Three U.S. senators will meet with Ukrainian President Volodymyr Zelenskiy in Kiev on Friday, seeking to reinforce the importance of his country as a strategic U.S. ally after he found himself at the center of President Donald Trump's acrimonious impeachment trial.

“The U.S.-Ukraine relationship is as important now as ever,” Republican Senators Ron Johnson and John Barrasso and Democratic Senator Chris Murphy said in a statement on Wednesday announcing their trip.

Johnson is chairman, and Barrasso and Murphy are members, of a Senate subcommittee on Europe and Regional Security Cooperation.

Про школу 5 в Севастополе у нас в России писали еще в 2014 году и тогда же было известно, что реконструкцию ее заказывал ВМФ США. И если такие вещи были известны широкому кругу, то какой объем информации был известен руководству через спецслужбы.
Про биолаборатории у нас тоже давным давно известно. Хочется верить, что тем кому по роду работы положено, известно и то, чем они там конкретно занимаются.

Bondarenko also reminded those present in the talk show Studio that since the days of President Viktor Yushchenko, American bacteriological laboratories have been working in Ukraine.

"In Ukraine, 15 closed bacteriological laboratories were built under Yushchenko for the money of the US Department of defense, and they are still working, and they are funded by the Ministry of defense of another country," she added.

Melnychuk was detained by Interpol at the Greek border on Sunday, March 1, he said on Facebook. According to him, this was done at the request of Russia. Melnychuk asked the Ukrainian Embassy to provide him with a lawyer and added that he was in the Department with a pregnant wife and a nine-month-old son.

In Russia, Melnychuk is a defendant in a criminal case over the death of VGTRK journalists Igor Kornelyuk and Anton Voloshin on June 17, 2014 in the Donbass under mortar fire from the Ukrainian armed forces. According to the TFR, as the commander of the Aidar battalion, Melnichuk gave the order and took direct part in the mortar attack on the peaceful territory near the village of Stukalova Balka.

According to the decision of the Basmanny court of Moscow in 2014, Melnichuk was arrested in absentia and put on the wanted list.

Odd the last point, and frankly did not know about the Ochakov construction (US Navel Institute Blog - a grain of salt is needed for the below):

Russia has been carefully observing the activities of the U.S and British navies in the Black Sea region. It protested through diplomatic channels that the main thrust of Sea Breeze 2018, a Black Sea exercise with Ukraine, was anti-Russian. And according to the Russian Institute of Strategic Research, it was not a coincidence when after Sea Breeze 2017, the United States revealed plans to build a maritime operations center in Ochakiv, a small city located between Crimea and Odessa at the mouth of the Dnieper River.1

When news first appeared that the United States was going to build the facility for the Ukrainian Black Sea Navy on Ochakiv Naval Base, the Russian reaction was prompt and belligerent.2 Russian politician Vladimir Zhirinovsky publicly stressed, “We’ll drown you there, in the Black Sea! And we will destroy the Kiev government; this is Russian land – Ochakiv.”3

Despite the official response from the commander of Ukrainian naval forces in Ochakiv that the facility would be for the Ukrainian Navy only and for use in the annual Sea Breeze exercise, Russia seemingly felt the situation was getting out of control and was meant to strangle their presence in the Crimean peninsula. Admiral Igor Kasatonov, former commander of the Russian Black Sea Fleet, said the maritime operations center “could be interpreted as an outpost aimed with surveilling Russia’s forces in Crimea” and could pose a threat to Russian security.4

In fact, with Russia’s annexation of Crimea in 2014, the Ukrainian Navy has shrunk tremendously, as many of its vessels were blocked by Russia and left in Crimean bays. The remainder is located mostly in Odessa. Given that the Azov Sea is now under Russian control, the only ports Kiev possesses without any restrictions are Odessa and Yuzhny on the Black Sea coastline, and Nikolayev and Kherson, both riverine ports. None of these ports have well-developed naval facilities. (Odessa has developed port infrastructure but for the merchant fleet.) Thus, Ochakiv has strategic importance for Ukraine and its naval forces.

The importance of Ochakiv Naval Base was highlighted by the November 2018 events in the Sea of Azov, when Russian forces shot at and seized three Ukrainian warships attempting to pass through the Kerch strait, which links the Black Sea and the Sea of Azov.5 With the annexation of Crimea, Russia controls both sides of the strait and thus Ukraine’s access to its own ports. Preventing passage to the Sea of Azov could strangle economic activity in the east of Ukraine. In addition, in August, Russia closed the Black Sea near Odessa and Crimea allegedly for naval drills, which blocked Ukrainian and international shipping traffic in the area. More likely, this was a test of Ukrainian reaction.

