...What does the U.S. want? Why, after four years of effort on the part of the world’s most powerful military and most extensive intelligence apparatus, is Syria a catastrophe beyond anything one could imagine when anti-Assad protests began in the spring of 2011?

After four years of war—never truly civil and now on the way to proxy—Assad’s Syria is a mangled mess, almost certainly beyond retrieval in its current form. Everyone appears to agree on this point, including Putin and Sergei Lavrov, the Russian leader’s foreign minister. There is no putting this humpty-dumpty back on any wall: The Russians readily acknowledge this, acres of groundless journalism to the contrary notwithstanding.

In the meantime, certain realities are essential to recognize. The Assad government is a sovereign entity. Damascus has the beleaguered bones of a national administration, all the things one does not readily think of as wars unfold: a transport ministry, an education ministry, embassies around the world, a seat at the U.N. In these things are the makings of postwar Syria—which, by definition, means Syria after the threat of Islamic terror is eliminated.

Anyone who doubts this is Russia’s reasoning should consider the Putin-Lavrov proposal for a negotiated transition into a post-Assad national structure. They argue for a federation of autonomous regions representing Sunni, Kurdish and Alawite-Christian populations. Putin made this plain when he met President Obama at the U.N. last month, my sources in Moscow tell me. Lavrov has made it plain during his numerous exchanges with Secretary of State Kerry.

Why would Russia’s president and senior diplomat put this on the table if they were not serious? Their proposed design for post-Assad Syria, incidentally, is a close variant of what Russia and the Europeans favor in Ukraine. In both cases it has the virtue of addressing facts on the ground. These are nations whose internal distinctions and diversity must be accommodated—not denied, not erased, but also not exacerbated—if they are to become truly modern. Russians understand the complexities of becoming truly modern: This has been the Russian project since the 18th century.

In the past week Washington has effectively elected not to support Russia’s new effort to address the Syria crisis decisively. Defense Secretary Ashton Carter’s latest phrase of the moment is “fatally flawed.” If he said it once he said it a dozen times: The Russian strategy is fatally flawed. We heard you the third time, Ash.

As to Obama, he rejects any notion that Washington has effectively ceded leadership on the Syria question—with potentially wider implications—to Moscow. In his much-noted interview with 60 Minutes last weekend, he found Putin foolhardy for risking the lives of Russian soldiers and “spending money he doesn’t have.”

The United States is not interested in meeting with a Russian delegation of military top brass to coordinate actions in Syria until Moscow changes its approach to fighting terrorists in the country, White House Press Secretary Josh Earnest said in a briefing on Wednesday.

On Tuesday, President Putin said that Moscow had proposed to send a Russian delegation, headed by Prime Minister Dmitry Medvedev, to Washington, as well as to hold a meeting on the Syrian issue in Moscow.

“As described by [Russian] President [Vladimir] Putin, this was a delegation that could facilitate military cooperation coordination between the United States and Russia,” Earnest said. “To be blunt about it, we have said that we are not interested in doing that, as long as Russia is not willing to make a constructive contribution to our counter-ISIL [Islamic State] effort.”

Earlier on Wednesday, Russia’s Foreign Minister Sergei Lavrov said the United States rejected the possibility of sending a delegation to Moscow or receiving Russian officials in Washington.

Lavrov also said that a Russia-US agreement on prevention of accidents in Syria’s airspace should be implemented any day.

The US-led coalition and Russia are currently carrying out airstrikes against the Islamic State terrorists in Syria.

MOSCOW (Sputnik) — Russia regrets the United States' decision not to meet with a Russian delegation to discuss the situation in Syria, Kremlin spokesman Dmitry Peskov said Wednesday.

"Any refusal… especially in such a sensitive situation, this refusal to engage in dialogue, it does not contribute to a speedy rescue of this country and the entire region from the so-called Islamic State. Of course, Russia will continue its work to support the Syrian army's offensive [against IS]," Peskov told reporters.

On Tuesday, Russian President Vladimir Putin said Moscow suggested sending a Russian delegation, headed by Prime Minister Dmitry Medvedev, to Washington as well as conducting a meeting in Moscow on the Syrian civil war. Earlier on Wednesday, Russian Foreign Minister Sergei Lavrov said that Washington had said it could not accommodate Moscow.

