Today, the State Duma adopted a law introducing the concepts of “mobilization” and “martial law” into the Criminal Code.
The referenda will be followed by the entry of the republics and territories into the Russian Federation, and after that, partial or complete mobilization to protect the territories of the Russian Federation, this is logical, we observe, this is interesting.
Should something like taking reservists to duty or even full mobilization really be something they want to implement, my guess would be also something like you suggested above; that the non professional soldiers (aka normal man) will likely play a big part in securing Russia WITHIN its borders (together with smaller numbers of professional soldiers directing them) which could give them more security and room for sending more professional soldiers into Ukraine. So, I would guess that if something like full mobilization is coming that those non soldiers will not have to go to Ukraine (for now) while they are getting the job to secure Russia within its borders.
And that this is not something out of the blue but well, very well planned / gamed by Russia.
Kherson and Zaporozhye Regions to Hold Referendums on Joining Russia on September 23-27

On Monday, civic chambers of the Donetsk and Lugansk People's Republics also came forward with such an initiative, urging the local authorities to hold the referendums on becoming a part of Russia.
The Kherson region will soon hold a referendum on joining the Russian Federation, head of the Kherson administration Vladimir Saldo declared on Tuesday.
The decision was announced after the Kherson Civic Council appealed to the head of the region, calling for the holding of a referendum as soon as possible.
"We consider that now - more than ever - it is time to take a crucial decision to immediately hold a referendum on making the Kherson region a part of the Russian Federation. We are sure that the initiative will be fully supported by the residents of the Kherson region, and joining Russia will not only be a triumph of historical justice, but will also secure the territory of the region, open new opportunities on the way to the revival and restoration of the power of our land and the return to a full-fledged peaceful life", said Vladimir Ovcharenko, the head of the council.
Soon afterwards, Zaporozhye regional head Yevgeny Balitsky also confirmed there will be a referendum, after the "We Are Together with Russia" social movement asked him to hold a similar vote.
Both regions scheduled the vote for September 23-27 - as well as the Donbass republics, which announced the initiative a day earlier.
Meanwhile, Speaker of the Russian State Duma Vyacheslav Volodin announced that legislators will grant their support if people confirm their readiness to join Russia in a referendum.
The Kherson council noted that the people of the region are suffering from atrocious attacks by Ukrainian forces, noting that the weapons that kill civilians in Kherson are delivered to Kiev by Western countries.
At the same time, deputy head of the Kherson administration Kirill Stremousov noted that the territories liberated from Kiev's regime by Russia will soon join the country. He also stated that Kherson is ready to ensure security of the event.
"There are literally several settlements, but they are a buffer zone, where the attacks of the Ukrainian nazis are still being repelled, although, as the military says, they have already died out. Almost 95% of the Kherson region is under the complete control of the Russian army. The referendum will be held if the documents are signed now. And the question of joining Russia will be resolved", he stated.
Kherson and Zaporozhye regions were liberated from Kiev's troops by the Russian forces at the beginning of the military op in Ukraine. Local administrations have been formed there, with Russian TV channels and radio stations broadcasting, while people were able to restore trade and transport links with Crimea after eight years of separation imposed by Kiev.
Over the past months, the territories have faced numerous terror attacks and shelling by the Ukrainian military, which has targeted civilian facilities, leading to civilian casualties.
Ukrainian forces are also targeting the Zaporozhye Nuclear Power Plant - the biggest NPP in Europe - which creates considerable risks for the area.
A poll, held earlier this month, suggested that the majority of residents in the liberated regions would take part in a vote on their regions' status, with many of them backing the idea of joining Russia.

Referendums to join the Russian Federation will be held in the Lugansk and Donetsk People’s Republics (LPR and DPR) from September 23 to 27, the leaders of the states announced on Tuesday.
LPR head Leonid Pasechnik was the first to sign a law on “holding a public referendum in the republic on the inclusion of the region into the Russian Federation,” after its parliament unanimously supported the move and set a date for the vote.
The LPR’s decision was soon followed by DPR leader Denis Pushilin, who declared that his state would also be holding a similar referendum on the same date. Pushilin said he had already introduced the relevant legislation in the DPR’s parliament.
Russia recognised the two territories as independent in February, but most of the world still regards them as part of Ukraine. However, Kiev lost de facto control of both in 2014, when the local populations rejected the outcome of the Western-backed Maidan coup.
In a letter addressed to the Russian President Vladimir Putin, Pushilin urged the latter to consider incorporating the DPR in the territory of the Russian Federation if people approve the unification during the plebiscite.
“The long-suffering people of Donbass deserve to be part of the Great Country, which they have always considered their Motherland. This event will be the restoration of historical justice, the onset of which millions of Russian people crave,” he wrote.
The announcement of the referendum comes after the civic chamber of the LPR urged republic’s leaders on Monday to “immediately” hold a vote on joining Russia, stating that it was important to expedite the process and hold a vote as soon as possible.
“The events of recent days have shown that the Kiev nationalists have crossed all the red lines,” said the deputy head of the chamber, Lina Vokalova, pointing to the relentless shelling of the LPR’s civilian population.
She also recalled that the people of Donbass had already made their choice back in 2014, when the first “self-determination referendum” to secede from Kiev’s rule took place. “All these years we have been waiting and believing that the second one will definitely follow, which will fulfill our dream of returning home – to the Russian Federation,” Vokalova added.
Russia sent troops into Ukraine on February 24, citing Kiev’s failure to implement the Minsk agreements, designed to give the regions of Donetsk and Lugansk special status within the Ukrainian state. The protocols, brokered by Germany and France, were first signed in 2014. Former Ukrainian President Pyotr Poroshenko has since admitted that Kiev’s main goal was to use the ceasefire to buy time and “create powerful armed forces.”
