So I think we are going to move away from the war on terror, which was costly, hence the start to bring troops home, and then the start of the war on viruses, still a faceless enemy, but with a lot more ways to control the population.

In university I read a section of 'The Birth of Biopolitics' by Foucault. In it, he states the power of kings was to 'let live, and make die'. It was a long time ago, but from what I recall, the population was allowed to live as serfs, and only if they broke the law would the state intervene. However, biopolitics is a new regime with a different logic. Foucualt suggests that our current regime is to 'make live and let die'. In my view, what he meant by this is that the state realized it needed a certain degree of health of its captive population, just as a farmer needs a healthy herd for slaughter day. It's a balance - healthy enough to be eaten, but addicted to various poisons and numb in the mind so as to prevent the herd from sensing the farmer's true intentions.
What's more, Foucault also wrote that the bubonic plague changed the way states functioned. So many people died, it became fearful of its ability to extract from (or feed on) its herd. During the plague times, the population was 'forced to appear' at their windows to be counted. I could be misremembering here, but this could have been the birth of the first official census data. All because the farmer needed to know his losses, and needed to know the health of his herd.
There is a correlation between then and now - people are being 'forced to appear' in lots of ways, mostly through surveillance technologies. And the ID2020 information may be the next step in that. Mandatory health. Like gym class in high school - but for the rest of your life?
