The answer was an overdose of reality:

- Five and a half is 0.055 cents in weight.

I blink, reflect. While last week for the Bank of the Republic of Colombia 1 bolivar was around 300 pesos, in Cúcuta 1 peso was equivalent to around 18 bolivars!

Is that Juan Manuel Santos, the Nobel Prize, is a specialist in offering peace actions and then not fulfilling them. He did it with the FARC-EP, he did it with the Venezuelan government. Before the economic crisis that broke out in Norte de Santander when President Maduro made the sovereign decision to close the border in 2015, Mr. Santos offered to request the repeal of the external resolution 8 of 2000 of the Bank of the Republic of Colombia that allows the dirty and criminal hand of the market, to regulate -according to the mythical relation of supply and demand- the value of the Colombian peso against the bolivar, without going through what the Central Bank of Venezuela establishes and worse, without using any parameter economic.

The Colombian president did nothing, that resolution is still in force, which is nothing more than a Colombian version of the "laisser faire", that is, "do whatever you want," in this case, with the currency of the neighboring country.

More than a year ago I wrote an article to explain in the most didactic way possible how the parallel economy operates that these exchange operators support, little has changed since then. According to ECLAC, there is no economic explanation for this parallel dollar or for the price given to the bolívar in Cúcuta, nor is Dolar Today the one that fixes the price of the bolívar in Cucuta but it is that price that defines the value of the parallel dollar in Venezuela. But the Colombian state will not voluntarily repeal that resolution because it allows it:

- Being the vanguard of the economic war against Venezuela. Role that has been assigned to him from which still (for now) continues to be the epicenter of world capitalism.

Obtain exorbitant profits from the smuggling of food, fuel and mining resources from Venezuela. This is mainly the benefit of the mafias linked to these sectors, some transnationals and Ecopetrol. Products that have a series of decrees to legalize them in Colombia and enter them into GDP and generate sources of "work" in the border cities.

- And last but not least, that resolution allows you to legitimize capital, that is, to wash money from the drug business that, according to the latest report of the same DEA, has grown by more than 30%. year in Colombia.

The Venezuelan government has taken many measures to try to cushion the effects of this economic war. But the truth is that as long as that resolution is not repealed, all Venezuelan efforts will be in vain. Santos himself, his representatives, right-wing Venezuelan economists and left-wing Venezuelan economists quite "lost" to my liking, blame this economy parallel to the controls and propose to release the dollar so that the "invisible hand" and holy? of the market, regulate the value of the currencies that in 95% the Venezuelan state produces for the export of oil and not the private company.

But it is undeniable that the Venezuelan Government has the right and the duty to protect its foreign currency and its assets, and to consider an economic model different from the Colombian model, exclusive and violent.

However, Venezuela is not an island, it is next to one of the most unequal countries in the Americas and the largest producer-exporter of cocaine in the world. The Colombian narco-State, murders, exploits and controls its own people with multiple legal apparatuses (such as communication companies) and illegal ones (like the drug whose consumption is visibly greater every day), represses the popular protest with such bloodthirsty security forces like the ESMAD, and is reinforced with private security forces, paramilitary armies and assassins. It signs peace agreements that it does not fulfill, it leaves in the most absolute impunity the assassinations of those who dare to dissent, it institutes the privatization of basic services and the labor flexibilization. But he manages to convince a good part of his people that it is not there, but next, where there is a dictatorship.

Colombia does not have the sovereignty to rise, but the status of host nation of the United States reaches it, to be the protagonist of the economic war and the paramilitary invasion against Venezuela.

Evidently, historical processes are not fairy tales. The will is not enough to fulfill the sovereign decision of Venezuela in this geopolitical context. The Bolivarian Republic of Venezuela, will be what can be built in its concrete reality, without ever losing sight of the objectives of the Bolivarian project that we built with the guidance of Commander Chávez, that is, without making strategic concessions. But it is also evident that in economic matters there are measures that will force him tactically to enter the game of the international market.

It is expected that this is done taking care not to be devoured or dragged by its inertia. Difficult and complex economic political task for the Venezuelan government, but a task that can not be postponed at the beginning of the new year. It is vital to find unilateral economic measures that allow solving the problem that these exchange houses generate for the country. It is counted on this with the support of the emerging hegemonic powers as a counterweight that can be used in our favor, not as new models to imitate. Venezuela must not surrender, nor can the Venezuelan left be stagnant in anti-dialectical, abstract and idealistic purism. In 2018, it will be necessary to take very different measures in terms of economy and finance, and by the way, "El Petro" is a good sign.