There is nothing like pumping more money into a failed policy -- even as the Iraqis are starting to see the writing on the wall and asking the Russians to supplant the hapless Americans as their overlords and protectors.


China says not planning to send military ships to Syria

China said on Wednesday it had no plans to send military ships to Syria to fight with Russian forces after reports in overseas media that it was planning to do so.

Chinese media has picked up Russian and Middle Eastern news reports that China would fight alongside Russia in Syria, and that China's sole aircraft carrier, the Liaoning, could participate too.

Chinese media has also described these reports as speculative nonsense.


Foreign Ministry spokeswoman Hua Chunying, when asked if China had or would send forces to Syria, told a daily news briefing that she had also noticed the reports.

"I can tell you that as for China's warships, for example the Liaoning, whether it has gone to join, for this issue, as far as I know, there is no such plan. At this time the Liaoning is in a phase of carrying out technical training and military exercises."

The Liaoning is generally considered by military experts to be a training carrier, while China builds its own carriers and works out how to operate them.

China, a low-key diplomatic player in the Middle East despite its dependence on the region for its oil, has warned many times military action cannot end the crisis.

In yet another “coincidence” that many would suggest is an example of the direct control over international terror networks by NATO and the U.S., only days after U.S. Secretary of Defense Ashton Carter warned Russia that it would see reprisal terror attacks within its borders as a result of the Russian intervention in Syria, Russian authorities have announced the disruption of a plot to conduct bombings of Russian railway systems by jihadist terrorists.

Last Thursday, in a meeting with NATO Defense Ministers in Brussels, Carter stated that “They have initiated a joint ground offensive with the Syrian regime, shattering the facade that they are there to fight Isil [Isis]. This will have consequences for Russia itself, which is rightly fearful of attacks. In coming days, the Russians will begin to suffer from casualties.”

While many may have interpreted Carter’s words as referring to the Syrian battleground and the resistance the Russians may face there, others are convinced that Carter’s statement was much broader, perhaps referring to “reprisal attacks” on Russian soil.

Only four days after his statement, Russian police announced that they had foiled a terrorist plot aimed at the destruction and bombing of Russia’s public transport system. The terrorists involved in the plot allegedly received training in ISIS training camps located in Syria and were associated with the ISIS organization.

It is thus a very interesting coincidence that, so soon after Carter’s remarks, Russia would indeed face “reprisal attacks” within its own borders.

It is widely known amongst informed circles that the United States and NATO intelligence along with the GCC and Israel control and maintain terrorist networks across the globe, including in and surrounding Russia. This fact alone is a partial reason that Russia has become involved in Syria to begin with in order to prevent terror attacks and NATO-backed terrorist proxies from marching on Moscow in the same way they did on Tripoli and Damascus.

NDAA 2016: ALMOST $1B TO ARM AND TRAIN SYRIAN, UKRAINIAN REBELS

The Senate has approved a 2016 Defense Department spending bill that earmarks nearly $1 billion to arm Syrian and Ukrainian rebels, including several batallions adopting neo-Nazi symbols and slogans. By a veto-proof 70-27 vote, the Senate voted on October 7 to approve the $612 billion Pentagon appropriation bill for 2016, known as the National Defense Authorization Act (NDAA).

While most of the items in the bill would never be approved were our government to be bound by the enumerated powers of the Constitution, a few of the provisions are particularly pernicious.

First, Section 1255 of the NDAA sets aside $531.5 million to be paid directly to the Syria Train and Equip program. An additional $25.8 million and $42.8 million will go to the U.S. Army and Air Force, respectively, to pay for their training of and participation with the various armed Syrian factions.

Subsection (a) (3) of Section 1255 mandates that the secretary of defense provide “a description of the actions to be taken by the Secretary to ensure that such support would not benefit The Islamic State of Iraq and Syria (ISIS), the Jabhat Al-Nusra Front, al-Qaeda, the Khorasan Group, or any other violent extremist organization, or The Syrian Arab Army or any group or organization supporting President Bashir Assad.”

Another $715 million will be paid into the Iraq Train and Equip Fund, an effort aimed at arming and training the Iraqi military and Kurdish and tribal militias claiming to be combatting the Islamic State.

Section 1250 of the 2016 NDAA describes and funds the Pentagon’s Ukraine Security Assistance Initiative and dumps $300 million to its maintenance.