Ukraine's Land Market Bill was adopted yesterday.


On the night of March 31, 2020, the Verkhovna Rada of Ukraine (Parliament) adopted the Draft Law No. 2178-10 "On Amendments to Certain Legislative Acts of Ukraine Regarding the Turnover of Agricultural Land" in the second reading.
The relevant decision was supported by 259 MPs. 24 voted against it, 3 abstained and 29 did not vote.
Law comes into force on July 1, 2021.


The bill on the land market was initiated by the Chairman of the Committee on Agrarian and Land Policy Mykola Solskiy and a group of MPs from the deputy faction Sluga Narodu.

Key provisions of the Law

1. The right of ownership to agricultural land may be obtained by:


  • citizens of Ukraine;
  • legal entities of Ukraine created and registered under the legislation of Ukraine, the participants of which are only citizens of Ukraine and/or state and/or territorial communities;
  • state.

Note: The right to purchase land upon the opening of the market is given to Ukrainians, and in two years — since 2024 — to legal entities.

2. Municipal and state lands are not allowed for sale. State lands will be transferred to communities and they will only be able to rent them out, but not sell them. The same will apply to those lands remaining in the possession of the state.


3. Limit size of land ownership for individuals is up to 100 ha, for legal entities (since 2024) — 10 thou. ha.

Note: The total area of agricultural land plots owned by a citizen of Ukraine cannot exceed 10 thou. ha. The total area of agricultural land plots owned by a legal entity (except banks) cannot exceed the total area of agricultural land plots, which may be in the ownership of all its participants (members, stockholders), but not more than 10 thou. ha. Herewith, if a citizen owns the right of ownership for a share in the authorized (composite) capital, in the share fund of a legal entity or for only certain shares, units, for the purposes of the present article, it is considered that such a citizen, except for the land plots owned by him on the right of ownership, also owns the right of ownership for the land plots of agricultural purpose with a total area equal to the area of land plots of agricultural purpose in the ownership of a legal entity, a member (member, shareholder) of which he is.


4. Banks may obtain the ownership right to land plots in the order of recourse to them as the subject of a pledge. Such land plots shall be sold by banks at auctions within 2 years from the date of acquiring the ownership right.


5. Legal entities, the founders or ultimate beneficiaries of which are persons who are not citizens of Ukraine, may acquire ownership of agricultural land from the day it is approved by the referendum.

6. Excluded from property rights to land plots (even if the admission of foreigners is approved at a referendum) are the following groups:


  • legal entities the participants or beneficiaries of which are foreigners cannot buy the lands of state and municipal property, as well as the lands allocated to unit-holders, and which are located closer than 50 km to the state border of Ukraine (except for the state sea border);
  • legal entities the participants or ultimate beneficiaries of which are Russian Federation citizens;
  • persons who were or belong to terrorist organizations;
  • legal entities the participants or beneficiaries of which are foreign states;
  • legal entities the ultimate beneficiary of which cannot be identified;
  • legal entities with beneficiaries registered in offshore zones;
  • sanctioned natural and legal entities;
  • legal entities registered in countries listed as non-cooperating in the fight against the laundering of proceeds of crime.

7. Payments for land plots are made in non-cash form.


8. It will not be allowed to acquire ownership rights under repayable contracts in the absence of documents confirming the sources of origin of funds or other assets involved in the transaction.

9. Purchase and sale of a land plot shall be carried out in compliance with the preferential right. The preferential right to purchase a land plot may be transferred by the subject to another person, on which such subject shall notify the owner of the land plot in writing.


10. Citizens who own the right of permanent use, the right of lifelong inherited possession of land plots of state and municipal property intended for farming, as well as lessees of land plots which acquired the right to lease land by means of reissuing the right of permanent use with respect to the aforesaid land plots until 2010, have the right to buy such land plots into ownership with payment in instalments up to ten years at a price equal to the normative monetary value (NMV). In case of purchase of land plots with instalment payment, the ownership right shall pass to the buyer after the first payment.

11. Until January 1, 2030, the suggested price of agricultural land plots distributed in localities to owners of land shares (units) cannot be less than their NMV.

I don't know if in this long thread there have been anyone from Ukraine who got themselves into problem for writing something, but now thinking about a couple of these posts from way back in 2014, it brought me to the idea of looking up "how to express oneself diplomatically" which led to a few ideas from:

After the new team came to power, i.e. people close to President Zelensky, many expected that the state security system would come to order and that Ukrainians would stop being jailed for fictional crimes. It turned out that these hopes were in vain. And under the new leadership, the practice of “politically motivated jailing” continued.