But in everyday life, men, women, children who do or do not, tread the earth, a revolution. They cross rivers and cross borders. They come and go from San Antonio del Táchira to Cúcuta or from any of the dozens of towns on this living frontier where today a front of economic war against the Bolivarian revolution unfolds. This is the land of great decisions. This is where the Venezuelan Government must regain governance.

Finally, this time from the border of time, between the year that ends and the year that begins, I wonder: if the main victims of the Colombian narco-state, subordinated to the United States, we are two - on the one hand the Colombian people in resistance and on the other, the people and the Venezuelan government that struggles to build its own historical project-, what are we waiting for to unite us more?

Maduro's outburst came just hours after the US Treasury Department imposed sanctions on four Venezuelan senior military officers, accusing them of committing "corruption and oppression."

Assets that are subject to US jurisdiction are being frozen, and US citizens will be generally prohibited from dealing with the officers, the department said in a statement.

In the announcement, Treasury Secretary Steven Mnuchin also called on the international community to stand with Washington on the sanctions.

Officials announced that 31-year-old legislator and lawyer Tomas Lucena had been shot multiple times by two men riding a motorcycle while he was in his pickup truck with family members in the Western Trujillo State, press tv reported.

A man was killed from a gunshot wound to the head when he was shot when he was in a Caracas Metro car.

Perez appeared with a bloody face in nearly a dozen dramatic Instagram videos early on Monday, saying that he was surrounded by authorities shooting at him with grenade launchers.

State television later read out an official statement that said two police officers were gunned down in the clashes but did not specify Perez’ fate.

A former police pilot, Perez is wanted for using a stolen helicopter to lob grenades and shoot at government buildings in June as well as for breaking into a National Guard unit in December to steal weapons.

President Nicolas Maduro’s leftist government has described him as a “fanatic, extremist terrorist” and a manhunt has been under way for months. Some Maduro critics have questioned whether Perez’ attacks were staged in cahoots with the government to justify a further crackdown on the opposition.

Authorities finally tracked Perez down in the poor hillside neighborhood of El Junquito on Monday.

“We’re wounded ... they’re killing us!” said Perez in one video, seemingly wearing a bulletproof vest as he crouched in what appeared to be a small house. Gunshots were heard in the background.

“Venezuela, don’t lose hope... Now only you have power so that we can all be free,” he said in an earlier video, staring into the camera and telling his children he loves them and hopes to see them again.

His last video was posted about 10:30 a.m. (0230 GMT). A Reuters witness in the area later saw an ambulance speed by and said gunshots were no longer heard.

The Information Ministry did not immediately respond to a request for comment.

Members of Maduro’s government scoffed at Perez on Monday. “What a coward now that he’s caught like a rat!” tweeted Prisons Minister Iris Varela. “Where is the courage he had to attack military units, kill and injure officials and steal weapons?“

Perez, who also has been an action film star and portrays himself as a James Bond or Rambo-like figure on social media, has added surreal twists to Venezuela’s long-running political drama. He rose to fame in June after allegedly hijacking a police helicopter, flying over Caracas’ center and firing shots at and lobbing grenades on the Interior Ministry and the Supreme Court.

Perez claimed responsibility for the attack, saying it was to fight what he said was a tyrannical government. He went into hiding afterward, only to pop up two weeks later at an opposition vigil for anti-government protesters killed during demonstrations that rocked the country last year.

In December, a video posted on Perez’s YouTube account shows armed, masked men taking control of military barracks under cover of night.

They smashed photos of Maduro and his predecessor, the late Hugo Chavez, handcuffed about a dozen soldiers and berated them for supporting “dictatorship” in Venezuela. Perez says his team stole about 26 AK-103’s and more than 3,000 munitions for the rifles, as well as pistols.

Opposition politicians called for due process on Monday. “There is no death penalty in Venezuela,” tweeted opposition lawmaker Yajaira Forero. “We demand that Mr. Oscar Perez’ right to life be respected. If he committed a crime he must be judged by a court, as the law establishes.”

