The Treasury Department permitted non-governmental US actors to do humanitarian work in the Donbass

The US Treasury Department has authorized non-governmental organizations (NGOs) to conduct humanitarian work, including “democracy building,” in the Donetsk People’s Republic (DPR) and Lugansk People’s Republic (LPR) – which were recognized by Moscow as independent states last month.

In a statement announcing new sanctions against Russian individuals and businesses on Friday, the Treasury Department revealed that its Office of Foreign Assets Control (OFAC) had issued a license “to authorize certain transactions” in the DPR and LPR.

NGOs will now be permitted to engage in “activities related to humanitarian projects to meet basic human needs, democracy building, education, non-commercial developments projects, and environmental and natural resource protection” in the two republics, which the US sees as Ukrainian territory.

The Treasury Department explained that the license is “the latest in a series of Ukraine-related general licenses that authorize US persons to support certain humanitarian efforts and other activity in the DNR and LNR regions of Ukraine.”

US citizens and entities are also permitted to engage in work related to the exportation of agricultural and medicinal commodities, the Covid-19 pandemic response, and telecommunication.

In the same statement on Friday, the US Treasury Department announced sanctions against billionaire Russian businessman Viktor Vekselberg, Russia’s VTB bank officials, lawmakers, and the family of already-sanctioned Kremlin Press Secretary Dmitry Peskov, including his wife and children.

The Treasury Department accused Peskov’s family of living “luxurious lifestyles that are incongruous with Peskov’s civil servant salary.” Peskov’s wife Tatiana Navka was a celebrity ice dancer and Olympic champion before she married Peskov in 2015 and won a gold medal representing Russia in 2006.

Moscow attacked its neighbor in late February, following a seven-year standoff over Ukraine’s failure to implement the terms of the Minsk agreements, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German- and French-brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

On March 11, the joint Russian and LDPR forces achieved some strategic gains on the territory of Ukraine.
The grouping of DPR troops with the fire support of the Russian Armed Forces finished the mop up of the town of Volnovakha and reached the villages of Novoandreevka, Kirilovka, blockaded Blagodatnoye. The advance was 8 kilometers.
The town of Volnovakha was almost completely destroyed.
Local residents confirmed that a Ukrainian tank hit a surgical department in the local hospital, when there were doctors and at least 4 patients without legs.

Forces of the DPR PM are advancing towards the city of Ugledar, while Russian forces blockade the city from the West.
Clashes continue in the Donetsk outskirts, near the town of Pisky. The DPR needs to push the AFU from the region in order to end the permanent shelling of the residential areas in the city.
Meanwhile, the Armed Forces of the Russian Federation, advanced 11 km more on a wide front from the south, and reached the Novodonetsky – Novomayorskoye – Egorovka area.
As for the LPR grouping in the region of Donbass, no significant advances were reported on March 11. Fighting continues near the cities of Severodonetsk and Lysychansk, ahich risk to be blockaded soon.
The situation on the front lines near the town of Popasnaya also remains the same.

In the Zaporizhia region, the UAF are still holding the defense along the Kamenskoye-Orekhov-Gulyai-Pole-Velikaya Novoselka front line. Meanwhile, Russian forces are not breaking through the Ukrainian defences to the North and are advancing to the east of this line in the direction of Ugledar and Velikaya Novoselka.

Street battles for Mariupol continue. There is almost no confirmed information about the detailed situation in the city. Russian and DPR forces have recently managed to advance on the city’s suburbs from the easter, northern and western directions. Clashes continue, while DPR forces are trying to evacuate civilians from the areas that are under control of the Ukrainian nationalist battalions.

The UAF positions:




In the north-eastern regions of Ukraine, the UAF attempted to carry out a counter-offensive from the town of Chuguev towards Balakleya in the Kharkiv region, after it was reported that Russian forces headed towards Chuguev on March 10.
As a result, the UAF were defeated. When retreating back to Chuguev, they had to blow up the bridge near the town. More new photos of civilians trying to leave the city by the breaks of a destroyed bridge, waist deep in water, like it was in the town of Izyum, should be expected.
As for the town of Izyum, the completion of the mop up operations in the town is yet to be reported. Clashes continue in the area.

