In a practical way, I think these 'negative energies' refer to our programming, predator's mind, and generally difficult living conditions in this world. In other words, when we experienced a depressive 'plunge' and afterwards enter a cycle of 'inspiration and creativity', it is very difficult to actually make good use of it because we're so screwed up. For example, we may feel inspired, but to actually start the work of doing something with it (and *complete* it!) requires great willpower, overcoming of the various excuses our predator's mind is whispering into our ears etc. - much easier to just 'enjoy the good feeling' in an unproductive way. Plus, of course, many people have very limited time/energy to begin with, which makes it even harder.
So that's why self-work is so important - if we have a good grip on ourselves, we can make use of the times where we feel inspired and creative, and we should! Also, it allows us (to an extent) to be useful even when depressed, so that as seen from the outside, the depression/inspiration cycles can be smoothed out a bit. Another aspect I think is that with a good grip on ourselves, we can learn not to 'go under' completely during a depression cycle, which then allows us to make use of our depression to do something positive.
Funny, I always thought that part of the 'help' that the Cs promised for so long is US, i.e. the network. So yeah, it is 'help's turn' indeed - WE need to make efforts to help this whole project; if we don't do it, nobody will! Even if there is more to the promised help than that, I think it's a useful perspective.

A: It's all about balance. The measure of creativity can be approximated by the depth and duration of the plunge. Note however, the effort required to pull in inspiration is high at present due to massing of negative energies around your planet.
Q: (L) So it takes more of whatever it is to get it, and then you not only have your balancing plunge, but you have the piling on of the negative energies of the planet on top of it. Is that sort of what we're saying here?