In February of this year, the head of the SBU, Ivan Bakanov, met with a representative of the US State Department, Under Secretary for Civilian Security, Democracy, and Human Rights, and concurrently Chief Coordinator for Counterterrorism, Nathan Sales.

A lot was said about the high level of cooperation, threats to the civilized world, etc. Bakanov even reported to the State Department about the activities of the SBU: “The main task of our special service is not to catch small fraudsters, but to take care of national security. And our results just confirm the effectiveness of the new approaches.”

Here it becomes interesting what these new approaches are. The old approaches are the work of Poroshenko/Gritsak, under the leadership of which many hundreds of people (and according to a number of human rights organisations – thousands of people) were arrested by the SBU for treason and encroachment on the territorial integrity of Ukraine — for publishing articles in newspapers, posts on social networks, speeches at legal and coordinated rallies, etc. Maybe the “new approaches” should consist of some kind of opposite activity. Maybe the opening of criminal cases against SBU employees who were engaged in kidnapping and torture? Or maybe something is being actively done concerning the arson on the May 2nd in Odessa? There is a lot to do in a country where an armed coup took place 6 years ago, and where no one has been punished for it.

But let’s not try to guess, because everything can be found in the latest public report of the SBU for 2019, exactly the year of Bakanov’s “new approaches”. We look at the section “Military counterintelligence” that interests us: “according to the materials of military counterintelligence, more than a hundred persons were reported as suspicious. 37 persons were convicted of terrorist and sabotage activities, and 31 persons were convicted of treason and espionage. In total, 195 court sentences came into force last year in the opened criminal proceedings based on the materials of the national security protection and counter-terrorism units.” If we do not take into account one Chinese and one ISIS member with an exotic surname, then all spies and terrorists are citizens of Ukraine, allegedly acting in the interests of Russia and/or the LDPR.
But maybe it was under Poroshenko that those who publicly called Poroshenko a terrorist were declared terrorists, while now the real saboteurs, spies, and agents of influence have appeared in large numbers? Let’s look at the latest March detentions.

March madness
On March 4, “agitators who called for the seizure of state power and violation of the territorial integrity of our country” were detained in Odessa and Zaporozhye. However, it is not specified to whom this call was addressed. The press service of the SBU assures us that these people posted on their pages on the “forbidden Russian social networks” (meaning “VKontakte”, but it has not been banned, just simply blocked by a number of Internet providers, which everybody perfectly circumvent with the help of a VPN) “destructive materials that promote ideas of forced federalisation and the secession of the southern regions from Ukraine”. The content, of course, was obtained from the “propagandist Internet publications of the aggressor country”. In short, the posts were disseminated/shared.

Does anyone understand what the “idea of forced federalisation” is? Is it when you come to the regional council with a machine gun and declare the Odessa or Zaporozhye region a federal district of Ukraine? And if the government in Kiev does not agree, then what? Well, you can still imagine the forced secession of territories, the creation of a separate state, but the forced federalisation of a region is a kind of surrealism. And yet, what exactly did the citizens call for – federalisation or withdrawal of the southern regions from Ukraine? Actually, these are different things. A woman from Odessa was accused on the basis of part 2 of the article 109 (seizure of power) for this, a man from Zaporozhye — of part 1 of the article 110 (encroachment on the territorial integrity).

On March 18, again in Odessa, a “separatist who has increased his activities” in connection with the coronavirus quarantine was captured — he publishes untruthful information about the coronavirus (I wonder if there is an examination by expert virologist concerning his case?), raises panic and sows protest moods among citizens, discredits the government, and calls for forced federalisation (they liked this stupid phrase simply because it is not prohibited by law to call for non-violent federalisation). As a result, he was accused of the same article 110 (encroachment on territorial integrity).

On March 20, “propagandists who were spreading separatist appeals and ideas of the so-called ‘Russian world'” via the Internet wee detained in Kiev.

This time, the investigation believes that the citizen was supervised by some mysterious Russian public organisation that the Russian government uses for information warfare against Ukraine, and the “agitator” even received money on a Russian bank card. Here’s a great phrase: “Law enforcement officers have identified materials that confirm the connection of the Internet propagandist with a pro-Russian public association, bank institutions of the Russian Federation, as well as a journalistic certificate of one of the Russian publications.”

