Is that (relatively) common in the Mediterranean Sea coast during early springtime? Especially if the land heats up more quickly (while the sea is relatively chilly), then fog can easily appear. I have seen this many times over e.g. Italy / Sicily

I have experienced something similar but on land. The fog just appeared so quickly, more visible so around a lampost. It was night time though.
 
The formation of an unusual cloudy system was recorded over Hvar (Croatia), which was also visible on the weather radar.