Some important military developments were reported in the Kiev region.
Clashes continue in the same areas of Bucha, Irpen and on the Borodyanka-Vorzel line.To the east of the city clashes continue in the Brovary region, where Russian forces continue their reinforcement.
To the west of Kiev, Russian forces reportedly took control over the highway Kiev-Zhytomyr.

In the southern regions, the situation remains relatively stable. The Russian grouping in the region is concentrating forces near Mykolaiv, without attacking the city itself. Fierce artillery shelling continues in the outskirts of the city.
Russian forces have recently moved towards the Kriviy Rig and Nikopol directions. However, no significant gains have been reported in the region so far.

On March 11, the Kremlin approved the involvement of foreign militants in military operations in Ukraine along with the joint Russian, DPR and LPR military. The decision was made in response to the massive recruitment of foreign fighters by the Kiev military officials.
Russian President Vladimir Putin approved the proposal to attract foreign volunteers in order to support DPR and LPR forces in the Donbass region during his meeting with permanent members of the Russian Security Council.
“As for the gathering of mercenaries from all over the world and sending them to Ukraine, we see that they do not hide it, the Western sponsors of Ukraine, the Ukrainian regime, do not hide it, they do it openly, ignoring all norms of international law,” Putin said during the meeting.
The press secretary of the Russian President Dmitry Peskov explained such a decision with the idea of strengthening of the DPR and LPR People’s Militias. There is also the Kremlin’s intention to show that there are those willing to fight along Russian forces against the Ukrainian nationalists, or more globally against the Western hegemony.
“In general, there is a flow of volunteers. There are mercenaries, a huge number of paid mercenaries who come to Ukraine to take part in hostilities against our (Russian) military. At the same time, applications are being received from volunteers who want to take part on a free basis in what, in their opinion, is actually a national liberation struggle,” the Kremlin spokesman said.
“This is what we are talking about. As the Western world welcomes the arrival of these motley mercenaries from different countries of the world, then there are volunteers from this side too. There are also volunteers who want to take part in this,” he added.
It was clarified that the matter is not about Russians, who would like to join the military, but mainly about those “who applied from the Middle East, including from Syria.”
Russian Defence Minister Sergey Shoigu indicated that the conscription of about 16,000 foreign volunteers was planned.

The involvement of the foreign servicemen, including from Syria, in military activities in Ukraine may fasten the mopping-up operations in the currently blockaded cities, as they have the necessary experience after years of fighting against terrorists of all kinds in Syria.
At the same time, the Kremlin’s decision to deploy foreign militants on the Ukrainian battlefield may damage the Russian “military PR campaign”, as such a move may also be treated as indication that the Russian operations have stalled and new reinforcement is needed.

A report of the State Border Service of Ukraine about the arrival of foreign volunteers through the checkpoints of the Western Regional Administration. More than 170 foreigners arrived as volunteers.
On the other hand, the Ukrainian side claimed that almost 20,000 foreign fighters from 52 countries had joined the fight against the “Russian aggressors”, according to the claims of the Ukrainian Foreign Minister Dmytro Kuleba made a week ago.
In his turn, on March 3rd, President Zelenskiy threatened the Kremlin with ‘wide international support’ to Ukraine and added that about 16,000 of foreign volunteers have already arrived to Ukraine. However, the numbers are yet to be confirmed.
Ukrainian officials assure that their government is not hiring any private military contractors, but only accepts volunteers to its own foreign legion. The Kiev regime welcomed all experienced soldiers under the pretext of their willingness to protect liberal democratic values from Russian aggression.
“We would like to make a point by accepting these volunteers, allowing the world to show solidarity with us,” the official said.
Following the example of the French Foreign Legion which is part of the French Armed Forces, in accordance with the Article 47 of the First Additional Protocol of 1977 to the Geneva Conventions of 1949, such “volunteers” de jure are not “mercenaries”. However, de facto the situation is different.

So far, the joining of the International Legion of Territorial Defense of Ukraine by the “volunteer” mercenaries from the following top democratic countries has been confirmed:

According to some media reports that cited an anonymous representative of Kyiv’s embassy in Washington, about 3,000 Americans have joined Ukrainian forces.
In its turn, the French foreign ministry claimed that there were no permission granted for the members of the French Foreign Legion to go to Ukraine. 14 of its soldiers were prevented from travelling to Ukraine, but 25 Ukrainian-born troops had deserted. However, anonymous military contractors from Europe said in an interview with the Middle East Eye that about 100 members of the French Foreign Legion have reached Ukraine.
“The French Legion told them that they shouldn’t take any identification with them and if they are caught, they didn’t have the permission to go,” the contractor said.