Everything is wonderful here. At the beginning of the statement there was a “Russian” organisation, and at the end — a “pro-Russian” one. A connection with a Russian bank was identified — this is powerful. What kind of connection? Is he a bank customer, employee, or maybe a cash collector? What article of the Criminal Code of Ukraine prohibits having a “connection” with Russian banks? What article of the Criminal Code of Ukraine prohibits working as a journalist for Russian publications? Experience shows that such “miracles” do not come to court, but are used by the Press Service of the SBU for public justification of their actions. While the court, as usual, will notice the shares on social networks, something like: “Stop discriminating against the Russian language in Ukraine” or “Stop bombing Donbass”. Nevertheless, this person is accused under part 2 of the article 109 (seizure of power).

On March 23, an Internet agitator was neutralized in Dnepropetrovsk, who, “on the instructions of the Russian side, published on social networks untruthful information about the spread of COVID-19 in Ukraine, calling to violate the constitutional order and territorial integrity. To create panic, he had to photograph empty shelves in stores, queues at pharmacies, and record the work of special equipment and law enforcement officers. This was planned to be used for preparing fake news.”

It is unclear why the news will be fake if you actually get photos of empty shelves and queues at pharmacies. Although it is obvious from the wording that the detainee did not even take pictures of anything (is this forbidden?), but simply “had to”. Suspicion under article 110 (violation of territorial integrity).

On March 24th, a female resident of the Kherson region who maintains contacts with the LDPR militants and coordinates her activities with the administrators of separatist groups in social networks was caught. Her activities against the state security of Ukraine consisted in the fact that on the social network she called coronavirus a “biological weapons of the United States” which got out of control. It is interesting: did the criticism of the United States start to undermine the national security of Ukraine before or after the meeting of the head of the SBU Bakanov with representatives of the State Department?

On March 27th there was a terrible “betrayal”. A female resident of Lvov who not only whipped up panic “fakes” about coronavirus to destabilise the situation in the region (is it Galician separatism, or what?), but also “promoted the idea of creating of the so-called Novorossiya”, was caught. I.e., Lvov is now pro-Novorossiya? The connection of the Lvov woman “with the special services of the Russian Federation and terrorist organisations of the LDPR” is being verified. Apparently, they themselves can’t believe it. Suspicion was raised under part 2 of article 109 and part 2 of article 110. This is already very serious, up to 10 years in prison.

What to do if they come to arrest you
I must say that Bakanov is right, the “new approach” is indeed very visible. If earlier you could be caught for the phrase “Poroshenko is a killer”, now it can happen for the phrase “the government is not fighting the epidemic”. When we say that almost all political prisoners were either released from prison in various ways or exchanged, we are talking about political prisoners from the time of Poroshenko. The names of the new ones — and we see that they do exist – are still unknown to the wide public.

And since many are dissatisfied with the epidemiological situation and the way the state is coping with it, many express their dissatisfaction publicly, including on social networks. So, what is the guarantee that “persons concerned with national security” will not come to them?

Well-known Kiev lawyer Valentin Rybin gave advice on what to do in the event “persons concerned” come to home: “If someone comes to your house, then before you open the door, ask for a court order authorising the search, and get a copy of it. Call a lawyer and don’t let the guests in until the lawyer arrives. If they come directly ‘through the door’ and put your face on the floor, then you should relax and wait for the moment when you will be able to call a lawyer (as a rule, this is the moment when ‘guests’ start talking to you). In any case, do not say a word until you are given the opportunity to call a lawyer, any one who is not gratuitous. If you are detained on the street or at work, at home or elsewhere, do not resist, go with your ‘friends’ to their place and call a lawyer from there. Remember: do not sign anything and do not give any evidence until your lawyer appears.”

Zaporozhye-based lawyer Olga Zelinskaya, through whose hands many “terrorists” passed, gives 6 points that a “terrorist” should follow during the search in order to stand more of a chance of avoiding prison: “1. call a lawyer; 2. carefully read the search warrant and maximally buy time until a lawyer arrives; 3. demand the involvement of an independent witness, and if there is a refusal, then record the reason for this on video or, at least, in the search report; 4. check the documents of all participants of the search and note their ID, because very often, the search is carried out not by the people in whose name the warrant was issued; 5. carefully make sure that the search is carried out simultaneously in one room, so that nothing is planted, and that it is done by the investigator, and not by the operative workers or any other people; 6. write down what is specifically seized during the search.”

