Venezuela: Resistance or disintegration?

Global Affairs Canada announced that Canada has imposed sanctions against dozens of Venezuelan officials.

Canada Imposes Sanctions on 40 Members of Venezuelan Government

Canada is imposing targeted sanctions against 40 Venezuelan officials and individuals who have played a key role in undermining the security, stability and integrity of democratic institutions of Venezuela," the release said.

Earlier, US President Donald Trump also signed an executive order imposing new financial sanctions against the Venezuelan government.

The White House said the measures were "carefully calibrated" to put financial pressure on the government of President Nicolas Maduro.

Venezuelan President Nicolas Maduro has liked himself to the Soviet leader Josef Stalin.

"There are people in the world who consider that I am the Caribbean Stalin. And I do look like him: look at my facial profile," he said during his weekly TV program titled "Sundays With Maduro". "Sometimes I look in the mirror and it seems to me that I look like Stalin," he added.

Meanwhile the president denounced people who called him a dictator and questioned why Spanish leaders were not considered as such when observing events surrounding the Catalonian independence referendum.

"[Spanish Prime Minister Mariano] Rajoy has deployed police to Catalonia to detain 700 mayors. Does he act like a dictator? Maduro, who allows the opposition to hold a plebiscite, or Rajoy who does not want Catalonia to have a say?" he said.

Venezuela’s President Maduro has announced that the country's government has derailed an opposition plot to disrupt core public services, including national energy, water and gasoline supplies, and thus destabilize the situation in the country.

President Maduro Says 'Fascist' Group's Plot to Destabilize Venezuela Foiled
https://sputniknews.com/latam/201710031057901627-venezuela-maduro-opposition-plot/

The Venezuelan leader referred to the schemers as a "right-wing fascist group," which included the "opposition leaders of the highest level." The plot, which he said was mastermind by the US embassy in Caracas, was supposed to be set in motion on Monday.

Nicolás Maduro had not revealed any names of the suspects but said that the group has been captured "with concrete physical evidence."

Vice President Tarack el Aissami, Interior Minister Nestor Reverol and Bolivarian Intelligence Service (SEBIN) Director Gustavo González López are set to reveal all the details of the operation on Tuesday, the President said during a meeting with regional leaders in the country's northern state of Vargas, which was broadcast by the Venezuelan state television channel.

Maduro specifically pointed out that the sabotage plan was also aimed at disrupting the country's regional elections, which are scheduled for October 15, when the country will elect a governor for each of its 23 states.

At the end of September, the Venezuelan leader already urged the country's military to be on standby and be ready to "defend every inch of its territory." Venezuela, he said, has been "shamelessly threatened by the most criminal empire that ever existed," referring to the US in the follow up to the introduction of new US travel restrictions against some senior Venezuelan officials.

Maduro also said that he will visit Belarus and Turkey as a part of his tour.

19 people arrested for corruption in Venezuela's oil industry
http://www.fort-russ.com/2017/10/19-people-arrested-for-corruption-in.html

19 people have been arrested, many of them trying to flee the country, by Venezuelan authorities on the charges of corruption and embezzlement in the country's oil industry, Attorney General Tarek William Saab revealed.

Many of the arrested, some who on Wednesday tried to leave the country on a private flight before being arrested, include businessmen and state officials.

Some of the charges include irregularities, acts of sabotage, breaches of contracts and premidated maintenance delays.

Saab also revealed that has arrest warrants for other individuals involved in other corruption scandals.

“For those cases we have reached out to Interpol... We believe that those involved in organized crime, which has caused serious damage to Venezuela, cannot guise themselves as persecuted politicians,” he said while speaking to VTV.

The Venezuelan president, Nicolas Maduro, verbally lashed US President Donald Trump, claiming he knows little of Latin American geography. He also said that Trump “reads from notes,” even though the US leader is known for speaking off-the-cuff.

Maduro: Trump Reading from Notes, Not Able to Show Venezuela on Map
http://en.farsnews.com/newstext.aspx?nn=13960713000421

Maduro made a series of emotional statements while addressing the 2017 Russian Energy Week in Moscow, RT reported.

“Trump is reading from the notes. Trump doesn’t even know where Venezuela is. He just does not know that. He doesn’t even know where Puerto Rico is, he didn’t know that,” the Venezuelan president said.

The US president does seem to have had some issues with geography. During his campaign rally in Atlanta in 2016, Trump called the European country of Belgium a “beautiful city.”

Trump also made a geographical gaffe when he informed Israeli President Reuven Rivlin that he "just got back from the Middle East" during his official visit to Israel.

The US leader, is however known for his colorful, rambling rhetorical style that, according to some experts, contributed to his electoral success and made him more appealing in the eyes of some voters.

Back in 2015, Trump himself praised his own ability to speak off-the-cuff by saying that it helps him to keep an audience’s attention. “If you’re reading or you have a teleprompter or even looking down all the time at notes, you’re not going to get the reaction from the crowd,” he told Jimmy Fallon on NBC’s Tonight Show in September 2015.

In the meantime, Maduro claimed that the US leader not only lacks geographical knowledge but also does not know a thing about the history of Latin America. “Tell him of ‘Simon Bolivar’ and he will think it’s a rock singer, he doesn’t know who he was,” Maduro said at the Russian Energy Week, referring to the famous Latin American 19th century statesman and fighter against Spanish colonial rule.

The Venezuelan president also sharply criticized the US leader for the threats Trump issued against Venezuela.

“It was George W. Bush who supported the coup against Comandante Hugo Chavez … But we carried on because we were right,” the Venezuelan leader continued.

“Obama was different. He was smiling, but also imposed sanctions with a smile.”

“But Trump… Trump is rude. He is telling me: ‘I will finish you!’" But even under the current US leader, Maduro claimed, "Venezuela will move forward. It has its own destiny, and we will fight for this destiny.”