In other words, Congress is spending $300 million to prop up a foreign government.


Another $50 million will be sent to Ukrainian troops many of whom proudly identify themselves with the symbols and ideologies of the neo-Nazi movement — to buy “lethal” weapons, including “anti-armor weapon systems, mortars, crew-served weapons and ammunition, grenade launchers and ammunition, and small arms and ammunition.”

Subsection 4 authorizes drones to be sent to the Ukrainian armed militias.

Obviously, not one of these expenditures is permitted by the powers granted to the federal government by the states in the Constitution. There is not a single syllable that could even be construed to demonstrate an intent by the Founders of that document to endow Congress with authority to arm or otherwise support foreign governments, armed rebels fighting other governments, or any other such armed conflicts.

The mainstream media reports that President Obama has vowed to veto this bill, but he has made similar promises in the past, only to end up having a change of heart just in time to sign it. Besides, this time, 21 Senate Democrats have voted in favor of the NDAA, and that’s enough to give the green light to the growth of the U.S. military’s active engagement in so many foreign fights.

ANKARA, Turkey — Turkey has summoned the U.S. ambassador to register its displeasure over reports of growing ties between the United States and Kurdish militants in Syria, the Turkish prime minister said Wednesday.

The Turkish objection comes amid calls from some quarters for closer U.S. cooperation with the Kurds to oust the Islamic State militant group from its strongholds in war-torn Syria.

Prime Minister Ahmet Davutoglu said Wednesday that armed Kurds in Syria could cooperate with Kurdish militants battling security forces inside Turkey.

Davutoglu said at a televised news conference that he also warned Russia against backing the Kurdish People’s Protection Units, known as the YPG, in Syria. Russia began launching airstrikes against Syrian rebels on Sept. 30 in a bid to strengthen President Bashar al-Assad, its embattled ally. Although the YPG, a secular force, has cooperated with some Syrian rebels, it has also maintained relations with Assad’s government.

“Turkey cannot accept any kind of cooperation with terror organizations that have declared war against Turkey,” Davutoglu said.

No one can guarantee that arms given to the YPG “won’t tomorrow fall into the hands of the PKK and be used against Turkey,” he said, according to the Associated Press. The PKK, or the Kurdistan Workers’ Party, is deemed a terrorist organization by Turkey and the United States.

Tensions between Ankara and Washington have been exacerbated by reports that the U.S. military air-dropped arms and ammunition earlier this week to rebel groups preparing to fight the Islamic State in northern Syria. A Kurdish official in Syria said arms were also sent to the YPG, according to the Associated Press.

In July, the United States and Turkey announced a deal that would include support for Syria’s moderate rebels to create an Islamic State-free buffer zone along the Turkish border. But as Russia continues to strike rebel targets in Syria, the United States scrapped a training program for Syrian fighters and said it would directly arm groups battling the Islamic State.

It is also interesting that the debate is managed so that much focus and discussion is being made whether the US trained moderate rebels or IS. Let us for arguments sake say that they really did train and arm moderates. The US is not denying this at all. But the point is that it is illegal to support and arm an opposition in a foreign sovereign country. FULL STOP.

How would the US, or France or Britain react if China or Russia started to train and arm opponents for years in order to kick the sitting rulers out? Would Obama or Cameron or Hollande not fight back? It is insane that one even has to spell such a basic thing out.

The US has thus already admitted to acting against international law, by admitting training opponents/mercenaries of a sovereign country's sitting leader. One could say that the most leaders in the 'free' world has long ago been emasculated and therefore have no idea of what sovereignty is.

Perhaps that has to be spellt out in an article.

I'd say there's a high probability that most of that money goes to "private security contractors" who are operating in some capacity in Syria and surrounding countries. Most of what we read about what the US govt. does is mostly nonsense. For a long time now, one of the major roles of the US govt. has been to sign off on legislation that facilitates the transfer of US taxpayer money into the private coffers of US politicians' friends.

The decision was made at a meeting of the Commonwealth of Independent States (CIS) regional organization, which groups former Soviet republics, in Kazakhstan on Friday.

The countries include Russia, Kazakhstan, Kyrgyzstan, Armenia, Azerbaijan, Belarus, Moldova, Tajikistan, and Uzbekistan.