Among these volunteers there is a big number of military advisers who train the Ukrainian military on using the military equipment that has been transferred from their countries as a “humanitarian aid” for years and especially in the last months. There are experienced mercenaries employed by various paramilitary companies, as well as usual military enthusiasts.
They are actively recruited through the social networks and by various “nonprofit organizations” which are now promoted by the media worldwide. The volunteers can simply go to any Ukrainian embassy to join the Ukrainian Foreign Legion.

A sharp increase of the Ukraine-related private military job offers has been observed.
“Many private companies based in the US and Europe run job advertisements for Ukraine with at least $1,000-2,000 daily payments and extra earnings,” the MEE reported citing the military contractors.
For example, the job site Silent Professionals specialized in private security and military contractors published a job offer from an unnamed “U.S. corporation” that needs multiple “extraction/protective agents” to conduct “part-time, covert, extraction/evacuation operations of individuals and families throughout the countryside and major cities of Ukraine.” The employees should gain between $1,000-$2,000 a day with a bonus, and there’s an emphasis on combat experience as a prerequisite.

A group of ex-military men who operate under the moniker Forward Observations Group (FOG) was also spotted in Ukraine, armed and ready for a fight, MEL magazine reported. The group’s Facebook page and Instagram have been recently blockaded, but another profile shared by fans of FOG on social media shows the group, which also sells branded lifestyle gear, photography and artwork, as actively being on the ground in Kyiv. (The user raoulduke_69, purportedly the account of FOG founder Derrick Bales, didn’t respond to a request for comment by press time.)

Another source of “volunteers” for the Kiev regime and its allies are the war-torn countries in the Middle East, where numerous attempts to recruit experienced militants by the Ukrainian intelligence services, and their counterparts in the U.S. and Turkey have been reported.
  • On March 11, the Islamic Resistance in Iraq confirmed the arrival of members of NATO intelligence services from Hungary, Lithuania, Italy, Germany, Britain, to Iraq on March 9 in order to recruit mercenaries from Syria, Libya, Turkey, Tunisia, Sudan, Egypt, Jordanian, Israeli advisors specializing in street warfare and Iraqis, in particular from Sunni-majority areas.
  • The Iraqi Sabereen News channel revealed the attempts of Ukrainian authorities to recruit experienced Iraqi mercenaries on social media networks.
  • Agents of the Security Service of Ukraine (SBU) accompanied by officers from the Turkish intelligence reportedly visited Turkish-occupied areas in northern Syria and met with militants backed by Ankara on the 4th of February, on the eve of the Russian military operation in Ukraine.
  • Turkish intelligence officers met with the HTS leader, Abu Muhammad al-Jolani, who is classified on the international terrorist list, to discuss the acceleration of the process of transferring militants to fight in Ukraine.
  • The NATO is preparing to send terrorists trained in Syria to fight Russian forces in Ukraine, Russia’s Foreign Intelligence Service (SVR) warned on March 4.
  • Turkey reportedly moved all the remaining militants in Nagorno-Karabakh to Ukraine.
  • Ukrainian authorities have been pressuring Tunisians detainees in the country into fighting against the Russian military, Tunisia’s Mosaique FM revealed on March 6.
Mercenaries are mainly engaged in sabotage and intelligence operations. The foreign mercenaries, who are well experienced in street fighting and various terrorist tactics, will likely be used as the cannon fodder on the front lines, aimed at disruption of Russian forces.
Earlier, the Russian Defense Ministry reported that there were confirmed facts of attacks by gangs of mercenaries on the civilian population, as well as on Russian military doctors, who provided assistance to local residents in populated areas.
The Russian Defense Ministry has already warned that foreign mercenaries will not be taken in hostage, and at best they will be brought to criminal responsibility for the committed crimes.
On March 11, President of Belarus Alexander Lukashenko claimed that groups of foreign mercenaries were spotted along the border of Belarus in the area of the Chernobyl nuclear power plant.
“There are three points: they want to cut off the movement of Russian troops – to stab them in the back, as I said; secondly, they want to hit the positions of those troops that we have left from the Belarusian-Russian exercises; and they do not lose hope of dragging us into this carnage directly so that we bare the western section,” – the President of Belarus said.
“They are not that simple. And what they want to do in Chernobyl, we will have to figure out soon,” the Belarusian leader added.
Moscow has long warned about the foreign mercenaries deployed in Eastern Ukraine, before Russian forces entered the Ukrainian territory. For example, in December, 2021, the Kremlin reported that “more than 120 U.S. mercenaries” were spotted in the Donbass region. They were allegedly stockpiling toxic chemical weapons.
During the years of war in Eastern Ukraine, Chechen militants have been very active in fighting the LPR and DPR forces.
The Dzhokhar Dudayev International Peacekeeping Battalion which was named after the first President of the Chechen Republic of Ichkeria has operated in Ukraine since mid-August 2014. Another Chechen battalion named after Sheikh Mansur was created soon after the first one was completed.

