Two days after the inauguration of the ultra-liberal Javier Milei as President of Argentina, this Tuesday his Minister of Economy, Luis Caputo, announced the first 10 economic measures of his government.
The most outstanding was the designation of the new official dollar exchange rate, which goes from 400 to 800 pesos, which means a 50% devaluation of the Argentine currency (since each peso will buy half as many dollars as before).
Another important measure, which had already been previously announced, is the reduction of ministries from 18 to 9 and of secretariats from 106 to 54, which means an unprecedented reduction of political positions in the State.
The proposals are aimed at reducing Argentina's fiscal deficit, which -according to Caputo and Milei- is the cause of the high inflation and poverty suffered by the country.
The 10 measures
In his announcement this Tuesday, Caputo listed the first 10 measures to be adopted by Milei's government:
1.- Not to renew the State's labor contracts that have less than 1 year of validity.
2.- To suspend the national government's institutional advertising for 1 year.
3.- To reduce the number of ministries from 18 to 9 and the number of secretariats from 106 to 54, cutting by more than 50% the hierarchical political positions and 34% of the total political positions of the national government.
4.- To reduce to a minimum the discretionary transfers from the national State to the provinces.
5.- Not to tender any more new public works and to cancel approved tenders whose development has not yet begun.
6.- To reduce subsidies to energy and transportation, particularly to transportation in the Metropolitan Area of Buenos Aires (AMBA).
7.- To maintain the social assistance plans Potenciar Trabajo, as established in the 2023 Budget.
8.- To establish the official dollar exchange rate at 800 pesos (this implies a devaluation of the Argentine currency of more than 50%).
9.- Replace the import permit system with a statistical and information system that will not require the approval of licenses.
10. To double the assistance given to families through the Universal Child Allowance and to increase the food card by 50%.

I find it very interesting how Putin presented Argentina's economic situation in a few words, for those who do not read spanish I will try to summarize, for one a national currency is an instrument of sovereignty, it may be inflated but it is better to have a sovereign bad currency than no currency at all by using US dollars.
Second, he agrees in principle with Milei in the measures necessary to address the current situation, which is austerity, cutting on the costs of the government, which include salaries and social programs, to free up money to get rid of debt and eventually be able to re invest in the nation.

I could be wrong, but the way I understand what he says (which seems to be shortened out the context of the whole conversation on the subject) isn't that he agrees with that but that IF you don't have a national currency which can serve a tool (by increasing inflation a bit, printing more money) then the only way is cutting out social spending severely, there's no alternative if Argentina adopts the dollar as currency.
I understood it like that too. It's not that Putin agrees in principle with Milei's austerity - rather, that if you tie your currency to the dollar then you don't have another option but to do that in order to influence your economy, but the implication is that it's a bad situation you've put yourself into.