In mid-August, American president said that he would not rule out a “military option” against Venezuela, provoking a heated diplomatic exchange between the two countries. Venezuelan Defense Minister Vladimir Padrino Lopez called the remark “an act of supreme extremism,” while the White House said it had rejected a phone call from Maduro at the time.

Maduro’s latest comments came at a time when Washington and Caracas are engaged in a bitter war of words.

Trump denounced the Venezuelan government as a “socialist dictatorship of Nicolas Maduro” in his speech at the UN General Assembly. The US president even warned that his country is ready to move beyond sanctions and “take further action if the government of Venezuela persists on its path to impose authoritarian rule on the Venezuelan people.”

In response, Maduro dubbed Trump “the new Hitler of international politics” and condemned his “aggression against the people of Venezuela.”

The US president in turn added Venezuela to a new travel ban along with North Korea on September 25. The move provoked an angry reaction from Caracas, as Venezuelan Foreign Minister Jorge Arreaza slammed it as a new act of “aggression.” The Venezuelan Foreign Ministry also accused Washington of “political and psychological terrorism,” responding to the addition of Venezuela to the US travel ban.

In late September, Maduro also referred to the US as “the most criminal empire in the history of mankind” in a speech he delivered at the military parade held at the El Libertador air base in Aragua state in commemoration of the establishment of the Operational Strategic Command of the Venezuelan armed forces.

Venezuelan officials also slammed Washington, claiming the US was intervening to boost anti-government protests in the Latin American country.

Venezuelan president describes his international tour as a "total success"
http://www.fort-russ.com/2017/10/venezuelan-president-describes-his.html

Venezuela's President Nicolas Maduro has completed an international tour that took him to Algeria, Russia, Belarus and Turkey and in which he described as a "total success".

"This tour of the New World has been a total success, from the economic and financial point of view for the country's recovery process, from the energy, industrial and technological and agricultural fields," the Bolivarian president said.

Maduro emphasized that the tour will allow "the way for ...new energy agreements for the state-run oil company PDVSA." "We signed bilateral agreements benefiting both sides equally."

The president said the countries he selected to tour belonged to the "new world to which Venezuela belongs to, a multipolar world that respects us, this world where we can integrate into equal conditions without hegemonic empire."

"The world from now on can not be the world of threats, war. It has to be the world of dialogue, of closeness. That is the international policy of Bolivarian Venezuela," he said.

Venezuelan President Nicolas Maduro said in a joint statement with his Turkish counterpart, Recep Tayyip Erdogan following talks in the Turkish capital of Ankara on Friday that the two nations “want to open a new era in relations.”

Maduro, Erdogan vow to strength ties between Venezuela and Turkey
http://www.fort-russ.com/2017/10/maduro-erdogan-vow-to-strength-ties.html

“We believe in a different kind of world. We believe in a better world. This is not just possible, it’s necessary,” he said. “We want to sketch out a new era for the world. A multi-polar world where everyone can find their place.”

Erdogan also censured foreign intervention in South America during the rare visit to the country by his Venezuelan opposite number.

“I believe there is no force above that of the will of the people and we think that most of the time, foreign interventions deepen the problems,” Erdogan said following talks with Maduro.

Erdogan expressed positivity that the Latin American state will soon overcome its current “difficult period” with “ease, dialogue and compromise.”

The former Workers Party president of Brazil who was ousted in a coup and replaced by current right-wing president Michel Temer, Dilma Rousseff, has slammed him for being “submissive” to the United States policy against Venezuela.

Rousseff: Brazilian president is submissive to US demands on Venezuela, opposition in Syria created ISIS
http://www.fort-russ.com/2017/10/rousseff-brazilian-president-is.html

“The Temer government has an absolutely incorrect position towards Venezuela, not only for the pressure of U.S. President Donald Trump and Temer's intention to be submissive, but above all the fact that it accepted joint military actions with U.S. troops in the Amazon,” Rousseff said in an interview with Sputnik.

The statement was in reference to US military exercises that will take place in November in the Brazilian Amazon.

Rousseff then went onto say that the move for the US to surround Venezuela military was "undemocratic" and the resemblance of Washington supporting the opposition in Venezuela is like how it was in Syria.

“It was the opposition (in Syria) that gave birth to terrorist organizations such as the Islamic State group,” she said.

“Venezuela is a very important country for the international geopolitical order,” she said, stressing that the South American country's large oil reserves make it a particularly vital target for imperialist forces.

Bolivia has begun preparations to commemorate the death of Argentine revolutionary Ernesto “Che” Guevara who was killed almost 50 years ago, on October 9 1967 to be specific, in Bolivia in operation orchestrated by the CIA.

"It's not a time to cry for Che,” Bolivian President Evo Morales wrote on his Twitter account. “It's a time for strength, to deepen the anti-imperialist struggle, Che is part of that, in the face of military dictatorships a group of brave armed people rose to enforce sovereignty."

Morales opened celebrations that began yesterday and will end on Monday in Vallegrande, the site where Che' was buried.

Che played a key role in liberating Cuba from the US-backed dictator, Fulgencio Batista, and also attempted to export revolution to the Congo and Bolivia.

The Bolivian Chamber of Deputies also established a new medal to honor anti-imperialist efforts and released a statement stating that the medal will represent "struggle against imperialism, the promotion of social equality and socialism."

The celebrations will include music and art exhibitions, information seminars and a series of forums and debates.

The Organization of American States (OAS) is preparing to swear in a “parallel” Venezuelan Supreme Court on October 13, members of the de facto judicial body have reported.

OAS to Swear in “Parallel” Venezuelan Supreme Court in Washington
https://www.globalresearch.ca/oas-to-swear-in-parallel-venezuelan-supreme-court-in-washington/5612001

“We will be able to issue pronouncements addressed to government and authorities so they open investigations against (Venezuelan) officials who may have committed crimes against humanity, drug trafficking, or money laundering,” declared prospective judge Pedro Troconis, who will be sworn in as part of the de facto court’s penal appeal tribunal.