Today, Russia also has battle-hardened Chechen forces in its ranks who have been deployed to Ukraine.
The open deployment of military “volunteers” by the both warring sides in Ukraine indicates the complete failure of the current international law system.
 
In my view, the likelihood that Putin and co. were not prepared for, or underestimated "the incredible power of the Western propaganda machine" is on the lower side. I don't think they were taken by surprise there. They have noted and followed the craziness (not only in the west) very closely for years (often by necessity), therefore I don't think they are or were surprised about it now. IMO they likely expected that what they will do will cause a lot more of that nonsense and much more furiously as before. My hunch is that they simply decided to ignore it to some extent (beforehand, already) and instead focus more on practical reality on the ground.

I doubt it. The Russian government knows only too well, in excruciating detail, through 'up-close-and personal' hard-earned experience, how the 'Western propaganda machine works'.

Yeah, I doubt it too. Certainly, I doubt Putin and Co were under any illusions about what the West would do. After all, they've spent the last 20 years carefully observing everything that the West does in relation to the wider world, and in relation to Russia, they were getting a very detailed read on that particular animal, so to speak.

Alexander from The Duran speculated in a recent video that the reason why the Kremlin website is online again and even RT and Sputnik seem to be partially working again might be that the Russians have done some backroom deal, who knows what they have threatened Western media or administrations with. If true, this shows once again that they are fully aware of what the West is capable of, and have been preparing possible scenarios and responses for years. They essentially treat the West as the bully that it is, using supreme decisiveness and force where necessary, to then witness the bully screaming with his tail between his legs. Seems they are done pretending and prepared to see it through till the end, i.e. Russia being completely independent and to hell with the "Western partners".

We also should keep in mind that "the west" is not the whole planet, and I'm rather certain that a rather large part of the human populace is not so deep into western thinking and propaganda. Let's take the people of Russia, Belarus, China and Syria for example (among others); I do think that there is a large percentage of people who sympathize with Putin and what he is doing or at least are not buying in to the western nonsense that much, as westerners do. I'm particularly reminded about surveys in Russia and China some years ago in how they view Putin and Co, and how very different that perception was to the "western" nonsense perception (even though Putin was already strongly defamed). In fact, what he is doing now might make him an even bigger star, hero or "next messiah" in such places! And not only there.

Ah, yes, Sheikh Imran Hosein, I love that guy! I remember enjoying his talks very much during the first years of the Syrian war ca 2014–2016. From those talks I remember being amazed not only by his ability to see/interpret the big picture but also his knowledge of history and many other things.

Not to disagree but my experience of travelling to non-Western countries is that the local populace tend to hold dreams of having a western lifestyle. To this end they look towards the US mainly and in particular what Hollywood sells. I wouldn't underestimate what the West has achieved in capturing the "minds" of normal everyday people across the majority of countries on the planet.

Don't lose sight of what you say about the West whilst being fully immersed in Western culture and lifestyle. It would be difficult to speak from a non-Western perspective from such a position!! It perhaps would help to immerse oneself totally in a different culture or non-Western country to gain certain perspectives that would then enrich one's viewpoint. Experience always trumps what one learns from a book!

