quakes/nc71560691.php

I thought it was curious when looking at the epicenter of the quake was its proximity to the location of the gas pipeline explosion in San Bruno which is about 2 miles away.

One of the concerns that I have is that the Hetch Hetchy pipeline is quite old and a severe earthquake would have serious consequences for the fresh water supply in the Bay Area. The storage lakes for San Francisco fresh water are located on San Adreas.
Also infrastructure would be badly damaged, e.g. part of Hwy 280 near Woodside is right on top the San Andreas fault line system.

I feel really bad for the people in Big Sur that were cut off by the collapse of Highway 1. First the terrible wildfire a couple of years ago and now this.

Deep under Pakistan-administered Kashmir, rocks broke, faults slipped, and the earth shook with such violence on 8 October that more than 70 000 people died and more than 3 million were left homeless [see photo, " Devastated"]. But what happened in the weeks and days and hours leading up to that horrible event? Were there any signs that such devastation was coming? We think there were, but owing to a satellite malfunction we can't say for sure.

How many lives could have been saved in that one event alone if we'd known of the earthquake 10 minutes in advance? An hour? A day?
Currently, predictions are vague at best. By studying historical earthquake records, monitoring the motion of the earth's crust by satellite, and measuring with strain monitors below the earth's surface, researchers can project a high probability of an earthquake in a certain area within about 30 years. But short-term earthquake forecasting just hasn't worked.
Accurate short-term forecasts would save lives and enable businesses to recover sooner. With just a 10-minute warning, trains could move out of tunnels, and people could move to safer parts of buildings or flee unsafe buildings. With an hour's warning, people could shut off the water and gas lines coming into their homes and move to safety. In industry, workers could shut down dangerous processes and back up critical data; those in potentially dangerous positions, such as refinery employees and high-rise construction workers, could evacuate. Local government officials could alert emergency-response personnel and move critical equipment and vehicles outdoors. With a day's warning, people could collect their families and congregate in a safe location, bringing food, water, and fuel with them. Local and state governments could place emergency teams and equipment strategically and evacuate bridges and tunnels.

It seems that earthquakes should be predictable. After all, we can predict hurricanes and floods using detailed satellite imagery and sophisticated computer models. Using advanced Doppler radar, we can even tell minutes ahead of time that a tornado will form.

Abstract:
In this talk, I will discuss the solid-state physics of rocks and earthquake precursors. Earthquake precursor phenomena have been known for some time. They are caused by stresses that build up in crustal rocks. As we have found in the laboratory, these stresses more precisely, differential stresses and strains activate mobile positive charge carriers (defect electrons in the oxygen anion sublattice sublattice: O in a matrix of O2). These positive holes (or pholes for short) flow from the generation region into the surrounding rock. They effectively turn a rock into a giant battery. Under specific conditions, which cause the battery circuit to close, large phole currents can flow. Such currents lead to a variety of phenomena: (i) magnetic field variations and low to ultra-low frequency EM emissions, (ii) ionospheric perturbations over the epicentral region, (iii) air ionization at the ground-air interface and corona discharges with light and radio noise, and (iv) the emission of narrow-band infrared (IR) photons around 10 µm. These excess IR photons are the cause of the so-called thermal IR (TIR) anomaly. Often appearing days before major earth¬quakes, TIR anomalies have been seen from space by NASAs MODIS on TERRA and AQUA, by NOAAs AVHRR and GEOS, by Europes METEOSAT satellites. These various pre-earthquake signals can be used to design an earthquake early warning monitoring system, combining space assets and ground networks.

Indeed. Also, the numerous earthquakes listed for The Geysers, CA, Anderson Springs, CA, and Cobb, CA are the result of geothermal power plants harvesting steam from ground wells, not from fault lines. Does it seem to you like there has been an unusual amount of seismic activity around the world lately? Well, it isn't just your imagination. The Ring of Fire is roaring to life and that is really bad news for the west coast of the United States. Approximately 90 percent of all earthquakes and approximately 75 percent of all volcanic eruptions occur along the Ring of Fire. Considering the fact that the entire west coast of the United States lies along the Ring of Fire, we should be very concerned that the Ring of Fire is becoming more active. On Wednesday, the most powerful strike-slip earthquake ever recorded happened along the Ring of Fire. If that earthquake had happened in a major U.S. city along the west coast, the city would have been entirely destroyed. Scientists tell us that there is nearly a 100% certainty that the "Big One" will hit California at some point. In recent years we have seen Japan, Chile, Indonesia and New Zealand all get hit by historic earthquakes. It is inevitable that there will be earthquakes of historic importance on the west coast of the United States as well. So far we have been very fortunate, but that good fortune will not last indefinitely.

