After listening to the entire 36:16 minute announcement with Q&A of the ending of the Emergencies Act, the answers are appropriately Trudian.
Just a few spots:
I'd just like to point out one item that was not mentioned at all. Unless someone has heard differently, the Emergencies Act is lifted but the Covid mandates are still in place. I don't think I even heard the word 'mandate' mentioned.
PM Trudeau Announces That Use of Emergencies Act Will End – February 23, 2022
At a news conference on Parliament Hill, Prime Minister Justin Trudeau announces that the federal government will revoke its declaration of a public-order emergency. He is joined by Deputy Prime Minister Chrystia Freeland as well as ministers David Lametti (justice), Marco Mendicino (public...

Just a few spots:
24:03- Senators and the secret information withheld from them
26:50- The Emergencies Act requires a study on its use to be conducted after the emergency is over. (My thought: Since it has never been enacted before, you don't know what will happen until you try it. This fits with the 'beta test' theory.)
28:00- What needs to change if this happens again?: "social media", "foreign funding"...
29:56- Justin has set such a 'low bar' for the use of the Emergencies Act, will it be easier to use in the future?: The police responded in a "measured way". There was "no low bar".
32:45- Justin: "Well, I think we all have to think about what we lived through over the past 2 years. Because, for me, the history of this pandemic is not one of emergency and occupation. It's a history of people who were there for each other. Front line workers who continue to be there to protect us; health care workers, people working in our hospitals who made enormous sacrifices who worked flat out; Canadians who were there for their neighbours, for their small businesses; people who were there for each other by being vaccinated, by wearing masks. That will be the legacy of this pandemic. So, yes, it was truly sad to see the impact of the pandemic, and to see people, some people who became furious, who turned to unlawful acts, who seem to be against science and against the government. But this will not be what has defined our country during this difficult time. Our country remains defined as a country with one of the highest vaccination rates among peer countries. Our economy is rebounding faster then many others. Now, I understand that this made headlines over the past few weeks. But that will not be the history of the pandemic. That is not the history of Canada."
