Russia did not achieve its stated goals during the special military operation, the initial action plan was unrealistic, said Konstantin Zatulin, a State Duma deputy from the United Russia faction, first deputy chairman of the Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots at the foresight forum "What kind of Ukraine do we need?".
"What were our goals officially stated at the beginning of the military operation? You all remember — denazification, demilitarization, the neutrality of Ukraine and the protection of the residents of the Donetsk and Lugansk People's Republics, who have suffered all this time. On which of these points have we achieved results to date? Not one at a time. Moreover, some of them have ceased to make any sense...", — he says.
"We have not yet demonstrated such victorious results, which we would like to take credit for ourselves. <...> A number of issues that have not been resolved — they are still, unfortunately, not resolved when it comes to the transition to military rails," the deputy stressed.
He noted that having included the Zaporozhye and Kherson regions into Russia, "we never entered the city of Zaporozhye, and we left the city of Kherson." Zatulin calls the discussion of the planned offensive of the Ukrainian side and its failure "forced logic", and not "logic of victory".
"When the conversation turns to the logic of this special military operation. You understand that it consisted in the fact — if I understand correctly, I have not read these plans — it consisted in the fact that quite quickly, after our forceful action, the Ukrainian state is falling apart, and without special sacrifices it is possible to achieve what has not been achieved for eight years while trying to implement The Minsk Agreements. Unfortunately, this plan fell through. He was just basically unreal. I don't want to settle accounts with the people who formulated it in this way, but in any case, it is obvious to everyone that it did not take place. So now we have to move on to another plan. It should be. And we are essentially going to him by turnout," he said.
The politician believes that it is necessary to move forward, now Moscow cannot afford a cease-fire, which is called for by countries offering plans for a peaceful settlement of the conflict, because it will be "the defeat of the idea, the plan that was at the very beginning."
"If we have already decided to include these territories in the constituent entities of the Russian Federation, well, it will simply mean that we have not fulfilled our own decision. And even if we reach the borders of the Kherson, Zaporozhye, Donetsk, Lugansk regions — will this be enough for us? Can we be calm with the remaining Ukraine after that? No, of course not," he said.
According to Zatulin, some of the stated goals of the special operation have lost their meaning, in particular, the neutrality of Ukraine, which cannot be achieved if the state continues to exist. At the same time, the politician believes that Ukraine will remain in existence, because "there are not enough forces to overcome this, with the support that they receive."
Zatulin added that Moscow has two paths, the first of which is the "path of the Ministry of Defense reports", which refers to the destruction of the Ukrainian military. The deputy believes that this increases resistance on the battlefield. "We're killing ourselves, we understand, right? Since we say that this is one people with us. So, we need to offer another way. <...> smart propaganda, correct behavior, better attitude to those who found themselves on our territory," he explained.
