Is this simply Russia putting information into the public channels in order to 'prebunk' Kiev's claims, or hopefully dissuade them from doing it at all? I think that was the intention of having Shoigu make so many formal phone calls. There's not much point in a false flag if everyone is forewarned. The problem, and the thing that worries me the most, is that Kiev and their backers are probably getting desperate enough to do very stupid things just to cause chaos rather than be perceived as defeated.