COVID-19 pandemic demonstrated how vulnerable humanity is in the face of biological threats. It has exacted a huge toll on us, and it continues to claim people’s lives.
When the Biological and Toxin Weapons Convention (BTWC) entered into force in 1975, there was hope that the world would at least be safe from manmade biological threats, because all states-signatories realized enormous risks of using biological weapons (BW) and abandoned plans to develop it.
Unfortunately, we have grounds to think that those hopes did not come true completely.
We called this meeting because during the Russian special military operation in Ukraine, some shocking facts came to light: the Kiev regime is urgently concealing traces of a military biological program that Kiev implemented with support of the US Department of Defense.
Defense Ministry of Russia got hold of documents confirming that Ukraine developed a network of at least 30 biological laboratories that host extremely dangerous biological experiments, aimed at enhancing the pathogen properties of plague, anthrax, tularemia, cholera, and other lethal diseases with the help of synthetic biology. This work is funded and directly supervised by the Defense Threat Reduction Agency (DTRA) of the United States, i.a. in the interests of Pentagon’s National Center for Medical Intelligence. The key role in these programs was played by a BSL-3 central reference laboratory at the Mechnikov Scientific-Research Anti-Plague Institute in Odessa, Ukraine. Research centers in other cities also played a role – Kiev, Lvov, Kharkov, Dnipro, Kherson, Ternopol, Uzhgorod, Vinnytsia. Research results were sent to US military biological centers, i.a. to U.S. Army Medical Research Institute of Infections Diseases, Walter Reed Army Institute of Research, US Naval Medical Research, and US Army Biological Warfare Labs in Fort Detrick that used to be the key hubs of the American biological weapons program.
All the materials are available at the website of Russian Ministry of Defense and are presented at daily briefings. Let me cite the most telling examples.
Russian military learned the details of UP-4 project which was implemented at laboratories in Kiev, Kharkov and Odessa. It studied possibilities of spreading particularly dangerous infections through migratory birds, including highly pathogenic H5N1 influenza (lethal to humans in 50 % of cases) and Newcastle disease. As part of another project, bats were considered as carriers of potential BW agents. Among the priorities identified are the study of bacterial and viral pathogens that can be transmitted from bats to humans: pathogens of plague, leptospirosis, brucellosis, as well as coronaviruses and filoviruses. Project documents clearly indicate that the United States actively financed bioprojects in Ukraine.
Besides, there were experiments to study spreading of dangerous infectious diseases by ectoparasites – fleas and lice. It is clear even to non-experts that such experiments are most reckless, as they give no opportunity to control how the situation is going to evolve. Similar research (using fleas and lice as BW agents) was carried out in the 1940s on the development of biological weapons components by the Japanese infamous unit 731, whose members later fled to the US to escape prosecution for war crimes.
Ukraine has a unique geographical location, where transcontinental migration routes of potential carriers of dangerous diseases intersect. Many of those routes pass through the territories of Russia and Eastern Europe. The research that I mentioned was done in the very midst of Eastern Europe and in close vicinity to the Russian borders. According to the data received, the birds that were ringed and released during biological research from the Kherson nature reserve, were caught in Ivanovo and Voronezh regions of Russia.
The analysis of the obtained materials confirms the transfer of more than 140 containers with ectoparasites of bats from a biolab in Kharkov abroad. We do not know anything about the fate of those dangerous biomaterials and the consequences that may occur once they “dissipate” (possibly in Europe) in the absence of any international control. In any case, risks are high that they may be stolen for terrorist purposes or to be sold at the black market.
Several thousands of samples of blood serum of COVID-19 patients (most of them of Slavic ethnicity) were transported from Ukraine to Walter Reed Army Institute of Research in the United Stated – allegedly for trials of treatment and prevention of COVID-19.
Everyone knows how sensitive Western states are when it comes to transferring biological samples of their citizens abroad. And there is a good reason for that – theoretically, samples may be used to create bioagents capable of selectively targeting different ethnic populations.
The activity of biolabs in Ukraine that we track back to 2014, and US-implemented program of so-called reform of Ukrainian healthcare system triggered uncontrolled growing incidence of dangerous and economically relevant infections in Ukraine. There is an increase in the number of cases of rubella, diphtheria, tuberculosis. Occurrence of measles has increased more than 100-fold. The World Health Organization said Ukraine runs high risks of having a polio outbreak. There is evidence that in Kharkov, where one of the labs is located, 20 Ukrainian soldiers died of swine flu in January 2016, 200 more were hospitalized. By March 2016, the total of 364 people had died of swine flu in Ukraine. Besides, outbreaks of African swine fever occur regularly in Ukraine. In 2019, there was an outbreak of a disease that had symptoms similar to plague.
While the US itself shut down military-purpose biological research on its territory due to high risks it posed to American population, the Kiev authorities actually agreed to turn their country into a biological testing site and have their citizens used as potential test subjects. Those experiments bearing potential country-scale risks continued for years. This once again proves the cynicism of Kiev’s Western patrons who keep shouting from every rooftop that they care for the fate of Ukrainians.
As reported by Reuters, WHO recommended that Ukraine should eliminate its stocks of pathogens to avoid possible leaks that might trigger disease spread among the population. It is not known for sure whether Kiev has complied.
The materials that our Defense Ministry got hold of prove that all serious high-risk research in Ukrainian biolabs was directly supervised by US experts who had diplomatic immunity. Our Defense Ministry reports that at this moment the Kiev regime, as demanded by the Western sponsors, hastily covers up all traces so that the Russian side could not get hold of direct evidence of the US and Ukraine violating Article 1 of the BTWC. They rush to shut down all biological programs. Ukraine’s Health Ministry ordered to eliminate biological agents deposited in biolabs starting from 24 February 2022. We infer from the instructions to lab personnel that the order of elimination of collections suggested that they should be destroyed irrevocably. Having analyzed the destruction certificates, we can say that the Lvov lab alone destroyed 232 containers with pathogens of leptospirosis, 30 – of tularemia, 10 – of brucellosis, 5 – of plague. The total of more than 320 containers was eliminated. Pathogens’ titles and excessive amounts give reason to think that this work was done as part of military biological programs.
Now let me make a separate address to our colleagues from Europe.
All those years, there was a site for dangerous biological tests on the doorstep of the European Union. We call to think of a real biological threat to the population of European states that may be posed by uncontrolled spread of biological agents from Ukraine. As we know from our experience with COVID-19, this cannot be stopped. Should this be the case, it will encompass the entire Europe.
US representatives get rather confused when speaking about the US involvement in biological activity on the territory of Ukraine. During hearings of the US Congress on 8 March, Undersecretary of State Victoria Nuland in fact confirmed that there were biolabs in Ukraine where military-purpose biological research had been conducted. When asked by Senator Marco Rubio whether Ukraine had biological and chemical weapons, she responded that Ukraine had biological research facilities that “should not fall in the hands of Russian forces”.
At the same time, the Department of State sticks to the point that allegedly there are no US-controlled biolabs in Ukraine. Hence a question to the American delegation. How does this reconcile with 2005 Agreement between the US Department of Defense and Ukrainian Ministry of Health Concerning Cooperation in the Area of Prevention of Proliferation of Technology, Pathogens, and Expertise that could be Used in the Development of Biological Weapons? This document is available on the Internet. According to Article 3 of this agreement, the US Department of Defense may provide assistance to the Ministry of Health of Ukraine in the area of “cooperative biological research, biological threat agent detection and response” with regard to “dangerous pathogens located at the facilities in Ukraine”.
We emphasize that biological threats defy all borders. No region of the world can feel totally safe today. The United States supervises several hundreds of biolabs in 30 countries, i.a. in the Middle East, Africa, South-East Asia, and along the perimeter of former USSR. Washington does not agree to subject them to international verification. Starting from 2001, it has been impeding elaboration of a binding protocol to the BTWC that should envisage a reliable verification mechanism to monitor states’ compliance with the Convention. This cannot but make us think that the United States has something to conceal. I call on the colleagues from those regions to think of what sort of activity Washington is carrying out on their territories and what consequences it may have for the population.
We foresee the reaction of our Western colleagues who will definitely say that this information is all fake and Russian propaganda. However this sort of wishful thinking will hardly help Europeans should Ukraine and its neighboring states have outbreaks of dangerous diseases that would subsequently spread beyond their borders. This risk seems rather real if we take into account considerable interest that Ukrainian radical and nationalist groups have in research of dangerous pathogens that was conducted in Ukraine in the interests of the US Department of Defense. We have information that Pentagon instructed its Ukrainian protégés that, should any incidents occur, they should instantly accuse Russian Armed Forces who allegedly launch strikes against research and medical facilities, or blame it all on “Russian subversive teams”.
Russian Defense Ministry keeps analyzing the biological situation in Ukraine and all incoming materials. What we shared today is a small portion of information that we have. We will share the details shortly as UNSC official documents so that you could study them.
We feel obliged to keep the Security Council updated on the situation with US military-purpose biological activity in Ukraine that creates real risks for international peace and security. We intend to get back to this topic soon. We would not exclude a possibility of activating mechanisms envisaged by Articles 5 and 6 of the BTWC. For now, we would like to hear answers of the US side to the questions that we asked.