Addressing the event, Russian President Vladimir Putin warned of a possible militant incursion from Afghanistan, calling on the CIS to be prepared to act together to repel such attacks.

“Indeed, the situation [in Afghanistan] is close to becoming critical. The terrorists of all sorts are gaining an ever-growing influence and are not hiding their plans of further expansion,” he said. “One of their goals is to penetrate the Central Asian region. It is important for us to be ready to give a coordinated response to such a scenario.”

The United States and its allies invaded Afghanistan in October 2001 as part of Washington’s so-called war on terror. Violence, however, continues to plague the country despite the current presence there of thousands of foreign forces.

Putin’s remarks came a day after US President Barack Obama announced plans to keep about 9,800 American troops in Afghanistan through most of the next year.


Report: US, Turkish Intelligence Coordinated ISIL Leader's Transfer to Turkey for Treatment

TEHRAN (FNA)- ISIL Leader Abu Bakr al-Baghdadi has been transferred to Turkey for treatment through a series of coordination measures by the CIA after the notorious terrorist leader was severely injured in the Iraqi army's airstrike on his convoy in Western Anbar province, media reports disclosed on Wednesday.

"The CIA has drone coordination with the Turkish intelligence organization to transfer al-Baghdadi to Turkey," the Arabic-language al-Manar TV quoted unnamed sources as saying on Wednesday.

The source said that two companions of al-Baghdadi who were also injured in the attack on the ISIL leader's convoy and were captured by the Iraqi forces have confirmed that al-Baghdadi has been injured in the Sunday attack.

A military statement by the Iraqi Army announced on Sunday that the Iraqi air force had bombed the convoy of al-Baghdadi while he was heading to Al-Karable to attend a meeting with ISIL commanders.

Al-Karable is the Subdistrict in the West of the Al Anbar province of Iraq, beside the Syrian border in an area of high ground.

On Sunday, Spokesman of Iraqi joint forces announced that the ISIL leader had been injured and over two dozen more Takfiri terrorists killed in the Iraqi army's airstrike on their convoy in Anbar province.

Al-Baghdadi was injured in the Iraqi airstrike on his convoy on Sunday and was transferred to another place by his forces, the spokesman said.

He also said that 25 other ISIL terrorists who were accompanying al-Baghdadi were killed in the airstrike.

Chechen-born Abu Bakr al-Shishani, leader of the Ahrar ash-Sham terrorist group, was reportedly killed in a Russian airstrike.

A prominent terrorist leader was reportedly killed by a Russian airstrike in Syria's Homs province, a Syrian military source told Sputnik Thursday. Initial reports suggest it could be Chechen-born militant Abu Bakr al-Shishani.

"A group of militants, including the leader of Jaish al-Sham terrorist group, Chechen native Abu Bakr al-Shishani, was eliminated on October 14 as a result of a Russian airstrike in the Homs province," the source said.

Earlier today SANA, Syria’s national news agency, reported that the Syrian army had destroyed another leader of Ahrar ash-Sham, sheikh Omar Mustafa al-Khodr and his top aide Khaled Abu Anas.

Ahrar ash-Sham is the second largest terrorist group within the Jaish al-Fatah movement after the al-Nusra Front. In the spring of 2015, it was one of the militant groups which took over Ariha, Idlib, and Jisr al-Shughur in Syria's northwest, carrying out mass executions of locals.

Russian Humanitarian Aid Arrives in Syria Despite Bulgarian Airspace Closure
"Fifty six people, including ten children, left Syria on board the Russian Emergencies Ministry aircraft," a spokesperson from the Russian Emergencies Ministry said. "There are 38 Russian citizens among them, 8 Belarusian nationals, four Ukrainian citizens and two citizens of Syria."

There are also four individuals without citizenship.

The plane has arrived in Moscow after leaving the Syrian port city of Latakia.

According to the press service of the Emergencies Ministry, the humanitarian mission left over 20 tons of supplies, including meat, fish, and dairy products, as well as blankets, sugar, and other essentials.

One does not get a feeling of trauma within the camp, as appears to be case in Europe. I hope they will be able to return home soon and be able to rebuild their lives again. There should be a massive international effort to rebuild the country. How about warreparations from the US, Israel, Turkey, EU and the Gulf states who have been involved in destroying the country for the last 4 years?

