From
TG Channel of
State Duma Deputy Andrey Lugovoy, there was, in Russian, on December 10, 2024:
Western intelligence agencies use migration to solve the problem of destabilizing Russia: they "charge" migrants, organize illegal corridors and introduce radicals.
This is the same that the Anglo-Americans with help from a ME country and others have worked to achieve in some areas of Europe. The summary continues:
We were able to effectively resist foreign agents. Now it is important not to miss the topic of illegal immigrants, who, with rewired brains and aggressive ideas, pose a threat to national security. And just like with foreign agents at the legislative level, we must create a legal framework that meets the interests of Russian citizens.
2.7 million illegal immigrants received support from the British government to enter Russia. In 2022, the Foreign Office allocated more than 225 million rubles for migration projects. Pro-British NGOs lobbied for the importation of migrants, taught "tolerance towards migration", protected terrorists, criminals and religious extremists.
The enemy's "soft power" is active in the post-Soviet space, including those aimed at creating an image of Russia as an aggressor and enemy in the eyes of potential migrants. In 2023, the collective West invested ₽ 254 billion in CIS "humanitarian projects", and in the period from 2001 to 2023, more than ₽3 trillion.
The "Russian colonialists" and the "occupation" of the CIS countries during the Soviet period is a new reality that is instilled from school. Textbooks issued with funds from foreign sponsors contradict not only historical facts, but also common sense. Thus, in the textbook on the history of Armenia for the 8th grade, the annexation of Eastern Armenia to the Russian Empire is called annexation. The number of students studying in Russian in the post—Soviet republics has halved to 690 thousand people. The most noticeable decrease is in schools in Turkmenistan, Georgia and Armenia.
We also know about the MI-6 program and the CIA's "Strategy for the decolonization of Russia", one of the tasks of which is to provoke national conflicts, up to the uprising of migrants.6 diplomats from the British Embassy who worked with the agency to create protest activity, including through migrant communities, were exposed and expelled from Russia.
This force, gathered by agents of influence, was supposed to "shoot" and become a threat to Russia's national security.
Translating from
another source, there was
"Under the influence of the West, especially the British, a narrative was formed about the negative consequences of the CIS countries being part of the USSR. [...]Our country is presented as an occupier, which is not only untrue, but generally contrary to common sense.
Of course, we trust our CIS partner countries, but we should not forget about the work of Western special services. Through controlled non-governmental organizers, Western curators are doing everything to re-educate the new young generation. And migrants who come to Russia with brains rewired by the West show not just intolerance towards the local population, but sometimes aggression and cruelty.
Of course, we no longer pretend that the migration problem does not exist! We are working. And what the State Duma has done in the last quarter is, of course, striking. But what we could have done 5-10 years ago has not been done! And thank God that they showed their will here.
[...]
I must confidently tell you that especially in the Central Asian republics today the Great Game number 2 is unfolding – this is what happened in the 19th century between the Russian Empire and Britain. If we leave there, then the Anglo-Saxons will be there instead of us. They are already present there."
Some slides from the presentation.
1) The first screenshot from the slides refers to a paper published by the Commission on Security and Cooperation in Europe - US Helsinki Commission. As an intro, on their webpage, they say about themselves:
The Commission on Security and Cooperation in Europe, also known as the U.S. Helsinki Commission, is an independent commission of the U.S. Federal Government. For over 45 years, the Commission has monitored compliance with the Helsinki Accords and advanced comprehensive security through promotion of human rights, democracy, and economic, environmental, and military cooperation in the 57-nation OSCE region.
The two names for the Commission explains a lot.
At the time of the signing of the
accords, around 1975, the idea was to reduce tension between East and West.
The translation of the heading is 'Program of MI6 and CIA. "The strategy of the decolonizing Russia"'
The
document is a transcript of the discussion they had about what to do with Russia.

There is a program of the UN to stimulated mass migration into Russia, initiated and supported by western agencies. At least that is the Russian interpretation.
Form the website the
UN in Geneva in Switzerland, they write about IOM, The International Organization for Migration
Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to help ensure the orderly and humane management of migration to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.
Looking up the
German Wiki the name and purpose of the organization has changed:
Context of origin and predecessor organizations (1951 to 1989)
The International Organization for Migration (IOM) was founded in 1951 in response to the large number of internally displaced persons and war refugees in Europe after World War II. The IOM was initially a logistics agency that organized the transport of nearly a million migrants in the 1950s and has undergone several name changes since its inception. The transition from the Provisional Intergovernmental Committee for the Movement of Migrants from Europe (PICMME) in 1951 to the Intergovernmental Committee for European Migration (ICEM) in 1952, to the Intergovernmental Committee for Migration (ICM) in 1980 and finally to the International Organization for Migration (IOM) in 1989 reflects the evolution of IOM's mandate over its existence, by becoming the leading intergovernmental organisation in the field of migration. [1][4]
Integration into the United Nations and the present (1990 to present)
In 1992, it was granted observer status at the United Nations General Assembly (GA resolution A/RES/47/4). [5] In September 2016, United Nations (UN) member states unanimously adopted a resolution through the General Assembly approving the agreement to transform IOM into a UN affiliated organization. [6] This agreement has strengthened relations between IOM and the United Nations and improved their ability to fulfil their respective mandates in the interests of migrants and Member States. [1] IOM coordinates the United Nations Network on Migration, which was established in 2019 and includes UNHCR, WFP and UNDP. [7]
The chaos creating of the hegemon is patched up by migration policies to stir up more chaos elsewhere. Russia would not be the only example. From their website, of IOM, there was:
Who helped to created the problems in Yemen? Or in Libya, Iraq, Afghanistan, Syria and many other countries? The same that want to create problems in Russia.

In the SNG countries that border Russia, there are 100 anti-Russian media outlets. and 30 media projects sponsored by western organizations and companies, supported by money from western agencies.
Armenia, a country of 3 million, and less than 30,000 km^2, boasts hosting the largest diplomatic mission in the world, 2500 US "diplomats".
According to the speaker, Andrey Lugovoy, Kyrgystan has tried to put legislation in place, but many spheres of public life are influenced by funding from the US, the EU and the UK. Other neighboring SNG have so far done very little to oppose the intentions of the Western Governments