On March 12, the Russian Armed Forces and units of the people’s militias of Donbas continued their offensive operations against Kyiv’s forces. As in the previous days, the most active military actions are ongoing in the southern and eastern parts of Ukraine.
In the region of Donbas, units of the People’s Militia of the Donetsk Republic, with the fire support of the Russian Armed Forces, took control of Valerianovka, Zeleny Gai and blocked Novoandreevka from the south and east.
Forces of the Lugansk People’s Republic took control of Surovtsevka, Schedrischevo, Zhitlovka and blocked Rubezhnoe.
As to the actions of the Armed Forces of Russia, the defense ministry reported that they reached Novodonetskoe, Novomayorskoe and Pavlovka.
At the same time, pro-Kyiv forces reported the intensification of strikes in the area of the city of Mykolaiv in the southern sector of the operations. Over the past days, Russian forces have worked to block the city and as of March 12 the operation to do this is its active phase. Currently, the city is fully blocked from the south, southeast and southwest and Russian units actively operation north and east of the city.
Taking into account the recent loss of Volnovakha by pro-Kyiv forces and the advances in Mariupol, the general situation for the Kyiv government and its forces in the southern part of the country looks like almost total collapse of the organized defense. The remaining pro-Kyiv forces act as separate units that try to keep control over important points without any chances for gaining initiative or organizing large counter-attack.