Have to agree with Angelburst here, Duff is suspect. He cites his "inside sources", which is such an obvious ploy to pass off whatever nonsense he likes with no way to definitively call him out on it. I've spoken to him, and he's a bit nutty to say the least. VT carries some seriously outrageous articles that resemble Sorcha Faal.

I couldn't agree w/ you more - Duff's credibility is zero as far as I'm concerned. The referenced article was co-authored w/ Near Eastern Outlook, Moscow - for whatever that's worth. The article included the following:

I continue to access the site in order to 'gauge the temperature' so to speak - and see how far off the mark they've gone. However, my level of engagement has dropped like a rock, but if I feel I can input some meaningful comment there, I will do so. I know for a fact that my input has influenced opinions of VT readers - esp in regards to vaccines. It really made my day to see that every single comment to the last pro-vaccine article resulted in anti-vaccine sentiment.

All components of Syria does not include, apparently the side of the elected government and its supporters, which from a UN perspective is the legal government, as Putin has been pointing out. It reads like they wish to continue supporting their terrorists and those of their US and NATO allies.

One of the consequences of this policy is described in the following documentary which was posted on Fort Russ and translated by their team. The video apart from documenting the plights of Syrian Christians also shows many small scenes and stories from the lives of Syrian refugees, that probably are shared by many no matter what background they have. As the subject is rarely covered, I included all ths links of the original post. However, I did not manage to embed the video so the link is included instead.

Anastasia Popova’s brief documentary film Expulsion (Izgnanie), made for the Russian television channel Rossiia, focuses on the plight of Christians in war-torn Syria. This subject is worthy of greater attention than it has received in the mainstream Western media, hence our effort to subtitle her project.

After all, Christians are one the most persecuted groups in the world. Their depopulation is a general trend in the entire Middle East and North African region (MENA), not just in Syria. This documentary states that, for instance, half of Palestine’s population was once Christian, but now only 5% remain. In Iraq, of the million and a half Christians prior to the U.S. invasion, only 10% are there today. In 2013, OSCE estimated that a Christian dies for his faith every 5 minutes. Now, with the escalation of the war and the consequent rise of the refugee crisis, the numbers are likely to rise.

The Russian Orthodox Church has been consistently bringing attention to the disappearance of Christians in the Middle East–their source of origin, as has the Kremlin.

In contrast, international humanitarian bodies designed to deal with such issue have not been effective.

Western powers, particularly the leading NATO countries that are nominally Christian in terms of their heritage, stay silent, at best, or support policies that aid and abet those radicals and terrorists that are trying to root out Christianity from its very birth place.

Indeed, there has been no cogent explanation for the incredibly costly and equally ineffective campaign carried out by the U.S., its Western coalition partners, and regional allies against the so-called Islamic State for a year; nor has there been a clear methodological way of differentiating between the so-called ‘moderate’ opposition groups and terrorist targets.

Washington’s policy of funding and pitting radical jihadist groups against legitimate governments or each other—in order to achieve its own geostrategic goals—goes back to the late 1970s.

More recently, the invasion of Iraq under the false pretext of weapons of mass destruction, the so-called ‘humanitarian’ bombing of Libya, and the ongoing illegal campaign in Syria have destabilized the region, plunging it into chaos, and creating a power vacuum that gave rise to extremists. Domestically, many Christian groups in the U.S., such as the Evangelicals, show greater preference for Israel than their fellow Christians in the region.

Thus, one of the key goals of Russia’s decision to aid Syria’s legal government—upon its invitation and compliant with international law—in its fight against terrorism and religious extremism is to stabilize the country and initiate political dialogue. It is under secular governments like that of Syria that different religious groups were able to peacefully coexist until recently. This documentary film and its participants reinforce this notion.

Thank you Thorbiorn for posting this. The EU council decision is absurd and one can only think that they are so deep in it, that they see defending at all cost their previous decisions as the only way forward. Why not condemn the lack of cooperation by the US?

One can legitimately ask, where was the concern of the EU council in recent years during the wars in Afghanistan, Iraq, Libya, Somalia or right now in YEMEN! No condemnation of Saudi Arabia illegal invasion and war crimes in Yemen and this silence is criminal. They will not be judged well by history.
