Yes, they closed -cuil- somewhere in September 2010, according to wikipedia.
 
This alternative search engine may or may not be a solution to the privacy issue. I've tried it but I do not have the technical knowledge to verify what they claimed they do. The site is:

I knew what made Google a financial powerhouse was their Adwords. What I didn't know was they swiped that idea from somebody else.

Odd, Cuil.pt still works. I wonder if its a derivative of the old version... I did a search for psychopaths and the article on Cass came up as #2.

If you look on the results page, you see the logo for "Google custom search". So (also doesn't have the logo Cuil did) seems something altogether different - a Google wrapper.