The move comes months after the opposition-held National Assembly (AN) swore in 33 new Supreme Court justices on July 21, claiming that the sitting judges are “illegitimate”.

Institutional standoff - The Supreme Court and the AN have been locked in a tense standoff since July 2016 when the latter defied a court order and swore in three legislators under investigation for voter fraud. The parliament has refused to heed the high court ruling and has consequently had all its actions declared “null and void” since that date.

The AN has repeatedly attempted to unseat the justices on the grounds that they were allegedly appointed illegally in December 2015 by the outgoing Chavista-controlled parliament. However, the motions were blocked by the then ombudsman and current attorney general, Tarek William Saab, who found no legal justification for the judges’ dismissal.

The institutional crisis escalated in the context of violent anti-government protests demanding early presidential elections, which erupted following a controversial Supreme Court ruling authorizing the judiciary to exercise certain legislative functions.

In the midst of nearly four months of street mobilizations that led to the deaths of at least 126 people, the AN went ahead and unilaterally swore in its own Supreme Court justices as part of a bid to form an internationally recognized “parallel government” in opposition to the elected Maduro administration.

The de facto justices were declared “usurpers” by the national government and were immediately subject to arrest, while others fled the country.

OAS backing - In August, OAS Secretary General Luis Almagro invited the 33 de facto justices to the organization’s headquarters in Washington where he recognized them as “legitimate” and pledged his support.

Meanwhile this past week, one of the judges, Antonio Marval, appeared in photos with Almagro and far right Florida Senator Marco Rubio, claiming that the “parallel” Supreme Court would soon be set up in the OAS.

“Preparations are already underway at the OAS for the establishment of the legitimate TSJ (Supreme Court),” he said, as reported by Miami-based El Venezolano Tv.

“Our measures will be of an international character and compliance will be obligatory for the Venezuelan state,” he continued.

According to Troconis, the de facto justices chose the OAS as the site for their “parallel” court because they consider it an “impartial organization with a considerable number of states (represented)”.

The OAS has, however, yet to confirm that it will swear in the judges next week. It remains unclear if OAS Secretary General Almagro possesses the authority to go forward with such a move without the approval of the body’s Permanent Council, which contains numerous Venezuelan allies.

Caracas has likewise yet to respond to the announced swearing in. Nonetheless, the Venezuelan government has long been at odds with the OAS chief, whom it has accused of pushing US-led intervention in the South American country.

Last month, Almagro issued a fourth report on Venezuela, calling for “increasingly severe sanctions” and demanding Caracas be slapped with the OAS Democratic Charter.

Earlier this year, Venezuela initiated the two-year withdrawal process from the OAS, alleging pro-US bias on the part of Almagro and the Washington-based regional body.

Uncertain US position - While the Trump administration has not yet taken a public position regarding the de facto Supreme Court at the OAS, in August the State Department issued a statement rejecting the establishment of a “parallel” opposition government.

“We don’t necessarily recognize parallel or separate governments. We respect the official government of Venezuela and President Maduro at this moment,” said the US State Department deputy assistant secretary for South America, Michael Fitzpatrick, during an August 1 interview.

At the time, the declaration was interpreted as a vindication of more moderate sections of the Venezuelan opposition committed to participating in regional elections.

Nonetheless, Fitzpatrick’s statement has been followed by escalating US actions targeting Caracas, including financial sanctions, a travel ban against Venezuelan officials, and threats of military intervention.

Venezuelan President Nicolas Maduro teased US President Donald Trump, his fierce opponent, with a message of thanks for making him famous with constant criticism.

Maduro: Trump Made Me Famous
http://en.farsnews.com/newstext.aspx?nn=13960717000740

“He has made me famous around the world. Every time he mentions me, they love me more,” Maduro said on Venezuelan state TV.

He added that it's an honor for him to be talked about so much by the leader of the US "empire."

“That means I’m doing something right,” Maduro said, cheerfully.

Trump has lashed out at Maduro and his ruling Socialist Party so often that he has “become the head of the Venezuelan opposition,” the Venezuelan president added.

Washington has recently slapped new sanctions on Venezuela, adding its government officials to a travel ban, to which Caracas reacted with accusations of “aggression” and “political and psychological terrorism.”

Trump has called Venezuela's government a "dictatorship," accusing it of cracking down on democracy and worsening the humanitarian situation in the country, which has seen massive opposition protests.

Maduro has in turn called the US under Trump a "criminal empire" that meddles in Venezuela's internal politics by promoting the opposition with the goal of regime change.

In August, the threats escalated all the way to Trump mentioning a "military option" against Maduro, which Caracas called "crazy."

Venezuela successfully launched the Antonio Jose de Sucre satellite into orbit from the Jiuquan Launch Center in the northwestern Chinese province of Gansu.

Venezuela Successfully Launches Third Satellite
http://en.farsnews.com/newstext.aspx?nn=13960717001329

The satellite was launched at midnight local time. Venezuelan President Nicolás Maduro said the new satellite will provide a better tool for monitoring agriculture health, energy food, security, socio-natural risk management and security, TeleSUR reported.

The highly sophisticated device is equipped with both high definition and infrared cameras and will monitor regions photographing particular areas every four days. Officials believe this feature will be particularly helpful in controlling criminal activity.

AVN reports say more than 100 young Venezuelans were involved in its design, structure, and construction.

"It can be properly said that the satellite Sucre is designed by Venezuelans," said the President ABAE, Camilo Torres.

"Sucre has already perfected a work done by Miranda over these five years, both for the exploration of mining and the protection of our frontiers, and to strengthen the work of the Orinoco Mining Arc with more information and data to clarify better actions in the economic and productive development of the country," he said, referring to Venezuela’s second satellite Francisco de Miranda, which was launched in September 2012.

The two platforms will orbit near each other during the transfer of data and information.

Scientists say Miranda may have at least two years left in operation.

