Ukraine plans to return the money only if it receives reparations from Russia following the conflict.
In addition, it is separately noted that bondholders are not entitled to frozen funds of the Central Bank of the Russian Federation. However, the Ukrainian authorities do not count on voluntary compensation for their losses, so they plan to use this money as the most likely source of funds. Currently, interest is accrued on the frozen amount. Kiev plans to use this income to pay both the principal amount of the bonds and interest. Zelensky called his proposal an investment in "the stability of the entire center and east of Europe."