Maduro’s Proposal - Maduro held a meeting of the Bolivarian Alliance for the Peoples of Our America – Treaty of Commerce of the Peoples (Alba – TCP) on Friday. During the meeting, “Maduro called on the countries of the Alba to assume together the creation of the cryptocurrency, the petro,” Prensa Latina reported.

“I call on us to assume the petro as an integration currency of our peoples,” Efecto Cocuyo quoted him, adding that it is “imperative” to take the proposal with “maximum priority.” Maduro was then quoted by El Comercio:

An Ongoing Issue - Since its announcement in early December, Venezuela’s national cryptocurrency has been a topic of controversy. After assigning over 5 billion barrels of crude oil to back the new currency, Maduro ordered the issue of the first 100 million petros as well as organized a meeting of miners.

The petro is expected to launch in 6 weeks and will be pre-mined, Superintendent of Cryptocurrencies Carlos Vargas announced this week.

However, just one day before Vargas’ announcement, the Venezuelan Constituent National Assembly declared the cryptocurrency illegal. Parliamentarians unanimously voted “absolute nullity on the issuance of the petro cryptocurrency,” news.Bitcoin.com previously reported.

In a recent workshop hosted by the Central Bank of Venezuela called “The role of Venezuelan youth in disruptive technologies,” a response to the Assembly’s decision was prepared. On Friday, the Minister for Youth and Sports, Pedro Infante, said Venezuelan youth will propose to the Assembly “to create a special commission that will be in charge of debating the proposals presented by the various sectors, to carry out the financial system of the cryptocurrency Petro.” He elaborated, as posted on the Ministry of Communications website:

Tillerson is going to visit Mexico, Argentina, Peru, Colombia and Jamaica. He will meet the leaders of the Latin American countries in Venezuela, to congregate those displeased with Venezuela and convince them to recognize the upcoming Venezuelan elections as illegitimate. According to Castro, this is an unacceptable intervention in Venezuela's internal affairs.

Castro also mentioned the Lima group, which includes Argentina, Brazil, Chile, Colombia, Costa Rica, Guatemala, Honduras, México, Panamá, Paraguay and Peru. The group appeared in August of 2017 when its members signed the Lima Declaration, in which they refused to recognize Venezuela as a democratic country and declared actions approved by its Constituent Assembly to be illegal.

"Such is the case in countries like Brazil, where Michel Temer came to power via a coup. In Paraguay, president Horacio Cartes came to power in the very same way, by toppling Fernando Lugo. There are also Juan Manuel Santos [President of Colombia] and Enrique Pena Nieto [President of Mexico], who appear to be more concerned about Venezuela than about solving their own domestic problems."

Castro noted the irony of the fact that a representative of a country that signed neither the Paris no the Tokyo agreement on fighting climate change "comes to us to lecture us on environment protection."

Castro is also puzzled by Tillerson's statement that he is going to promote security on the South American continent, because "it is hard to imagine anybody choosing the US as a partner on promoting security." She underscores that is not a secret to anyone that the US took part in every single coup d'etat in Latin America, both military and civilian, and they also trained the local military in torture and espionage techniques.

Castro noted that is was also the US that destroyed Afghanistan, Libya, Syria, Iraq and stripped hundreds of thousands of people of their normal livelihoods and caused an enormous migration crisis. Now, she says, they seek to do the same thing in Venezuela in pursuit of cheap or free oil.

"Who would like to have such a partner on security?" the former Argentinian ambassador asks in conclusion.

"One additional step can be taken to increase the pressure on [Venezuelan President Nicolas] Maduro's regime to return to the constitution, to the constitutional process … Obviously sanctioning oil, or in fact prohibiting the oil to be sold in the United States… is something we can consider," Tillerson told a press conference in Argentina, adding that US restrictions may concern oil products as well.

He added that the United States was considering the measure in light of failing democracy in Venezuela.

Last Thursday, Tillerson said that the United States was not insisting on the change of the government in Venezuela but pointed out that the voluntary resignation of Maduro would be the best option for Venezuela.

Over the last year, the United States has sanctioned almost 50 Venezuelans over violation of human rights, according to the State Department.

Earlier in January, the Venezuelan National Assembly proposed to reschedule the election in the country, which is now set to be held before April 30 instead of late 2018 as previously planned, prompting protests from the opposition. Venezuelan ruling United Socialist Party decided on Friday to nominate its leader Maduro for the country's snap presidential election.