The Venezuelan President Nicolas Maduro said the new Antonio Jose de Sucre satellite “will be sovereign, independent, and so we will go to the fourth, fifth, sixth satellite and the development of the highest technology in Venezuela.”

“Venezuela is moving forward. We are being beaten, yes, but we are moving forward with work, government and defense of the country,” Maduro insisted.

Russia will not demand Venezuela repay its owed debt in the amount of $ 1 billion for 2017 alone, said the head of Russia's Minister of Finance Anton Siluanov.

Don't mention it! Russia pardons $1 billion of Venezuela's debt for 2017
http://www.fort-russ.com/2017/10/dont-mention-it-russia-pardons-1.html

Thus, Moscow continues to support Caracas and the Maduro led government. At the same time, there is no coherent reason to demand a return of the money from Venezuela, due to the severe economic and social crisis in the country, accompanied by a currency deficit, would not allow it to be paid off.

"Venezuela turned to us for debt restructuring. The terms of this restructuring were discussed. We have worked out the conditions with the Ministry of Finance in general. If the Venezuelan side can quickly initial these agreements, there is every reason to agree and sign the terms of the restructuring before the end of this year," the minister said.

At present, the conditions under which the debt will be restructured have already been prepared, the agreement must be approved by the Venezuelan authorities.

This is the second restructuring of Venezuelan debt on the part of Russia over the past two years. Earlier, in September 2016, the debt was of $ 2.84 billion. This money Caracas should begin to return only in March 2019 in equal installments within three years.

Under the new restructuring, the conditions are likely to be similar, so payments will begin no earlier than 2020.

In total, over the past 11 years, Russia has invested $ 17 billion into Venezuela, including loans from Rosneft for $ 6 billion as an advance payment for the supply of Venezuelan oil.

Due to the fact that Russia will not receive funds from Venezuela, the Russian budget will be 54 billion rubles less than it could have been. The Commerce Chamber predicts that in the future, the amount of lost revenues will be greater, since it is "almost useless" to await the return of these funds from Caracas: according to the IMF, Venezuela annually requires up to $ 30 billion only to save the economy from collapse.

The economic situation remains very dire in Venezuela, inflation is expected to accelerate to 1660%, as well as the continued devaluation of the national currency and the growth of public debt. Venezuela currently has a 95% of economic collapse.

CARACAS, Venezuela - Despite a food shortage in Venezuela, Protinal Proagro, a company which has received millions of dollars to produce food has been caught burying alive millions of healthy chicks.

Carlos Herrera, an editor for Argentina-based Primicias 24, revealed that "what is happening in the process is that once the chicks are hatched and out of the incubators, they are not being dispatched to chicken farms to grow and mature and then distributed into the food chain on the national level ... but they are being diverted and buried alive in mass graves so as to contribute to the shortage of chicken and eggs for the population and by extension cause price rises and inflation.”

La Hojilla television program host, Mario Silva, on Saturday night claimed that Protinal has buried more than 100 million chicks alive in 2017 alone.

This comes as the West condemns the supposed failure of Bolivarianism while not reporting on the sabotage efforts within Venezuela that receive external support, mostly from the US.

Russia and Venezuela have signed an agreement to restructure the US$3 billion debt owed by the Caracas government. Sputnik spoke to an expert on Venezuela's debt who said the real problem would come from the institutional investors who could force a default, as they did with Argentina in 2014.

Russia Agrees to Wait for Venezuela Debt but Beware Wall Street 'Vultures'
https://sputniknews.com/latam/201711151059128591-russia-venezuela-debt-default/

Venezuela signed a deal in Moscow on Wednesday, November 15, about restructuring US$3.15 billion of debt to the Russian government. Venezuela's economy has been hit by tumbling oil prices and US sanctions.

Russia and China are Venezuela's biggest creditors with total liabilities of around US$8 billion and US$28 billion respectively.

Venezuelan finance minister Simon Zerpa and Vice President Wilmar Castro Soteldo signed the deal, which gives Caracas a six-year breathing space.

"These are very favorable terms that Venezuela can honor. This deal strengthens the relations between our two countries," Mr. Soteldo said in Moscow.

Missed US$200 Million Payments - Gustavo Angel, sovereign expert at RAEX Europe, said although the deal signed in Moscow helped, it did not greatly reduce the risk of President Nicolas Maduro's government defaulting.

Mr. Angel said the default risk came because Venezuela had delayed payment of US$200 million coupon payments on bonds which were due to mature in 2019 and 2024.

"In my view Russia or China are not as risky debt holders as the institutional investors — Goldman Sachs, Blackrock and others. Institutional investors bought Venezuelan bonds in representation of its clients and will make the restructuring process of the debt more cumbersome because Venezuela has to convince more individual parties which have very different investment strategies," Mr. Angel told Sputnik.

He said that happened with Argentina in 2014, when the whole restructuring process failed and the country went into default after a small minority — three percent — of bondholders refused to accept new conditions.

Beware 'Vulture Fund' Investors - What were known as "vulture fund" investors demanded a full pay-out of the US$1.3 billion worth of Argentinian bonds they held.

On Wednesday, S&P Global Ratings said it had placed PDVSA in "selective default" for failing to make the US$200 million payments, joining Fitch who downgraded Venezuela earlier this month.

Mr. Angel said Venezuela owes a total of around US$150 billion, which was a mixture of government bonds and bonds in the national oil company, PDVSA, with Venezuela's oil reserves held as collateral for the debt.

Several major US companies and pension funds had bought these bonds, including Fidelity Investments (US$572 million), T. Rowe Price (US$370 million), Black Rock iShares (US$222 million) and Goldman Sachs (US$187 million).

Venezuela has only US$9.7 billion in foreign reserves left and needs to pay back US$1.47 billion in interest on various bonds by the end of the year and another US$8 billion next year.

The Chinese Foreign Ministry said on Wednesday they had confidence Caracas could "properly handle" its debt crisis.