Legal adviser from the law firm “Sich” (Kiev) Denis Korkunov explains that every citizen, even one to whom the SBU employees came, has constitutional rights: “A person who was visited by state security officials has rights enshrined in the Constitution and in criminal procedure legislation. First and foremost, you need to demand an explanation as to whether you are arrested or not, if yes – on what grounds you are suspected, to outline your right to have a lawyer, the right to receive medical care, the right to testify on the subject of matter of suspicion or to completely refuse ‘sentimental’ conversations with employees of the Security Service or the police, if such were sent to carry out the dark deeds of cloak and dagger knights. In accordance with article 213 of the Criminal Procedure Code, a detainee has the right to inform relatives, family members or other persons of their detention. In no case should you refuse the services of a professional defence lawyer, and before their arrival you should communicate as little as possible with law enforcement officers and do not sign any papers.

The most important thing is to remember that, according to article 63 of the Constitution of Ukraine, a person is not responsible for refusing to give evidence or explanations about themselves or their close relatives. And the main thing is that a person is considered innocent of committing a crime until the appropriate court verdict is passed.”


According to the law, a person is considered innocent. But the law is not taken into account either by the Press Service of the SBU or by journalists of the vast majority of Ukrainian publications that follow the SBU, declaring a person as criminal in advance, before the court has made a decision.

Unfortunately, the jokes that appeared after 2014 about “thieves’ cant” and tattoos like “convicted for a ‘like’, “this author of successful comments was jailed”, “reposted in Odnoklassniki”, or “inveterate extremist of VK” did not remain a sad reminder of the past era, but quietly migrate to the present day, just hiding behind the fig leaf of the “new approach”.

Reading the above, it occured to me that Ukraine maybe experiences a level of control that increasingly will become more common in other areas of Europe too.

The above article may relate to the latest session from March 21 and below are two excerpts, of which the first explains "that any place is safe to the knowledgeable person." and the second that "one can continue to share truth in a careful way."

A: The virus did not appear first in China. There were experiments at Fort Detrick regarding the creation of a vaccine that would make humans more controllable. This vaccine had unexpected effects and in some cases did the opposite of what was intended. The strain escaped into a population and further mutated. Indeed it was carried to China by US soldiers. China soon knew the type and origin and launched a massive campaign to control the situation. This was seen by Western powers as a good model to follow with additional add-on factors. In the meantime further mutations have occurred, some engineered via STO forces by virtue of the virus taking hold in certain persons whose spiritual force was able to direct the progression. At this point, there are two major strains. The elite need to stop the spread of that which they "created".

A: Yes and this is the interesting factor: The virus can change DNA making individuals more susceptible to cosmic information of the STO variety. It can also enhance and activate long suppressed codons of a beneficial nature. So you can see why they are so desperate to halt the spread.
Q: (L) So, the virus may enhance connections to Cosmic Information, but it depends on who you are, how that works out. That reminds me of the answer, given a long time ago: "It's not where you are, but who you are and what you see." I guess this thing is going to enhance "seeing" for some people? Next question from our list:

At this final stage that we are now, should we stand up to things that we don't agree with, jeopardizing ourselves and our love ones well-being, or should just give up fighting for this world and concentrate on this "internal light" only? In other words: does it make sense to risk ...(put here whatever horrible you can think about) just for the sake of rebellion in a world that is over anyway? Or should we rather tune into and maintain frequency of a pendulum that lights our light, making choices that are less painful in this last drama of our realm?

A: The second option is the better one. But one can continue to share truth in a careful way.
Were the ones that were mentioned in the article from Stalkerzone not careful enough? Did they lack knowledge? Knowledge which could include a situational awareness of where they were and what they were doing.

Employees of the criminal investigation Department of the Ukrainian police in the Kiev-occupied territory of the DPR found a huge cache of weapons in a former children's camp.

This is a former children's institution located in the village of Olginka (Volnovakha district). On its territory, Ukrainian police found a cache containing a flamethrower "bumblebee", 34 artillery mines and fuses for them, 33 grenade launchers, 45 grenades for grenade launchers, 73 charges for grenade launchers, 8 anti-personnel mines, 6 anti-tank mines, 1682 large-caliber projectiles of 14.5 and 30 mm, 367 grenades and 47 fuses for them, 14173 cartridges of various calibers, a sniper rifle and two Kalashnikov rifles.

The process of removing weapons and ammunition lasted about 10 hours.

The police establish the origin of the weapon, and a criminal case has been opened under part 1 of article 263 of the Criminal code ("Illegal handling of weapons").

Youlik, first Posted in his own native language ... and then provided an English translation. What's the problem?

It affords the reader - two options. If they are Russian, they can read it in their native language and then check if the translation to English corresponds. It also gives those, who are not Russian or speak the language fluently, an opportunity to get acquainted with the language.
Same applies to other non-English languages.
