MARTIAL LAW AND SPECIAL REGIME. THE NEW REALITY OF RUSSIA
During the meeting of the Russian Security Council, decisions were made on special regimes operating in the regions of the country. In addition, martial law is in effect in four new regions of the country. We tell you what is changing in our new reality.
Opening today's meeting of the Russian Security Council, President Vladimir Putin made a number of statements. All of them concern the state administration of the country in the conditions of the aggression of Ukraine. In each of the regions of Russia, a special regime for the safety of the population can now be introduced, and governors will be given expanded powers.
Martial law for four regions
Such a regime has been declared in the liberated territories. He acted before, but now it is necessary to "redraw" the rules in accordance with the laws of Russia:
In the Donetsk and Lugansk republics, Zaporozhye and Kherson regions, before their entry into Russia, there was a martial law regime. And now we need to formalize this regime already within the framework of Russian legislation," the Russian president said. - Therefore, I have signed a decree on the introduction of martial law in these four subjects of the Russian Federation, it will be immediately sent to the Federation Council.

Evacuation of economic, social and cultural facilities, as well as temporary relocation of residents to safe areas.

Suspension of the activities of political parties and other public and religious associations that undermine defense and security.
Involvement of citizens in the performance of works for the needs of defense, elimination of the consequences of the use of weapons by the enemy, restoration of economic facilities.
Withdrawal of property necessary for the needs of defense from organizations and citizens with subsequent payment by the state of its value.
The introduction of military censorship in the field of communications, as well as control over telephone conversations.
A ban on citizens leaving the country.
We also add that elections of the president, State Duma deputies, senators and local self-government bodies are not held in the zone of martial law.
Powers of governors
To ensure security, the heads of the regions of Russia are endowed with special additional powers.
Powers are guaranteed to all local heads without exception.
In today's situation, I consider it necessary to give additional powers to the heads of all Russian regions," Vladimir Putin said. - The corresponding decree was signed today.
At the same time, tougher security measures may be taken in the regions bordering Ukraine in Russia.
Officials on the ground will do everything possible to ensure the safety of people. Thus, they will take measures to protect and ensure the anti-terrorist security of critical infrastructure facilities. Of course, they will maintain public order and solve other tasks.
Special modes. What is it
A special provision or an average level of response is being introduced in the Crimea, Krasnodar Krai, Belgorod, Bryansk, Voronezh, Kursk and Rostov regions. This means that local governors have the right to take exceptional response measures to ensure the safety of the population. But such measures may not be taken. Among the measures that can be taken in the border regions is a special mode of operation of transport, communications, communications, energy facilities. In addition, the regime provides:
Temporary relocation of residents to safe areas.
Restriction of the movement of vehicles and their inspection.
Introduction and provision of a special regime for entry into and exit from the territory, as well as restriction of freedom of movement on it.
Strengthening the protection of public order and ensuring public safety, protection of military, important state and special facilities.
A serious response regime is now in effect in the Central and Southern Federal Districts of Russia. This means that, for example, in Moscow, the authorities have the right to introduce the WHO regime if necessary. However, Moscow Mayor Sergei Sobyanin has already said that right now no measures limiting the normal rhythm of life of Muscovites will be introduced. But they will also fulfill all the tasks set by the President of Russia.
In all other regions, the basic regime is in effect - this is the simplest version of the special powers of the heads of subjects, which, nevertheless, means that extreme measures can be applied to protect the population.