Venezuela, mired in a deep economic crisis caused by the fall of oil prices, has been facing mass protests since spring. The manifestations were initially a response to the decision of the country's top court to severely limit the legislative powers of the parliament. Despite the fact that the decision was eventually overturned, the protests continued.

Venezuelan President Nicolas Maduro announced on Twitter that the cryptocurrency that has been launched at 4 am GMT was poised to strengthen the national economy and help overcome the financial blockade.

In December, Maduro announced the idea to create a cryptocurrency system, called Petro and backed by the country's oil reserves, which is expected to help the country to overcome the financial blockade. The Venezuelan Finance Ministry noted that cryptocurrency was necessary for carrying out financial transactions and searching for new financing options.

Venezuela has allocated five billion barrels of oil to back its cryptocurrency. The authorities reportedly plan to set the initial price of their national cryptocurrency at $60 per one Petro.

Over the last year, the United States sanctioned almost 50 Venezuelans for allegedly undermining democracy, according to the State Department.

On February 4, US Secretary of State Rex Tillerson said Washington was weighing sanctions on Venezuela’s oil sector to increase pressure on the country's authorities and make them "return to constitutional process."

"Democratic Unity Roundtable announced at the meeting with various media its decision not to take part in the upcoming presidential election in the country on April 22," the coalition's statement said.

On Tuesday, Diosdado Cabello, the vice president of the Venezuelan ruling United Socialist Party, said that the presidential election in the country might be combined with the election to the opposition-controlled National Assembly.

Earlier, The Venezuelan government unilaterally signed an agreement with the opposition following discussing dates for the election during the talks hosted by the Dominican Republic. Venezuelan opposition refused to sign the agreement with the country's authorities calling it "unworthy."

Venezuela's Communications and Information Minister Jorge Rodriguez said later that after the two sides agreed on all the points, the opposition changed its stance because of "interference of other side."

Venezuelan authorities arrested 11 high-ranking bankers from the country’s biggest private financial institution, Banesco, and would “intervene in the institution”for 90 days in an effort to stamp out illegal banking practices.

Venezuelan Attorney General Tarek William Saab made the announcement in a TV broadcast Thursday, saying that a "surgical" investigation revealed irregularities that had devalued the country's currency.

The takeover of Banesco will see a deputy finance minister placed at the helm of the bank after the bank's executive president, Oscar Doval Garcia, and 10 others were arrested.

Venezuelan investigators said that a large number of suspicious Banesco accounts were linked to addresses in Panama, a country made notorious for being a good place to hide dark money with the release of the Panama Papers in 2016, and Colombia.

Banesco International's president, Juan Carlos Escotet, a Venezuelan citizen who was in Portugal when the arrest happened, said he was planning to return to Venezuela immediately. "I will go to Venezuela with peace of mind to support my colleagues," he tweeted Thursday.

"To the clients of BANESCO, I suggest you continue with BANESCO since under my ownership or not, it will always be the best guarantor of customer deposits," Escotet said in another tweet. And in another, he cautioned "The administrative intervention of Banesco will have a duration of 90 days. It is not a process of nationalization, therefore, the shareholders of Banesco maintain the property of the bank."

Critics of Venezuelan President Nicolas Maduro and his populist social democratic policies claim that government corruption and mismanagement are at the heart of the country's economic crisis. The government maintains that the country's wealthy class is sabotaging their socialist policies through economic warfare and by refusing to manufacture certain essential goods in an effort to stoke internal resentment against them, as well as hoarding wealth elsewhere.

The country's financial abuse crackdown came in response to accusations that an international network of financers was manipulating the black market exchange rate to the extent that it values the US dollar at a rate 10 times higher than the country's official exchange rate. So far, 134 arrests have been made and 1,380 bank accounts, mostly with Banesco, have been frozen.

The arrest of the bankers comes amid an anti-corruption purge in the country and follows the arrest of two Chevron employees in late April. "The decisions of the prosecutor's office are based on serious investigations to fight corruption… These two people involved have the right to defense and due process," Venezuelan Foreign Minister Jorge Arreaza said in a April 25 televised address.

Prior to the Chevron arrests, which the company responded to by evacuating its executives from the country, the attorney general had 80 executives and business partners of PDVSA, the country's state-owned oil company, arrested for graft. "Criminal [PDVSA] administrators colluded with criminal businesspeople to embezzle from the nation," Saab said during a March 20 press conference.