"Over a period of years, Venezuela has borrowed billions of dollars from Russia and China, primarily through oil-for-loan deals that have crimped the country's hard currency revenue by requiring oil shipments to be used to service those loans," explained Mr. Angel.

As mentioned with Russia, a potential restructuring of the Chinese debt with Venezuela can alleviate Venezuela's problem. However, the main problem of Venezuela remains on the debt servicing expenses, the low amount of reserves at the central bank and the restructuring of the debt with institutional investors," he told Sputnik.

World's Highest Oil Reserves - Mr. Angel said there was some good news for Caracas.

"Venezuela has more than enough oil reserves to repay its debts. In fact, Venezuela is the country with the largest reserves of oil in the world with 300 billion barrels, more than Saudi Arabia which holds 269 billion barrels," Mr. Angel said.

"The problem of Venezuela has nothing to do with its proved reserves of oil, but with production of oil, for which the country has been lagging behind for years. Since Hugo Chavez came to power in 1999, a large stake of the country's oil company profits were used to financial social programs and very little was allocated for investment in the oil industry. Crude oil production of Venezuela amounted to 1,955 barrels per day in October 2017, well below that of Saudi Arabia which produced 10,056 barrels per day. This represents for Venezuela the lowest production of oil since 1989, when production reached 1,905 barrels per day," Mr. Angel told Sputnik.

Weighed Down by Sanctions - He added that much of Venezuela's problems stemmed from the sanctions which had been imposed by the US, the Organization of American States, Mercosur, the European Union, and some banks like Commerzbank and Deutsche Bank.

"The current default position of Venezuela could potentially encourage the Venezuelan government to look for a transition towards consensus with the country's opposition party and other countries and blocs in the region… the boundaries of the executive, legislative and judicial branches are not clear and this harms confidence of investors in the country," Mr. Angel concluded.

Delusional on the floor, malaria patients in El Callao demand medicines

More than 300 people suffering from malaria in El Callao, Bolívar State, demanded medical attention from the government in the face of a serious illness that was eradicated in the country and could end the lives of those infected.

Through a video made by the account "El callao en línea", published last November 11, one of the victims denied the statements made by the government about the entry of medicines to the entity and said that they have 11 or 12 days with malaria, adding that public hospitals have "deceived" those affected.

Russia will consider the suggestion made by Venezuela to help turn the Caracas into a transportation hub, Deputy Prime Minister Dmitry Rogozin said on Friday.

"We spoke today about the need of thinking in the field of supplies about an integrated approach and potential creation of a transport hub addressing the unique geographical position of Caracas," Rogozin said.

"We will analyze your proposal," Rogozin ensured.

"What you suggested today is fully matching the logic of talks with Cuban colleagues," Rogozin said reflecting on his earlier meeting with Cuban officials.

"This is to allow the government of brother prime minister of Dominica, Roosevelt Skerrit, funds for the reconstruction of his country as well as the creation of fiscal space to access new credit," the foreign minister continued.

The move was done in a show of solidarity.

The Venezuelan Finance Ministry has announced its plans to establish its own cryptocurrency system to carry out financial transactions and search for new financing options.

Venezuela Plans to Create Cryptocurrency System to Overcome Financial Blockade
https://sputniknews.com/latam/201712041059662290-venezuela-establish-cryptocurrency/

Venezuelan President Nicolas Maduro has said that the country will set up a cryptocurrency system called El Petro in order to overcome the financial blockade, according to the Venezuelan Finance Ministry.

"President Nicolas Maduro announced that Venezuela would create a cryptocurrency system, which will be called El Petro, in order to make progress on currency system and overcome financial blockade," the Finance Ministry said Sunday.

The ministry noted that cryptocurrency is necessary for carrying out financial transactions and searching for new financing options.

In August, the United States imposed sweeping financial sanctions on Venezuela, forbidding US businesses from lending to the Venezuelan government or the state-run oil and gas company PDVSA. The sanctions also cut into the dividends that PDVSA's US subsidiary Citgo may send back to Venezuela.

The announcement comes the same week as the world's most popular cryptocurrency Bitcoin has broke past its $10,000 value mark, growing more than 11-fold since the beginning of the year. However, some experts claim that such a quick rate of the currency's value growth may keep it from long-term sustainability.

Cryptocurrencies have been getting mixed reception from governments around the globe. While in some countries they are legal as a means of payment, in others they have no legal status yet or even got banned. Many experts claim that such currencies as Bitcoin pose threat to the global economy, as they simply cannot be controlled by the government.

According to Nicolas Maduro, the Petro is needed to overcome the financial blockade of the country. The Ministry of Finance of Venezuela clarified that the cryptocurrency is necessary to carry out financial transactions and to seek new ways of financing.

Venezuela's Cryptocurrency, the Petro, to Be Backed by Oil Reserves - Maduro
https://sputniknews.com/latam/201712061059745806-venezuela-cryptocurrency-oil-reserves/

Venezuelan President Nicolas Maduro promised on Tuesday to certify the new Petro cryptocurrency in the near future, which will be backed by the country's oil reserves.

"In the near future, I will sign the Petro certificates, which will have the support of thousands of oil barrels from Orinoco Belt," Maduro said in a televised statement, adding that national gold and diamond reserves will also support the digital currency.

On Sunday, Maduro announced the introduction of a digital crypto-currency, the Petro, which is expected to help the country overcome its financial blockade. The Venezuelan Ministry of Finance specified that the cryptocurrency was necessary to make financial transactions and look for new ways of financing.

In November, the United States imposed new sanctions on 10 current and former Venezuelan officials for their role in undermining the country's electoral process, censorship and corruption. The list of individuals includes newly-appointed Culture Minister Ernesto Emilio Villegas Poljak and Minister of the Office of the Presidency Jorge Elieser Marquez Monsalve, as well as Freddy Alirio Bernal Rosales, an agriculture minister in charge of the government-run food distribution program.

This end-run around sanctions will improve the lives of millions, and represents a major counter-attack against globalist bankers' hegemony. This cryptocurrency can't be 'mined', and isn't subject to manipulated inflation.

