This is the first thing I thought too. If you look at videos taken from newer cell phones/smart phones, something about the compression or the way the video is taken does make this effect happen.

This morning around 01:00 AM at the promenade of Armon Hantziv in Jerusalm, i was witness(with another guy), an amazing ufo aircraft over Jerusalem old city (mount Moriah) Dome of the Rock,Temple Mount,قبة الصخرة, הר הבית.
What is the meaning of this sighting ?????????...............................
On the morning of January 28, 2011 around 1:00 AM at the promenade of Armon Hantziv in Jerusalem, two men witnessed a UFO hovering above the Dome of the Rock,Temple Mount. At about 0:54 into the video there is a Flash on the ground and then a beam or some lighted object shoots straight up into the sky.

Go to this page and in the field under the temperature in red, type in the date 28/01/2011 and then click on the button under it. It shows the video starting from 00:00 am. Couldn't see anything beside a blinking white light on the right side on the screen, but it also goes very fast. But how do we know it's even in the right direction?

Yeah, that ties it up very well. (For those who haven't read it yet, expand and read the full text explanation on this video. It is quite well explained. In particular, the flash isn't a flash, but a contrast effect. (See example. http://img692.imageshack.us/i/hoaxfakeufo.gif/ the telling part being that the 'flash' apparently illuminates the man's back in spite of its being in the shadow side.))
Also. . , the third video http://www.youtube.com/watch?v=rY2FFEufsuY&feature=related is of much poorer quality. The backdrop of the city is a static image with the animated dot superimposed upon it. The lights and various lens flares would not remain static when a camera panned across them. See the following video for an example of what a real night time background with similar lighting looks like:

Notice the dynamic lighting effects which real light sources provide versus those of a static image.
I believe we can call this hoax for what it is at this point. Though, interestingly, people still seem to have fallen hard for it.
The takeaway benefit from this example, I think, is the particular flavor of the hoax, and the public response to it.
It smells the same as every other Israeli manipulation from 9-11 to the internet-wide astroturfing campaign during Cast Lead.
The technical proficiency, the clever two cameras corroborating each other thing, the fashion in which it was released to the web, and the access to and use of expensive Hollywood magic. And the logical flaws due to wishful thinking/over-confidence.
Israeli mind-games are getting easier to identify each time they pull this nonsense.
I'm not saying that these guys were Mossad or anything like that, but there's a national character which can be read in given behavior sets, and media manipulation done by an Israeli team definitely carries a unique feel, I find.