On top of this, in the morning of March 12, the Russian Armed Forces carried out another strike with high-precision long-range weapons on the military infrastructure of Ukraine. The Russian side reported that the strike disabled the military airfield in Vasylkov and the Main Centre of Radio and Radio-Intelligence of the Ukrainian Armed Forces in Brovory.
During the past day, Russian operational-tactical and army aviation hit 145 military assets of the Ukrainian Armed Forces. 3 anti-aircraft missile systems, 8 command posts and communication centers, 5 ammunition and fuel depots, 78 areas of military equipment concentration were among the targets.
Russian aviation and military air defense forces shot down 5 unmanned aerial vehicles, including 2 Bayraktar TB-2 UAVs and 1 Tochka-U tactical missile.
According to the Russian side, since the start of the operation, Russian forces have disabled 3,491 objects of the military infrastructure of Ukraine. The following military equipment of Kyiv’s forces were destroyed: 123 unmanned aerial vehicles, 1,127 tanks and other armored combat vehicles, 115 multiple launch rocket systems, 423 field artillery guns and mortars, 934 units of special military vehicles.

The recent actions of the Kyiv government in the international sphere as well as on the ground (especially actions to sabotage evacuation of civilians from the combat zone) demonstrate that the Ukrainian leadership is not interested in a diplomatic solution of the conflict at the current stage. This posture creates condition for the resumption of the active offensive operations of the Russian Armed Forces across Ukraine. It seems that some kind of ‘diplomatic understanding’ between Moscow and Kyiv could get at least some prospects only after the full collapse of the defense of Kyiv’s forces in Mykolaiv, Kharkiv and Mariupol cities.

We, ordinary peaceful people, are being strangled by sanctions. Our "American friends" say something about a humane approach and that "sanctions should not affect the lives of ordinary people," but it is the lives of ordinary people that these sanctions affect.

Pink Floyd guitarist David Gilmour has announced that all of his solo music, as well as all of the progressive rock band’s pre-1987 catalog, will be pulled from streaming services in Russia and Belarus on Friday over the conflict in Ukraine.
“To stand with the world in strongly condemning Russia’s invasion of Ukraine, the works of Pink Floyd, from 1987 onwards, and all of David Gilmour’s solo recordings are being removed from all digital music providers in Russia and Belarus from today,” said a statement posted on the band’s Twitter account