Russia, Venezuela launch Cryptocurrency counter-attack on Globalist Bankers
http://www.fort-russ.com/2017/12/russia-venezuela-launch-cryptocurrency.html

Venezuela and Russia, only two months apart, have announced the creation of national digital currencies to speed up their international trade. In the case of Russia the currency will have the name of Cryptorubl , can not be mined and its exchange rate will be determined by the Central Bank of Russia.

A Bloomberg article written by Leonid Bershidsky about the announcement by President Nicolás Maduro stresses with anger that a Venezuelan cryptocurrency could bypass US financial sanctions, with the possibility of issuing debt and offering a degree of anonymity in its centralized Blockchain system, protecting the creditors to be sanctioned and achieve the necessary access to foreign currency.

Cryptocurrencies can be used as tools for sanctioned countries, since they are not subject to control or intermediation by US and European financial institutions.

President Nicolás Maduro announced the creation of a Venezuelan cryptocurrency (El Petro), backed by the country's oil, gas, gold and diamond reserves, and a Venezuelan Blockchain Observatory to give this digital currency legal and institutional basis. What is this financial initiative that is gaining more space in the world of finance?

Let's start with the principle: what is a cryptocurrency? - A cryptocurrency or digital currency is basically a means of electronic exchange. Contrary to the currencies issued by the Central Banks of the world (dollars, euros, etc.), the particularity of cryptocurrencies is that their "production" depends on quotas of natural or legal persons not subject to regulation or intermediation of financial institutions global (led by the USA) and state.

This production process is known as "mining" , in which networks of people or groups (called miners), equipped with high-power processors compete on the internet to obtain the reward (bitcoin or other cryptocurrency), by solving mathematical problems complexes testing random numbers with high speed.

As if it were a casino, whoever manages to find the answer first receives the cryptocurrency and distributes it among the winning miners.

Since its popularization in 2009 with the famous Bitcoin system, the global use of cryptocurrencies and especially their price have increased exponentially, expressing not only the high demand for their acquisition but also the facilities, low transaction costs and the security that offer, since they can be monitored by those who make up the network and are not subject to international banking intermediation.

The growth has been such that global banks such as Goldman Sachs and Black Rock already offer management services for hedge funds that are aggressively investing in cryptocurrencies.

Although initially designed as a means of digital payment, cryptocurrencies have progressively migrated into reserve currency, safekeeping of financial assets or simply an investment instrument. The value of a cryptocurrency depends on its demand and has as a reference the currencies with the greatest global influence such as the euro, the dollar and the yuan.

And the Blockchain? - According to the famous portal Investopedia , Blockchain (chains or payment blocks in Spanish) is a digital book that in a decentralized and public way accounts for all cryptocurrency transactions, each node (server connected to this network) is allowed to download a copy of each transaction. This system operates outside the classical institutions of the international financial system.

It is basically an accounting system that generates a permanent record as a block, guaranteeing, according to the opinion of its pioneers, a reliable, secure mechanism that is not regulated by a central authority to verify transactions made in cryptocurrencies.

"Concerns" of the big US banks and the false debate about cryptocurrencies - The growth of cryptocurrencies - bitcoin exceeded the barrier of 11 thousand dollars per unit a few hours ago - has begun to generate concern among the masters of the world economy, that select club formed by multilateral financial institutions, large central banks and private banks. of great weight.

To the warning of the Bank of International Settlements (BIS) about the harmful role of bitcoin, the financial institution that controls almost all transactions worldwide and has been linked to the powerful Rothschild family, the US Federal Reserve was alerted "the danger" that the use of cryptocurrencies represented for the international financial system. Other large banks such as JP Morgan or UBS have shown their open rejection of investment in digital currencies.

The concerns of these financial actors are based on the fact that the system of cryptocurrency transactions favors anonymity and, therefore, criminal operations related to drug trafficking and the illegal arms trade. The large private US banks have served as a washing machine for global drug trafficking and for paramilitary groups such as the Islamic State or the Los Zetas Cartel, so these "concerns" reflect rather the open competition that exists with rising cryptocurrencies.

The debate surrounding the use of bitcoin in criminal operations is totally fallacious, since the problem is not the means they use for financing but the existence of these organizations themselves, historically supported by the US and NATO.

On the value and support of the digital currency it is also important to specify that the dollar has no other support than the "confidence" (a psychological factor, not material) since the Nixon administration broke the dollar / gold convertibility.

Cryptocurrencies in Venezuela - A product of the distortions created by daily dollar rate in the Venezuelan exchange market, cryptocurrency mining activities have been growing. An organization involved in this business, Dash Caracas, indicated that in September there were transactions in cryptocurrencies in the order of 40,000 million bolivars.

Given the low costs of electricity in Venezuela and the daily increase of the dollar in the parallel market, mining has become profitable and attractive as a mechanism for saving and access to foreign currency. A report recently published by the BBC on the subject, said that "the miners in Venezuela are generally young entrepreneurs, mostly male, familiar with the world of technology and middle class or affluent members."

Although the expenditure on electricity is low, the investment in equipment necessary for mining is imported and large in dollars. The report affirms that "the miners are responsible for the aggravation of the electric service", due to the high electrical consumption that this activity requires.

The Venezuelan Observatory of Blockchain and "El Petro" itself could be outlined as a mechanism to regulate and intervene in this activity in Venezuela, even publicly Surbitcoin (leader in price references and cryptocurrency transactions) has said that its main banking partner is Banesco However, in a context of increasingly accelerated financial globalization, where nation-states are losing their internal control capacity, the regulation of crypto-mining in its entirety is highly complicated (not only for Venezuela).

The case of China, a state that could not be considered weak, is illustrative: in the Asian giant , 80% of the world's bitcoins are traded .