In a previous article, I showed that earthquakes are becoming more frequent around the globe. In 2001, there were 137 earthquakes of magnitude 6.0 or greater and in 2011 there were 205. The charts and data that I presented in that previous article show a clear upward trend in large global earthquakes over the past decade, and that is why what happened this week is so alarming.

On Wednesday, a magnitude 8.6 earthquake struck off the coast of Indonesia and that was rapidly followed by a magnitude 8.2 earthquake off the coast of Indonesia. Fortunately those gigantic earthquakes did not produce a devastating tsunami, but that doesn't mean that those earthquakes were not immensely powerful.

Normally we only see about one earthquake of magnitude 8.0 or greater per year. The magnitude 8.6 earthquake was the most powerful strike-slip earthquake in recorded history. If that earthquake had happened in the United States, it would have probably been the worst natural disaster in U.S. history.

Stephen Wolf thinks something strange is happening underground in eastern Shasta County and it is draining water wells and maybe even causing sinkholes and subsiding pavement.

A retired marine geologist with the U.S. Geological Survey, Wolf said he has seen what is happening in eastern Shasta County before. After the 1989 Loma Prieta earthquake, water well levels in the area of the quake fell significantly, he said.

Following the 6.9 magnitude quake in the Santa Cruz Mountains, Wolf wrote a paper for the USGS about the effects the quake had on surface and groundwater.

"The correlation is there. The behavior is identical," said Wolf, who has lived in the tiny eastern Shasta County community of Cassel since 2001.

Back in October, 131 earthquakes hit the Lassen Peak area. Most were less than 2.0 in magnitude. But since then the water table has fallen significantly, Wolf said. Pete Amos said his pump had been submerged 40 feet the entire 24 years he has lived in Cassel. But a couple months ago he ran out of water. When the pump company measured his water level, it had fallen to 54 feet, he said.

Terry Briggs, who owns Gallagher Pump in Fall River Mills, said what is going on in Cassel is unusual. He said the drop in the water table in eastern Shasta County is the most dramatic he has seen in the past 10 to 15 years. "It always moves up and down a little bit, but this was way more," Briggs said.

Wolf said the seismic activity further fractures the rocky, volcanic soil, allowing the water to flow deeper into the Earth.

Every time a small quake rattles the area around Lassen Peak, his toilet fills with dirty, silted water, he said. That is the silt that is broken loose from the volcanic soil underground, he said.

Whatever caused the water table to drop, Wolf thinks homeowners in the area should learn a lesson from it and drill their water wells deeper to avoid the problems residents are seeing this year.

Pacific Gas and Electric Co. spokesman Paul Moreno said a sinkhole 3 feet wide and 4 feet deep developed at Hat 1 Forebay this month, so they drained the pond. He said PG&E hired a soil scientist to investigate the cause of the sinkhole, but they have reached no conclusions, Moreno said.

Sinkholes also have developed at nearby Baum Lake, Moreno said. The Baum Lake sinkholes were caused by underground lava tubes, which are underground tunnels formed by ancient lava flows. Subway Cave, near the intersection of highways 89 and 44 in Hat Creek, is a lava tube big enough to stand up in.

About 30 miles to the west, Paul Schoen is dealing with his own lake problem. He said his 60-acre Arthur Lake has been leaking water out of the bottom for many years. He has hired consultants to find out why the lake is draining. They concluded the volcanic rocks below the surface have cracked and the lake drains from the bottom, said Dennis Possehn, a registered forester Schoen hired to help him solve his lake problem.

"Something's changed over the long term," Possehn said. "In the spring the lake is full, but by the end of the summer all the water is gone."

He did wonder if subsidence discovered in a parking lot in Lassen Volcanic National Park was related to seismic activity in the area.

Ingebritsen hadn't heard about a parking lot, but said there have been some problems found on the road through Lassen National Park. He said the road is hot and soft in the area around The Sulphur Works, in the southwest part of the park.

But he said he didn't think the seismic activity or heat under the road indicated Lassen Peak, an active volcano, was moving toward an eruption.
