It is hard to imagine how an accurate measurement of precipitation over a 60-second period can be made. The Meteorological Agency says a low atmospheric pressure system is dumping heavy rain over the island.
It says some areas have recorded 400 to 700 millimeters of rain.
Authorities in Kumamoto Prefecture in Kyushu and Hokkaido in the north say there is a possibility of mud slides where heavy rain has loosened the earth and swelled rivers.
The Meteorological Agency is also warning of possible mud slides and flooding, and advising people in Hokkaido to exercise caution in heavy winds.

First, the sun must be high in the sky. Second, cirrus clouds have to be present and not only present, but also made up of hexagonal ice crystals. This shape refracts the light from the sun that passes through and creates the colorful rainbow hues among the clouds.