Venezuela and Russia to cryptocurrencies: a geopolitical maneuver against US sanctions? - Contrary to the prevailing catechism on cryptocurrencies, Venezuela and Russia, only two months apart, have announced the creation of national digital currencies to speed up their international trade. In the case of Russia the currency will have the name of cryptorubl , can not be mined and its exchange rate will be determined by the Central Bank of Russia.

At no time does this decision lead to the legalization of the bitcoin market in Russia, so the initial approach is to take advantage of its advantages in a controlled manner. Something similar could be planned by the Venezuelan State.

Venezuela and Russia share the status of countries sanctioned by the US, instruments that in their application have limited both partner countries access to the financial market and the use of the financial system linked to the dollar for part transactions and investment projects.

The US is considering the possibility, according to Bloomberg, of applying sanctions against the Russian debt (in the style applied against Venezuela) , so the Putin government finds in the creation of a national cryptocurrency an immediate response to protect its debt and its financial connectivity in the world.

2017 has been a key year in the transition to an emerging financial system distanced from the dollar, where Russia and China have taken a leading role in the construction of a payment architecture, investment and commercial exchange at the regional level in their own national currencies, novel factors that they do not necessarily rival the cryptocurrency.

Within the framework of this offensive, as far as Latin America is concerned, Venezuela has a vanguard role in that geo-economic projection that challenges the spinal cord of US political power globally: the dependence on the dollar.

Among the reasons that Russia alludes to launch its own national cryptocurrency is that its main geo-economic pivot, the Eurasian Economic Community , one of the most dynamic commercial poles in the emerging multipolar world, is to include this format of payments for its commercial exchanges.

Russia undoubtedly sees the benefits - in a cautious way and on the march of the geopolitical events - of using a payment system that does not depend on the dollar (beyond being used as a reference) and that allows us to avoid the imposed tax surcharges for the sanctions.

For its part, Venezuela suffers a voracious financial, economic and oil blockade that, beyond limiting its access to the debt markets, has gone so far as to block its most elementary transactions for the payment of external debt and for the importation of medicines and food. at a time when the population requires it most.

The possibility opens with the use of cryptocurrency that Venezuela and Russia speed up their levels of cooperation and financing, finding a common route to increase financing in the energy field, a critical area for the country's economic sustainability in the medium term.

President Maduro's announcement should not be viewed in isolation, but as part of a financial strategy that seeks alternative mechanisms to bypass the limitations of US banking to make payments and import vital inputs for the life of the population. The cryptocurrency offers an alternative for this situation, since it could function as a financing mechanism in foreign currencies and payment outside the US bank.

As part of that strategy, PDVSA began to quote Venezuelan crude in yuan a few months ago and ordered that payments and imports be progressively migrated to European and Asian banks, in order to avoid the US financial blockade. The Venezuelan cryptocurrency, according to the words of Maduro, would be a new vertex in the framework of this transition outside the dollar.

It is a political measure. Some conclusions in process:

The amount of cryptocurrency to be issued will depend on the government needs at the time, its conditions and determine in what quantities of ounces of gold, barrels of oil, BTU of gas or carats of diamonds to determine its value, as well as its insertion in the map of cryptocurrency payments worldwide. Also, once placed in operation, it will be related to the parallel dollar market based on the value of "El Petro", and whether it could have an impact on the bottom line that drives inflation in Venezuela every day for political reasons.

The treatment of cryptocurrencies should not be based on a moral analysis. Are they good or bad? It depends on its use and effectiveness according to the strategy. Does it make us vulnerable to vulture funds and financial speculators? That exposure occurs with all currencies, it is not something particular of cryptocurrencies. Vulture funds act against Venezuela without ever having used that mechanism. Can they be used for illegal businesses? The dollar and the US bank have been used as a mechanism for money laundering by terrorist groups and drug traffickers, but the fear is rising cryptocurrencies.

The issue of cryptocurrencies in Venezuela will give much to talk about and if something was clear in 2017 is that trust in Maduro is key to winning the battles that we have left, and that there are many.

Two former bosses of the Venezuelan petroleum industry have been arrested by security forces on Thursday, according to official sources.

Venezuela arrests two former oil bosses on sabotage charges
https://www.almasdarnews.com/article/venezuela-arrests-two-former-oil-bosses-sabotage-charges/

The two detainees are Nelson Martinez, ex-chief of state oil company PDVSA, and former Minister for Oil Eulogio del Pino. According to Venezuelan Attorney General Tarek William Saab, the two high-ranking officials were arrested as part of a security operation in order to “to dismantle the cartel that has been hitting the oil industry.”

The attorney further stated that the operation is being carried out by the Military Counterintelligence Unit, and that in total 14 people are being investigated, some of whom are not living in the country at the moment.

“We hope they will be delivered to Venezuelan justice,” Saab said.

The arrests come a week after similar sanctions were taken against six executives of Citgo Petroleum Corp, the US-based subsidiary of PDVSA, who were arrested on suspicion of having accepted bribes of over $50 million.

The functions of both Martinez and del Pino are taken over by Manuel Quevedo, a staunch supporter of Maduro. Quevedo has defended the purge of the two former oil bosses, accusing them of planning an economical sabotage of the nation.

“This sabotage plan is aimed at achieving a repeat of 2002-03 when there was an attempted coup against Chavez,” Quevedo stated during an OPEC meeting in Vienna.

How much did it cost to promote the right-wing mob reactionaries in Venezuela through social networks? Sunday December 17, 2017
http://www.fort-russ.com/2017/12/how-much-did-it-cost-to-promote-right.html

Edward Bernays, theorist of the United States Public Information Commission and founder of American propaganda, has stated, "consensus engineering is an approach aimed at getting people to support certain ideas and programs, based on the application of scientific principles. and public opinion studies."

For Venezuela to unleash citizen violence that encourages international intervention, hoarding and speculation by mafias of the distribution of essential goods that, based on the arbitrary increase of a parallel currency, attack of the economy is not enough. Neither the economic blockade implored by political actors like Julio Borges nor the violence commanded by the MUD in the voice of Freddy Guevara.

