A Freedom of Information Act (FOIA) request from 2021 has produced what is now known as the "Pfizer Confidential Report", showing that the vaccine giant knew all along that its vaccine was deadly.

An inquiry into government response to the COVID-19 pandemic has been announced, but state and territory local lockdowns and border closures are likely to avoid scrutiny.

Key points:​

• The scope of the inquiry will include pandemic financial support and advice, governance, key health response measures, and broader health support
• The commission will be led by an economist, epidemiologist and public administration expert

Prime Minister Anthony Albanese and Health Minister Mark Butler announced the inquiry and its scope at a press conference in Adelaide this morning.

The inquiry will not have the same powers as a royal commission but will be able to call witnesses and examine the response of governments during the pandemic.

The scope of the inquiry will cover COVID-19 responses since the pandemic began in January 2020, including governance and key health response measures, as well as advice for dealing with future pandemics.

However, decisions made solely by state and territory governments during the pandemic response, such as lockdowns and border closers, will be omitted from the scope.

It was pretty much left up to each state to decide what measures were implemented and how harsh they were.

The prime minister said the inquiry would particularly focus on:

• Key health measures, including COVID-19 vaccinations and treatments
• Key medical supplies such as personal protective equipment and public health messaging
• Broader health supports for those impacted by COVID-19 and lockdowns, including mental health and suicide-prevention supports and access to screening and other preventative health measures
• Financial support for individuals
• The support for industry and business
• Assistance for Australians abroad, including assisted returns to Australia
• And governance and national governance mechanisms, including national cabinet

"One of the things that I want to do from the lessons as well is to ensure that we're positive, that the process of learning from the pandemic is constructive, rather than destructive," the prime minister said.

"We need to make sure that this is forward focused and [we] consider all of the Commonwealth responses to the pandemic."
The commission will be led by economist Angela Jackson, epidemiologist Catherine Bennett and public administration expert Robyn Kruk.

"I want to thank the three individuals who have agreed to be part of this inquiry," the prime minister said.
"They have vast experience in public health, government and economic expertise."

While the scope of the COVID-19 inquiry is wide, two areas that the government says it will not look at are "actions taken unilaterally by state and territory governments" and "international programs and activities assisting foreign countries".

Opposition Leader Peter Dutton labelled the decision to omit unilateral decisions from state and territory governments as a "protection racket" for Labor premiers Daniel Andrews and Annastacia Palaszczuk, particularly highlighting Mr Andrews's repeated decisions to lock down Melbourne for long periods of time.

Liberal premiers of the day, South Australia's Steven Marshall, NSW's Gladys Berejiklian and Tasmania's Peter Gutewin had also taken particular measures to, when necessary to their respective state, close borders and lock down cities as a COVID-19 response.
South Australia in particular had some of the strictest border closures in the country at the height of the pandemic.
Mr Dutton said the inquiry should cover "every state and territory in the Commonwealth".

"If we don't learn the lessons of what happened during the course of COVID, good and bad, by every level of government, how do we expect to go into the next pandemic not understanding what had happened in the previous one," Mr Dutton said.

Shadow Minister for Health Anne Ruston said she did not want the inquiry to become a "witch-hunt" against the former Coalition government.

Mr Albanese said the inquiry should not be a source of conflict.

"This should be a coming together in a constructive way to learn the lessons which have been done from the pandemic. And that is the spirit in which it is operating," he said.

This is an independent panel. They'll decide the process in detail, but there will be submissions and input from stakeholders as well as individuals."

Inquiry given 12 months to compile report​

The prime minister, when asked why the government would not hold a royal commission, said it had been advised on what kind of inquiry to hold.

"Quite frankly, a royal commission can take more time [and] is normally headed by a judge," he said.
"What we've appointed is three experts.

"The advice that we've received is that this is the best form of inquiry."

University of Melbourne epidemiologist Nancy Baxter said the inquiry should provide an important reflection on the country's pandemic response but added that she hoped it would look at the effect COVID-19 was still having on the population.

"I'd also say that it's important to look at what COVID is still doing to us, and how we better manage that because, currently, we're managing it by largely ignoring it," she told the ABC.

Mr Butler said the government made a promise to start the pandemic inquiry once the "worst period of the pandemic had receded".
"We wouldn't start an inquiry while our health systems, our governments, were still focused on pandemic management," he said.
"While COVID is no doubt still with us, the impact of COVID right now on the community, on our health system, is at the lowest [it's been] throughout the whole three and a half years."

The inquiry will consider the findings of previous relevant state and territory COVID-19 inquiries and reviews.
It has been given 12 months to complete a report for the government.