Rather, the process of spreading lies and misinformation has played a leading role in the unconventional war that is taking place in Venezuela.

How to misinform successfully?

A report on the website of the corporation Trend Micro Inc., dedicated to computer security, talks about three different elements required for false news to be successful:

Tools and services to manipulate and spread the message through the relevant social networks: from simple "likes" through numbers of paid followers, etc.

Social networks: platforms in which people spend more time to get the latest news and information. When analyzing the relationships between the bots and the recipients of the promotion of social networks on Twitter, we know the scope and organization of campaigns that try to manipulate public opinion.

The motivations behind false news: it can be about the desire for monetary gain through advertising, it can also vary from criminal to political, but the success of any propaganda campaign will ultimately be based on how much it affects the real world.

In Misión Verdad we have analyzed how the State Department finances false news, organs of its government such as the Department of Defense, USAID and the NED issue important amounts for the "development of the media" in more than 70 countries, specifically non-governmental organizations. foreign governments (NGOs), journalists' associations, news media and academic journalism spaces.

In the case of Venezuela, the names of the specific foreign organizations that receive these funds are state secrets, however it is evident the increase of anti-Chavez digital media after the reorientation of the funds assigned by the interventionist agencies to meet the goal of the Congress American in 2016: achieve means "independent, free and professional, empowered and increased." Such media serve as tools and usually broadcast false news.

How to quote false news to guarimbear (right-wing reactionary mobs)? In the study of a case, Trend Micro calls "create a celebrity" (create a celebrity) to the stage in which a medium or character achieves its positioning and describes how it is based on the increase in the number of followers.

To instigate street protests such as guarimbas (right-wing reactionary mobs), Trend Micro describes how groups are created, promotional material is distributed and the rates to promote a protest (total price = 200 thousand dollars).

To discredit a journalist or media, an operator (artist, journalist, youtuber, instagramer or influencer) is chosen as operator with 50 thousand followers on Twitter or 10 thousand Facebook friends, who for four weeks would write false news that would be retweeted 50 thousand times and visited 100 thousand times more in a video on YouTube. Then they "poison" the account with 200 thousand bots, 12 thousand malicious comments that would be retweeted or receive a "like" 10 thousand times (total price = 55 thousand dollars).

The guarimbas of 2014 and 2017 received robust financing of both internal and external factors. Proof of this are the 17 crowdfunding projects developed only this year to strengthen the sending of money and equipment to groups of "La Resistencia", plus the wide digital advertising diffusion of some of their marches or activities.

Even when they say that they will begin to regulate their diffusion in social networks, false news is a component that seeks to generate consent in affected audiences so that they follow imposed agendas as if they were part of their wishes. In the Venezuelan case, it means that they passively or actively accompany the coup plot against the Government of Nicolás Maduro.

The themes appeal to the motivations and emotions of the public under economic siege, to replace the reason when receiving these ideas. Collective violence as an objective leads to "creating news, in this direction, to mold people's attitudes and actions, based on the basic ideas to be conveyed," said Bernays, who was in charge of devising the propaganda machinery that would allow the United States to legitimize its intervention in the First World War in front of its population.

The news agenda in the anti-Chavez media revolves around force ideas such as "dictatorship", "repression", "authoritarian and undemocratic government".

International public opinion unveils "cyberinjerencista putinmadurismo"

However, despite the evidence that exists now there are campaigns such as the one made by the newspaper El País aimed at accusing Venezuela and Russia of intervening in internal political processes in Spain using terms such as "machinery of interference" or "propaganda of the Kremlin. "

In which it is accused of supporting the destabilization of Spain and the European Union (EU) spreading false news about Catalonia, all in favor of the independence movement. As if Venezuela made use of the same methodology that they use against the country in detriment of the places from where their financing mainly comes from.

The testimonies referred to come from people "who asked to remain anonymous due to the usual Russian reprisals", from Atlantic Council, a think tank linked to NATO and from a researcher who claimed to use advanced measurement and analysis software that is unknown, and whose results are not auditable, apart from technically insidious comments.

There was no lack of resonance in the Venezuelan anti-Chavez media, referring to a report prepared by Freedom House, arm of the State Department, which accuses governments of countries such as Egypt, Iran, Morocco, Sudan, Turkey, Cuba, Syria, Venezuela, Ecuador. , Mexico, Thailand and Vietnam to create troll accounts, bots, paid commentators or the installation of false news, which, according to the report, only Russia and China did previously.

While they indicate that Canada, the United States, Argentina, Australia, France, Italy and the United Kingdom are some of the nations that have not fallen into the practice of generating "paid cybernetic armies" to spread their political ideology in social networks. In a clear exercise of shifting the blame for their practices, mainly used by the United States, towards the countries that are victims of this type of aggression.

The coming censorship: blows and counterattacks

This type of new false news campaigns aim to demonize the media and alternative network accounts of the attacked countries. Given its potential to neutralize and unveil the matrices of opinion positioned by the media conglomerate, financed by the banks and corporations that dictate the policy of the United States and the European Union. What has turned networks and information into a space of contention for global geopolitical powers. In that sense, there are obvious examples of this behavior as the recent announcement of the conglomerate Google about its work to reduce the presence of the Russian media RT and Sputnik in their news search services. Or the recent denunciation of President Nicolás Maduro about censorship and veto his person in social networks like Facebook and Instagram.

That is why it is more than public and notorious that those who finance the false news are the same ones who demonize those who try to neutralize the flow of disinformation that comes out of the dominant US media, which have served so that actions against people like those of Venezuela, Syria or Ukraine are consented on a global scale by those who consume their contents. This is because the advance in the geopolitical control of the different regions of the world by the US is subject to the silencing of other stories that are opposed to the hegemonic discourse. For this, even when there are different channels of access to information, it is intended to disqualify them to exercise censorship, and to hide any other discourse that is not related to the memory that is constructed from the power to the global audiences.
